This document includes the sampling results in USEPA Region III format that was used for Volume III of the Remedial Investigation Report dated May 1994. Please note that to finalize the metals results tables provided on June 6, 1995, two • changes were made. The CRDL column for sample RES21 contained the IDL information. The correct CRDLs now appear in this column. On page two, the parameter calcium was listed twice. The first listing for calcium was actually the cadmium data. The parameter name and CRDL have been corrected. 1.0 INTRODUCfiON
The Elizabethtown Landfill Remedial Investigation/Feasibility Study (RifFS) Work Plan,
prepared under Administrative Order of Consent (Docket No. ID-90-44-DC), required that
certain Residential Wells be sampled during the Phase 1B and Phase 1 C Sampling Events.
These events occurred in November 1992 and December 1992/January 1993, respectively.
Following completion of the RI activities specified in the Work Plan, the USEP A requested
, that four additional residential wells be sampled during the Spring of 1995. This report
presents the results ofthe sampling event which was conducted in April1995.
This document presents the results of the 1995 Residential Well Sampling Results Letter
Report in the following format:

2.0 . 1995 RESIDENTIAL WELL SAMPLING SCOPE OF WORK
Samples were collected from four (4) residential wells as listed on Table 1.· Sampling locations
are shown on Figure 1. The sampling of these wells was conducted by Golder Associates on
April25, 1995. A member of the Technical Assistance Team (TAT) from Roy F. Weston was
present during the sampling event. The samples were submitted to CompuChem
Environmental Corporation for analysis ofTCL Volatile Organic Compounds (VOCs), TCL
Semi-Volatile Organic Compounds (SVOCs), TCL Pesticides, and TAL Inorganics (metals
·and cyanide). TC~ organic analysis was conducted using the Superfund Analytical Methods
for Low Concentration Water for Organics Analysis (SAM) dated October 1992. TAL
inorganic analysis was conducted using the Cq> Statement ofWork (SOW) ILM03.0. Results
of these analySes are discussed in Section 3. 0 of this report.
Samples collected from the Smitley, Mullen and Swanger residences were oollected from water
taps within the homes. The sample collected at the Espenshade residence was from a spring in
the basement.

3.0 RESULTS OF 1995 RESIDENTIAL WELL SAMPLING
The analytical results were validated in accordance with the most current versions of the
National and Region ill data validation guidelines. The CLP data validation narrative is
included as Appendix A of this report.
Validated analytical results for samples from residential wells are presented in detail in USEP A
Region m format in Appendix B. VOCs were not detected in these samples except for 8 ug/1
oftrichloroethene in the sample collected from the spring at the Espenshade residence. SVOCs
were not detected in any of the samples: Pesticides were not detected above laboratory
method detection limits except for alpha-chlordane, gamma-chlordane, and heptachlor epoxide
which were reported in the sample from the Smitley residence. Fifteen··metals (aluminum,
arsenic, barium, calcium, chromium, cobalt, copper, iron, lead, magnesium, manganese, nicke~
potassium, sodium,. and zinc) were detected in these residential well samples. Lead was
detected at low levels in only samples from the Espenshade and Smitley residences. Arsenic
and cobalt were detected at low levels in only the sample from the Mullen residence. Aluminum
and nickel were only detected in the sample from the Espenshade residence. Cyanide was not
detected in any of the residential samples.

