Sixalternativestotheproposedprojectwereevaluated,andthefollowingfourwerefoundtobefeasible:

• NoProjectAlternative• MediumDensityDevelopmentAlternative• ReducedNumberofUnitsAlternative• ExistingPUDZoningAlternative

Twooff-sitealternatives(SouthMossBeachSiteandElGranadaSite)wereevaluatedandfoundtobeinfeasible,becauseneithersiteisavailabletoMidPen,andbecausesignificantslopesmakedevelopmentofeithersitedifficult.

TheresultsoftheanalysisofthethreefeasibleactionalternativesissummarizedinTable1.Ofthefourfeasiblealternatives,theNoProjectAlternativewasfoundtobethemosteffectiveinreducingoravoidingtheenvironmentaleffectsoftheproposedproject.However,basedonacomparativeevaluationofalltheactionalternatives,theReducedNumberofUnitsAlternativewouldreducethemagnitudeofthemostenvironmentalimpactsbecauseitwouldresultintheleastlandandthefewestunitsdeveloped.Thisalternativewouldbetheenvironmentallysuperioralternative.However,theReducedNumberofUnitsAlternativewouldfailtomeetalloftheprojectobjectives,andwouldmeetotherstoalesserextentthantheproposedproject.ItwouldnotmeetObjectives#1and#3tothesameextentastheproposedproject,becauseitwouldprovidefeweraffordablehousingunits.ItwouldnotmeetObjective#2,inthatthemuchlowernumberofunitstobedevelopedwouldmakeitlesscosteffectiveandlesscompetitiveforfinancing.Itwould,however,meetObjective#6toagreaterdegreethantheproposedprojectbyleavingalargerproportionoftheprojectsiteasopenspace.

ThissectionoftheEIRevaluateswhethertheprojectwouldresultintheirretrievablecommitmentofresources,orwouldcauseirreversiblechangesintheenvironment.Italsoidentifiesanyirreversibledamagethatcouldresultfromenvironmentalaccidentsassociatedwiththeproposedproject.Typicalexamplesofirreversibleenvironmentalchangesare:
