Arguments Against:

• IIM Bill is more liberal than IIT Act. IIT has better standingglobally than IIM. If the IIT Act has not cramped the IITs, whyshould we believe that the proposed IIM Act would erode the

autonomy of IIMs?• IIMs want operational autonomy!.

• "ow Appropriate are the IIMs demand?o #hat are the conditions, in general, for boards to be

e$ective? Boards become e$ective when they are held

accountable. There should be large and dominantsta%eholders who monitor the board closely.

 There should be competition.

o "ow are public universities in the &.'. and elsewhere

governed? &' public universities face (erce competition.

'ta%eholders monitor research and ran%ings.Alumni are big donors and often sit on the boardsof universities. As a result, boards are underpressure to deliver. )on*performing presidents anddeans are shown the door.

o #hat has been the trac% record of the leading IIMs on

matters of governance? IIMs face no serious competition.

Board has little sta%e in the institutions.  The functioning of the IIM boards itself has left

much to be desired. In 'eptember +-, acommittee headed by ./. Bhargava madescathing observations on IIM boards. It said,0Board agendas are (lled with routineadministrative approval re1uests2only rarely doboards discuss strategy and prepare any long*term plans.3 4ven today, murmurings are heard inthe IIM system about the perfunctory nature ofboard meetings.

Argument 5or:5or instance, the Bill intends only a /oordination 5orum for the IIMs,unli%e the IIT /ouncil which has powers of policy*ma%ing andoversight.

Admissions, curricula and faculty recruitment at the IITs have allremained free from government interference.

The pec%ing order amongst the IIMs themselves has hardly changedover a very long period
