Perception of employers about the quality of some selected private university students in Bangladesh
Executive Summary
While employers are one of the most important stakeholders of universities, there is limited
research in Bangladesh in employer satisfaction with the quality of private university
graduates and on the key capabilities of graduates for employers in various professions. Such
research is critical as governments in many countries are enhancing quality assurance of
higher education with a focus on academic standards and the extent to which student have
achieved learning outcomes. This paper outlines the findings of a survey undertaken with 32
employers and professional on their satisfaction with selected top eight private university
graduates with respect to the key capabilities in graduates employers seek. There is some area
where improvement is needed. The paper also looks at the employer's views about the key
skills and attributes needed in private university graduates to meet changing industry trends
in various professions. Further, an area that will be important to investigate is the designing
of curricula to include assessment of core attributes highlighted in employer surveys.

1.0 Introduction
1.1Problem Statement
Inadequate number of quality higher educational intuitions’ lead thousands of Bangladeshi
students goes abroad in cost of valuable foreign exchange. Over the last two decades, a total
of 54 private universities have been established in the country. Some of the universities have
established a strong position on providing quality education. The establishment of private
university is relatively a new phenomenon in this country. In early 1990s, private sector came
forward to establish universities. Since then country experienced a spectacular growth in private
universities– they were mostly in and around Dhaka. After deregulation program, private sector
participation is increasing significantly in Bangladesh, especially in some area of service sector.
As a reform initiative of public sector management, government shifted its policy in early 1990s
in higher education sector. This program makes a pressure to public university and creates a
competitive environment in country higher education. Though 81 universities are (including
National University and Open University) providing higher education but it is widely saying that
the quality of higher education has declined steadily. Public university is the best options of the
students for higher education and then comes private university. With a few exceptions, public
universities are failing to meet the market demand and suffering from low governance. Private
university emerged as an alternative to cope up with the expanded demand of higher education.
Only a few of them are maintaining standard but a huge allegation are being raised against the
rests. It was hoped that Higher Education Quality (HEQ) will be ensured with the competition of
both the sectors. But it is commonly saying that the quality of higher education is declining
rapidly, in some areas quite alarmingly. According to academicians, researchers, various
committee (UGC led High Powered Committee, 2003) or commissions report (UGC, PSC),
newspapers report and public perception, are the quality of education of the private university is
deteriorating sharply. So this research is aimed to measure the perception of employers about
the quality of some selected private university students in Bangladesh.
That means the problem statement of the study is:
“The Perception of employers about the quality of some selected private
university students in Bangladesh”.

