Short Background of BDU
• In 1963 – Polytechnic Institute• In 1972 - Academy of Pedagogy (Bahir Dar Teachers
College)• In 2000, the government merged the two institutions
and established BDU• Currently, BDU is composed of – 4 Colleges– 3 Faculties – 3 Institutes– 1 School
Short Background of BDU…• BDU has – around 40,000 students– 2,400 staff (both academic and administrative)
• It is expanding its campuses -80 million USD– 4 new campuses are under construction
• ILA campus

• Land has been a Federal agenda
• Federal and Regional Land Laws were enacted
• Institutions established • Human resources gap
– EPLAUA took the initiative to establish a link to KTH and BDU
– Trilateral agreement was signed and started to send students to KTH in 2004• BDU and EPLAUA

• B.Sc Land administration program started in 2006 in BDU– 65 students -first entry
• During January 2008 – upgraded to Institute – Support from the Swedish government through Sida– Government budget

• To serve as a model for establishing similar institutions in other regions of Ethiopia and in other countries in Eastern Africa

Staff Profile• Academic Staff– 37 academic staff including 3 Assistant Professors and 17
lecturers
– Among them • 6 are PhD students (3 at KTH, 1 at ITC, 1 in Australia, 1
in UNISA)• 7 are M.Sc students (4 at KTH, 2 AAU and 1 Milano)
• Support staff– 12 support staff

Eastern African Land Administration NetworkHow has it been started? • In September 2004 students from Ethiopia joined the M.Sc in Land
Management programme at KTH• In September 2007 students from Kenya, Tanzania and Uganda join
this programme• KTH in consultation with these countries initiated the network in
2008

Eastern African….Meetings carried out so far• The first meeting was held from 5-18 October 2008 in
Stockholm, Sweden• It was organized by KTH with the support of Sida • Participants from – Kenya (KPUC)– Uganda (Makerere University)– Tanzania (Ardhi University)– Ethiopia (Bahir Dar University)– ITC– People from Sida
Eastern African….• There were presentations about – Cadastral survey in Sweden– Leasehold and property concepts (including 3D
property)– Property formation in Sweden– Regulations such as mining regulation – Study visits– Presentation about the current political status of the
Land Administration curriculum project– Report on land administration curriculum
• Uganda – Mosses Mukiibi• Kenya – Gordon Wayumba• Tanzania - Cletus Ndjovu

Eastern African….• The second workshop/meeting was held in February
2009 in Kampala, Uganda • Participants – Kenya– Uganda– Ethiopia – KTH
• There was – Presentation on curriculum of Kenya, Tanzania and
Uganda– They prepared a project proposal to present to EU for
supporting the network involving Sweden, Kenya, Uganda, Tanzania and Ethiopia. However, it was not successful

• The third meeting was held from 16-17 September 2010 in Nairobi, Kenya
• Participants – Uganda – Kenya (from different offices working on land
issues)– Ethiopia – ITC – KTH
