it blyk asof bejaardes in die Wes-Kaap
tansmagteloos staan teenmisdaadsin-
dikate wat hulle deur middel van Sas-
sa-debietkaartbedrog besteel.
sowat 300 bejaardes verlede Woensdag in
Kraaifontein by n openbare vergadering
toegespreek. Honderde bejaardes word glo
maandeliks besteel deur die gewetenlose
sindikate wat groot aftrekkings van hul
reeds karige pensioene maak.
Volgens Terblanche is meer as 200 sulke
aftrekkings sedert die begin van Februarie
vanjaar aangemeld. Ons weet nie presies
hoe hulle die bejaardes se inligting verkry
nie, maar vermoed dat hulle hulself voor-
doen as Sassa-werknemers en die bejaardes
skakelmet stroopstories omhul persoonlike
inligting te verkry, s Terblance.
Met di inligting verkry hulle dan toegang
tot die Sassa-debietkaarte. Terblanche ver-
duidelik dat die debietkaartfasiliteit die be-
Baie van die bejaardes by die vergadering
het al deurgeloop. Volgens een vrou word
daar maandeliks sowat R250 van haar pen-
sioen van R1 400 afgetrek, glo vir lugtyd.

Die vermeende moordenaar wat die
tienervriendinne, NikitaHolly enKes-
hia Manuel, verlede jaar koelbloedig
doodgeskiet het, is Donderdagaand
deur die Kraaifontein-polisie in Bell-
ville aangekeer.
Hy het Vrydagoggend in die Kuilsri-
vier-landdroshof verskyn waar sy
borgaansoek uitgestel is na 26 Februa-
rie. Volgens brig.
provinsiale polisiekantoor ges.

bejaardes beaam.
Sassa-werknemers sal slegs skakel
om n afspraak temaak omhulle by die
Sassa-kantore te kom sien en sal nooit
persoonlike inligting vra nie.
In n onderhoud met TygerBurger
het Terblanche ges dat Sassa teen
April 2017 hul eie uitbetalings gaan be-
hartig. Die huidige diensverskaffer,
CPS (CashPaymasterServices), se ten-
der is verlede jaar deur die konstitusi-
onele hof ongeldig verklaar as gevolg
van sekere ongerymdhede tydens die
tenderproses. Die ongeldigheid is eg-
ter opgeskort tot die kontrak in Maart
2017 tot n einde kom.
Ons het verlede jaar n nuwe tender
uitgesit, maar daar was geen sukses-
volle kandidate nie; daarom gaan ons
die uitbetalings self behartig.
Terblanche het bejaardes ook ge-
waarskuomversigtig teweeswanneer
finansile instellings begrafnispolisse
aan hulle wil verkoop.
Intussen het Albert Fritz, LUR van
die departement van maatskaplike
ontwikkeling in die Wes-Kaap, n be-
roep op Sassa gedoen om dadelik die
onregmatige aftrekkings te staak.
Sassa moet ieder en elke klag on-
dersoek en optree, s hy.

the upcoming Cape Town Cycle Tour to col-
lect one tree per kilometre covered.
Andrea, who attended primary and high
school in Durbanville, but now lives in Ke-
nilworth, challenges cyclists and support-
ers to donate or sponsor a tree for this im-
portant cause.
Thiswill bemy third Argus that Imrid-
ing and I thought instead of just riding it,
why not ride it for a cause, she says.
All the trees will be planted at schools in
underprivileged communities, community
centres, old age homes or any place in the
Western Cape that needs greening and up-
liftment.
This project is about bringing communi-
ties and people together and I want to be an
example that you can take any ordinary
event and turn it into something extraordi-
nary. Small initiatives like this can turn in-
to something great and thats what I hope
to achieve with this, she says.
She will be cycling with her father, Peter
von Gunten, and her sister, Melanie. My
dad has always been my inspiration as this
is his 15th Cape Town Cycle Tour. He is the
reason my sister and I are cycling today.
Only indigenous trees such asWild Olive,
Grevias, Virgilia Oroboides and fruit trees
will be suitable. Suggestions of schools or
organisations that are in need of greening
are also welcome.

