Separation of housing from care and support • Should the provision of housing be separated from the

• Benefits: – tenure neutral, greater choice, portability, commissioning

collaboration

• Problems: – Capital investment, strained business model, disinvestment, loss of

cross-subsidy

• May work for some and not for others

• Main focus on inputs and outputs in commissioning, efficiency and quality

• Little concern given to outcomes – what matters to people

• Risk of creating new institutions

• Weaknesses in the evidence base
