It is easy to count our troubles rather than our blessings, but such an attitude undermines our ability to
draw from the good that we have been given and to see our lives fundamentally as a gift. A change in
perspective can make all the difference. Recognizing the good and receiving it with gratitude is a recipe for
emotional health and well-being. This attitude enlarges the possibility that we can make use of the good we
have been given and even use it to cope with the difficulties that we inevitably have inherited.Accept
Success and Fiascos as Part of Life’s Journey; We are all learning. No one gets it right every time. A more
compassionate attitude toward ourselves only helps us to stay in the game. The dynamic process of life—

Quest IBS SWACCH BHARAT MISSION : A DREAM OF MILLIONS
India has registered a sustained economic growth in the last few years. But it still faces a huge economic loss due to poor hygiene and sanitation. A recent World Bank report has highlighted that India loses 6.4% of GDP annually because of this particular reason. Under the Swachh Bharat Mission (SBM) launched by Prime Minister Narendra Modi, the Government of India aims at “total sanitation” by 2019. It means every household in India will have a toilet by the end of the year 2019, the 15th birth anniversary of Mahatma Gandhi.
Objectives of the Swachh Bharat Mission
Objectives of the Swachh Bharat Mission are – elimination of open defecation, conversion of insanitary toilets to pour flush toilets, eradication of manual scavenging, 10% collection and scientific processing/disposal reuse/recycle of municipal solid waste, to bring about a behavioural change in people regarding healthy sanitation practices. The programme aims to generate awareness among the citizens about sanitation and its association with health. It also calls for strengthening of urban local bodies to design, implement and operate systems to create conducive environment for private sector participation.
Menace of the Open Defecation
One of the major causes of lack of cleanliness in the country is open defecation. It refers to a practice whereby people go out in fields or other open spaces rather than using the toilets to defecate. This practice is quite rampant in India. A UN report says that India is home to the world’s largest population of people who defecate in the open and so close to 65,000 tonnes of excreta is added into the environment each day.
The Open Defecation Free (ODF)
To become Open Defecation Free (ODF) is an uphill task for a country like ours. The age-old practices and a lack of awareness among people are posing severe challenges to health. Only three states have so far declared themselves as Open Defecation Free. These are: Sikkim, Himanchal Pradesh and Kerala. Sikkim is the first Indian state which was declared ODF state under the Swachh Bharat Mission.
In October 2016, Himachal Pradesh was declared Open Defecation Free (ODF) state under the SBM. After Sikkim, Himachal Pradesh got this status to have toilet for every individual household. Among bigger states, however, Himachal Pradesh is the first state to become ODF.
Conclusion: Though people have started to pitch in to help spread the message of ‘Cleanliness is next to Godliness’, we still have miles to go. The government needs to work on the entire sanitation value chain including water supply, safe disposal and treatment of waste, and maintenance of infrastructure. The construction of toilets as well as awareness campaigns needs the backing of the state for regular monitoring of the toilet use. Not only this, there is a need to engage the community also to address the age-old practices in the rural areas. At this juncture, every countryman should take a pledge that he/she will contribute towards making India clean in the true sense of the term.

