CLARIFICATORY GUIDELINES ON THE SYSTEM OF RANKING
OF DEPED PERSONNEL
TO : Education and District Supervisors
Heads of Public Elementary and
Secondary Schools
Teaching and Non-Teaching Personnel
1. To facilitate the review and evaluation of pertinent documents for the ranking of DepED
personnel and to ensure uniformity in the interpretation and strict observance of the merit
and fitness principle in the selection and promotion of candidates for teaching, related
teaching and non-teaching positions (Inclosure No. 1), master teachers (Inclosure No. 2),
and school heads (Inclosure No. 3), this Memorandum is hereby issued for the
information, guidance and compliance of all concerned.
2. All school administrators shall be furnished a copy of this Memorandum. It is desired that
its contents be discussed extensively in school/district meetings, for the guidance of all
concerned specifically in the preparation of required supporting documents for ranking
and evaluation.
3. It is desired that all members of the school/district/division selection board shall meet and
discuss these guidelines thoroughly for immediate implementation.
4. This Memorandum takes effect immediately. Any other issuances which run counter with
this Memorandum are hereby rescinded.

GUIDELINES ON THE APPOINTMENT AND PROMOTION OF OTHER
TEACHING, RELATED TEACHING AND NON-TEACHING POSITIONS
I. BASIC POLICIES
1. Selection of employees for promotion/appointment in the DepED shall be anchored on
the principles of merit, competence, fitness and equality. It shall be open to all who are
qualified, regardless of gender, civil status, disability, religion, ethnicity or political
affiliation.
2. When a position in the first and second level becomes vacant, the most qualified
applicant who possesses appropriate civil service eligibility shall be considered for the
position.
3. Vacant positions marked for filling up shall be published in accordance with RA 7041
(Publication law). The published vacant positions shall be posted in at least three (3)
conspicuous places for at least fifteen (15) calendar days. Other appropriate modes of
publication shall be considered.
Vacant positions shall be filled up after fifteen (15) calendar days from publication.
The publication of a particular vacant position shall be valid until filled up but not to
extend beyond six (6) months reckoned from the date the vacant position was published.
Vacant positions which are not filled up within six (6) months should be republished.
4. A Personnel Selection Board (PSB) organized for first and second level positions shall be
guided by the principles of fairness and impartiality in the assessment of candidates for
appointment:
The composition of the Personnel Selection Board (based on DepED Order No. 66, s.
2007) shall be as follows:
Non-Teaching Group

Members – Administrative Officer
Human Resource Management Officer
Chief/Head where vacancy exists
Elected Representative of first level employees

In the Schools Division:

Elementary schools with no school head:
The SDS shall identify the committee of five (5) to take care of the entire group of
schools of this type. Contiguous or proximate schools shall be clustered to complete the
group of five.
Secondary schools with existing department heads:

For secondary schools with no existing department heads, the school head shall designate
the members of the committee from among the faculty on the basis of qualification and
demonstrated creditable competence.

5. Generally, the guidelines stipulated in DepED Order No. 66, s. 2007 shall be used for the
evaluation/rating of applicants’ pertinent papers.
6. Following the provisions all issuances relative to ranking and evaluation of DepED
personnel, the following guidelines prevail:
6.1 There will be NO substitute for education and experience as stipulated in the
Qualification Standards Manual (QSM).
6.2 An open ranking is NOT a part of the standard operating procedure. It must be
requested in writing by ALL the applicants. All applicants must be present during
the said open ranking. Non-appearance in said open ranking is deemed as waiver for
said privilege.
6.3 All qualified applicants shall be included in the ranking process. A separate rank list
shall be prepared for applicants coming from different level/category. Guided by the
QSM and other policies, the HRMO shall determine whether an applicant is qualified
or not and formally inform disqualified applicants before the ranking starts.
6.4 For Open Positions such as Education Supervisor I, the QSM shall be followed. A
separate rank list will also be prepared for the different level(s)/category(ies) of
applicants.
6.5 Evaluation of potentials and personal & physical characteristics of the applicants
shall be done, individually, by the members of the PSB, using the DepED Order No.
66, s. 2007.
6.6 Personal Interview is not a must especially in the rating of physical characteristics
and potentials but it can be used to facilitate rating. Interview with the superiors,
subordinates and other co-workers can also be done to be able to determine the
potentials, personal and physical capabilities of the applicants for promotion.

