Selection Notice

The Urban Development Cluster of the East Asia Sustainable Development Department ­ Indonesia (EASIS) of the World Bankseeks the services of a qualified firm to conduct a Pre­Feasibility Study for the proposed Makassar Tallo River AreaDevelopment Project. The proposed investment is part of an umbrella lending engagement, the Metropolitan UrbanDevelopment Project, currently under preparation.

Objectives of the assignment is to provide the Government of Indonesia, which consist of central government and localgovernment, with sufficient information to justify acceptance, modification, or rejection of the proposed Tallo River AreaDevelopment Project. The study will include a pre­feasibility analysis to determine socio­demographic, urban land use anddevelopment and urban environmental characteristics of the area with the aim of outlining development possibilities in the TalloRiver Area, as required by national government and justifiable for World Bank investment funding. The scope of the pre­feasibility study would include technical and impact assessments, preliminary economic and financial analysis, outline oftechnical options for investment, formulation of implementation strategies and programs, preliminary evaluation of costs andbenefits, and public engagement for the project.

The work will be structured in two phases: (i) Phase 1 Data/information collection (1 month); and (ii) Phase 2 Pre­feasibilityanalysis (3 months).

Key tasks and expected deliverables include:

1. Data/Information Collection including the review of policy documents, planning documents, national/local regulation,national/local government data/information, academic studies/reports, previous activity/study reports in Tallo River Area, andmedia reports. 2. Inception Report which would include all activities completed in this phase including a detail description of existing situation inTallo River Area, illustrating all facts found based on data collection survey and research. The Report would describeproposed analytical method, by which the consultant will use in the next step of the study.3. Pre­Economic/Financial Analysis, an estimate initial cost of the project, including possible project phasing, includinginstitutional arrangement of the project. The consultant will conduct preliminary economic and financial analyses for the TalloRiver Area Development Project. The economic analysis would incorporate direct and indirect social costs and benefits ofalternative strategies. Economic rates of return over a 20 year time horizon would be calculated for the feasible alternatives.The financial analysis would be based on the preferred investment alternative developed in the economic analysis.4. Selection and contracting will normally be made from responses to this request for expression of interest. The consultant will beselected from a shortlist, subject to availability of funding.

The following team composition and description is estimated for the assignment:

(i) Local Team Leader/Urban Planner, Urban planning/urban architect, experience of 15 years for bachelor degree, 10 yearsfor master degree, Certified by professional organization and must have experience in urban waterfront project in Indonesia.(ii) Local Economist, Economic/business marketing/technical cost estimator/finance, 8 years of experience, must haveexperience in technical project cost estimator, preparing financial analysis for infrastructure project, and marketing businessproperty. (iii) Local Environmental Expert, Environmental Science/Environmental Engineering, 8 years of experience, certifiedenvironmental scholar/expert (AMDAL B), with a strong foundation in the analysis of the environmental impact of theconstruction area/city.(iv) Local Civil Engineering Expert, Structural Analysis/Construction, 8 years of experience, ability to handle the design andplanning of the work of municipal engineering.(v) Local Civil Engineering Expert, Hydrology/Marine and Coastal Construction, 8 years of experience, ability to handle thedesign and planning that relates with hydrology, particularly the issue of river, planning of coastal and estuary structure.(vi) Local Social Expert, Urban sociology/land market/resettlement policy, 8 years of experience, ability to understand typologyof social structure of community and experienced in resettlement in infrastructure sector.(vii) Local Institutional Expert, Public policy/urban governance/law/urban planning, 8 years of experience, ability to performinstitutional analysis, capacity building program, and good understanding of Indonesian governance system, including localautonomy.(viii) Local Legal Specialist, Law, 8 years of experience, Certified lawyer, preferably experienced in infrastructure project.
