Background of the Project ( 1 ) Current condition of the sector Gujranwala is located at 63 KM from Provincial Capital Lahore along Lahore - Peshawar connected G.T Road. The Karachi – Lahore Railway Line also passes through the middle of the City. It is an important Industrial City of Punjab Province and famous for its various industries like Fan, Utensils, Air Cooler, Washing Machines, Industrial Tools & Machinery, Electric Appliances, Gas Appliances and so on. The projected population of the Gujranwala City (WASA Jurisdiction Area) is 1.7 Million with the growth rate of 3.75%. WASA Gujranwala is providing drinking water from 75 existing Tube wells to the 32% area of the city. The existing tube wells are pumping our water from 400 ft to 600 ft depth through turbine pumps & motors. The provision of Water Supply to the un-served areas is essential. ( 2 ) Issues and problems to be solved The Water service provided in Gujranwala has been taken over by WASA in November, 1997. Being a autonomous body, WASA is facing acute shortage of funds. The important component like Salaries, POL, Electric Charges and Tariff are in control of WASA. The inflation in these components badly damages the budget estimates. The approved budget deficit of financial year 2012-13 is Rs.285 Million. The existing infrastructure also needs preventive and reactive maintenance. Due to the huge budgetary deficit, the huge and frequent repairs could not be fulfilled. There are extensive water system losses. There is no mechanism to detect these losses. Due to such bottlenecks, the service delivery level could not be called efficient. Lack of awareness among consumers about use of water utility led to less revenue collection. ( 3 ) Related Government’s policy (National/Provincial Development Plan & Sector Development Plan) In Punjab, the Punjab Municipal Water Act 2011 was prepared by the provincial Government and is in process of approval by the Punjab Assembly.

Outline of the Project ( 1 ) Overall Goal / Long-term objective WASA aims to provide reliable, affordable portable water to the citizens of Gujranwala City as per standards. ( 2 ) Project Purpose / Short-term objective The objective of the Project is to provide drinking water to the un served population of the Gujranwala City. ( 3 ) Output By supplying clean drinking water to the new consumers, water connection will increase and recovery of water rate will also be increased. Undertakings for the Study The Government of Pakistan assures that the matters referred to in this form will be ensured for the smooth conduct of the Development Study and the study for the Grant Aid Project by the Japanese Study Team. (1) To facilitate the smooth conduct of the Study, the Government of Pakistan shall take necessary measures:

1) To permit the members of the Team to enter, leave and sojourn in Pakistan for the duration of their assignments therein in connection with their assignment therein, and exempt them from foreign registration requirements and consular fees;

2) To exempt the member of the Team from taxes, duties and any other charges on equipment, machinery and other material brought into of Pakistan for the implementation of the Study;

3) To exempt the member of the Team from income tax and charges of any kind imposed on or in connection with any emoluments or allowances paid to the members of the team for their services in connection with the implementation of the Study,

4) To provide necessary facilities to the Study Team for remittance as well as utilization of the funds introduced in (the recipient country) from Japan in connection with the implementation of the Study,

(2) The Government of Pakistan shall bear claims, if any arise against the member(s) of the Team resulting from, occurring in the course of, or otherwise connected with the discharge of their duties in the implementation of the Study, except when such claims arise from gross negligence or willful misconduct on the part of the team. (3) The Implementing Agency shall act as counterpart agency to the Japanese Study Team and also as coordinating body in relation with other governmental and non-governmental organizations concerned for the smooth implementation of the Study. (4) The Implementing Agency shall, at its own expenses, provide the Team with the following, in cooperation with other organizations concerned.

1) Security-related information on as well as measures to ensure the safety of the team;

2) Information on as well as support in obtaining medical service; 3) Available data and information related to the Study; 4) Counterpart persponnel; 5) Suitable office space with necessary office equipment and furniture; 6) Credentials or identification cards; and 7) Vehicles with drivers

The above information was at the time of JICA detailed planning study on “the Project for improving the capacity of WASAs in Punjab Province” on January 2010. If there are some variations since then, please amend the above description.

2. The Project for improving the capacity of WASAs in Punjab Province

The JICA detailed planning study for the Project has been conducted on January 2010 and the agreement (minutes of meetings) between JICA and Punjab side has been concluded. This technical cooperation project will be very useful for WASAs’ staff training and strengthening WASAs’ management capacity, but it is still waiting to commence. Please let us know the current situation of the following process to be taken by Punjab side before commencement of the Project.