Quest IBS AHMEDABAD – MUMBAI BULLET TRAIN PROJECT : A DREAM
PROJECT OF PRIME MINISTER Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe on Thursday launched India’s first bullet train project between Ahmedabad and Mumbai. Modi described the ambitious Rs 1.10 trillion, which will cut travel time between the two cities from seven hours to less than three, as a “big gift for the nation”. The Centre is confident of starting the Ahmedabad-Mumbai bullet train on August 15, 2022 to commemorate the 75th year of India's Independence, a year ahead of its schedule, a senior official of the railway ministry said. The official, who is in-charge of the bullet train project, said that while the deadline to launch the train will remain 2023, the railway is focussed to start it keeping in view the Independence Day celebrations in 2022. Railway Minister Piyush Goyal said that the scheduled date of starting the bullet train is 2023, according to the Japanese. Out of the Rs 1,10,000 crore, Japan is giving a loan of Rs 88,000 crore. The interest on this loan is minimal at 0.1 per cent and it is to be repaid in 50 years, with a grace period of 15 years. Goyal said that the project is expected to provide 12-15 lakh jobs. Around 20,000 in construction, 4,000 direct jobs for running the system and around 20,000 indirect jobs. The railway official said the train would take 2 hours and 58 minutes to cover the distance if it took 10 halts, adding that with two halts -- at Surat and Vadodara -- the travelling time would come down to two hours and seven minutes. The bullet train will run at an average speed of 320 km per hour with a maximum speed of 350 km per hour.
FIFA U-17 WORLD CUP: A HOPE FOR THE FUTURE It will be the first time ever that a team representing India will participate in the finals of a FIFA-organised world tournament, let alone the Under-17 World Cup. However, the Colts have been seven-time entrants into the AFC U-16 Championship, which is held the year previous to the U-17 world event. Ousted from the group stage each time bar once, it was the 2002 edition in the United Arab Emirates that India progressed to the quarter-finals only to be humbled by eventual champions, Republic of Korea. The only piece of silverware India U-16 have won is the 2013 South Asian Football Federation (SAFF) U-16 Championship in Nepal. The Blues ended as runners-up in both 2011 and 2015 in the South Asian zonal youth competition. Even in the 2016 AFC U-16 meet in Goa, where they qualified on merit apart from being hosts, India ended at the bottom of their group with just one point to show in return for all their efforts. Aniket Jadhav broke into the footballing scene as a 14-year-old and went to represent India in the FC Bayern Munich Youth Cup in 2014. Being a part of the AIFF setup ever since, the striker has won caps for the nation at all levels and has established himself as Matos' trusted man up front leading the Indian attack, hoping to be the next Indian goal machine. Sikkim-born Komal Thatal is the chief playmaker of this Indian side. The blonde-streaked has proved his credentials by scoring a goal each against the mighty Brazil and Uruguay, the only one to do so amongst the current crop. Anwar Ali joined the squad in April 2017 after he caught Matos' eye when his Minerva Academy beat the national team 1-0 in March. An assured presence at the back, Anwar was first called up during Adam's tenure but failed to make the cut initially.

IBBI (INSOLVENCY AND BANKRUPTCY BOARD OF INDIA) : THE BACKBONE OF INDIAN BANKS
The Insolvency and Bankruptcy Board of India (‘IBBI’) was established under Insolvency and Bankruptcy Code, 2016 (‘Code’). On 31st March 2017, IBBI in exercise of its powers under the said Code notified the Insolvency and Bankruptcy Board of India (Voluntary Liquidation) Regulations, 2017 (‘Regulation’). It came into force with effect from 1st April 2017. The Regulation provides for a complete framework for the voluntary liquidation of any corporate person. Corporate person is defined under Section 3(7) of the Code as any company incorporated under the Companies Act and includes limited liability partnership or any other person incorporated with limited liability but does not include any financial service provider. However, the explanation attached to Regulation 3(3) of the Voluntary Liquidation Regulation specifies that the Regulation 3(1) to 3(3) applies to corporate person other than a ‘company’. The procedure for voluntary liquidation of a company has been provided under Section 59 of the Code. The Insolvency and Bankruptcy Board of India (IBBI) has notified Insolvency and Bankruptcy Board of India (Liquidation Process) Regulations, 2016 and Insolvency and Bankruptcy Board of India (Insolvency Resolution Process for Corporate Persons) Regulations, 2016. The regulations inter alia, specify the manner and content of public announcement, receipt and verification of claims of stakeholders, reports and registers to be maintained, preserved and submitted by the liquidator, realization of assets and distribution of proceeds to stakeholders, distribution of residual assets, and finally dissolution of corporate person.
THE SAGA OF RELATIONS BETWEEN INDIA AND PAKISTAN Relations between India and Pakistan have been complex and largely hostile due to a number of historical and political events. Relations between the two states have been defined by the violent partition of British India in 1947, the Kashmir conflict and the numerous military conflicts fought between the two nations. Consequently, their relationship has been plagued by hostility and suspicion. Northern India and Pakistan somewhat overlap in areas of linguistics, demographics, geography and economics. After the dissolution of the British Raj in 1947, two new sovereign nations were formed—the Dominion of India and the Dominion of Pakistan. The subsequent partition of the former British India displaced up to 12.5 million people, with estimates of loss of life varying from several hundred thousand to 1 million. India emerged as a secular nation with a Hindu majority population and a large Muslim minority, while Pakistan emerged also as a secular nation with an overwhelming Muslim majority population; later becoming an Islamic republic although its constitution guarantees freedom of religion to people of all faiths. Soon after their independence, India and Pakistan established diplomatic relations but the violent partition and numerous territorial claims would overshadow their relationship. Since their Independence, the two countries have fought three major wars, one undeclared war and have been involved in numerous armed skirmishes and military standoffs. The Kashmir conflict is the main centre-point of all of these conflicts with the exception of the Indo-Pakistan War of 1971 and Bangladesh Liberation War, which resulted in the secession of East Pakistan (now Bangladesh).

