The Nuclear Human Resource Group (NHRG) is an extension of the EEI‐Nuclear Human Resource Committee
(NHRC) formed in 1988. The NHRG Charter meets the following objectives:
” Provide a forum for nuclear Human Resource practitioners to exchange information on Human Resource
management issues that uniquely affect Nuclear Power Operations”
Commit to providing information in a timely and cost effective basis.
Provide tools such as performance metrics, reports, and workshops that impact plant/utility costs
Continue the professionalism of the nuclear HR group
Identify methods and standards for controlling nuclear human resource costs
Continue to show value and to provide a cost benefit to the nuclear electric utilities
Continuous review of the NEI Standard Nuclear Performance Model (SS004) “Providing HR Services”
The NHRG became a Community of Practice in 2001. The results of the industry‐wide benchmarking were
rolled‐out at the NHRG Annual Conference in Orlando, FL on March 28‐30, 2001. The NHRG also participated in
a benchmarking of the nuclear recruiting area by co‐hosting a “NEI‐Industry and University Engineering
Recruiting Workshop” on March 26‐27 prior to the annual conference. The groups that got their start from the
NHRG are as follows:
Nuclear Compensation Benchmarking: the team was formed in 2001 and is currently working with Towers
Perrin to benchmark nuclear jobs and compensation evaluation.
Nuclear HR Metrics: this project was completed in 2002 and is currently tracking nuclear HR metrics. This
project started the Electric Utility HR Metrics Group that was initially hosted by Entergy in New Orleans.
Nuclear Staffing Numbers: this project was completed in 2002 and is currently tracking nuclear power plant
staffing numbers and HR metrics. This project and the Staffing session in Orlando started the Electric Utility Talent
Acquisition Group that was ultimately initially hosted by Progress Energy and TVA in Nashville, TN
Knowledge Retention: the project was rolled out at the Institute of Nuclear Power Operations (INPO) in a
joint effort with the Nuclear Energy Institute (NEI) in Nov 2004.
Leadership Development (1st Line Supervisors): this project is started by the NHRG and results were given
to INPO to incorporate into an industry wide effort.
Labor Relations – Nuclear Labor Agreements and Issues: this project team maintains a web site where all
nuclear plant labor agreements are posted for viewing. The project team is planning their 2nd nuclear labor
conference prior to the annual NHRG Conference at INPO on April 6, 2005.

In 2002, seven electric utilities formed a group to develop some common HR Metrics for the electric utility industry.
Today we have grown to 35 electric utilities providing data. We are confident with the existing membership and the
quality of data collected, you will find our group to be very beneficial to your utility especially as we continue to
look at costs and the upcoming need for workforce development and recruiting as we move into a time where we
will lose a lot of knowledge through retirements.
CCHHAARRTTEERR && BBYYLLAAWWSS ooff EEUU--HHRRMMGG -- SSuummmmaarryy NAME: Electric Utility HR Metrics Group (EU-HRMG) This association is known as the Electric Utility‐HR Metrics Group (EU‐HRMG) and managed by an electric utility
steering committee. The committee has selected a vendor to provide support and project management of the
association. The vendor, HR Strategies & Solutions, Inc. (HRS&S) is a staff augmentation corporation located in
Raleigh, NC. HRS&S coordinates the annual conferences, contact list, contracts with HR metrics web site and data
entry/raw data vendor (Navignant Consulting at www.euhrmg.com), raw data review, surveys and other activities
as determined by the committee. A web site was also designed in 2009 (Scott Madden at www.scottmadden.com)
to host all of the electric utility benchmarking efforts including the EU‐HRMG documents. The EU‐HRMG is
registered with the Internal Revenue Service by HRS&S as “doing business as” EU‐HRMG (under the corporate
umbrella of HR Strategies & Solutions, Inc. plus the domain name for www.euhrmg.com is registered with Network

EU‐HRMG History & Meetings: this group has been meeting since 2002 to develop a process and the metrics:
NEI–NHRG Benchmarking Conference (2001): the results of the industry‐wide benchmarking were rolled out
at the NHRG Annual Conference in Orlando, FL on March 28‐30, 2001. The NHRG also participated in a
benchmarking of the nuclear recruiting area by co‐hosting a “NEI‐Industry and University Engineering
Recruiting Workshop” on March 26‐27 prior to the annual conference.
Mar 2001 – Orlando, FL (Host: Nuclear Human Resources Group and Nuclear Energy Institute) – both
the HR Metrics and Talent Acquisition Groups grew out of a nuclear energy effort to address the future
workforce planning issues and construction of future nuclear plants. We brought in recruiters/managers
along with professors from universities to address this issue along with the NHRG conference. As a
result of this, two project teams were formed:
Nuclear HR Metrics: this project was completed in 2002 and is currently tracking nuclear HR metrics
through the Electric Utility Cost Group (EUCG; an electric utility cost organization run similar to ours;
our Charter was structured using their charter; John Walker is our interface with this group). In 2001,
Entergy invited Rick Habegger to complete an analysis some nuclear staffing and human resource
metrics. As a result of this meeting, Richard Pouey, Entergy agreed to host the first EU‐HRMG meeting
Nuclear Staffing & Reporting Numbers: this project was completed in 2002 and is currently tracking
nuclear power plant staffing numbers thru the EUCG. As a result of this effort and the Orlando
meeting....DOM and TVA agreed to host the first meeting in Nashville, TN!
Oct 2003 ‐ New Orleans Meeting (Host: Entergy): seven utilities initially met to discuss the possibility in
forming a group to develop HR Metrics
Apr 2004 ‐ Nashville, TN (Host: TVA & NHRG): 25 electric utilities participated in an initial session to
determine the feasibility to develop utility HR metrics and next steps.

STEERING COMMITTEE The EU‐HRMG Steering Committee is responsible for the annual conference/workshops, establishing and overseeing
initiatives (i.e. task forces, benchmarking, ongoing committees), and any other actions associated with this charter. The

The Electric Utility‐Talent Acquisition Group (EU‐TAG) is managed by an electric utility steering committee. The
committee has selected a vendor to provide support and project management of the association.
About Us - Charter The EU‐TAG provides a forum for electric utility Talent Acquisition practitioners to network and exchange
information on Talent Acquisition management issues and best practices. The EU‐SR&G meets the following
