• Cleansave Waste Corporation (CSW) - incorporated in the Philippines as a sole purpose company focused on waste management and power generation.

• Each project will be held by a dedicated subsidiary company to allow greater flexibility.

• Initial operations will be in Metro Manila. Four projects are planned for Greater Metro Manila to service a population of 20 million generating some 10,000 tons per day of MSW

• Almost all land, contracts, licenses and permits are in place. The first project will process 2,000 tons/day and generate 370 GWH/year in a 52 MW powerhouse at GMA.

• The second project will process 4,000 tons/day and generate 740 GWH/y in a 104 MW powerhouse at Taytay in Rizal.

PROCESS - SUMMARYPROCESS - SUMMARY• The process utilizes steam under pressure in 25 ton capacity

revolving autoclaves. Batch process. Feed is raw unsorted garbage. Suitable also for medical waste.

• Cycle time is 1.5 to 2 hours including loading/unloading• The feed volume is reduced by 85%. The autoclave product is

sanitized and much easier to segregate than raw waste sorting.• In the autoclaves organic matter is reduced to clean burning

fibrous refuse derived fuel (RDF) with a calorific value of approximately 7,400-7,600 btu/lb when dried to 5% moisture.

• Aluminum cans are stripped of lacquer and cleaned and thus have a higher value than in their original form.

• The RDF is combusted in boilers to generate steam for the process and for power generation using steam turbines.

• Capital cost of Stage 1 of GMA plant is $21.7 and will produce RDF for testwork to finalize powerhouse design and selection

• It appears a 70:30 debt to equity ratio is possible particularly following the completion of Stage 1.

• Subsequent projects such as Taytay will progress to full production in a single stage using GMA as a model

• Cleansave requires a big brother partner in the Philippines preferably with some power generation expertise

• Farm-in Partner can earn a negotiated equity interest by advancing CSW’s equity share of each project (at 70/30 debt to equity this equals 12% of capital cost)

• The equity advance to be recouped at an accelerated rate from CSW share of profit in each project

PROJECT STATUSPROJECT STATUS

• Environmental Compliance Certificate for GMA granted. Documents/letters of support have been issued by DOST, DOE, LGU’s and Malacañang Palace

• Sites have been purchased at Taytay (17 ha) and GMA (50 ha). Two other sites available at Malabon and San Pedro for long-term lease

• Contracts for 25 years have been signed with the municipalities of Taytay in Rizal and GMA in Cavite granting CleanSave the free and unrestricted delivery of external garbage within their jurisdiction.

• Detailed design by RNFA is well advanced and a bankable feasibility study by SMEC is due for completion in July 2009.

• Traffic studies have been completed for GMA and Taytay.

• Loan and equity funding for GMA Stage 1 of $25 million is being arranged.

• Construction is expected to commence in third quarter 2009.

• Plant commissioning of Stage 1 estimated to be first quarter 2010 and a decision to proceed to Stage 2 in both GMA and Taytay to be made in second quarter 2010 after completion of Stage 1 tests.

• A contract has been signed with Philippine Hospital Association committing all hospital waste nationwide (1,200 hospitals) for 25 years. Tipping fee is Php25/kg ($540/ton) and indexed to CIP.

• Contract signed with members of the collectors association which guarantees the delivery of 4,000 tons per day of MSW to Cleansave plant at Taytay for 25 years and a 2,000 tons per day to Cleansave plant at GMA. Tipping fee is approx Php 500 per ton ($19/ton) and indexed to CIP.

• Target is 3-4 strategically located plants to service Metro Manila and surrounding provinces (11,000 tons daily)

• Agreements with LGU’s of Malabon and San Pedro are being progressed for third site (6 ha) and forth site (20 ha). A further project is under discussion for an 800 tons/day plant in Bulacan.

• Discussions being progressed for overseas projects in China, Korea, Singapore, Libya, Jordan, Syria, Malaysia and other areas. Funding will be procured by local partners and Cleansave will supply know-how, detailed design and training.

•First Commercial Plant - Davies Brothers Waste Inc, Bridgend, Wales,

• December 1999 Wilson and Metcalf designed a full autoclaving system to handle 60,000 tonnes per annum of MSW. Project was delivered to Davies within 12 months and produced biomass fibre from day one.

• From May 2001 onwards, the operating facility was opened to potential customers. Over 2,000 visitors viewed the plant in its three years of operation, including two delegations from the Philippines.

• Ferrous was sold to Corus and non-ferrous sold to Alcan. Plastics were shredded and markets established. Mixed glass cullet was sold.

• The biomass was processed in a GEM Pyrolysis plant to produce clean syngas which was fed to Jenbacher gas engines to generate electricity. The power generation system was proven over a 16 week period.

• Davies Brothers sold out after 3 years when Council could not renew contract. Current owner is Vosper Thorneycroft, which currently building the Ecopark at Wakefield (see “Producing and Developing Plants” below)

The facility will include autoclaving, and anearobic digestion among other technologies.

• Phuket, Thailand SEPCO: http://www.sepcoplc.com/project2.php PTT will advance the required investment. Capacity will be 200,000 tonnes per annum of general waste. The plant will generate electricity by pyrolisis and break down plastics to diesel.

DEVELOPMENT PLAN FOR GMADEVELOPMENT PLAN FOR GMA

STAGE 1 Covers the construction of a two autoclave facility at GMA, Cavite. The RDF produced will be used to carry out pilot scale testwork to enable powerhouse selection for Stage 2B.

Balance of the RDF will be used for process steam production and for stockpiling for the Stage 2B power plant.

Alternatively the RDF could be sold to cement plants and select coal fired plants.

STAGE 2A Expand the Stage 1 plant to give a total of 2,000 metric tons per day capacity and a separate adjacent facility to process medical and clinical waste

STAGE 2B Construct a power plant with a generating capacity of 55MWe for an annual production of 375 GWh.

METRO MANILA GARBAGE PROBLEMMETRO MANILA GARBAGE PROBLEM• Metro Manila has a worsening garbage disposal problem. Only one

disposal point available (remote). Heavy penalties under RA9003 unenforceable due to lack of disposal facilities

• Few if any hospitals, are disposing their waste in compliance with law. Strong pressure to comply from DENR, Bar Association of the Philippines and responsible NGO’s.

• Manila Bay, Laguna de Bay, river systems, and water aquifers are heavily polluted by the uncontrolled dumping of garbage

• Risk of epidemic is high and the level of permanent damage to the environment is increasing at an alarming rate

• The construction of a suitable engineered sanitary land fill is not practicable due to the high cost of land and political and social opposition. Most other countries are phasing out landfills.

• The population in the vicinity of the uncontrolled dumps is developing serious health problems. Same for incinerators.

• The Cleansave process is a viable solution

• Several major provincial centers have expressed interest in utilizing the CleanSave process for the disposal of their garbage under BOO/BOT schemes. These include:

• Metro Cebu and Metro Davao• Butuan, Dagupan and several other Cities• Numerous municipalities.

• Butuan and others studying logistics of centralized processing by importing MSW from surrounding LGU’s by road, river and ocean barging under a cluster approach for economic viability.

• Butuan needs backfill to solve a major flooding problem

• Most of the provincial areas are interested in disposing their medical waste through CleanSave. High tipping fee enables the economic transport of this material long distance.

• All areas are a market for any of the products from the RDF
