Introduction In the URBAN-NET description of work, a dissemination plan is intended to set out the strategy for
disseminating the final outputs of the network. This particular work, however, is not done in isolation
and builds on previous (specific) dissemination plans and schemes which were drawn up earlier in the
project. The findings from work package 2 as well as a networking and engagement report drawn up
by an external advisor will form the cornerstones of this plan.
Important features of the dissemination plan include the full use of the website for the project and its
partners, encouragement and support of the delivery of peer-reviewed journal articles, presentation of
findings at scientific conferences and other events, and the development of training and reference
materials for use by those in education, professional institutions and statutory organisations. In this
way, the impact and „reach‟ of the project will be guaranteed beyond its own lifetime.
URBAN-NET Context URBAN-NET is a European ERA-NET – a network of mainly research funding bodies from 13
European countries established within the European Research Area (ERA) initiative and funded
through the 6th Framework Programme for Research and Technological Development (FP6). UN-
Habitat is also a partner. URBAN-NET has a regional as well as a national dimension. The coordinator
is the Scotland & Northern Ireland Forum for Environmental Research (SNIFFER).
Creation of the ERA is part of the delivery of the European Union‟s Lisbon strategy, the general aim
being to improve the effectiveness of Europe‟s research efforts. ERA-NETs are the mechanisms
through which the managers of national and regional research programmes can collaborate on issues
of common concern, engaging in transnational networking and coordination of national and regional
research programmes so as to reduce duplication of research efforts, open national research
programmes to researchers from other countries and pool resources. It is expected that in the longer
term national and regional research funders will design and administer joint research programmes
open to researchers from all the participating countries.
The general purpose of URBAN-NET is „to support urban sustainability‟. There is a focus on
commissioning research which tackles cross-cutting urban sustainability issues – rather than focusing
on individual sectoral problems – and on the use of integrated approaches. The stated aims of the
project go beyond making an impact on the partners‟ own actions as research funding bodies to
include policy influence, and possibly also helping to fill a perceived gap in funds available for
integrated urban research at European level, since the current FP7 does not include a specific urban
theme. The project includes an activity (Work Package 3) dedicated to developing joint understanding
of the future agenda for urban research informed by links with policy.

The URBAN-NET project started in 2006 and is due to end in July 2010. Substantial progress has
been made to date in:
collecting and analysing comparative information on national and regional urban research
programmes across Europe, identifying good practice in the way such research is funded and
administered;
a searchable database with urban research programmes on URBAN-NET‟s website;
holding two calls for research proposals;
consultation with stakeholders to identify strategic research areas (notably at a workshop held
in Berlin in June 2008). The four priority areas identified were integrated urban management
and city leadership; sustainable land-use in poly-centric city regions; climate change in the
urban context; and health, well-being and public-spaces. A thematic research framework
brochure has been published.
The partners are aiming for long-term cooperation and are currently exploring various mechanisms by
which they can continue working together after project funding ends.
Goal of dissemination plan The goal of this dissemination plan is to devise a plan that ensures accessibility to, and dissemination
of project results in addition to the exchange of knowledge facilitated by URBAN-NET activities.
As can be seen in the figure below, research programme results are usually not disseminated on an
international or even regional level. Here lies an important task for the URBAN-NET consortium:
promoting (the dispersion of) outcomes of urban sustainability research. The intention is to
disseminate knowledge to a wide array of organisations and levels.

URBAN-NET can be seen as a bridge between research and practice, striving for broader and deeper
dissemination of research results, mainly at regional and international policy levels, which are currently
neglected according to the graph above. This policy gap was discussed during URBAN-NET‟s fourth
Stakeholder Workshop, held November 2009 in Stockholm. URBAN-NET aims to disseminate
research results; knowledge acquired from international exchanges and relevant information about
calls for proposals to a wide spectrum of interested parties. This dissemination plan is intended to help
achieve effective and long-term knowledge exchange on urban sustainability research amongst all
relevant actors.
Unique Selling Point
There is no European dissemination source solely devoted to urban research. This is something that
URBAN-NET could address. It should go further than simply listing research programmes in different
countries, but could include relevant outputs, outcomes and impact evaluation of different research
programmes. Language, however, is an obstacle as few countries publish their results in English.
Five pillars
There are five important questions that need to be asked when disseminating output. The first is the
most crucial, what will be disseminated, followed immediately by the question: to whom? In addition, it
needs to be clear why this specific knowledge is to be spread (see also goal of dissemination plan), as
well as how and when.
Knowledge: what has been produced so far

This deliverable from Work Package 2 focussed on the dissemination of national and regional
research programmes across Europe. URBAN-NET collected information on over 70 such
programmes, examining how to improve access to them by relevant sectors across Europe. Particular
attention is paid to the target groups for URBAN-NET‟s products, identified in the graph 2 below.

The graph gives an indication of the sectors that URBAN-NET could approach for dissemination and
exchange of knowledge on urban sustainability research including the thematic research framework,
joint activities outputs and the research project results.
Strengthening the URBAN-Net Consortium: Networking and Engagement at European level
In the Networking and Engagement report, which was confidential to URBAN-NET partners, Liz Mills
identifies important contacts for the consortium to help ensure that the project has access to key
agencies and organisations. The report also touches upon information relevant to this dissemination
plan.
What will be disseminated The results of the first and second call for research proposals (2008 and 2010 respectively) need to be
published and distributed. In addition, the proposals and mid-term reviews/results can also be
published.
Although funding of urban sustainability research is a core URBAN-NET activity, the network also
serves as an intermediary between policy, practice and research. Therefore, opportunities for new
research projects and programmes (i.e. calls for proposals in the field of urban sustainability) also
demand attention. URBAN-NET is not just a network that funds research calls, it also aims to inform
the research community of developments at all levels; international, European, national, regional and
local.
In addition, URBAN-NET can choose to join other networks to become more widely known in urban
Europe and to influence European policy and initiatives (e.g. Framework Programmes, Joint
Programming).

(Bi-)Annual conference
A returning conference organised by the URBAN-NET consortium, focusing on a specific theme. The
conference returns every year, or every two years, and has a different focus each time. An example is
the EUROCITIES conference.
Printed (thematic) publications, e.g. pilot call results
Develop, print and distribute publications, such as the thematic research framework. Other possible
publications: pilot call and final call project findings published in a research anthology.
Thematic conferences
The consortium could organise a conference with specific topical themes. URBAN-NET could also try
to increase attendance/presentation by partners at conferences organised by others. The
management group has already participated in the Social Polis conference, for example, and
represented the consortium at other urban- related events. It is an excellent opportunity to network
and disseminate URBAN-NET material.

Publications in academic journals
Publications containing URBAN-NET contributions can enhance visibility and credibility of the network,
e.g. International Innovations journal and the European parliament magazine, including special
editions published for Green Week which have wider circulation.
Partnerships
Engage in partnerships with other relevant networks to widen our scope. Several networks (such as
Energie-Cités) and other groups (Urban Logement group in the European parliament) have been
mentioned that can be useful for URBAN-NETs efforts in influencing and obtaining information.
National contact points for national dissemination
A system of national contact point has the advantage of being able to gather national information and
share it across Europe. At the same time, URBAN-NET information and products can be disseminated
properly in each country by these contact points. Thus, the system works both ways.
The URBAN-NET dissemination activities need to focus on the core of the network, namely
research. These results can of course also be disseminated to other networks, organisations
and institutes dealing with urban issues.