Die polisie in Goodwood wil motorhande-
laarswaarsku teen nnuwemodusoperandi
watmotordiewe gebruik ommotors by han-
delaars te steel.
Volgens lt. Wayne Theunis, polisiewoord-
kry. Handelaars moet nie so hard probeer
dwyn binne sekondes, s Theunis.

wee Kraaifontein-skole het koning ge-
kraai in dieATKV se nasionaleHande-
mre Skool AME Kraaifontein is Vrydag
amptelik aangewys as die nasionale kampi-
oene vir 2015 en het prysgeld vanR30 000 elk
ontvang.
Di projek se naam beskryf sy doelstel-
lings perfek: dat n bevoorregte skool, in di
geval Horskool Monumentpark, hande
vat met n minderbevoorregte skool om
laasgenoemde se omstandighede volhou-
baar te verander.
Winnie Viljoen, n onderwyser by die Ho-
petisie deel te neem, moes ons eerstens be-
kindermishandeling, is as die grootste be-
hoefte by AME gedentifiseer.
OmdatMonumentpark oor hul eie maat-
meenskapsdiensorganisasie, #HeroesRoar,
ingesluit het. In die daaropvolgende jaarhet
uiteenlopende programme en aksies groot
verandering meegebring in die gemeen-
skappe. Onderwysers en leerderleiers het
opleiding ontvang oor bewusmaking van
kindermishandeling, terwyl gemeenskaps-
betrokkenheid aangemoedig is.
hele Primre SkoolAMEKraaifontein opge-
voer. Verder is pamflette met inligting oor
mishandeling en kontaknommers aan leer-
ders by AME uitgedeel, s Viljoen.
Daar is selfs n traumahoekie en trauma-
fonds by die skool geskep. Hiervoor het die
ATKV R3 000 beskikbaar gestel.
Diewonderlike nuus oor diewenvennoot-
skap is kort daarna ontvang.
soonlike groei ondervind. Daar is nuwe be-
tekenis gevind in die belangrikheid van ge-
meenskapsbetrokkenheid. Die prysgeld

T
he Western Cape Education Depart-
ment (WCED) is investigating a tutor
centre in Durbanville, which former
parents and an ex-facilitator claim is run as
a school, but not registered as such.
The Study Xpress tutor centre, which
opened in January last year on the corner
of De Villiers and Wellington roads, caters
for about 80 children fromGradeR tomatric
all children who could not be accommo-
dated inmainstreamschools or do not bene-
fit from a mainstream environment.
The centre makes use of the private Im-
pak curriculum and is accredited as an Im-
pak centre. The cost for a Grade 10 learner
is around R3200 per month.
However, according to the School Act,
home-schooling must take place primarily
at the childs home, or the centremust regis-
ter as an independent school with the de-
partment and adhere to a whole lot of re-
quirements regarding space, design and fa-
cilities.
The managing director of Study Xpress,
Ivan Grobler, told TygerBurger the centre
was not operating as a school and no formal
classes were presented. The learners follow
a home-schooling programme and only at-
tend the centre every day between 08:30 and
13:00 for assistance by facilitators.
Advertised as school
This isnot true, saidNatashaRheeders,
a former parent who also worked as a facili-
tator at the centre.
She tookherGrade 10 sonout of the centre
in the first week of February. At least seven
more learners left the centre in the first
week of February.
You can walk in at any time and find
foundation phase children being taught in
a classroom set-up. Lessons areworked out.
We received letters that the hours are
08:00 to 13:00 and there are even two breaks.
Of course this is formal teaching, she said.
Parents who enrol their children there,
are already desperate. When I moved to
Cape Town in themiddle of last year, we ap-
plied to four high schools, but they were all
full, said Rheeders. I had no alternative
but to consider home-schooling. I came
across Study Xpress, which advertised
themselves as a school on their Facebook
page and in their correspondence to me.
Their mandate states they can facilitate
any of the subjects on the list offered by the
Impak curriculum.They further invitedme
to a meeting to explain to me that my son
will be getting better than private school
education.
So, I ended up at Study Xpress not only
as a parent, but also as one of their facilita-
tors. I attended a two-week training session
togetherwithother facilitators, andalready
during this time I had my doubts.
Merely a facilitator
During the training itwas hammered in-
to theheads of facilitators that StudyXpress
wasmerely a facilitator and childrenmust
learn to work on their own.
Whilst this is the basis of home-school-
ing, it is not what they offer and charge for.
Parents are told that they are getting
one-on-one tutoring with facilities that
have state of the art equipment and quali-
fied tutors in each subject area. This is not
true. There are no tutors that can facilitate
any technical subjects.
According to Rheeders the building holds
more children and adults than the health
department would allow and does not have
enough ventilation. There are also only two
toilets on the premises.
This facility is also catering for children
with medical needs, such as those being on
medication for ADD andADHD. There is al-
so a special needs child in Grade 1, with no-
body at the centre being qualified or trained
to deal with such children, she said.
Rheeders said she decided to take her son
out and resignedas facilitator after she real-
ised that the level of teaching was not up to
standard.
Another former parent at the centre,
Rene Herbst, said she took her son out of
a public school in August 2015 as she was
impressed with the Study Xpress offer and
wanted the best for her son.
They later told me that I misunderstood
the part about them ever tutoring they
merely offer facilitation.
I started tomistrust their system and de-
cided to investigate. Two weeks into the
first term, my son still didnt have certain
subjects; there was no teacher for EGD, a
brand new subject; there was no mobile
physics unit as promised.
When his facilitator left, its was the last
straw and I removed my son and enrolled
him in Abbotts. He had to catch up and had
extra lessons every day since he started, be-
cause he was so far behind.
According to Grobler he was busy with a
legal process with both the former parents.
Not everybodywill fit inwith our centre.
We cannot keep everybody happy, he said.
He added that the foundation phase will
move to a new building opposite the centre
on 1 April.

