DMRC : an Overview A Joint venture of Govt. of India & Govt.

of Delhi - Entrusted with the task of implementation of mass rapid transit system in the city of Delhi & NCR

Phase- I & II of project completed Present Network –- 190 Km of route Length ( U/G- 48 km,

elevated-135 km, 07 km- At Grade )- 6 Lines , 7 Depots, 136 stations - Rider ship- about 02 million

Manpower Profile :O & M : regular staff for core activities ( about 6000 nos. ) : Outsourcing for only fringe activities like housekeeping , watch & ward , ticket

vending )

Project : regular staff only for supervision & quality control ( At the peak of the Project during Phase- II , about

25,000 construction workers were working on various DMRC sites )

- In Phase- III also , the same trend is to continue .

Need for Skills training In O & M -- to make them more productive ,

safety conscious , and to instill in them a sense of pride in their work

-- to improve their competence level

In Project- to reduce the accidents - to enhance quality of

workmanship - to create a pool of skilled workers

for construction industry

Efforts in this direction : DMRC wanted to engage one renowned

Training Firm , with excellent standing in Skills and safety training , who can certify competency of the trained worker , at par with international standards.

M/ s “ India Skills” was identified as the suitable learning provider for Operations and maintenance staff.

Journey Ahead :Skill development can be the most potent tool for

tapping into the country's enormous reservoir of knowledge, mobilizing national talent and creating an empowered generation with access to opportunities. Skills development initiatives also entail building a truly inclusive and qualitatively significant knowledge society. Knowledge should be strongly integrated into our development strategy and innovation should be made an integral part of our knowledge systems. 

 DMRC joined hands with M/s India Skills for imparting training on safety consciousness and skill up gradation of skilled, semi-skilled and unskilled employees

INDIA SKILLS is a Joint Venture of MANIPAL EDUCATION and CITY AND GUILDS/ UK.

MANIPAL EDUCATION is a pioneer in education and City & Guilds is one of the world’s largest providers of vocational training.

CITY AND GUILDS has 10 years contract with the London underground for skill training of London Metro operation

Total 2000 employees covered till date

Functions included maintenance of -

Rolling stock, Signalling , Telecommunication, over head Electricity, Civil and Electrical maintenance, Track .

DMRC nominated single point of contact (SPOC ) and subject matter expert(SME ) to coordinate with India Skills

SME identified training needs, safety issues, skill base, competence, safety hazards to the trainers. example:

-Traction / OHE: working at heights, electricity related issues

- Rolling Stock : chemical related issues, working at heights, crowd management etc.

India Skills team surveyed various site location.

A very strict and regimented post training evaluation process adopted

Minimum qualifying marks kept as -70%In case of failure, deterrent like

withholding of annual Increment1st and 2nd position holder in each Batch

awarded by DMRCRemarkable improvement in performance

Safety and Skill Proficiency Training of construction workers: challenges

In phase III contract document a clause regarding one week/ two weeks safety training of Contractor’s employee/staff/workers has been incorporated.

According to this , all workers/staff/employees shall undergo at least one/ two weeks safety training at the time of induction. After completion of the training a competency certificate shall be issued. No worker/staff without having the certificate can be deployed at any construction site.

Similarly it has also been stipulated that every Skilled person employed by any contractor under Phase-III should carry a certificate of skill proficiency from a DMRC recognized training agency.

A massive task of implementation of the planned endeavours lies ahead in DMRC .

Public Private Participation Model may be a solution to achieve the gargantuan task

We are very sanguine about the success of the PPP model of Skills training for Construction workers in DMRC project Phase- III

With proper support from the concerned Government agencies ,enabling legislative framework , and stakeholders it can be a reality.
