–PEO (IWS 2.0) contemplating towing incomplete ship to Corpus Christ in mid-Jan 11 for radar installation

–Plan for having VTHM complete ship unclear at this time

–Plan for delivering ship to MSC unclear at this time

• Significant concerns regarding quality of ship design and construction and quality of ILS documentation

• Concerns regarding a number of design issues–Minimal change proposals being entertained per ASN

• Significant concerns regarding ability to sustain ships when operating in austere ports due to limited onboard spare parts and provisions

• Army and Navy senior leadership discussing possibility of MSC taking over operation of Army vessels prior to delivery of first ship of class

• MSC tasked to develop recommendations for Life Extension on Mt Whitney to 2029 (58 years)

• MSC input will be joined with NAVSEA input on USS BLUE RIDGE for a joint report

• MSC Life Extension study reveals major systemic issues

– structural deterioration

– ventilation deterioration, dirt, mold

– Galleys, laundries and fan rooms without structural fire protection

– electrical deficiencies

• MSC Life Extension Cost Estimate approximately $110 million

• USFFC has requested MSC provide a proposal to assume operation of engineering, deck and steward department functions for 12 LSD 41/48 class vessels

• Life Extension Studies conducted (generally 45-50 years):

– Fast Sealift Ships (FSS), MPS – Waterman, Maersk, and AMSEA classes, T-AGM 24 (50+ years), Wheat, Stockham, Martin, Zeus, T-AGOS 19 class

• Life Extensions Studies currently ongoing:– Mt Whitney / Blue Ridge (58 + years)

• Life Extensions Studies to be accomplished:– T-AGM 23, T-AGS 60, T-AKR 300,T-AKR 310 (45-50 years)

– T-AOE class, T-AO class, T-AH class, T-ARS, T-ATF to be done by PM1 (45-50 years)

– Possible OPNAV task for Gordon/Gilliland class, Martin, Stockham, MPS Waterman and AMSEA classes, Shughart/Yano class, and the Wheat to 60 years