ger was still waiting for formal comment

e aware your wallet and cellphone
are not yet safe once you have reached
the pay point at a supermarket with-
out being the victim of a theft.
A wallet was stolen out of a customers
trolley at a pay point in Checkers Durban-
ville lastWednesdayaround 16:50 by awom-
an who pushed through the rather narrow
till point behind her back.
I was unpacking my groceries out of the
trolley baskets when this woman rudely
pushed through the pay point behind my
back. Shortly after I noticed my wallet was
missing.
Two ofmy cards were found lying on the
floor close to where my trolley was. It must
have fallen out when she grabbedmywallet
from the basket of my trolley, the victim
said.
I had my cellphone in the pocket of my
pants and claspedmywallet undermy arm,
but had to put it down in a basket at the
pay point to free my hands to unpack my
groceries, she said.
Video footage
On the video footage one can clearly see
that the suspect is holding my wallet in her
left hand and also walks through the till
point with a strip of chocolate sweets in her
right hand held up for all to see.
This she puts downat the end of the adja-
cent till (where the plastic bags are kept)
and walks off with my wallet.
It struck me immediately after the inci-
dent that under the circumstances the cash-
ier acted rather strangely and I suspect that
she as involved as well.
Firstly, how could she not see that the
woman was walking through the pay point
with anunpaid item (the strip of chocolates)
in her hand, and why did she not attempt
to stop her?
Secondly, it seemed she tried to delay the
discovery of my stolen wallet. She made no
attempt to assist or try to assist packingmy
groceries, which would have been normal
under the circumstances as I was then al-
ready searching for my wallet.
I also suspect that the cashier has some-
thing to dowith theKinder Joy sweetwhich
endedupamongmygroceries to further dis-
tract me. The Kinder Joy sweets were dis-
played on the till counter, but my groceries
were far away enough not to get mixed up.
She was also the only one close enough to
push one of the sweets amongmy groceries,
as I was on the other side of my trolley.
Investigation started
She said themanager at the time,Lourens
Botha, said people walk through the pay
point past customers all the time.
Sarita van Wyk, spokesperson for Shop-
rite Checkers, said they have started an in-
vestigation and looked at the video footage,
but have at that stage no reason to suspect
the involvement of the cashier.
Unfortunately it is a reality today that
such incidents happen in supermarkets,
restaurants and theatres. It is not possible
to keep an eye on all people, she said.
Van Wyk did not answer questions on
how many cases of theft were recently re-
ported at Checkers Durbanville.
According to Colonel Theo Fisher of the
Durbanville police, not many cases of theft
inside supermarkets are reported. Howev-
er, he warned people tomake sure they lock
their vehicles as remote jamming is rife in
parking areas at supermarkets.
V If you were also a victim of theft in a similar man
ner, send an email to [email protected].