annual conference of ‘Rajaswa Gyan Sangam, 2017’ in -- New Delhi.

The ministry has approved constitution of a 13-member Empowered Steering Committee (ESC) to shape and influence India's preparation for multi- disciplinary events -- Sports Ministry.
The Steering Committee will have the mandate to work till 31st December 2020 with clearly defined terms and references. These include review of the core probable list of each High Priority and Priority disciplines for the Commonwealth Games, Asian Games, and Olympic Games.

The World Bank (WB), in its biannual economic update “South Asia Economic Focus (Fall 2017)”, has reduced India’s GDP growth forecast to 7.0% for 2017-18 from 7.2% estimated earlier. As per report, the unexpected slowdown in India’s growth story is because of the delayed consequence of demonetization, sharp decline in the growth rate of public expenditures and uncertainty created by the introduction of Goods and Services Tax (GST).

SBI Life Insurance has received approval from SEBI for an IPO (Initial Public Offering) of up to Rs 8,400 crore.

can collect what a debtor owes by reaching the debtor’s property when it is in the hands of someone other than the debtor.
Initial Public Offering (IPO): It is a type of public offering in which shares of a company usually are sold to institutional investors [1] that in turn, sell to the general public, on a securities exchange, for the first time.

Collateral: A specific asset pledged against possible default on a bond. Mortgage bonds are backed by claims on property. Collateral trusts bonds are backed by claims on other securities. Equipment obligation bonds are backed by claims on equipment.
Convertible Bond: A bond with an option, allowing the bondholder to exchange the bond for a specified number of shares of common stock in the firm. A conversion price is the specified value of the shares for which the bond may be exchanged. The conversion premium is the excess of the bond’s value over the conversion price.
Credit Rating: An assessment of the likelihood of an individual or business being able to meet its financial obligations. Credit ratings are provided by credit agencies or rating agencies to verify the financial strength of the issuer for investors.
Subordinated Bond: An issue that ranks after secured debt, debenture, and other bonds, and after some general
creditors in its claim on assets and earnings. Owners of this kind of bond stand last in line among creditors, but before equity holders, when an issuer fails financially.
Small Industries Development Bank of India (SIDBI): An independent financial institution aimed to aid the growth and development of micro, small and medium-scale enterprises (MSME) in India.
BASEL Committee: A committee established by the Central Bank governors of the Group of ten countries in 1974 that seeks to improve the supervisory guidelines that central banks or similar authorities impose on both wholesale and retail banks.
CORE Banking Solution (CBS): It is networking of branches, which enables Customers to operate their accounts, and avail banking services from any branch of the Bank on CBS network, regardless of where he maintains his account.
Forgery: It is the process of making, adapting, or imitating objects, statistics, or documents with the intent to deceive for the sake of altering the public perception.
APR: The annual percentage rate of interest, usually on a loan or mortgage, usually displayed in brackets and representing the true cost of the loan or mortgage as it shows any additional payments beyond the interest rate.
Annuity: A life insurance product which pays income over the course of a set period. Deferred annuities allow assets to grow before the income is received and immediate annuities (usually taken from a year after purchase) allow payments to start from about a year after purchase.
Bounced Cheque: when the bank has not enough funds in the relevant account or the account holder requests that the cheque is bounced (under exceptional circumstances) then the bank will return the cheque to the account holder. The beneficiary of the cheque will have not been paid. This normally incurs a fee from the bank.
Certified Documents: These are photocopies of original documents that have been signed by a professional i.e. a solicitor, accountant, teacher, doctor or bank official. The

Arbitrage: Buying a financial instrument in one market in order to sell the same instrument at a higher price in another market.
Amortization: The process of reducing debt through regular installment payments of principal and interest that will result in the payoff of a loan at its maturity.

