Purchase of Cuba. We find the Washington letter writers
talking of tho renewal of the offer which has fonr times been made,
and four times been refused by Spain of®100,000,000 for the laland
of Cuba. To some people such a
coarse, on the part of the Cabinet after the Inte strong " war
talk" of the Union newspapermay seem sadly inconsiderate and
conclusive; but upon a moment's reflection we are not surprised at
it, and are perfectly reconciledto learn at any proximate day that
Mr. Winslow, spcoinl bearer of despatches to Madrid has sailed from
New York with the portentous offer in his pocket. But to offer is
one thing; to accept is an*
other. We heliuve thnt a renewal of the offerfor that island at tho
present time, when European policy and diplomacy are soeining/ »;ly
on the point of triumph thcro, to tho ftreat and permanent
detriment of the United litotes, will bring na nboat as near to the
purchase of it aa did the boy's oflfer of a
dime for the pig bring him near to the acquisitionof a fino porker;
? if the man had only said yet" If European cabinets were
governed by the same Interests as are our
own; if the nations of Europe were as well pleased with the idea,
that the admission of Cuba to this Union is necessary for the
permanentestablishment of our power, as we
are; then we should incline to the belief thst there was a feasible
hope for such a
transaction. There is, however, another reason why
we should not bo surprised to Icsro that the offer of 9100,000,000
for Cuba had been renewed,and even invited. The wai between Eastern
and Western Europe has but just begun, and in oontemplnting the
possible complications tiiat may ensue, it may be thai the Western
powers begin to consider that an active war with the first
despotism vf the East, nnd a moral war with tho first Republic of
the West, are more than it would be prudent for them to undertake,
at one
and the sntnu time. We deem this, however, bnt a mere possibility;
for we are more inclined to the suppositionthat they entertain the
hopo of closingthe moral war with us, by tho find
emancipation of the slaves in Cuba before the first campaign in
Eastern Europe is ended.And they are fully convinced, as is
everythinking man in this country, that such an event would entail
upon us a slrugglo with the negro cnmmiuiitio* upon our
Southernborders, resulting, perhaps, in n war of extermination
against four millions of free blacks, that would keep u« pretty
well oe
copied near nt home, mid relieve them front any fear of irritation
on onr part, at whatevercourse they might deem proper to adopt In
their European contest. Rvon if thin result were not .itt.iined,
they know that the abolition of tdavery in Citha would
nuscitatuquestion* in thin countr. that would keep our attention
pretty well occupied with affair* at liotne.
Under these circumstances wo deem it prudent to consider the idea
of the possibilityof purchasing Cuba; and, living an we
do, in the far South, we shall proceed with some suggestion* which
occur to un thereon.
It is, we believe, a well entablinhed prinriploof international
law, that a change of sovereignty does not sfft ci in any wny the
/ighta of property, nor the established codes and institutioiiH of
the country, whose sov.
rslgnty is transferred. And, if we are not mistaken, the decisions
of our own Supremo Court have fully rut agnized thin principle. A
transfer of Cuba to us by purch ne would not therefore change the
st dittos and social institutions of that country. These truths