to end in Oudtshoorn next week after
a gruelling 470km journey.
Joining the cyclists from the Mountain

with Down Syndrome.
Their mission: to raise money for the
cause and celebrate 40 years of awareness of
this condition in the Western Cape.
TheDownSyndromeAssociationWestern

vide support and services to people with
Down Syndrome (DS) and other similar in-

Our programmes are aimed at improving
their quality of life in order to help them find
their purpose in life.
We want people with DS to develop to
their full potential to take their rightful
place in society as independent and valued
citizens, says organisation spokesperson
Liza Rossouw.
For the past 16 years DSAWC has been the
beneficiary of the money raised by the
Mountain View Cycling Club on their annu-
al cycle tour to Oudtshoorn.
The group of 10, which includes support
staff, will stop at various towns along the
route to create awareness for DS.
This is done through visits to schools,
churches and corporates along theway,who
all participate and support this event.
An aspiring singer in his own right, Jody
will be singing at some of the schools they
visit.

ome 52 000 counterfeit DVDs and
CDs were destroyed in Brackenfell
onFriday by the Films andPublica-
tion Board (FPB).
The confiscated goods, connected to 46
criminal cases, were accumulated in the
Western Cape over a period of about four
months. Piles and piles of counterfeit
goodsweremanually fed into aheavy-du-
ty shredder in Brackengate Industrial
Park.
In an interview with TygerBurger, the
FPBregional coordinator forCapeTown,
CliveBorman, explained the detrimental
affect the counterfeit market has on the
film and entertainment industry.
The industry loses millions of rand
annually.
The goods being destroyed here today
account for a R5 million loss; we do this
quarterly, he said.
Take for instance the latest Leon Schu-
ster film, Schuks! Pay Back The Money!
Before themoviewas released in 2015,
there were literally hundreds of pirated
copies available on street corners in
Cape Town for between R10 and R20 a
copy. Due to the extent of the big scale
piracy, local producers, actors, artists
and employees involved in the produc-
tion of this film suffered huge losses, he
says.
Why would consumers pay R200 for
the movie at say Musica or up to R55 to
view the movie only once at the cinema?
And therein lies the problem, says Bor-
man.
As long as there is a demand, the un-
ending supply will continue, costing the
industrybillions.The sameapplies to the
countless video shops that have closed
down in Cape Town in recent years.
Consumers wont pay to hire it if they
can own it for half the price.
Sadly, the economic ramifications on
the country in terms of job losses are dev-
astating.
In recent years, says Borman, the ma-
jority of perpetrators selling pirated ma-
terial were foreigners coming into South
Africa looking to make a quick buck.
Although the FPB has its own compli-
ance unit, they dont have arresting
rights, says Borman, and therefor they
have to work in joint operationswith the
police and Cape Town law enforcement
units.
Counterfeiters will download themov-
ie from the internet and go intomass pro-
duction at so-called counterfeit produc-
tion houses around the city.
Its during clampdown operations at
these houseswhere the counterfeit items
are confiscated.
In terms of the Counterfeit Goods Act
perpetrators are fined up to R5000 per
item or a prison term for three years, or
both. In the case of second or third con-
victions, the fine in respect of each item
can be up to R10 000 or five years impris-
onment.

This years festival will be very

rather than each hosting its own
separate harvest celebration,
says Angela Fourie, marketing
manager of the Durbanville Wine

An apartment in Georgian
Palms, a supposedly secure
complex in Kruispad, was the
latest target in a crowbar break-
in.
According to Warrant Officer
Erica Crous, spokesperson of
the Brackenfell Police Station,
the resident left for work early
in themorning on the day of the
incident last week.
When he arrived later that
evening he found his apartment
had been broken into, she said.
Crous said the burglars had
gained access to the home by
breaking open the front door.
Georgian Palms is situated in
Kruispad, in close proximity to
Bottelary Road, where much
new development had taken
place in recent years.
Crous said crime usually in-
creases in areas where develop-
ment takes place, but that this
area is not a hotspot at present.
Living in a secure complex
does not automatically render
you safe. We are all potential

