A responsible person owns up to their role in any situation, and learns from their mistakes.
We are responsible for our actions--all of them. We are responsible for our thoughts and behavior, whether deliberate or unintentional. A responsible person makes mistakes, but when they do, they take responsibility and make it right

An irresponsible person shifts the blame to someone or something else, and makes the same mistakes over and over again.
Irresponsible people tend to shift the blame onto those factors, and vocalize them as excusesExcuses come in many shapes and sizes, but the most common is "I would/would've, BUT...
How to make responsibility for your action?
1. Be accountable. Even if life is unbearable. You are responsible for how you respond your behavior should always be under control
2. Stop blaming. It is easy to point a finger. Blaming others doesn’t help you become a responsible person. Treat the other person as a jerk. Don’t be one yourself

3. Acknowledge what happen. When you acknowledge you eliminate the need to make up silly excuses. “I messed up” is the responsible three word sentence. Followed up “ how can I make up to you?” It makes people willing to forgive. Your integrity earns respect

4. Accentuate the positive. Move through the day with positive attitude. People who don’t take responsibility are negative and cynical? The folks who blame others seem to have the worse luck. Anything that goes wrong is always the other person’s fault. No wonder they don’t achieve much happiness. They are perpetual victims. Switch your focus from what went wrong to what went right. A small shift in focus turns a loser into a winner

5. See yourself clearly. Taking responsibility means acknowledging both your strengths and weaknesses. Know your talent and put them to use. A responsible person continues to grow emotionally

7. Practice healthy self focus. It’s a personal responsibility to get acquainted with your hurts, limitations, your gifts and talents. You grow into the best person you can be

1. Simplify rules and procedures to avoid red tape;
2. Adoption of work systems and procedures that will institutionalize a management climate conducive to public accountability
3. Consult the public they serve for the purpose of gathering feedback and suggestions on the efficiency, effectiveness and economy of services. They shall establish mechanism to ensure the conduct of public consultation and hearings.
4. Government officials shall make themselvesavailable to their staff for consultation anddialogues.
5. As a general rule, when a request orpetition, whether written or verbal, can bedisposed of promptly and expeditiously, theofficial or employee in charge to whom thesame is presented shall do soimmediately, without discrimination, and in nocase beyond fifteen (15) days from receipt ofthe request or petition

1. Being courteous means putting yourself in the other persons shoes instead of thinking of yourself first. It means doing something without being asked and this is not a one time event. We all think we're courteous to some extent but it takes practice. Bad habits don't get better unless you're aware of them. Once you pick up bad habits and, especially from watching and learning from other people, they become normal
2. Pag mano, pag “po”
3. Holding the elevator is a nice gesture. Pushing the floor buttons for the other person is even a nicer one; Holding the door is very courteous too. In the business world, its always courteous to say "hello" and "goodbye". If you are on the phone at work, its always wise not to slam the phone down, as this type of discourtesy may leave a bad impression on the other end.