1.2 Objective of the study
The main objective of this study is to “investigate the perception of employers about the
quality of some selected private university students in Bangladesh.” Other than this major
objective, this paper has three more specific objectives. These are:
1. To trace the most preferred private university by employers.
2. To find their preferences to recruit the graduates from this universities.
3. Acquiring employer feedback on the university's graduate skills and
attributes that employers consider as most important.
1.3 Literatures Review:
In Bangladesh, only a few studies have been done to explore the education quality of private
universities. UNESCO and IIEP have conducted a research in 2006. This study analyzes growth
and expansion of the private sector and discusses the financing, management and administrative
control, and regulation of quality control measures. In that study, the researchers took into
account the indicators among others, those are selected for this study.
Syed Saad Andaleeb (2003) conducted another study in 2003 used 9 factor model to explain the
satisfaction of alumni with their education. These factors include teacher quality, method and
content, peer quality, facilities and resources, the effectiveness of the administration, campus
politics, gender and year of graduation.
A study by Jamal (2002) explored the role of private universities in human resource development.
The aim of the study is to analyze the effectiveness of private universities in promoting quality
higher education in Bangladesh and their contribution to human resource development (HRD) in
the country. He argued that despite many shortcomings, private universities provide a global
flavor to their students. Some of their facilities are of a very high standard. In fact, taking
advantages of shortcomings of the Private University Act (PAU) 1992, many universities have
been established that lack essential academic infrastructures. These universities are likely to bring
bad name to others who are providing high quality education in the country. Finally he argued
that though at a high cost, private universities in Bangladesh definitely have contribution in
human resource development.
Ewis and Smith (1998) in their book Total Quality in Higher Education focused four pillars of
Quality. According to them 4 pillars are serving the customer, continuous improvement,
managing with facts, and respect for people. All are distinct, but equal in potential strength. All
four must be addressed; minimizing one weakens the others. By not addressing one, the entire
house of quality will fail.
Page 3
Perception of employers about the quality of some selected private university students in Bangladesh
Andrea Bonaccorsi et. al (2007) in their book University: Strategic Knowledge Creation
identified variables in six broad areas to analyze the quality of higher education. Those areas are;
general information on HEIs, revenues, expenditures, personnel, education production and
research and technology production. International workshop on the development of
measurements for higher education quality assurance in Bangladesh (2007) proposed
indicators/measures of higher education quality in Bangladesh. In working paper-2, the workshop
proposed some areas with specific parameter. Some of the areas are; purpose and objective,
faculty, instruction, student service, library, laboratories, infrastructure, research culture, etc.
Another conference on higher education in the Asia-Pacific Region was organized by UNESCO
in Macao held in 25-26 September, 2008. In conference report highlighted some key issues, such
as; statements of intent, institutions and policy, curricula, equity and participation, research,
teaching and service, etc.
Shun-Hsing et. al. establish performance evaluation indicators for higher education. The study
concluded with 18 important evaluation items and 84 indicators through the Delphi Method. They
divided the areas in input, process and output aspect. Every area has some factors or items those
are explained by various indicators. According to Shun-Hsing Study the factors are 1. Input
aspect: Student quality, faculty resources, financial resources, teaching resources, student
structure, and development target. 2. Process Aspect: Teaching quality, research results,
curriculum planning, tutorship result, retention rate, and 3. Output Aspect: School reputation,
financial donation, Strategic Planning for Higher Education in Bangladesh: 2006-2026 (2006)
talked about the infrastructure and faculty quality of private universities with other relevant
issues. This report pointed out, a large number of private universities are operating in makeshift
arrangements in hired accommodation. They have failed to meet the minimum requirements of
physical infrastructures, full time qualified faculty, teaching aids and other facilities that are
essential for imparting proper education.
UGC recently published its Annual Report 2011. In this report UGC recommended that student
intake should be merit-based, more transparent and legitimized. Moreover, report focused on the
infrastructure, quality faculty. It says, more education facilities should be provided. UGC
prescribed rules must be followed at the faculty selection. Mohammed Ehsan (2008) in his book
Higher Education Governance in Bangladesh focused that qualified full time faculty members
must be recruited in the private universities, at least 80 percent faculty members should be full
time. Ehsan expressed his concern, unless campus facilities are upgraded largely, we cannot
expect vibrant academic atmosphere in the private universities. In his book he tried to explore the
status of governance in Public and Private Universities in Bangladesh.

2.0Methodology
The study is done as a project/thesis paper under MBA program of University of Dhaka. The
way in which the study is conducted and finalized is described below:
2.1 Research Type:
The research is undertaken to investigate the perception of employers about the quality of
some selected private university students in Bangladesh. Thus, the study is going to
conduct a descriptive research. Respondents are drawn from the entire population and
information is obtained from this sample only once. Thus, the descriptive research is of a
single cross-sectional design. In the following diagram, boxes with paste color represent the
way in which the research is designed.
Page 5
Figure 1: Research Design
Perception of employers about the quality of some selected private university students in Bangladesh
2.2 Sampling Frame:
The sampling frame for this study includes Employees of Human resource Department from
different industries including Banks, Pharmaceuticals and Consumer goods Company etc.
The rationale behind choosing this frame is that people from human resource department are
mostly the responsible person to recruit employees. So they know better the criteria a good
employee should posses and among them how many qualities the private university students
have.
2.3 Sample Size:
In any population distribution, the majority of the numbers are often found to be clustering
around the mean or the central value. This occurs due to the central tendency. To get a
symmetrical and bell-shaped normal curve for the distribution, it is necessary to have at least
30 samples. For this paper 32 samples were taken. Among the samples, everyone is an either
an upper level employee of Human Resource department of their respective organization or
member of top level management who are involved directly in the recruitment process.
2.4 Sampling Technique
The samples in the sampling frame did not have the equal chance to get selected for the
study. The samples in the study were selected in a non-probability basis. Judgmental
sampling technique was used for this. The rationale behind choosing this technique is that it
requires less time and it is easy to measure.
2.5 Source of Data
The study mostly depends on primary data. There is hardly any work conducted or published
in Bangladesh related to this topic. Thus, secondary data source includes articles,
publications, columns, blogs, etc. published in journal found in internet.
2.6 Data Type
Descriptive research requires both qualitative and quantitative data for better analysis. In this
study, qualitative data is obtained to get the independent variable. Quantitative data is
obtained directly in some cases, and in other cases qualitative data is converted into
quantitative data based on statistical tools needed in the study.
Page 6
Perception of employers about the quality of some selected private university students in Bangladesh
2.7 Data Collection
From the sampling frame, a survey was conducted to collect the information. Face to face
interview was the survey method. The data collection process was structured. A questionnaire
was used for this purpose. The questions were prearranged based on the flow of information
required and the ease of analysis. The survey invited respondents to identify, from their
perspective as an employer, the most important attributes, abilities, skills and knowledge
needed by graduates for effective performance in their particular profession. Respondents
were asked to indicate their degree of agreement with each of the series of statement given in
the questionnaire. As the preferred quality 14 specific aspects of professional capability
identified in a set of national and international studies of early career graduates in nine
professions (Vescio, 2005) were put on the questionnaire. Respondents were then asked to
rate the extent to which the graduates possess each of these capabilities
2.8 Questionnaire Design
The survey questionnaire [see appendix] includes structured questions. Demographical
questions are not included here. Structured questions are the questions in which respondents
have to make choice from given alternatives. The questionnaire includes 9-points likert scale
ranging from Extremely Disagree to Extremely Agree.
2.9 Statistical Tools
Once the questionnaire was prepared, a database was created using SPSS 17 software. After
the data collection, data has been entered and analysis was done. The analytical tables were
modified taking those into Microsoft Excel 2010.