Ek het tot n skokkende
gevolgtrekking gekom dat daar
n groot behoefte aan ouetehui-

Kraaifontein bars uit sy nate
soos daar huise en woonstelle

gekyk na die behoeftes van ons
bejaardes nie. Omliggende
dorpe het die beste en mooiste
plekke waar bejaardes hul
laaste jare rustig kan deur-
bring en goeie versorging kry.
Hier is geweldig baie ouer
mense wat tans nog in hul
huise woon, maar oor n jaar
of drie ook n verandering sal
moet maak weens gesondheid
of verswakte omstandighede.
Dit is n hartseer saak, want
ek kry die gevoel dat ons
bejaardes nie die voorreg het

Residents to get wise
City of Cape Town mayor, Patricia de Lille,
wanted more than birthday wishes last
week when she visited the Stodels Garden
Centre inKenilworth shedemandedwater
wisdom.
There was a buzz at the busy centre last
Wednesday when she arrived and custom-
ers welcomed her by singing happy birth-
day with gusto, but there was a serious
side to her visit.
The visit in Kenilworth was to promote
waterwise gardening, an initiative by the
City of Cape Town that will see water sav-
ing ambassadors employed in all garden
centres around the Western Cape to help
customers learn to save water and reduce
their water bills.
De Lille feels now is the time to kick-start
an action plan to save water, starting by
talking to gardeners about waterwise gar-
dening. During this informal visit she chat-
ted to customers about water wise garden-
ing and promoted ways to save water not
just for theWestern Cape and South Africa,
but also for the planet.
This waterwise initiative is considered a
partnership between the City of Cape Town
and Stodels Nurseries.
It is vital that we start changing peoples
behaviour in terms of water usage and edu-
cating themabout globalwarming, the ram-
ifications of water shortages such as in-
creased food and water prices and the very
real possibility that ifwedont reducewater
consumption, this resource could run
out,said De Lille.
Nick Stodel, managing director of Stodels
Nurseries, was delighted that the mayor
chose Stodels as the venue for this drive
about water saving and waterwise garden-
ing, which is also high on his agenda.
As part of this water saving programme
the Expanded Public Works Programme
(EPWP) at theCity of CapeTown is utilising
unemployed citizens to act as water saving
ambassadors within various garden cen-
tres in the Western Cape.
Stodels Nurseries has been running a
campaign since the beginning of February
to educate gardeners about waterwise gar-
dening including the use of waterwise
plants, water saving granules, mulching to
stop evaporation, adapting gardens to the
existingwater restrictions and generally of-
fering tips about saving water.
The water restrictions are set to contin-
ue and it is up to us to contribute to a reduc-
tion in consumption not only to save on
water bills, but to save this precious re-
source and our planet, concluded De Lille.