1.0 INTRODUCTION
Golder has validated the analytical data for the residential well samples collected April 25, 1995 in the vicinity of the Elizabethtown Lanlifill (Site) in Lancaster County, Pennsylvania. The samples were collected at the request of the USEP A. Samples were collected from .four residences as shown on Table 1 of the main report. The samples were collected in accordance with the Field Sampling Plan (FSP) and the Quality Assurance. Project Plan (QAPjP) contained in the Remedial Investigation/Feasibility Study (RI/FS) Work Plan for the Site. The samples were analyzed for the Inorganic Target Analyte List (TAL) in accordance with the :tJ.S. EnvironmentalProtection Agency (USEPA) Contract Laboratory Program Statement of Work for Inorganics Analysis, Multi-Media, MultiConcentration (CLP SOW ILM03.0); and the Organic Target Compound List (TCL}, excluding Polychlorinated Biphenyls (PCBs) in accordance with the Superfund Analytical Methods for Low Concentration Water for Organics Analysis (SAM) dated 10/92. Reporting of tentatively Identified Compounds (TICs) was 'not required by the QAPjP. The analyses were performed by CompuChem Environmental Corporation (CompuChem) of Research Triangle Park, North Carolina.
Samples were collected from four (4) primary locations. One sampling location (RES02) was sampled in duplicate for Field Duplicate analysis. All of the samples for metals analysis were collected as unfiltered (total) portions only.
The Sample Identification Points are summarized in Table 1 of the Report.
Data validation of inorganic data collected using the CLP SOW ILM03.0 was performed in accordance with the Region III Modifications to the Laboratory Data Validation Functional Guidelines for Evaluating Inorganics Analyses (dated April, 1993). Data validation for organic data collected using the SAM was. performed in accordance with the USEPA Contract Laboratory Program National Functional Guidelines for Organic Data Review (dated February 1994) and Region III Modifications to the National Functional Guidelines for Organic Data Review, Multi-Media, Multi-concentration (dated September ~994). These documents are referred to as "functional guidelines" hereafter.
In general, the discussions which follow in Sections 2.0 through 5.0 describe only instances where the quality control criteria specified in the documents named above were not met. Tables A2 through AS of this document summarize specific samples for which qualification occurred. ·
Data qualifiers are defined in Table A1. Where quality control criteria were met, positive results were qualified as acceptable (no code) and non-detected results were qualified with a "U" flag signifying that the result is below the quantitation limit (organics) or detection limit (inorganics). Where more than one qualifier for a sample result was warranted, the most predominant or general qualifier was applied to the results. For ~ .. · example, a positive result for a volatil~ organic compound may need to be qualified as estimated (J) due to the initial or continuing calibration criteria not having been met, but this compound is also present in the a~sociated blanks and the blank action level is greater than the concentration of the compound reported in the sample. In this particular case, the compound would be qualified as "B" indicating that the concentration

is not substantially' greater than the concentration in the associated blanks. The (R) qualifier, which signifies .that the result has been rejected, takes priority over all other qualifiers. It should be noted that the discussions contained within Sections 2.0 through 5.0 explain where quality control was deficient. As specified in the functional guidelines, if the non-adherence to quality control criteria are slight, qualification of data may not be warranted. However, if the non-adherence is significant, qualification and possible rejection of the data may be necessary. The narrative discussion specifies where rejection of the data is necessary.
Following data validation and qualification, the analytical data and qualifiers for each sample point were summarized. Qualified results are provided in Appendix B of this Report in the USEPA Region III Format as previously used in Volume III of the Elizabethtown Landfill R]/FS Report dated May 1994.

2.0 TARGET COMPOUND LIST VOLATILE ORGANIC PARAMETERS
Samples were collected from four (4) residential wells. Additionally, one well was sampled in duplicate and one trip blank was collected for volatile organic compounds (VOCs). The sampl~s were grouped into one SDG by the laboratory and analyzed for VOCs using the SAM dated 10/92. The SDG was validated in accordance with the functional guidelines.
DATA QUALITY OBJECTIVES
Precision: Goals for laboratory and field precision were generally met, except where noted below.
Accuracy: Goals for accuracy were generally met, except where noted below.
Sample Result Verification: All sample results were supported in the raw data.
Detection Limits: The detection limit goals were achieved for all samples except sample ·RES20.
Completeness: The data packages were complete for all requested analyses. Five (5) samples were validated in. this data set. A total of 200 results for these samples were reported in which 175 were deemed valid. This results in a completeness of 88% for these samples which meets the RI/FS Work Plan objective of 85%.
Major Deficiencies
Identified below are the major deficiencies which required rejection of the data. Refer to Table A2 for the specific samples affected by each deficiency.
The initial and/or continuing calibrations had response factors (RRF) which were less than the· minimum of 0.05 for Acetone, 4-Methyl-2-Pentanone, 2-Hexanone, 1,2-Dibromo-3-chloropropane and 2-Butanone. Since these c;ompounds were undetected in all samples in this SDG, the results were qualified as rejected (R). ·
Minor Deficiencies
Identified below are the minor deficiencies which required qualification of the data. Refer to Table A2 for the specific samples affected by each deficiency.
Laboratory preparation blanks, storage blanks and trip blanks are evaluated for target compound conta:nUnation. Methylene chloride was found as a contaminant in various blanks for this SDG. Samples associated with these blanks required qualification. For Methylene Chloride, an action limit of 10 times· the concentration found in the blank was calculated. For sample FRES02 where Methylene Chloride was detected as a positive