3.0History of Private University in bangladesh
The positive role of private Universities in the higher education in Bangladesh is now
undeniable (Siddique 2005). The epoch-making Private University Act was passed in 1992.
To meet the increasing demand for higher education and develop skilled, efficient and
competent manpower the then Government felt the need for establishing private universities
and approved the Private University Act 1992.
Islam S. (2003) states that education was seen as the essential factors for rapid economic
growth and formal education controlled by the state, as the indispensable instrument for
improving the production capacities of a population. Most countries of the world are now
facing the dilemmas of having to satisfy the need of the increased demand for education
(Islam S. 2003). Higher education system needs to be flexible if they are to be the most
effective (Muzaffar A.T. and Khan A.H. 2004).
Education systems need to be able to adapt quickly to changing enrolment levels, to the rise
and fall of different fields of study and to changes in the mix of skills demanded in the labor
market. Muzaffar and Khan (2004) also argued that open systems are more likely to keep
pace with significant external changes.
The true growth of an economy depends on the development of a nation and its citizens as
human resources and higher education plays an inevitable role in such context. Bangladesh is
also not an exception to this.
At present there are more than 54 private universities in the country. Therefore, now what
matters in this connection is not the number but the quality. A good university must ensure
quality education for its students. But to be an international standard institution of higher
education it is not an easy job for a university.

3.3.7 East West University (EWU)
Page 36
Perception of employers about the quality of some selected private university students in Bangladesh
East West University
East West University (Bengali: ইস্টওমেয়স্ট রিবাংশ্বরিবাংলয়) (EWU) is a private university
located in Dhaka, Bangladesh. It was established in 1996 by the Private University Act, 1992
by Dr. Mohammed Farashuddin. It features a centralized campus in Mohakhali.
In 2007, Web metrics ranked EWU third in all universities of Bangladesh (first among
private universities in Bangladesh) and 64th in the Indian subcontinent in their World
Universities Ranking based on web visibility of electronic publication, scientific results and
international activities.
History
Dr. Mohammed Farashuddin, Founder and Vice Chancellor, East West University. The East
West University campus, located at Mohakhali, Dhaka.
The culture of private universities in Bangladesh started in the early 1990s. During that
period, the government and the intellectual and civil society in Bangladesh started to feel that
the existing public universities were not sufficient to meet the high, constantly increasing
demand for tertiary education in the country. Moreover, to maintain their quality of
education, most of the reputed public universities in Bangladesh kept themselves extremely
selective and as a result each year a large number of students failed to get admitted into
higher educational institutions. These issues led the government to permit the establishment
of private universities, and on 9 August 1992, the Private University Act (Act 34) 1992 was
passed. Within the next five years, a good number of private universities were established and
started to perform successfully, and East West University has been one of them.
East West University was established in 1996 as a non-profit organization. This university is
the first major project of the Progoti Foundation for Education and Development (PFED), a
non-profit, non-political, charitable organization maintained by a group of academics,
business leaders, professionals and education enthusiasts led by Dr. Mohammed Farashuddin,
prominent economist and former governor of Bangladesh Bank. The university was launched
in September 1996 with 6 faculty members and 20 students in three programs, BBA, BSc in

