16 Targets to be achieved by 2015

1. Reducing by 5% the share of adults with insufficient abilities in reading, mathematics, science and digital literacy. Extra efforts are to be addressed to specific geographical areas which exhibit above national average of this insufficiency.

2. Reducing by 3% the proportion of working age adults whose highest qualification is below MQF level 4.

3. All courses offered by the Directorate for Lifelong Learning lead to a recognised MQF qualification.

4. Enhancing learning opportunities for older adults in the context of active ageing.

5. Addressing the learning needs of people with disabilities and deprived communities and socially excluded persons.

6. Encouraging individuals’ engagement in adult learning as a means of strengthening social inclusion and active participation in the community.

7. Promoting the acquisition of transversal key competencies.

8. Enhancing the role of cultural, civil society and sporting organisations and other bodies as creative and innovative settings for formal and informal adult learning.

9. Making maximum use of ICT in the context of adult learning as a means of widening access and improving the quality of provision.

10. Improving the quality of adult learning staff.

11. Developing mechanisms for ensuring that educational provisions better reflect labour market needs and developing new language opportunities to increase people’s capacity to adapt to new environments.

12. Initiating cooperation and partnership between all stakeholders relevant to adult learning, notably public authorities, the different providers of adult learning opportunities, social partners and civil society organisations. The aim is to avoid duplication and to minimise fragmentation.

13. Being able to provide sufficient baseline data on participation,.

14. Increasing by 1% annually the number of adults participating in lifelong learning. This means that, by 2015, the number of adults participating in lifelong learning would amount to 22,260 or 10.5%.

15. Promote alternative learning pathways to the existing ones, by setting up the Academy of the Arts.

16. Increasing the proportion of post-graduates in the workforce
