Just over 68 000 units of drugs with a streetvalue totalling nearly R2.4 million havebeen confiscated by the Metro Police Gangand Drug Task Team since July 2013

During the same period, 3 846 suspects we-re arrested for drug-related offences, thebulk being in Manenberg, Hanover Park,Kraaifontein, Elsies River and Steenberg.

Making the announcement last week, Ci-ty mayco member for safety and security,JP Smith, said these statistics do not inclu-de the successes by the City’s other enforce-ment agencies, but the Metro Police Depart-ment accounts for the bulk of its enforce-ment.

“The figures for the current financial ye-ar are slightly lower than the previous yearbecause we have been side-tracked by landinvasions and protests. However, this isstill nothing to sneeze at when consideringwe have but a fraction of the resources com-pared with to our South African Police Ser-vice counterparts,” said Smith.

“We have also started employing a moreintelligence-driven approach with the help

of community members and it is paying di-vidends. Ultimately, however, we need tosee an improvement in the criminal justicebecause far too often we find we’re arrestingfamiliar faces.”

The City of Cape Town continues to incre-ase its focus on drug abuse with a strategythat cuts across a number of directorates inorder to clamp down on the drug trade, butis also increasing access to treatment andrunning a number of preventative cam-paigns.

The City has established six substanceabuse treatment sites since 2008.

Between July 2011 and June 2014, 4 311 pe-ople sought help at the City Health substan-ce abuse treatment sites in Tafelsig, Khaye-litsha, Delft South, Milnerton and Park-wood. The gender breakdown mirrored thatof the Medical Research Council, with a 76male / 24 female split. The most commonsubstances clients had been using werecrystal methamphetamine (tik), dagga, al-cohol and heroin.

“Our treatment sites accommodated the

highest number of clients of any service pro-vider in the province between July and De-cember last year and this proves a numberof things,” said City mayco member forhealth, Siyabulela Mamkeli.

“Firstly, it underscores the great need fortreatment, but also speaks to the quality ofservices that clients have access to whenthey enrol in our programme,” he said.

The City’s Social Development and EarlyChildhood Directorate has been drivingpreventative initiatives through its Sub-stance Abuse Programme, including theStrengthening Families Project, Soft Skillsprevention programme in schools and the“Be Smart, Don’t Start” theatre campaign.

In this financial year, the various projectsreached an audience of more than 23 000,most of them young school children.

“Children are being exposed to substanceabuse at a young age and so we have hadto develop and implement programmes thatspeak directly to them. This is why the bulkof our interventions are done at primaryschool level,” said Mamkeli

Task team nets millions in drugs

A high court judgement handed downlast week does not bode well for peopleplanning to invade land in Wallacede-

ne’s Temporary Relocation Area (TRA).This patch of land belonging to the City

of Cape Town is regularly invaded by resi-dents, mostly from the Eastern Cape, relo-cating to Cape Town in search for a betterlife and is often the scene of political tensionin Kraaifontein.

In the aforesaid ruling the court held thatdefence technology conglomerate Denelwas entitled to confirmation of an interdictwhich prohibited future land invasion of itsproperty. This property was subject to alarge scale orchestration of land invasion inApril this year.

The judgement was welcomed by the City.“This judgement confirms the judicial pro-tection of property rights,” said the City’smayco member for human settlements,Benedicta van Minnen.

A counter-application brought by the ille-gal occupiers against Denel, the City of Cape

Town and the police for the return of build-ing material and the re-erection of the struc-tures removed from the property, was dis-missed by the court.

The judgement further noted that “... theattempt to grab possession of the property,which was met with resistance from the out-set, is not protectable under the manda-ment”.

“We welcome the confirmation of the law-fulness of the City’s actions in matters ofthis nature and hope this will act as an ex-ample to other potential unlawful occupiersthat the court will not tolerate unlawful actsof this nature,” said van Minnen.

She said invaded land immediately be-comes a fire and flood risk and the deliveryof other services is jeopardised, if not im-possible in some cases, particularly whensuch land is private and the owners are notable or willing to provide services.

“If land such as this is illegally occupied,the economic and job creation opportuni-ties that would be created if industry couldbe established there are lost and it con-demns these residents to live in areas withlittle access to jobs and economic opportuni-

ties. The City simply cannot afford nor tol-erate land invasions.”

According to her, Cape Town has thehighest urbanisation rate in the country.

“We have to uphold a fair and equitablesystem of delivering and accelerating theprovision of housing opportunities and oth-er services to those in need and to our mostvulnerable residents. The unplanned prolif-eration of informal settlements makes thisa great challenge.”

