Presentation Goals

Brief history of how we got to where we are and why this topic is crucial.

Laws/policy which apply to schools now for recycling and potentially composting in the future.

Assistance opportunities to create or expand recycling and composting programs.

And hopefully relaying all this without making you drowsy.

In the beginning . . .

Garbage was a health issue

- Mid-1800s / industrialization + immigration = Cholera

“Sanitary Waste” became a culture issue in the 1930s with introduction of motorized transport

- 1950s - convenience / obsolescence

1970s – Earth Day, federal rules, Love Canal

1987 – New York turns a significant corner . . .

Regulatory Drivers

Solid Waste Management Act of 1988 (mandates statewide recycling)

State Solid Waste Management Plan (now Beyond Waste)

Part 360 Solid Waste Facility Regulations (Part 360 currently undergoing revision.)

Solid Waste Management Act of 1988 Creation of local recycling laws, solid waste

authorities, education (BWRR) & grant $$ Executive Order 142 (must recycle)

Executive Order 4 (sustainability) State Education Department must comply

with EO’s – schools/institutions must comply with local recycling laws.

Beyond Waste Plan

0.6 lbs of garbage per person by 2030 Organics diversion key driver Product Stewardship key driver Local 10-year plans must reflect actions to

achieve state goals Yeah, it’s ambitious but we can do it!

Part 360 Regulations

Compliments the Beyond Waste Plan Being updated to address/support more

recycling infrastructure (e-waste) New technologies (biomass, AD) Out for public comment at the end of 2014 Regulations on line at www.dec.ny.gov

Organics: NYSAR3 Organics Council (policy) NYC initiatives (voluntary) Surrounding state bans on food scraps to landfill

Product Stewardship: (NYPSC)

e-waste, rechargeable batteries, cell phones, plastic bag recycling. Expect to see latex paint added in the near future.