R2 indicates the strengths of association among the independent and dependent variables. The
higher the value of R2, the higher the strength of association among the dependent and
independent variables. R2 shows how much the variation in the independent variables is
correlated with the variation in the dependent variables. The value of R2 in this case is .966
which implies that 96% variation in dependent variables is due to the variation in the
independent variables.

This table of coefficient indicates the relation between the dependent and independent
variable. In other words this helps in finding out the perception of employers about
employees from private university. To determine this, significance level needs to be taken
into consideration, which should be bellow 0.05. Because the confidence level is 95%, which
means up to 5% error is tolerable. So if the value is below .05, that indicates that the relation
between the dependent and independent variable is accountable, thus those are the most vital
factors behind finding out the perception of employers about employees from private
university
By observing the table, it is clear that seven variables are imperative here. One is “Education
Quality” where significant level is 0.042. Next one is “academic knowledge” where the
significant level is 0.021. Others are “Present ability” (0.006), “willing to face and learn
from errors and listen openly to feedback” (0.036), “aware of social responsibilities”
(0.013),”Intellectual and practical skill” (0.009), “Knowledge of human cultures and the
physical and natural world” (0.030). These are the variables that worked as most important
factor in identifying the perception of employers about employees from private university.

The above table indicates the perception of employers about the educational quality of
employees having educational background of private universities. It is seen that employers
tend to somehow agree (31%) on the statement that employees having educational
background form private universities have good educational quality. On the other hand, only
12.5% strongly agreed on the mentioned statement. It is clear from the situation that
employers are not highly confident but somehow satisfied about the educational qualification
of their employees from private universities.
5. Limitation & Caveats
Page 53
Perception of employers about the quality of some selected private university students in Bangladesh
The limitations of the study will encourage others for further study in order to overcome
those. Following are the limitations of this study:
The study is based on the general view of employers. Discipline specific areas
were not investigated.
Convenient sampling is not recommended for descriptive research. But
shortage of time compelled to use this.
The research is conducted considering employers of some selected
organizations. It is hardly a representing group to recommend suggestions for
all the employers.
The sample size is only 32. That is why variation is found to be higher and
existence of extreme values makes the results contradict with on-going
scenario.
6. Conclusions & Recommendations
Page 54
Perception of employers about the quality of some selected private university students in Bangladesh
The results of the employer survey shows a gap between what employers see as most
important in terms of the skills, knowledge and attributes of recent graduates and their
satisfaction. Some of the key areas identified in the survey where such gaps exist include
communication skills, Listen to different points of view before coming to a decision, Posses
strong leadership quality, Working under extreme pressure, Team players , Command over
English language, Adapt in different environment .
The findings of this research with employers and professional related to improving the
quality, standard, equity and meeting the needs of the industry and professions. The research
findings could be used in curriculum reviews to ensure that course design, student
assessments and teaching methods enable students to attain generic skills rated by employers
as most important in early career graduates.
Clearly, the employer's survey falls within this scope where institutions of higher education
must act on the results to ensure that their graduates are at the forefront in the recruitment
process. The results of the employer survey highlighted three key areas relevant to
universities more broadly in relation to graduate attributes, that:
a. there is a need to have a clearer understanding of essential generic and professional
attributes needed in the workplace;
b. universities, in general, need to work more closely with industry so that graduates
were better equipped for employment; and,
c. Competencies required by the industry need to be aligned in educational programmes.
This paper also highlights that though data is easily collectable, there is a need to use the data
for effective change. However, there is little in research literature of the use of data to
effectively change or design curricula. Further, an area that will be important to investigate is
the designing of curricula to include assessment of core attributes highlighted in employer
surveys. The findings of this survey and other research conducted with employers in
Bangladesh could be used by the government to design a generic skills survey or assessment
to measure the extent to which final year student have achieved the generic skills rated as
most important by employers.
