OVERVIEW
This report is for Transport and Drainage activities during the month of June 2019. Significant items in this period include:
There were no LTI’s during the month of June 2019. Civil Operations had the one LTI for the Financial Year which occurred back in August 2018 which resulted in 13 days of lost time. Overall this has been a great outcome from the Transport and Drainage program with a significant improvement recorded over the last 3 years.
A low-cost bitumen seal has been completed at Connors Road with good outcomes achieved. The ongoing performance of the low-cost seal will be monitored via regular inspection programs to assess the ongoing performance.
Specialised drainage maintenance works undertaken at Warland Street Drain included installation of anchor blocks and regrading of base levels to allow for better water flow in this relatively flat grade drain
Condition investigation at Golf Links Road Floodway and Culverts is scheduled to be under taken the first week of the school holidays to mitigate traffic delays. These results will dictate structural integrity and maintenance requirements.
The Clews Road Floodway and Fishway Project has been completed.
The revegetation associated with the Midge Point sand nourishment has been completed. The realigned fencing is substantially completed. Unfortunately, the construction of the two vehicular beach accesses have been delayed due to material supply holdups.

Still reviewing end of year position and include period 13 accruals. This also needs to factor in funds spent across Works for Qld round 2 and NDRRA. The end of year actuals are projected to be under the Revised Budget so assessing the reasons for this underspend.
Some savings as program was only established within the FY and recruitment of staff needed to occur.

3.1 Road and Drainage Maintenance Activities
The following chart details maintenance activities completed during the period as recorded in our Maintenance Management System, DeltaS, in comparison with the monthly average.
Good progress has been made during June 2019 with repairs for defect backlog and Client Requests. Preparation is underway to identify sites for the Heavy Patching Program of Works scheduled to commence in early August 2019.
Walker-Finn Road bridge maintenance works was undertaken. Seven (7) stiffeners were underslung for structural support and in preparation for cane haulage.

3.2 Unsealed Road Maintenance Activities
Grading and gravelling restoration works associated with TC Debbie are now complete.
Total kms of grading maintenance and NDRRA grading repairs achieved during the 2018/2019 financial year are noted in the table below.
A low-cost bitumen seal has been completed on the unsealed section of Connors Road, south of Crichton’s Road, with good results achieved as shown below.

3.3 Open Drainage Maintenance
Specialised works at Warland Street Drain are in progress with anchor blocks being installed to allow for the future installation of a low flow pipe on the downstream end (Milton Street) post approval being granted for these works from the Department of Agriculture and Fisheries (DAF).
Routine open drainage maintenance is progressing as per the Program of Works with higher focus being given to the priority areas.
3.4 Cyclone Debbie and NQ & FNQ Monsoon Trough Works Cyclone Debbie - Road Works (Category B & D) Repairs to landslips on Dalrymple Road are substantially complete and there is about 2 weeks works left to be completed on Chelmans Road. The contractor, Vassallo Constructions, temporarily stopped work due to other work commitments and planned to return to site in early July 2019 to complete the remaining works by the end of July 2019. Unfortunately, these works have now been delayed by recent rains and are planned to recommence approximately mid-July 2019. Grading and gravelling of the damaged sections of the Unsealed Road Network has been completed. Other restoration works have also been completed. The construction of the Clews Road Floodway and the associated fish ladder has been completed.
Cyclone Debbie - Beach Restoration (Category D & Resilience)
The Midge Point sand nourishment has been completed. The revegetation has also been completed with watering and maintenance to continue to September 2019. The realigned fencing has been substantially completed with the balance of the fencing to be undertaken in July 2019. The construction of the two vehicular beach accesses have been delayed due to the extended delivery time for the recycled plastic planks but the contractor expects to complete the works in early August 2019.
The Lamberts Beach sand nourishment has been completed. The revegetation and fencing works are in progress and will be completed in early July 2019. Plant watering and maintenance will continue to September 2019. Some minor drainage works will be undertaken in July 2019 to minimise surface runoff onto the beach.
The required Prescribed Tidal Works & Marine Park Permit Applications for reconstruction of the vehicular beach accesses at Cape Hillsborough and Halliday Bay were lodged in April 2019. The Marine Park Permits have been received and the Prescribed Tidal Works Permits, after some unexpected delays, are expected in early July 2019. The works are proposed for late July 2019 after the school holidays.
The detailed design of the St Helens Beach Groyne Project ($0.24M) has been finalised and the necessary Permit Applications have been lodged. After some queries from State Government Departments, it is now expected that the permit will be issued in late July 2019. This delay has pushed the construction commencement into August 2019.

NQ & FNQ Monsoon Trough – Road Restoration Works
Emergency repair works totalling $540,000 have been undertaken on damaged sections of the Road Network with $120,000 being expended on Dalrymple Road. The funding submission for these works is being prepared and will be forwarded to the Queensland Reconstruction Authority (QRA) in July 2019.
A preliminary assessment of damage to the Unsealed Road Network indicates that approximately 47km of road will require grading and gravelling repairs. Detailed inspections and assessments are in progress and the detailed submission will be sent to the Queensland Reconstruction Authority (QRA) in July 2019.
The geotechnical report detailing the cause and extent of the landslips and restoration options has been completed. The estimated cost of the restoration is approximately $2.8M. The detailed submission will be sent to QRA in early July 2019.
The concept design and estimate for the restoration of the Boundary Creek Causeway on Doughertys Road has been completed. The estimated cost of the restoration is approximately $0.9M. The detailed submission will be sent to QRA in early July 2019.
