INTORDUCTIONTo cater the ever increasing demand for Bandwidth and to achieve a “high reliable core network”, Dialog decided to expand its Optical Fibre network.
Hence new fibre routes and nodes were identified according to the existing and predicted capacity requirements as well as the identified strategic potentials.
This decision drove Dialog for the option of releasing a Request for Proposal (RFP) to look for bidders who propose solutions for the requirement.
This section covers the technical requirements and expectations of the project.
General Scope
The scope of this document is to describe the Technical Requirements & Specifications that the Bidders shall fulfil with the aim to
provide a complete end to end solution for the implementation of Optical Fibre Network as a turnkey project.
TECHNICAL REQUIREMENTS SPECIFICATION (TRS)
The TRS specifies the technical requirements to be fulfilled in order to implement a complete end-to-end solution
for the Optical Fibre Network.
Following will be key points for the bidders to adhere from the beginning of the project.
•This is an extension of Dialog’s existing Optical Fibre Network (OFN). Hence all the components and solutions proposed by bidders
will be assessed for the compatibility with the existing network and same will be treated as a must.
•The base of the cable network will be aerial and the solution should be designed in a manner that the cable implementation to be
aerial as much as possible. The scenario to choose the other options is described under the civil construction module.
•Dialog reserves the right to suggest the successful bidder/s to change and propose any of the network / project components described
under TRS. Bidders are expected to take this challenge from the beginning.
•Dialog will decide and change its priorities on implementation with respect to the fibre routes even while at the implementation
phase.

poles. Dialog used 8 m poles mainly, 9 m
poles used in road crossings. 5.6 m poles
used in Hunnas, because of the difficulty in
transportation & handling.

Concrete pole specification/design
The length of the poles which are connected to aerial cables shall be 8.0
meters.
The buried depth shall be one-fifth of pole length as per standard. In
exceptional cases, where it is technically impossible to keep the above
standard, based on DIALOG approval, the depth may be permissible up to
one-sixth of pole length. The buried depth of poles used for mounting
distribution points shall be always one-fifth of the pole length.
The poles shall in line with Sri Lanka Standard 363:1975 relating to
reinforced concrete poles for Telecommunication Lines,

Concrete Pole specification/design Cement
All cement used for concrete poles shall be Portland Cement and in accordance with BS
12 or equivalent. The cement shall be stocked in such a manner as to afford easy access
for inspection. Cement shall be kept dry at all times prior to use in order to prevent
deterioration.
Fine Aggregate
The fine aggregate for concrete shall consist of natural river sand or equivalent material.
Coarse Aggregate
The coarse aggregate for concrete shall consist of gravels and/or crushed stones
having hard, strong and durable pieces free from adherent coatings such as mud or
other foreign materials. The coarse aggregate shall be graded between a maximum
sieve size of 19 mm and a minimum size corresponding to 5 mm sieve size. It must be
free from dirt, floury stone dust, earth or any similar materials.
Water
Clean, fresh water which is free from inorganic or organic matter in solution or in
suspension in such amounts that may impair the strength and durability of the concrete
shall be used during both mixing and maturing.

Placing and curing of concrete
The concrete shall be used as soon as
possible after being mixed and no material
which has developed an initial set shall be
used in the work. Each mould shall be filled
with concrete in one continuous operation.
After the material has been placed in the
moulds it shall be compacted and shall not be
disturbed during the period of setting. After
placing, concrete shall be protected, during
setting and in the first stage of hardening from
shocks, running of surface water and the
harmful effects of sunshine and drying winds.
The concrete shall be prevented from drying
out for at least 7 days.

order, a written statement that the number of
poles specified in Table 2-19, identical in all
essential features of design with those provided,
have passed the type test shall be deemed to be
sufficient evidence that the poles comply with
the requirements of this specification. The
statement shall give all tests and state the age
of the poles when tested. The poles selected for
the test shall be tested in accordance with
Clause 2.10.9 The permanent set after removal
of a test load of 60 percent of the minimum
ultimate load specified in Table 2-18 shall not
exceed 10 percent of the deflection at the test
load. The hair cracks produced in testing shall
clearly close up on removal of the test load

The material to be supplied is Permanently Lubricated High Density Polyethylene (PLB
HDPE) duct for use as under-ground cable conduit for optical fiber cables, suitable for cable
installation by blowing technique
The ducts shall be suitable for both open cut laying as well as HDD (Horizontal Deviation
Drilling) method.
Specification of Permanently Lubricated High Density
Polyethylene Ducts (PLB HDPE Ducts)
The PLB HDPE duct shall consist of two concentric layers, the outer layer
being HDPE co-extruded with an inner layer of solid permanent lubricant, to
reduce internal coefficient of friction (CF). The lubricant shall be of solid layer
of uniform thickness so formulated to provide a permanent, low friction
boundary layer between the inner surface of the duct and the optical fibre
cable. The lubricant shall be clearly visible in cross section, concentric with the
outer layer.

Identification marking on the surface of the duct
At every 02 meter along the length followings shall be marked
“Dialog identification” interleaved with
‘Manufacturer name and date of manufacture’.
In addition sequential length marking in every one (01) meter shall be provided.
The PLB HDPE duct shall be supplied in a continuous length in coil form, suitable for shipping and
handling purpose together with all necessary accessories needed for the proper duct installation.

INSTALLATION AND CONSTRUCTION STANDARD
Installation/construction of Aerial OF cable for National Backbone Optical Fiber Network shall be carried
out according to the Specifications provided below. Other installation/construction details which are not
specified in this Part shall be proposed by Huawei, for the approval of DIALOG. All installation and
construction standard method statements should be submitted to satisfy these requirements in Technical
Proposal.
Huawei shall be solely responsible for any claims or damages arising out of the execution of the work.
Huawei shall obtain all the necessary permissions for excavation of roads from authorities concerned prior
to construction. DIALOG will co-operate with and assist Huawei to obtain the necessary permission.
AERIAL CABLE INSTALLATION STANDARD
Aerial cable shall be suspended on the roadside of the pole and new cable shall be suspended underneath
the existing cable on pole line where possible. The aerial cable shall be suspended on the same side of
each pole.
The aerial cable shall be suspended at 50 cm from the top of each pole.
The minimum clearance from ground to the lowest point in the span of cable shall be at least 4.5 m along
roads and 5.5 m at road crossing. The minimum clearance from foliage and trees shall not be less than
1.75 m.
Sags of aerial cable shall not exceed 0.8 m under the worst conditions expected.

Proposal: ADSS is recommended for installation on existing electric pole, but the
existing electric pole and wire height should be considered.
Advantage Disadvantage
ADSS ADSS cable has higher tensile strength. It isapplicable for long span. The overall thermalexpansion coefficient of ADSS is very low, sothe effect of temperature on ADSS sag is small.

The cost of HDPE pipe solution is quite lower than the traditional PVC solution. The additional cost of construction is mainly about the pipe and manhole compare with D.B. solution.
Advantage of HDPE pipe solution: obviously the OFC services have higher reliability and cost performance. The outside plant part is more convenient to maintain, and provided with expansion and upgrade capacity.