Banker's Lien: Bankers lien is a special right of lien exercised by the bankers, who can retain goods bailed to them as a security for general balance of account. Bankers can have this right in the absence of a contract to the contrary.

Prior to the third century BCE, most of Karnataka formed part of the Nanda Empire before coming under the Mauryan empire of Emperor Ashoka. Four centuries of Satavahana rule followed, allowing them to control large areas of Karnataka. The decline of Satavahana power led to the rise of the earliest native kingdoms, the Kadambas and the Western Gangas, marking the region's emergence as an independent political entity. The Kadamba Dynasty, founded by Mayurasharma, had its capital at Banavasi;[12][13] the Western Ganga Dynasty was formed with Talakad as its capital. According to the 2011 census of India,[52] the total population of Karnataka was 61,095,297 of which 30,966,657 (50.7%) were male and 30,128,640 (49.3%) were
female, or 1000 males for every 973 females. This represents a 15.60% increase over the population in 2001. The population density was 319 per km2 and 38.67% of the people lived in urban areas. The literacy rate was 75.36% with 82.47% of males and 68.08% of females being literate. 84.00% of the population were Hindu, 12.92% were Muslim, 1.87% were Christian, 0.72% were Jains, 0.16% were Buddhist, 0.05% were Sikh and 0.02% were belonging to other religions and 0.27% of the population did not state their religion. Kannada is the official language of Karnataka and spoken as a native language by about 66.26% of the people as of 2001. Other linguistic minorities in the state were Urdu (10.54%), Telugu (7.03%), Tamil (3.57%), Marathi (3.6%), Tulu (3.0%), Hindi (2.56%), Konkani (1.46%), Malayalam (1.33%) and Kodava Takk (0.3%).[54] In 2007 the state had a birth rate of 2.2%, a death rate of 0.7%, an infant mortality rate of 5.5% and a maternal mortality rate of 0.2%. The total fertility rate was 2.2.

The will of the Swedish inventor Alfred Nobel established the prizes in 1895. The prizes in Chemistry, Literature, Peace, Physics and Physiology or Medicine were first awarded in 1901.[2] Medals made before 1980 were struck in 23 carat gold, and later from 18 carat green gold plated with a 24 carat gold coating. Between 1901 and 2016, the Nobel Prizes and the Nobel Memorial Prize in Economic Sciences were awarded 579 times to 911 people and organisations. With some receiving the Nobel Prize more than once, this makes a total of 23 organisations, and 881 individuals. The Royal Swedish Academy of Sciences awards the Nobel Prize in Physics, the Nobel Prize in Chemistry, and the Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel; the Nobel Assembly at Karolinska Institutet awards the Nobel Prize in Physiology or Medicine; the Swedish Academy grants the Nobel Prize in Literature; and the Nobel
Peace Prize is awarded not by a Swedish organisation but by the Norwegian Nobel Committee. The prize is not awarded posthumously; however, if a person is awarded a prize and dies before receiving it, the prize may still be presented.[6] Though the average number of laureates per prize increased substantially during the 20th century, a prize may not be shared among more than three people, although the Nobel Peace Prize can be awarded to organizations of more than three people. Except for the Peace Prize, the Nobel Prizes are presented in Stockholm, Sweden, at the annual Prize Award Ceremony on 10 December, the anniversary of Nobel's death. The recipients' lectures are normally held in the days prior to the award ceremony. The Peace Prize and its recipients' lectures are presented at the annual Prize Award Ceremony in Oslo, Norway, usually on 10 December.