6.7 To qualify for promotion/appointment, the total rating shall be at least 40 points for
Level I positions and 50 points for Level II positions. (DECS Order 64, s. 1995).
6.8 A lone candidate shall not be subjected to ranking but may be recommended for
promotion provided said candidate shall meet all the requirements of the position
being filled.
6.9 A Rank List is valid only for one year.
7. Computation of Points
The Personnel Selection Board / Committee (PSB/C) shall evaluate the candidates for
promotion using the table as indicated for specific positions and assign points for the sub-
items under a particular criterion. Such point assignments indicated in _______ shall be
uniformly applied and implemented for all promotions in Division offices.

II. DETERMINANTS/FACTORS TO BE CONSIDERED IN EVALUATING CANDIDATES & WEIGHING SYSTEM
A. Performance Rating
The performance rating shall be based on the total numerical rating in the last three (3)
performance rating periods (DepED Order No. 66, s. 2007) of the employee/candidate
immediately preceding the ranking being made. In the case of employees who are on
authorized leave of absence, observation tour, scholarship grants and/or study grant, their
latest performance rating before such leave/scholarship shall be used.
The performance rating period of teaching and related teaching group is per school year
and semestral for non-teaching group.
B. Experience
Experience must be relevant to the duties and functions of the position to be filled.
(This consists of the performance of duties/functions of the next higher position over a
period expressed in years with every year given a point but not to exceed five points
equivalent to 5 years (DECS Order No. 83, s. 1998). Assignment of points is based on the
effectivity of the last appointment/designation of the candidate. Teacher-in-charge (TIC) can
be used as a requirement to qualify for promotion to Head Teacher or Principal I but not as
relevant experience).

This refers to the capacity and ability of a candidate to assume the duties of the
position to be filled up and those of higher level.
The Personnel Selection Board/Committee (PSB/C) shall determine the potentials
of the candidate based on each of the following components:

2. Ability to present ideas
Presents well-organized and precise ideas with marked command of the language
used.
3. Alertness
Manifests presence of mind and awareness of the environment.

IMPLEMENTING RULES AND REGULATIONS FOR THE SYSTEM OF
CAREER PROGRESSION FOR PUBLIC SCHOOL TEACHERS BASED
ON MEC ORDER NO. 10, s. 1979 AND OTHER ISSUANCES I. BASIC POLICIES
1. Master Teachers are instructional leaders in their respective schools/districts. They are expected
to assist other teachers in the school or district toward improving their teaching competencies.
They take leadership in the preparation of instructional and other materials used in the
classroom. Master Teachers may also be required to serve as demonstration teachers or
teacher-consultants in other schools in the districts.
2. The number of Master Teacher positions for the elementary shall be allotted using the following
formula (MEC Order No. 1, s. 1985)
Master Teacher I – 0.066 x number of teachers
Master Teacher II – 0.033 x number of teachers
(Any fraction resulting from the computation shall be rounded off as one additional
Master Teacher)
3. For secondary level, an allotment of at least one (1) Master Teacher position per subject area
with at least 5-7 teachers shall be the basis for creating the Master Teacher position as per DECS
Order No. 70, s. 1988.
4. Positions for Master Teacher shall be allotted by division proportionally on the basis of the
number of teachers. The number of positions for the division shall be likewise be distributed
proportionally among the district/schools (based on the Inclosure of MEC Order No. 10, s. 1979)
5. Only those who are actually teaching shall be considered for Master Teacher position. This
includes teachers who besides providing special service have regular teaching loads. No
substitution for the qualifications required shall be allowed.
6. To fill up existing vacancies for Master Teacher positions, all qualified candidates shall be ranked
based on above-mentioned criteria. This rank list is valid for one (1) year.
7. After the implementation of the salary standardization of school principals, shifting from Master
Teacher positions to School Principal is no longer allowed. Master Teachers who wish to become
school administrators shall follow the requirements Qualification Standards Manual and submit
themselves for ranking to said position.

