Ans.1- Teaching staff constitutes a vital aspect of education. Pupil teacher ratio is one of the critical indicators of education. It may provide insight to measure the quality of education. Being a large country, India requires sufficient number of teaches at all levels to impart good quality education.

A. India has a PTR of 36 on average which means there is 1 teacher against every 36 people registered in primary schools. It may sound good but this ratio is across all classes that is one teacher per 36 students of all classes in a school.

B. This rate is even worse in areas of remote access as primary teachers are not willing to work in such areas.

C. Teacher absentia due to lack of monitoring also adds up to this case taking the situation to gigantic proportions.

D. Under RTE even if we get students to school, there would be very less impact without teachers.

A. Also Government scheme of providing every student with a tablet according to us is just a burden to exchequer and a popular stunt for people.

Using Aakash to provide teachers to remote schools or to Teach is a Technology driven solution for shortage of teachers

•We need to make Aakash a 3g SIM compatible tablet and equipped with a camera. Also the processor needs to be fast enough to handle video calling.

• Instead of doling out Aakash to every student provide one to every class in a school. Also equip all schools with two classrooms with a TV and a Microphone.

• Instead of forcing teachers to move out to remote places or recruiting sub standard teachers for schools (Para Teachers) recruit teachers by normal process and use existing teaching force.

•Create a Center for broadcast in Tier-1 and Tier-2 Cities that have enough teachers and people willing to teach.

•Recruit wardens or watch keepers which are actually local people responsible for managing discipline and safety of equipment in classrooms. These wardens should be local people and should be paid.

•The teachers in broadcast center will teach students at schools over a Skype call. The classes will be a one on one live call class and the warden will be responsible for maintaining discipline over the class.

Selection of Warden

The selection of warden is based on the fact that they are the replacement of teachers where there is a shortage of

teachers. A warden must be a local person and preferably educated up to at least 8th class. Even if selection criterion

is not met locals can be selected on basis of training scores.

Technical Training

The warden will then be trained into handling a TV set and Aakash tablet on a basic level to accept video calls. &e will

also be given basic maintenance training.

Duties of Warden

A warden will be responsible for handling the students and maintaining

discipline in class while an online class is going on. Also the warden will ensure

the safety and lock of special rooms and devices.

The models total cost will come out from the education budget. It will cover the expenses of recruiting teachers ( Rs. 2,20,000 approx. P.A), wardens ( Rs. 96,000 P.A) and directors ( Rs. 4,80,000 P.A.).

This is the additional burden exchequer has to bear but it will still be significantly less than the governments plan to dole out an estimated 23 crore Aakash tablets.

This funding is only a 1000 crore Rupees higher than the present yearly education budget for primary education and still less than 65,869 crore Rupees for complete education budget and can be rolled out over a span of 3 years.