The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change (UNFCCC), which commits its Parties by setting internationally binding emission reduction targets.

terror attacks in 2016, with higher fatalities and injuries than its restive neighbour, according to data compiled by the US state department.
Out of 11,072 terror attacks in 2016 worldwide, India bore the brunt of 927, 16% more than 2015 (798).
More than half of the terror attacks in India in 2016 took place in four states – J&K, Chhattisgarh, Manipur and Jharkhand.

SBI merger bill The Lok Sabha passed the bill to repeal the SBI (Subsidiary
Banks) Act 1959, State Bank of Hyderabad Act 1956 and to further amend the State Bank of India Act, 1955, following the merger of five associates with the parent SBI.
Five associates and the Bharatiya Mahila Bank became part of State Bank of India (SBI) beginning April 1, catapulting the countrys largest lender to among the top 50 banks in the world.
The five associates that were merged are State Bank of Bikaner and Jaipur (SBBJ), State Bank of Hyderabad (SBH), State Bank of Mysore (SBM), State Bank of Patiala (SBP) and State Bank of Travancore (SBT).

L&T bags Rs. 3,375-crore Mauritius metro project Engineering conglomerate Larsen & Toubro announced a Rs
3,375 crore-worth metro order from the Mauritius government.
L&T has won the order from Metro Express Limited which is owned by the Government of Mauritius to design and build an Integrated Rail-based Urban Transit System in the African island nation.

NPCI gets final nod from RBI to function as BBPC Unit National Payments Corporation of India (NPCI), the
umbrella organisation for all retail payment systems, has received a final nod from the Reserve Bank of India to function as the Bharat Bill Payment Central Unit (BBPCU) and operate the Bharat Bill Payment System (BBPS).
There is a specific direction from RBI to operate the Central Unit as a Strategic Business Unit of NPCI. Nearly 45 crore bills comprising electricity, telecom, DTH, water and gas are permitted under BBPS.
The total number of Bharat Bill Payment Operating Units (BBPOU) certified by NPCI now stands at 24. The certified units include three public sector banks (Bank of Baroda, Union Bank of India and Indian Overseas Bank), 10 private banks, five cooperative banks and six non-bank biller aggregators.
Supervisory Colleges for six Scheduled Commercial Banks Reserve Bank of India (RBI) has informed that Supervisory
Colleges have been setup for the following six Scheduled Commercial Banks which have sizeable international presence:-

ISRO to develop full-fledged Earth observation satellite Hyperspectral Imaging Satellite (HySIS) is a full-fledged
earth observation satellite, to be developed by ISRO. It will enable distinct identification of objects on earth by

of environment finding oil and minerals apart from military surveillance.
The satellite has the Hyperspectral imager which can identify 55 spectral or colour bands from 630 km above ground.

supercomputer next week. Hewlett Packard Enterprise (HPE) will launch a supercomputer into space on the SpaceX Dragon spacecraft, as part of a joint experiment with the US space agency NASA,

vaccine that may be more effective, safer and cheaper than other vaccines against the mosquito-borne virus.
The vaccine developed by researchers from Arizona State University (ASU) in the U.S. works against a part of a Zika viral protein, called DIII, that plays a key role for the virus to infect people.
The worldwide Zika threat first emerged in 2015, infecting millions as it swept across the Americas. It struck great fear in pregnant women, as babies born with severe brain birth defects.

This has three variants - surveillance,

GOODS AND SERVICES TAX What is GST? The GST is meant to be
a unified indirect tax across the country on products and services. In the current system,