Y
ou see, the District Six music, it
soothes your soul.
Dave van Niekerk knows all
about the music of the district. In his hey-
day, he appeared on stages around the area
as the drummer for the Paramount Dixies
RhythmBand. Now, in his eighties, Oupa,
as he is affectionately known, is keeping the
spirit of District Six alive by taking its
sounds around the world.
You cant resist the music, Oupa says.
The rhythm; the beat its so fantastic, it
keeps you hopping.
This year marks the 50th anniversary of
the forced removals from District Six, but
Oupa is one of a few people who have been
able to move back to the area. Against the
soundtrack of his favourite SammyWitbooi
cassette, Oupa settles into his seat in his
house in Pontac Street to share some of his
memories.
Oupas late father was an all-round musi-
cian. Music and all things creative seem to
run in their family. Naturally Oupa and his
brother Matt picked up instruments and
played together for the Paramount Dixies.
When he wasnt playing with his own band
he was on stage helping other acts.
Musicwas all aroundDistrict Six, he re-
calls. If you didnt hear it in the streets, you
heard it in the houses or the halls.
Besides performances at local weddings
and dance halls, the Paramount Dixies often
played at old age homes and even enter-
tained the patients at Valkenberg Hospital.
It boosts their morale, he says of these
special shows. When you go play at Valken-
berg, you take it for granted that these peo-
ple are loony toony but let me tell you,
each tune we played, the steps were there.
Oupa fondly recalls having to perform
Hasie three times in one show because it
was a favourite among the patients.
The group often arranged outings, taking
their fans with them when they went on
tour. Theyd travel in trucks, which were
more reliable than buses, but meant theyd
have to travel without bathroom breaks as
truck drivers werent allowed to drive
through the night.
Going with the band and travelling pla-
ces was fantastic, you know; we met a lot of
people.
Back home he recalls the gangs The
Globes and The Jesters.
They used to fight under themselves;
they didnt worry about me and you.
The Paramount Dixies would give them
demos at the swimming baths before they
came to watch their shows. The shows were
often at one of the many theatres in the dis-
trict.
Oupa was fond of the Star Bioscope which
he says showed all the film stars from
abroad.
If you wanted to know if you can sing or
dance: if you pass out at the Star Bioscope,
youre tops. Sitting downstairs, under the
balcony at the theatre wasnt an option.
You had to sit deep in, otherwise themob
upstairs they sommer wee on you.
During the day he could sometimes be
found near Buchanan Square, which used to
be a sweets factory. Wed stand in Francis
Street and theyd throw the sweets down.
Some workers even smuggled chocolates
and liquorice sweets out in their clothes.
That was fun.
While the band was separated with the
forced removals, they would still get togeth-
er occasionally to play in their backyards.
The music goes on.
Oupa even travelled to New Zealand to
share themusic of District Six. He points out
that the New Zealanders have always been
supportive of musicians from the district
since being exposed to it through District
Six: The Musical.
Theres something aboutDistrict Sixmu-
sic and its vibe: you cant sit on your noodle;
you must shake your booty.
Oupa urges parents to share their culture
and music with their children so that the
music can live on in future generations.
The unity, the passion, the love for each
other this is how Oupa remembers the
spirit of District Six.
V Capetonians can experience this spirit with David
Kramers new musical: District Six Kanala. The
show is on at the Fugard Theatre until Sunday 22
May and tickets are available at Computicket.

Tour of Light ends

A
nyone can learn a thing or two about
social responsibility from the seven-
year-old Hannah Joubert of Eversdal
Primary.
Hannahsmother,Angela, saysher daugh-
ter was listening to the news on the way to
school when they heard that animals and
people were dying of thirst.
Hannah turned to look at Angela with a
horrified lookonher face and said: Wehave
to help, Mommy! Angela says.
It was in that moment that Hannahs wa-
ter collection project, Tear2Water,was born.
Her idea was to start by requesting each
child in her school to bring a sealed bottle
of water on a specific day, and thereafter to
move on to the next school.
Angela says the Pick n Pay supermarket
in the Tyger Valley Shopping Centre was
willing to collect any water collected at the
school.
Eversdal principal Henk Arangies gave
the go-ahead that the learners could leave
sealed bottles of water in front of the school
hall between 07:00 and 11:30 on Tuesday 16
February.
The Petals Express couriers in Parow
sponsored peak caps with Hannahs project
name printed on it, and they offered extra
trucks to remain on standby.
The Tears2Water project was truly bless-
ed, Angela adds.
Well, on 16 February the five-litre bottles
were stacked up all over in the front of the
school. The kindness of the parents was
overwhelming and the excitement of the
children infectious, butwhen the Spar truck
pulled in and started off-loading water, the
tears piled up, she said.
This was followed by another donation de-
livered per truck this time by Barlow
World.
Not long after, the Aquilla Water truck
pulled up to also off-load a very generouswa-
ter contribution all for the little seven-
year-old with the big heart, the proudmom
says.
As if to top off such a wonderful day, Glen-
garry Shopping Centres Pick n Pay deliv-
ereda truck loadofEaster eggs one for each
child in the school.
Angela calls this the perfect wrap-up.
Through her efforts, the little girl and all
the people and companies who helped her,
managed to gather 5 200 litres of water.
This will be delivered by Pick n Pay Tyger
Valley to the area designated as being most
in need.
What a lovely story of changing a thought
of compassion into a reality and how a sev-
en-year-old can lead all those grownups to
kindness.
Hannah holds high ground
Little Hannah (7) with some of the bottles of water she collected through her campaign of