result between the Contract Required Quantitation Limit (CRQL) and the action limit, the result was flagged with the (B) qualifier.
The functional guidelines require that the calculated response factors remain stable over the concentration range of the initial calibration ( <30% RSD). This criterion was not achieved for the initial calibrations analyzed on 5/4/95 for Acetone, Methylene Chloride, 2-Butanone and 1,2-Dibromo-3-Chloropropane. The above listed compounds have been previously qualified for various deficiencies and require no additional qualification.
The functional guidelines require the percent differences for the response factors between the initial and continuing daily calibration be less than + 30% difference. This criteria was not achieved for the continuing daily calibration analyzed on 5/7/95 for Acetone. Since Acetone was previously qualified "R", the affected samples (RES02, RES20, RES21 and RES22) required no additional qualification.
Sample point RES20 was inadvertently analyzed at a 2.3:1 dilution. By the time the laboratory realized of the dilution, the sample was outside of the hold time window. The data was reported with elevated detection limits, no qualification of the sample data was required.

3.0 TARGET COMPOUND LIST SEMI-VOLATILE ORGANIC PARAMETERS
Samples were collected from four (4) residential wells. Additionally, one well was sampled in duplicate for Semi-volatile organic compounds (SVOCs). The samples were grouped into one SDG by the laboratory and pnalyzed for SVOCs using the SAM dated 10/92 .. The SDG was validated in accordance with the functional guidelines.
Data Quality Objectives
Precision: Goals for laboratory and field precision were generally met, except where noted below.
·Accuracy: Goals for accuracy were generally met, except where noted below.
Sample Result Verification: All sample results were supported in the raw data.
Detection Limits: The detection limit goals were achieved for all analyses.
Completeness: The data packages were complete for all requested analyses. Five (5) samples were validated in this data set. A total qf 300 results for these samples were reported in which 296 were deemed valid. This results in a completeness of 99% for these samples which meets the RI/FS Work Plan objective of 85%.
Major Deficiencies
Identified below are the major deficiencies which required rejection of the data. Refer to Table A3 for the spe~ific samples affected by each deficiency.
The initial and/or continuing calibrations had response factors (RRF) which were less than the minimum of 0.05 for 3,3'-Dichlorobenzidine. Since this compound was undetected in the affected samples (RES21, RES20, FRES02 and RES22) in this SDG, the results were
. qualified as unusable (R).
Minor Deficiencies
Identified below are the minor deficiencies which required qualification of the data. Refer to Table A3 for the specific samples affected by each deficiency.
According to the SAM the laboratory is required to re-extract and analyze any sample that yield low surrogate recoveries for two or more base-neutral surrogates and/or acid surrogates. Low surrogate recoveries were a problem for sample RES02. As required by the SAM, the laboratory re-extracted the sample for analysis. The re-extraction of sample RES02 was performed outside of the seven day hold time window. As a result, all compounds in sample RES02 were qualified as estimated quantitation limits (UJ).

Since the above listed compounds were not detected in any of the affected samples, no qualification was required.
The functional guidelines require that the calculated response factors remain stable over the concentration range of the initial calibration ( <30% RSD). This criterion was not achieved for the initial calibrations analyzed on 5/17/95 for 4-Chloroaniline, N-Nitrosodiphenylamine and 3,3'-Dichlorobenzidine. Since the above listed compounds were not detected in the affected sample (re-analysis of RES02), no qualification was required.
The functional guidelines require the percent differences for the response factors between the initial and continuing daily calibration be less than + 25% difference. This criteria was not achieved for the continuing daily calibration analyzed on 5/16/95 for 4-Chloroaniline, N-Nitrosodiphenylamine and 3,3'-Dichlorobenzidine. Since the above listed compounds were not detected in any of the affected samples, no qualification was required. ·

Since the above listed compounds were not detected in any of the affected samples, no qualification was required.