Quest IBS tax is levied at each stage separately by the Union government and the States at varying rates, on the full value of the goods. But under the GST system, tax will be levied only on the value added at each stage. It is a single tax (collected at multiple points) with a full set-off for taxes paid earlier in the value chain.
What is State GST and Central GST? For transactions within a State, there will be two
components of GST - Central GST (CGST) and State GST (SGST) - levied on the value of goods and services. Both the Centre and the States will simultaneously levy GST across the value chain.
In the case of inter-State transactions, the Centre would levy and collect the Integrated Goods and Services Tax (IGST). The IGST would be roughly equal to CGST plus SGST.
GST Rates:
No tax Goods: No tax will be imposed on items like fresh meat,
fish chicken, eggs, milk, butter milk, curd, natural honey, fresh fruits and vegetables, flour, besan, bread, prasad, salt, bindi. Sindoor, stamps, judicial papers, printed books, newspapers, bangles, handloom, etc.
Services: Hotels and lodges with tariff below Rs 1,000, Grandfathering service has been exempted under GST.
5% tax slab Goods : Items such as fish fillet, cream, skimmed milk
powder, branded paneer, frozen vegetables, coffee, tea, spices, pizza bread, rusk, sabudana,Fertilizer, kerosene, coal, medicines, stent, lifeboats will attract tax of 5 %,
Services: Transport services (Railways, air transport), small restraurants will be under the 5% category because their main input is petroleum, which is outside GST ambit
12% tax slab Goods : Frozen meat products , butter, cheese, ghee, dry
fruits in packaged form, animal fat, sausage, fruit juices, Bhutia, namkeen, Ayurvedic medicines, tooth powder, agarbatti, colouring books, picture books, umbrella, sewing machine, cellphones will be under 12 % tax slab.
Services: Business class air ticket, fertilisers, Work Contracts will fall under 12 per cent GST tax slab
18% tax slab Goods: Most items are under this tax slab which include
flavoured refined sugar, pasta, cornflakes, pastries and cakes, preserved vegetables, jams, sauces, soups, ice cream, instant food mixes, mineral water, tissues, envelopes, tampons, note books, steel products, printed circuits, camera, speakers and monitors.
Services : AC hotels that serve liquor, telecom services, IT services, branded garments and financial services will attract 18 per cent tax under GST.
28% tax slab Goods : Chewing gum, molasses, chocolate not
containing cocoa, waffles and wafers coated with choclate, pan masala, aerated water, paint, deodorants, shaving creams, after shave, hair shampoo, dye, sunscreen, wallpaper, ceramic tiles, water heater, dishwasher, weighing machine, washing machine, ATM, vending machines, vacuum cleaner, shavers, hair clippers, automobiles, motorcycles, aircraft for personal use, will attract 28 % tax - the highest under GST system
Services: 5-star hotels, race club betting, cinema will attract tax 28 per cent tax slab.
AIIB grants loan to India Infrastructure Fund Asian Infrastructure Investment Bank
has approved $150 million equity investment loan to the India Infrastructure Fund.
PCA against Bank of Maharashtra The Reserve Bank of India (RBI) has initiated "prompt
corrective action" (PCA) on state-run lender Bank of Maharashtra in the view of its high non-performing assets (NPAs).
Earlier, the RBI had initiated a PCA on Central Bank of India, IDBI Bank, Indian Overseas Bank, UCO Bank and Dena Bank.
India and ADB Sign Loan for Upgrading Urban Services The Asian Development Bank (ADB) and the Government of
India signed a $275 million loan for improving urban services in 64 small towns in the State of Madhya Pradesh.
The project will develop sustainable, inclusive, and climate-resilient water supply in 64 small and medium-sized towns, and integrated storm water and sewerage infrastructure in two heritage towns of Khajuraho and Rajnagar.

