Resource for proper education
The basic questions
Integration –
a command of the present days
but at the same time
a fashion,
a favorite theme for politicians
Does everybody know, what is it about?
At least there are different understandings!
Political support for integrated approach
Slogan since 1992 Strong political support:
Rio Summit `92: AGENDA 21
Not too much happened since !
WSSD 2002 Johannesburg: integrated approaches / top priority
EU support: NATURA 2000, Water Framework Directive (Integrated watershed management)
Slogan today –
political, less based on professionality.
Basic terms: „Integrated“
Integrated : When we can speak about?
When respecting the
natural precondition: integrated approach to the
water and the vessel
(the landscape as a geosystem)
i.e. not only relation surface water/underground water
political/economic precondition:
needs of all sectors and stakeholders
Integration of integration (?)
Not big difference betwen
- IWRM
- Integrated watershed management
- Integrated landscape management
since water resources are in watersheds, watershed is
the landscape
Integrated approach should not restrict the
work of specialists in water sector
What is that?
• landscape

• ecosystem
• watershed • territory
• region
• environment
A material reality! The terms are only worlds!

There is only one landscape in the same space – it is to be accepted by each sector
Therefore an integrated approach is needed for its use
What (is possible) to integrate ?
? natural bodies – not possible ? land use form – not possible – all the forests, fields, built objects, industry, transport need their territory ? land use mode - limited ? physical management - limited – different sectors, owners, users

Management:
ruling procedure, not physical actions
Right tools for integration:
procedures supported by legislation
dealing with the water&vessel
Tools for integration are country specific
planning - projecting - regulation - control
Basic terms: „Integrated planning“
What is an integrated plan?
A frame plan on the optimal organisation and utilisation of the territory for
all sectors and for the whole territory answering the questions
= what,
where, how ?

What is possible to integrate ?
the approach (a theorethical issue)
The information system on the geosystem – should be the same for each sector
The planning – the tools of organisation
of the territory = yes!!!