4.0 TARGET COMPOUND LIST PESTICIDES
Samples were collected from four (4) residential wells. Additionally, one well was sampled in duplicate for Pesticides. The samples were grouped into one SDG by the laboratory and analyzed for Pesticides using the SAM dated 10/92. PCBs analysis was not requested because PCBs are not Compounds of concern (COCs) for the Site (meeting with USEPA on November 9, 1992). The SDG was validated in accordance with the functional guidelines.
Data Qualitr Objectives
Precision: Goals for laboratory and field 'precision were generally met, except where noted below.
Accuracy: Goals for accuracy were generaJly met, except where noted below.
Sample Result Verification: All sample results were supported ifl the raw data. Positive presence of a TCL pesticide must . be confirmed by analysis on a dissimilar chromatographic column. Quantitation is performed for each column and the lower value is reported by the laboratory. The percent difference between the two results is calculated and reported by the laboratory.
Detection Limits: The detection limit goals were achieved for all analyses.
Completeness: The data packages were complete for all requested analyses. Five (5) samples were validated in this data set. A total of 105 results for these samples were reported in which 105 were deemed valid. This results in a completeness of 100% for these samples which meets the Rl/FS Work Plan objective of 85%.
Major Defi~iencies
· There were no major deficiencies whi~h would have required rejection of the data.
Minor Deficiencies
Identified below are the minor deficiencies which required qualification of the data .. Refer to Table A4 for the specific samples affected by each deficiency.
The matrix spike recovery for Heptachlor Epoxide was slightly outside the QC limits specified in the SAM. Using professional judgement, the data validator deemed that qualification of the non-detected result in the primary sample was not necess~ry.
The matrix spike/matrix spike duplicate relative percent differences for gamma-BHC, Endrin, and gamma-Chlordane were slightly above the control limits specified in the
. SAM. Using professional judgement, the data validator deemed that qualification of the non-detected results in the primary sample was not necessary.

For pesticides analysis, if an analyte is detected on both GC columns, quantitation is performed for both columns and the lower of the two values is reported. The percent differences between the two values were greater than 25% for Endosulfan ·Sulfate in sample RES02 and Heptachlor, alpha-Chlordane, and Heptachlor Epoxide in sample RES20. All of these results were qualified as estimated values G).
Concentrations below the laboratory-derived method detection limits (MDLs) were reported for Endosulfan II and Endosulfan Sulfate in sample RES02 and for Heptachlor and Endosulfan Sulfate in sample RES20. These results were qualified with an asterisk on the data tables to indicate that the concentrations are below the MDLs.

5.0 TARGET ANALYTE LIST INORGANIC PARAMETERS
Unfiltered samples were collected from four (4) residential wells. Additionally, one well was sampled in duplicate for TAL Inorganics (metals and cyanide). The samples were grouped into one SDG by the laboratory and analyzed for metals and cyanide using the CLP SOW ILM03.0. The SDG was validated in accordance with the functional guidelines.

A total of 120 results for unfiltered samples were reported in which 120 were deemed valid. This results in a completeness of 100% for unfiltered samples which meets the RT/FS Work Plan objective of 85%.
Major Deficiencies
There were no major deficiencies which would have required rejection of the data.
Minor Deficiencies
Identified below are the minor deficiencies which required qualification of the data. Refer to Table AS for the specific samples affected by each deficiency.
Various metals were found to be present in the blanks associated with these samples. Action levels were . calculated for each of these analyt~s based upon the highest concentration found in the associated blanks. Positive results in the samples greater than the instrument detection limit (IDL) but less than the action level were qualified with a B indicating that the analyte was detected substantially above the level reported in the associated blanks. Positive results above the action level and non-detected results did not require qualification.
Lead was detected in the laboratory blanks at negative absorbances indicating that sample results may ·have been negatively influenced. The non-detected results for this analyte required qualification as biased low detection limits (UL). Positive results for this· analyte required qualification as biased low values (L).

6.0 SUMMARY
Validation of the data collected for the 1995 Residential Well Sampling Event in the vicinity of the Elizabethtown Landfill was performed in accordance with the most current versions of the USEPA Region III data validation guidelines and the QAPjP.
Overall, the data required qualification due to some quality control criteria which were not achieved, but the majority of the data may be deemed usable. Although a positive result was qualified as estimated, the analyte should be considered present. Similarly, a non-detected result which was qualified as an estimated quantitation/detection limit should be considered not present for the purposes of this study, although the limit itself may not be precise. Rejected (unusable) data that are assigned the "R" qualifier should not be used. Rejected data have been included in the summary tables only for the purpose of completeness.