Interest rates on small savings to be lowered The government has announced to reduce the interest rate on
small saving schemes like PPF, Kisan Vikas Patra and Sukanya Samriddhi by 0.1 per cent for the July-September quarter.
Investments in the public provident fund (PPF) scheme will fetch lower annual rate of 7.8 per cent.
The Kisan Vikas Patra (KVP) investments will yield 7.5 per cent and mature in 115 months.
The one for girl child savings, Sukanya Samriddhi Account Scheme, will offer 8.3 per cent annually.
The investment on 5-year Senior Citizens Savings Scheme will yield 8.3 per cent. Interest rate on the senior citizens scheme is paid quarterly.
PNB to block all Maestro debit cards from July 31 All Maestro cards issued by PNB will
be blocked or hot listed on July 31, 2017 for security-based reasons.
Punjab National Bank (PNB) Maestro debit cards holders will face a card blockage if they fail to replace it with a more secure EMV chip based card by the end of this month.
NMCE, Indian Commodity Exchange to merge in 1st commodity exchange merger National Multi Commodity Exchange (NMCE) will merge
with Indian Commodity Exchange (ICEX) in an all-stock deal to create the country's third-largest commodities bourse.
Reliance Capital is the largest investor in ICEX and will continue to be the largest shareholder post merger, along with others.
As per the agreed swap ratio, ICEX shareholders will hold 62.8 per cent stake and NMCE's will hold 37.2 per cent in ICEX, post merger.
ADB grants loan for Rajasthan The Asian Development Bank (ADB) signed a $220 million
loan agreement with India for improving road connectivity, transport efficiency and safety on state highways of Rajasthan.
Digital village The State Bank of India has launched a
digital village initiative in Nepal by installing a cash recycling centre.
The digital village initiative has been launched in Jarisingpouwa in Shankarapur Rural Municipality, 25 km east from Kathmandu.
SBI waives charge on IMPS fund transfer of up to Rs 1,000 State Bank of India had been charging Rs 5 along with the
applicable service tax for IMPS fund transfer of up to Rs 1,000.
For IMPS, charge will be Rs 5 along GST for fund transfer in the range of Rs 1,000 to Rs 1 lakh. The charge will go up to Rs 15 for transactions of Rs 1-2 lakh.
GST at the rate of 18 per cent is applicable on all financial transactions.
Investment Facilitation Mechanism European Union (EU) and India
announced the establishment of an Investment Facilitation Mechanism (IFM) for EU Investments in India.
This agreement builds on the Joint Statement of the 13th EU-India Summit held in Brussels in March 2016.
PSLV-C38 ISRO’s Polar Satellite Launch
Vehicle PSLV-C38 successfully launched the 712 kg Cartosat-2 Series Satellite along with 30 co-passenger satellites from Satish Dhawan Space Centre SHAR, Sriharikota.
This is the thirty ninth consecutively successful mission of PSLV.
One of the 30 co-passenger satellites carried by PSLV-C38 was the 15 kg NIUSAT, a University/Academic Institute satellite from Nurul Islam University, Tamil Nadu, India.
The remaining 29 co-passenger satellites carried were 14 international customer satellites from USA (10), United Kingdom (3), Belgium (3), Italy (3), Austria (1), Chile (1), Czech Republic (1), Finland (1), France (1), Germany (1), Japan (1), Latvia (1), Lithuania (1) and Slovakia (1).

Quest IBS GSAT-17 India's latest communication satellite GSAT-17 was
successfully launched by a heavy duty rocket of Arianespace from the spaceport of Kourou in French Guiana.
World's lightest satellite India once again broke a global space record by launching
the world's lightest satellite weighing a mere 64 grams, called Kalamsat, designed and developed by 18-year-old Tamil Nadu student Rifath Sharook and his team.
The tiny satellite, named after Abdul Kalam, was flown by a Nasa sounding rocket.
Kalamsat was the only Indian payload in the Nasa mission. First X-ray space telescope China launched its first x-ray
telescope, a significant step in the country’s race to develop a space program that can rival that of the US or Russia.
The Hard X-ray Modulation Telescope (HXMT) took off from China’s Jiuquan Satellite Launch Center, the country’s first satellite launch site, located in Inner Mongolia via a domestically-developed Long March-4B rocket.
Once in orbit, the telescope will be used to observe high-energy entities like black holes, pulsars and gamma-ray bursts in order to understand more about their energy sources.

BCCI Special Committee Rajeev Shukla, a former vice-

I worked as health secretary for about five years from the middle of 1962 to the middle of 1987. Thereafter I worked as finance secretary until the end of 1969. In the works departments corruption had existed since a long time in the matter of awarding contract. Now bribes were freely offered to secure transfer to particular posts, and even for getting promotions. As finance Secretary I found that the finances of the state were in a precarious condition. Financial discipline had evaporated. Long before the advent of the wireless and the telephone, The British had included in the Treasury Code a rule (Rule 27) empowering collectors to draw money from the treasury to meet emergencies like floods, earthquakes, devastating fires, etc. To my dismay I found that collectors were freely drawing money for all manner of trivial purposes under Rule 27 of the Treasury Code. In one case a collector had drawn money under the rule to by a staff car for the SDO of another district. All checks and balances had disappeared. There was no accountability and any one could do what he pleased. Resorting to a number of harsh measures I could restore a measure of financial discipline.
