INTERLOCAL AGREEMENT CLARK COUNTY CHRONIC ABSENTEEISM COLLABORATIVE Mike Barton Page 1 of 12 May 7, 2020 The Clark County School District (CCSD) and the Clark County Department of Juvenile Justice Services (DJJS) proposes to enter into an Interlocal Agreement for chronic absenteeism. This Agreement includes sharing, use, and protection of data related to chronic absenteeism for the purpose of providing interventions and resources to students to eliminate barriers to school attendance. This collaborative effort to combat chronic absenteeism is the result of a unanimous Clark County Commission vote on October 15, 2019, to allocate $12,000,000.00 to the Department of Juvenile Justice Services to assist the Clark County School District with solutions to address this problem. The term of this Agreement shall be effective May 8, 2020, through May 31, 2021, and includes the option to renew for four one-year periods. The Clark County School District will: Work with the DJJS team to set attendance thresholds based on 2018-2019 attendance data; Follow the established CCSD process to grant access to student data to appropriate DJJS staff; Provide training to DJJS staff gaining Infinite Campus rights and access; Work with the DJJS project manager to pull, synthesize, and report data related to the collaboration and related outcomes; and Provide quarterly data reporting to CCSD leadership, the Clark County Board of School Trustees, and the Clark County Commission. The Clark County Department of Juvenile Justice Services will: Oversee and manage the Chronic Absenteeism Collaboration project; Hire project managers and staff; Take the necessary measures to open four additional Harbor locations; Ensure DJJS staff complete training regarding the use of student-level data; and Prepare and provide quarterly data to the Clark County Commissioners Office and the Clark County Board of School Trustees. Either party may elect to terminate this Agreement, at any time and for any reason, provided that it gives advance notice to the other party, in writing, a minimum of thirty (30) days prior to date of termination. In addition, pursuant to Nevada Revised Statutes (NRS) 388.272, CCSD may terminate this Agreement and seek payment of monetary damages for any intentional or grossly negligent noncompliance with the terms of this Agreement. This Agreement has been reviewed by the Office of the General Counsel and approved as to form. Should the Clark County Board of School Trustees not approve this Agreement, the Clark County Department of Juvenile Justice Services will utilize the funds internally to address chronic absenteeism. Discussion and possible action on the approval to enter into an Interlocal Agreement between the Clark County School District and the Clark County Department of Juvenile Justice Services, to address chronic absenteeism for the purpose of providing interventions and resources to students to eliminate barriers to school attendance, with no impact to the general fund, for the identified term of agreement, and for the Superintendent of Schools, Clark County School District, and the President and Clerk, Clark County Board of School Trustees, to sign this Agreement, is recommended. The Clark County School District (CCSD) and the Clark County Department of Juvenile Justice Services (DJJS) proposes to enter into an Interlocal Agreement for chronic absenteeism. This Agreement includes sharing, use, and protection of data related to chronic absenteeism for the purpose of providing interventions and resources to students to eliminate barriers to school attendance.
