• NASSCO continuing to deliver ships ahead of schedule

• Overall quality continuing to improve with each successive ship delivered

• T-AKE remains a shining star amongst current Navy ship acquisition programs

• Discussion on which ships to use for Prepo–Last 3 or first 3

• Last ship in a class is always a challenge

T-AGM 25 Issues

• Delivery previously rescheduled from Jun 10 to Dec 10

–VTHM has continued to fall behind schedule and is now reporting anticipated additional slip in delivery date

• Ship to be provided as GFE to Raytheon for radar installation not later than 1 Feb 11

–PEO (IWS 2.0) contemplating towing incomplete ship to Corpus Christ in mid-Jan 11 for radar installation

–Plan for having VTHM complete ship unclear at this time

–Plan for delivering ship to MSC unclear at this time

• Significant concerns regarding quality of ship design and construction and quality of ILS documentation

• Primary mission: high speed intra-theater logistics/sealift capability (600 short tons of payload at 35 knots over a distance of 1200 nautical miles)

• Specialized secondary missions:

–Theater Security Cooperation

–Global Fleet Station

–Humanitarian Assistance/Disaster Relief

–Augment CLF

–Sea Base to Shore Connector

• Adaptive force packages consisting of personnel and equipment will be embarked to support specialized missions

• Quality of construction/workmanship thus far is good

• Concerns regarding a number of design issues–Minimal change proposals being entertained per ASN

(RD&A) direction

• Significant concerns regarding ability to sustain ships when operating in austere ports due to limited onboard spare parts and provisions

• Army and Navy senior leadership discussing possibility of MSC taking over operation of Army vessels prior to delivery of first ship of class

• Analysis of Alternatives–Optimum cargo capacity – liquid and dry

–Potentially replace T-AOE when paired with T-AKE

• MARPOL double-hull and 12a compliant design

• Competitive procurement anticipated–Objective is to award detailed design and construction

contract in early FY14 due to industrial base considerations

• Last-minute addition to Navy’s POM 12 submission–Not related to FY22 POR for T-AGOS(X) program to

eventually replace existing T-AGOS vessels

• Single ship procurement to fulfill emergent LANT fleet requirement

–Requirement for dual mission capability (active and passive arrays) similar to T-AGOS 23

• Design alternatives being evaluated–T-AGOS 23 variant

–T-AOE(X) – 4 Ships (FY29-FY36)• Maybe rolled into T-AO(X)

• Programs subject to change pending completion of QDR and subsequent revision of 30-year shipbuilding plan

• MSC tasked to develop recommendations for Life Extension on Mt Whitney to 2029 (58 years)

• MSC input will be joined with NAVSEA input on USS BLUE RIDGE for a joint report

• MSC Life Extension study reveals major systemic issues

– structural deterioration

– ventilation deterioration, dirt, mold

– Galleys, laundries and fan rooms without structural fire protection

– electrical deficiencies

• MSC Life Extension Cost Estimate approximately $110 million

• USFFC has requested MSC provide a proposal to assume operation of engineering, deck and steward department functions for 12 LSD 41/48 class vessels

Ship Life Extensions

• Life Extension Studies conducted (generally 45-50 years):

– Fast Sealift Ships (FSS), MPS – Waterman, Maersk, and AMSEA classes, T-AGM 24 (50+ years), Wheat, Stockham, Martin, Zeus, T-AGOS 19 class

• Life Extensions Studies currently ongoing:– Mt Whitney / Blue Ridge (58 + years)

• Life Extensions Studies to be accomplished:– T-AGM 23, T-AGS 60, T-AKR 300,T-AKR 310 (45-50 years)

– T-AOE class, T-AO class, T-AH class, T-ARS, T-ATF to be done by PM1 (45-50 years)

– Possible OPNAV task for Gordon/Gilliland class, Martin, Stockham, MPS Waterman and AMSEA classes, Shughart/Yano class, and the Wheat to 60 years