議事概要：

1. 本調査団の説明

(1) 本調査団の主旨を説明し、その後 ADB から現在実施中のプロジェクト（PPP による地方都市

上下水道・廃棄物処理プロジェクト）について説明があり、意見交換を行った。

2. PPP による地方都市上下水道廃棄物処理プロジェクトについて

(1) シンド州の人口 10～20 万人の 6つの小都市（ニューサッカ、ロリー、ラカナ、・・・・）に

おいて、PPP による上下水道・廃棄物処理プロジェクトを DBLO（Design, Build, Lease and

Operation）方式で実施している。

(2) このスキームは、上下水道・廃棄物処理を行う新会社を民間企業と地方政府で設立し、事業

を行うものである。新会社は独立採算制の公営企業体で、コストを賄うために必要かつ適正な

水道料金と実際の安い水道料金との差額は、地方政府が新会社に対し補填するシステムとなっ

ている。

(3) その適切な水道料金は、新しく設立された or 設立される Regulator によって、事業を評価し

て決定される。

(4) 上下水道施設等の所有権は地方政府にあり、一定期間新会社にリースし、新会社は料金収入

で運営維持管理費と投資コストを賄う。上下水道施設の拡張・更新に必要な資金は ADB が州政

府を通して新会社に貸し付け、州政府がそれを保証する。

(5) PPP に参入する民間企業はパキスタンの会社を対象とし、ビジネスプラン／マスタープラン

を独自に作成して応札する。

(6) 新会社のマネージメント・運営維持管理に必要な人材の育成については、ADB がカラチ大学

と連携して研修プログラムを実施している。

(7) ADB ではこのプロジェクトの実施に 9 年間を要し、いろいろな教訓を得ている。引き続き、

2013 年には Phase2 を、2014 年には更に 6都市を実施する予定である。

(8) 今後、人口 50～100 万人の中規模都市を対象として、10 都市で実施する計画があるが、日程

議事概要：

1. 本調査の説明

(1) 調査団から本調査の目的、WSP 訪問の目的等について説明。

2. WSP の役割や実施中の計画、「パ」国の水道事業体について、 Mr. Masroor Ahmad からの説明

(1) WSP は技術協力を主要な業務としており、グラントや借款プロジェクトは行っていない。

(2) ADB は中小規模の都市に対する支援が中心だが、WSP は中小から大規模都市すべてに渡る支援

を行っている。

(3) 2007 年から Performance Benchmarking の T/A を行っている。2007 年以前は、NRW や料金徴

収率など水道事業に関する諸種の系統的なデータの収集はなく、世界でも通用するデータの収

集・蓄積が必要と考えた。そのため、先ず、それらのデータを収集・分析できる人材の育成を

行った。

(4) データ収集・分析業務の進め方として、３つのパターンに分けて進めた。①既存のスタッフ

による改善計画など費用をかけずに推進する方法、②5,6 台のパソコンと電話を利用して、顧

客の不平不満を収集・蓄積するといった低コストでデータ収集を推進する方法、③費用をかけ

て推進する方法 KW&SB(Karachi Water Supply & Sanitation Board)、NSUSC(North Sindh Urban

Service Corporation)、Quetta 他 10 の都市において、データの収集・整理・分析等を習慣づ

け、７つの WASA についてはすでに、実施している。

(5) 日本の橋本首相の提唱した GWP(Global Water Partnership)のもとで、SEWUN(South East

Water Utilities Network) が形成されたが、パキスタンでもその地方版として、昨年から

PWOP(Pakistan Water Operators Partnership)を、2013 年 3 月を目途に形成する計画である。

ネットワークを形成する水道事業体としては１０事業体、内訳はパンジャブ州５事業体、カラ

チ、ペシャワール、ハイデラバード、クエッタ他５事業体である。ネットワーク形成の目的は、

10 大都市の WASA 間のコミュニケーションを図り、問題点や情報を共有するとともに NRW,漏水

等についての調査活動を展開することにある。

(6) ヨーロッパの水道事業体は、パキスタンの水道事業体全体というよりは、個別の事業体に関

心を払っており、一つの事業体に技術者を数年にわたって長期派遣し、組織・制度改革等に当

たっている。

(7) WASA内のコミュニケーションの重要性も大切である。MDはスタッフと十分に意思疎通を図り、

運営方法や意思決定の仕方についてスタッフに伝え、理解してもらうことが大事。もう一つ大

事なことは、WASA 内だけでなく、顧客とのコミュニケーションを図り、WASA と顧客との間で

情報を共有することである。7年前までは、顧客と公に話をすることなど難しい状況であった

が、今は、状況が異なってきている。顧客から MD が直接電話を受けることもある。MD のしか

るべき回答に、顧客が感心することも見られる（WASA の Complaint strategy）。また、新聞

やテレビを通して WASA が流した情報の顧客認識度合いの把握、顧客の教育水準等の調査を行

って、コミュニケーション戦略を考えるなども重要である。

(8) ペシャワールでは、JICA がマスタープラン作成を行っているとのことだがとの質問があった

が、そのような技協プロジェクトは実施していないと返答。

(9) WSP はペシャワール WASA に対して、組織・制度改善の技術協力を行っている。既に CM(Chief

Minister)と 2 回ほど会議を持った。

