REACH Regulation Art. 6(1)

Manufacturer or importer of a substance, either on its own or in

preparation, in quantities ≥ 1 t/a shall submit a registration

REACH Regulation Art. 6(3)

Polymer manufacturer or importer shall submit a registrationregarding their monomer or any other substances, if both thefollowing conditions are met:

a) The polymer consists of 2% (w/w) or more of such monomer

substances or other substances in the form of monomeric units &chemically bound substances

b) The totally quantities of such monomer substances or othersubstances ≥ 1 t/a

REACH Regulation Art. 7(1)

Any producer or importer of articles shall submit a REGISTRATIONto the Agency for any substance contained in those articles, if boththe following conditions are met:

(a) the substance is present in those articles in quantities totallingover 1 tonne per producer or importer per year;

(b) the substance is INTENDED TO BE RELEASED under normalor reasonably foreseeable conditions of use

• Whenever a substance is intended to be released from an article

 –  The TOTAL QUANTITY of substance X present in that article needs tobe counted

 –  NOT the quantity intended to be released

• The UK importer should make sure the dye X in the two textileproducts is same

• Total volume of dye X = 100g (2,000,000) + 100g (1,000,000) = 3tonnes

• Registration is in the 1 – 10 tonnage band

To continually market phase-in substances before fullregistration

• To facilitate data sharing

• To reduce testing on vertebrate animals

• To reduce costs to industry

For phase-in substances only, data gained by vertebrateanimal testing are to be shared, in exchange for payment

Regulating certain dangerous substances by setting conditions suchas limit requirements

Authorization procedure consists of 2 steps:

• ECHA: establish a candidate list of substance will be included in the

system, which will be exempted and which deadlines will have to be met• Manufacturer / Importer / Only Representative: apply for an

REACH Regulation Art. 7(2)

Any producer or importer of articles shall NOTIFY the Agency, in

accordance with paragraph 4 of this Article, if a substance meets thecriteria in Article 57 & is identified in accordance with Art. 59(1), ifboth the following conditions are met:

(a) the substance is present in those articles in quantities totallingover 1 tonne per producer or importer per year;

(b) the substance is present in those articles above aconcentration of 0.1% weight by weight (w/w).
