CALPADS CHRONIC ABSENTEEISM DATA COLLECTION

Purpose of Discussion

• Provide information about a new data collection through CALPADS beginning in 2016-17 that will include attendance and enrollment data for purposes of calculating information on chronic absenteeism.

• Request that you share this information, including the attached draft CALPADS file specifications, with your attendance accounting and business office personnel to confirm that local system(s) are able to report this information in CALPADS while still reporting averaged daily attendance (ADA) through the Principal Apportionment Data Collection (PADC) Software for purposes of apportionment. To the extent that problems are foreseen with the data collection described below that will negatively impact data collection and apportionment through the PADC, the California Department of Education School Fiscal Services Division requests that your LEA contact us with that information by sending an e-mail to [email protected].

Background The Every Student Succeeds Act (ESSA) was signed by President Obama on December 10, 2015.

The ESSA requires states to report Chronic Absenteeism rates for schools [Section 1111(h)(1)(C)(viii)] and chronic absenteeism appears on a list of metrics that must be included on report cards that states submit to the federal government. ESSA specifies that the information must be broken down by various student subgroups, including racial and ethnic identity and disability status, as well as homeless and foster care students. The same section also calls for tracking suspensions and expulsions, which also contribute to school absenteeism.

To meet this requirement, local educational agencies (LEAs) will be required to submit attendance data to CALPADS. The California Department of Education (CDE) will use this data to calculate chronic absenteeism rates on a student-level basis. The CDE is engaged in discussions with student information system (SIS) vendors, LEAs and other stakeholders regarding how best to collect these data. These data will be required for the first time as part of the 2016–17 End-of-Year (EOY) 3 - Student Discipline data submission. As part of EOY 3, LEAs will also be required to certify a cumulative enrollment count and to have 1% or fewer Statewide Student Identifier (SSID) anomalies.

Reporting Guidelines The following table reflects some of the differences between attendance reported in CALPADS for purposes of calculating chronic absenteeism vs. ADA reported in PADC for purposes of calculating apportionments.

Note: The absenteeism data collected through CALPADS will NOT replace the ADA data submitted to the CDE through the PADC Software for purposes of funding the Local Control Funding Formula (LCFF), or other programs funded based on ADA.

Important Dates & Information The CDE will publish the specifications for the new file by June 30, 2016, and plans to make the functionality available prior to the opening of the 2016–17 EOY submission window (CALPADS Update FLASH #116).

How ADA is Calculated for Apportionment(Data are reported point in time throughout the fiscal year at

P-1, P-2, and Annual.) CALPADS Reporting for Chronic Absences

Regular/Traditional (Incl. Special Ed.) Daily

Days of attendance are divided by days taught in the LEA's school calendar to determine ADA.

Days of attendance and days enrolled in the LEA are reported and used to determine an absence rate.

Independent Study Daily

Attendance is determined by parameters unique to Independent Study. Days of attendance are divided by days taught in the school calendar to determine ADA.

Days of attendance and days enrolled in the LEA are reported and used to determine an absence rate. If Traditional Independent Study (as opposed to Course Based Independent Study) the “days” absent should be populated in the “Incomplete Independent Study” field.

Juvenile Court Schools, Community Day (School Districts only) and County Community Daily Days of attendance divided by a fixed divisor.

Days of attendance and days enrolled in the LEA are reported and used to determine an absence rate.

Nonpublic, Nonsectarian Schools (NPS) Daily

Days of attendance are divided by the greater of days taught at the NPS or days taught in the district reporting the ADA. N/A

Extended Year Special Education Daily Days of attendance divided by a fixed divisor. N/A

Home/Hospital Hourly

Each hour of instruction generates a day of attendance. Maximum of 5 hours and 5 days of attendance per week. Days of attendance are divided by days taught in the school calendar to determine ADA. N/A

Continuation Hourly

15 hours per week generates 5 full days of attendance. Attendance is prorated when a student attends less than 15 hours per week. Attendance hours that exceed 15 hours per week can be used to backfill missed hours in a prior week. All days of attendance are divided by the days taught in the school calendar to determine ADA.

Translate hourly attendance/absence into days using CALPADS Student Attendance Summary (STAS) File. Expected attendance days includes all of the schooldays a student was scheduled to attend the hourly program. This may be less than five days in a typical five-day week, and may be more than 15 hours per-week.

Note: A student may have reported attendance that is calculated using more than one method. The attendance information reflected in this table reflects only a brief outline of the attendance data to be reported in CALPADS vs. the ADA reported in the PADC. This information is not comprehensive and does not reflect all aspects of attendance accounting and reporting for either system.