In Wallacedene, the City’s Anti-land Inva-sion Unit regularly demolishes shackserected by people attempting to illegally in-vade City-owned land.

The TRA houses more than 1 500 shacks,all residents awaiting housing, but has longbeen bursting at the seams.

Ward councillor Brenda Hansen says theCity’s plans to improve living conditions inthe informal settlement can only be success-ful with the cooperation of the communityin an area that has to be contained.

“The erection of new shacks and the con-tinued influx of new people into the TRA,hampers the City’s plans to improve on ba-sic service delivery to these people”.

Die beseerdes, wat albei kopbeseringsopgedoen het, was teen Saterdagaandin ’n bestendige toestand.

Crous het bevestig dat ’n saak van na-latige en roekelose bestuur teen die ver-dagte ondersoek word. Hy sou Maandagin die Kuilsrivier-hof verskyn het.

Riddles het die voorval ten sterksteveroordeel en sy kommer oor die veilig-heid van kinders gedurende dié skool-vakansie uitgespreek.

“Ek is teleurgesteld dat die verdagte,’n jong man, nie gestop het nie. Dit wasmaar die eerste dag van die skoolvakan-sie en het twee van ons kinders reedsseergekry.”

Verlede Dinsdagoggend is die oud-onder-wyser Pyp Sadie – so genoem oor sy pypro-kery – op die ouderdom van 82 oorlede.

Volgens plaaslike vertelling was hy niksminder nie as ’n legende op dié dorp, waarhy letterlik duisende leerders in geskiede-nis onderrig het.

Skrywer Karen Carstens, wat tans besigis met ’n boek oor Kraaifontein, vertel oordie onderhoud wat sy onlangs met hom ge-voer het vir die boek.

Hy en sy skoolliefde, Estie, was tot op dieeinde nog net so verlief. Dit was nie die nor-male skoolkys nie, sê Carstens.Hywas haaronderwyser, en hulle is getroud nadat syhaar skoolopleiding in 1961 voltooi het.Twee dogters en drie kleinkinders is uit hulhuwelk van 53 jaar gebore.

KraaifonteinDie Sadies het 16 jaar lank in Kraaifon-

tein gewoon.Hulle het eerste ’n huis gehuurin Agste Laan en later in Steytlerstraat. InSadie se eie woorde wou hy sy “vlerkesprei”, en in 1974 verruil hy HoërskoolEben Dönges vir die pos as volwaardigeskoolhoof van die Middelbare Skool Loe-riesfontein, waar hy werksaam was tot enmet sy aftrede in 1990.

Nearly a quarter of a million rand infines have been issued in the City’slatest week-long crackdown on ille-

gal dumping, says Ernest Sonnenberg,Mayco member for utility services.

Since the campaign commenced in May,610 fines to the value of R588 520 have beenissued.

“These figures demonstrate anothermonth of the City’s strategy to pull togetherthe resources of several departments in thefight against littering and dumping. Theseinclude the solid waste by-law enforcementunit and Metro Police, with support fromthe City’s health and traffic services de-partments,” says Sonnenberg.

The campaign also includes awarenessand education components.

The City of Cape Town has tallied the fi-gures for its latest illegal dumping cam-paign crackdown and found that the combi-ned efforts of the various departments pa-trolling 822 dumping hot-spots over anintensified one-week period saw 127 finesissued totalling R210 000.

“This ongoing work being done by Cityofficials shows we will not be defeated inthe fight against a practice that is unneces-sary and highly expensive to ratepayers.Many residents underestimate the impactillegal dumping has on the City, and belie-ve anti-dumping laws are something theycan ignore, but it affects every one of us.”

The enforcement strategy involves a pe-riod of one week each month in which Cityofficials crack down on illegal dumpersand litterers, by patrolling and monitoringknown dumping hot-spots and public pla-ces across the city, as well as taking actionagainst landowners who have allowed ille-gally dumped material to accumulate ontheir properties.

Sonnenberg says the City spends R350million annually in its efforts to keep pacewith the volume of illegal dumping acrossthe city.

“This money could have been spent ona new sports facility or on social welfareprogrammes, but instead it is being usedto compensate for a few irresponsible resi-dents.”

The City provides a refuse collection ser-vice and 25 drop-off facilities across the ci-ty.

“It is high time the law-abiding residentsof the city stop suffering the consequencesof decisions made by those who refuse todispose of their waste in a safe and legalway. In order for this to change though, weneed residents to report offenders.”V The support of Cape Town’s residents is crucialin identifying offenders and making sure that theyare brought to book. Better facilities at the Gene Louw Traf-fic College in Brackenfell will impro-ve Western Cape traffic safety and fa-

cilitate the training of traffic officers, Arri-ve Alive reported last week.

An upgrade to the K53 track and a newvehicle testing centre are scheduled forcompletion in August.

The project, valued at R26 million, star-ted in April last year. The office space andthe lecture rooms at Gene Louw have alsobeen improved in recent months. Studentsat the college have to travel to the PaarlDriving Licence Testing Centre for K53practical training but that will changewhen the new track at the college is comple-te. The department will be using the testingcentre for training and other joint operati-ons.

Head of the college Farrel Payne said the-se facilities are being upgraded for the firsttime since the college opened 25 years ago.

“To enhance training, the facilities willbe equipped with modern equipment andtechnology. We will be able to train trafficofficers and examiners we can be proud of.”

Payne added that the testing centre willalso be used by the department’s transportadministration and licensing componentto retest drivers and motor vehicles.

The college also plans to conduct free ve-hicle tests for members of the public beforethe Easter and December holiday periods.

Vehicles found to have faults will not bediscontinued or impounded to give moto-rists time to rectify all the problems thathave been identified.

Greatestdanger lurksin the homeOne in every two women killed aremurdered by their partner.

Research by the Medical ResearchCouncil, mapping trends over a decade,shows murder by a relative or loved one,often referred to as intimate femalehomicide, has become the leading causeof women being killed. Researchers foundlittle had been recorded in police docketson prior abuse history. This is alarming,as murder is seldom the first act ofviolence against an intimate partner.Perhaps if a history of abuse had beenrecorded, the murder could have beenprevented.

Children don’t fare much better. Morethan two children are murdered in SouthAfrica every day, according to the 2011/12crime statistics. Our rate of child homici-de is more than double the global avera-ge, according to the World Health Organi-sation. Over a third of these murderstake place in the child’s home and morethan a third of children are killed bysomeone they know. There was also ahigh rate of sexual assault in these cases.

In fact, over 50 children are raped dailyin our country, according to the 2013/14crime statistics. And these are just thereported cases.

These statistics should scare you. Theyshould leave you feeling disturbed. Theyshould spur you to action, either to leavea dangerous situation or help those whofind themselves in one.

Hiding behind your curtains is nolonger an option. Preventing theseatrocities is everyone’s concern.

Being the only female cyclist to be in-ducted in the Legends of the Pedal hallof fame is nothing short of remarkable.

But Cathy Carstens has had a superb careerthat began back in 1984 and at the age of 52this Brackenfell resident is still on her bike,with no intention of quitting anytime soon.

“Before I started cycling I was a WesternProvince 800mathlete, but a serious knee in-jury forcedme to quit and that is how I start-ed cycling,” said Cathy.

Her list of achievements reads like theper-fect script. In 1985 she set the 3000m SouthAfrican track record and won over 300 funrides between 1985 and 1990.

In 1985 she won the mixed tandem sectionof the Argus Cycle Tour. The following yearshe broke the Argus record for women bymore or less 30 minutes. “I still rememberthat day, everythingwas just goingverywell

and I can’t remember the precise time, butI beat the record by about half anhour.Aft-er that dream race, I won it for the nextfour consecutive years.”

After winning the national champion-ships in 1990, Cathy took a 12-year breakin which she raised her two children andstarted her own physiotherapy practice inBrackenfell where she is still workingwith top sportsmen and women includingMariska Strauss, the 2014 African XCOMTB champion, Peter-John Waterboer(SA schools hurdler), Alicia Visser (WPtug of war), Zeeke Norris (K1 kickboxer)and Jonathan Forlee (national under-20basketball player), to name a few.

After her 12-year absence she made acomeback at the age of 41.

Twoyears later, competingwith the bestin the country, she showed her class by be-ing ranked second in South Africa.

Further accolades include gold medalsat the South African veteranchampionships from 2007 to2010. She took silver at theWorld Cup in Austria in 2005and 2006 and gold in 2009. Atthe World Veteran UCI RoadChamps in Austria sheclaimed silver in 2005 and 2006and won gold in 2008.

One of her proudest mo-ments remains her overallWestern Province Cyclist ofthe Year award back in 2008.“What made this award so spe-cial formewas the fact that theaward was for both men andwomen. To walk away withthat award, being acknowl-edged the very best cyclist irre-spective of gender, was fantas-tic.”

There is no stopping Cathy.She is still active on the roadand themountain bike bug hasalso bitten her. “Forme it is allabout staying fit and healthy,andwithmountain bike eventsit is a different way of seeinghow beautiful our country is.

“I have overcomemany inju-ries in my life and I have real-ised if you never give up every-thing exists as a possibility.”

Cathy Carstensis the onlyfemale cyclistto be includedin the Legendsof the Pedalhall of fame.