II. MINIMUM REQUIREMENTS (Based on MEC Order No. 10, s. 1979)
Teachers who wish to apply for a Master Teacher position should pass a screening process
conducted by a Selection Committee organized by the Schools Division Superintendent. Each
candidate should possess the following criteria required for each position.
A. MASTER TEACHER I
1. Permanent Teacher for at least 3 years (based on QSM, DECS Order No. 40, s. 1997).
2. Bachelor’s Degree for Teachers or equivalent as provided on Magna Carta for Teachers.
3. Very Satisfactory performance rating for at least two (2) years.
4. At least three (3) years teaching experience.
5. At least 50 points in leadership and potentials or has been a demonstration teacher on
the district for elementary level and school for the secondary level plus 15 points in
leadership and potential.
6. Must be computer literate (use of software, (e.g. Word, Excel, etc.))
B. MASTER TEACHER II
1. Master Teacher I for at least one year (based on QSM, 1997).
2. Very Satisfactory performance rating as Master Teacher I for one year.
3. Bachelor’s degree of teachers or equivalent provided in Magna Carta for Teachers, plus
completion of academic requirement for MA.
4. At least 50 points in leadership, potential and achievement or demonstration teacher in
the division level plus 20 points in leadership and potential provided the activities or
accomplishments listed the purpose had not been credited or used in earlier
promotions.
5. Must know how to prepare instructional materials using the computer (e.g. PowerPoint
presentations).
NOTE: A candidate must possess all the qualifications indicated to be considered for
the Master Teacher position. No additional points shall be given to qualifications
beyond the minimum requirements. Such qualifications may also be considered in case
of tie in the LPA points. The applicant shall also be required to have actual teaching
demonstration before appointment.

CLARIFICATORY GUIDELINES ON SELECTION, PROMOTION AND
DESIGNATION OF SCHOOL HEADS
I. LEADERSHIP FRAMEWORK
There shall be a school head for all public elementary and secondary schools or a cluster
thereof, pursuant to Section 6.1, Rule VI of the Implementing Rules and Regulations of
Republic Act No. 9155 (Governance of Basic Education Act of 2001). A school head is a
person responsible for the administrative and instructional supervision of the school or
cluster of schools. As such, a school head is expected to possess the following leadership
dimensions:
1. Educational Leadership is the ability to craft and pursue a shared school vision and
mission, as well as develop and implement curriculum policies, programs and
projects.
2. People Leadership is the ability to work and develop effective relationships with
stakeholders and exert a positive influence upon people.
3. Strategic Leadership is the ability to explore complex issues from a global
perspective, manage an educational enterprise and maximize the use of resources.
II. BASIC POLICIES
In addition to those stated in the Merit Selection Plan (MSP), the following basic policies
shall be adopted.
1. Applicants to Principal I position must pass a qualifying test. He/She must have an
experience of at least five (5) years in the aggregate (changed as per DepED Memo s.
2009 dated Mar. 13) as Head Teacher, Teacher-In-Charge, Master Teacher and
Teacher III.
1.1 The test shall evaluate the applicants in terms of the three (3) leadership
dimensions to measure executive and managerial competence. It may consist of
paper and pencil, simulation and other modes.
1.2 The test shall be developed by the National Educator’s Academy of the
Philippines (NEAP) in coordination with the National Education Testing and
Research Center (NETRC).
1.3 The Regional Office shall simultaneously administer the test once a year in
designated venues.
2. The appointment of a school principal shall be non-station specific.
3. Any vacancy for Principal position shall be open to all qualified candidate from
within and outside the division where the vacancies exist.
4. The Schools Division Superintendent shall designate Teachers-In-Charge in schools
without Principal items.
To become a Teacher-In-Charge, one must have at least three (3) years teaching
experience and undergo a screening process to be conducted by the Division Office.
5. Assignment of Head Teachers shall be one per subject area with the core subject
areas, namely: English, Math, Science, Filipino and Aralin Panlipunan.