(10) WSP は今までに、３つの水道事業体（NSUSC、CSUSC、SSUSC）を Autonomous Body として設

立させている。事業体の CEO はまとまりかけている。ボードメンバーは 4から 5か月後に決ま

る予定である。

(11) カラチでは、市民への説明責任を果たすことに対する支援を行っている。市民からの要求に

対して、いつどのように対応したかを報告書に整理すること、給水サービスに対して満足度の

高い地域、不満足な地域を明らかにし、不満足な地域に対してどのような改善を行ったか報告

させることなどである。

(12) パンジャブ州政府が給水衛生のポリシーを取りまとめたが、これも WSP のハイレベルへの活

動の成果である。

(13) ファイサラバードでは、180 百万の携帯電話がある。顧客と WASA 間のコミュニケ―シャン

を図るために、携帯電話をうまく利用する方法があると考える。同じメッセージを、例えば、

3500 人に同時に送付できる。携帯電話を利用するソフトウェアが開発されることを期待して

いる。

(14) 各 WASA に目標を設定してもらい、目標を超過達成すれば、ボーナスを出すという仕組みを

作り、Performance Benchmarking の情報収集活動の推進を図っている。

(15) FWASA において、”Good Complaint System”なるものを検討中である。10 月か 11 月にはそ

の戦略がまとまる予定である。WASA の内部的な活動として、新聞やテレビでの情報公開、外

部的には、ファイサラバード大学を使って顧客の個別訪問、情報収集・分析を行うなどの活動

を検討している。

(16) FWASA においては、“貧困世帯によい飲料水を安く提供”という掛け声の下で、貧困世帯数

や飲料水のために実際に彼らの支払っている料金を調査し、FWASA の配管に接続しなければ、

配管接続した場合に比べて 20 倍もの水使用料金を払わざるを得ない実態を貧困世帯に知らせ

る活動を支援している。

(17) RWASA では、NRW の改善に貢献できたし、FWASA では料金徴収率向上に寄与できた。RWASA、

FWASA には、オーストラリアの技術援助（漏水探知戦略策定支援のエキスパートを派遣）支援

した。PC-1 ドキュメントには、RWASA、FWASA で、それぞれ、23 million Rs.、13 million Rs.

の予算を計上した。

(18) FWASA においては、量水器による計量、コンピューターによる MIS 情報と会計部門の情報間

において接続数差異等の問題があり、WSP 支援により家屋調査を実施した。その調査により、

不法接続、平屋から 10 階建て建物を変更したことによる接続数の増加、住所の間違いなどを

発見・是正することができた。料金回収の良い地域とそうでない地域を区分することもできた。

WASA 職員には、不法接続の発見に対して、オートバイ購入時のローン支払いの削減等のボー

ナス支給といったインセンティブを与えたため、摘発件数も増えた。

(19) WASA の MD の中には、州政府の Secretary の顔色を窺うものもいるが、そうなると、WASA

の抱えている問題の把握や解決に力が集中できない。州政府の意向を窺うのではなく、スタッ

フとのコミュニケーションが重要。

(20) WSP は国際的な水道事業体とパキスタンの水道事業体のリンケージは有益と考えている。ま

た、パキスタン国内の WASA においては、地方分権化と各 WASA の持っている知識の集約・統合

が重要と思っている。

3. 調査団からの、Performance Indicator に関して、定義、指標取得のためのキャパシティービ

ルディング、取得方法、モニタリング、検証等についての質問に対して、

(1) Performance Indicator は WSP 主催により IBNET（International Benchmarking Network for

Water and Sanitation Utilities）によって作られ、現在世界 220 の水道事業体で使われてい

る。パンジャブ WASA も 2007，2008、2009 と指標を取得、掲示している。各 WASA 間の比較・

競争の導入、指標取得目標を超過達成した場合のボーナス供与などのインセンティブを設けて、

情報取得、アップロードを推進している。

(2) これらの指標は、サプライ側での取得情報であり、第 3者の検証・評価が必要である。第三

者がコンサルタントなどを使い、現場にてデマンド側の情報と突き合せる必要がある。今まで

のところ、それぞれからの情報に齟齬は見られていない。州政府としては、第三者機関は必ず

しも必要とは思っていないようである。

(3) 調査団からの、どの WASA が最も力量があるかとの質問に対して、今のところは RWASA と思う

が、2年後は FWASA と思うとの回答。FWASA の MD は、どこに力を注げばいいかが分かっている。

(3) 2009 年のローカルコンサルタントによる給水セクター基礎調査、2010 年のキャパシティーデ

ベロップメント調査（WASA Academy）を行ったが、今回の調査は、冒頭に説明したように WASA

Academy 設立とは別の調査である。

(4) 更に、調査団の具体的な調査工程を説明するとともに、該当 WASA や P&D 他の「パ」援助関係

機関と協議の上、今後の支援プロジェクトを選定していく旨説明。

(5) 協議の締めくくりとして、配水管網の漏水や NRW の問題、及びそれらに関連する揚水・送配

水に関わるエネルギー削減問題も考えられるので、パンジャブ州からの妥当な案件の要請とと

もに案件形成への P&D の支援を期待する旨説明。

2. P&D からのパンジャブ州の水道事業体についての説明

(1) 上水道関係のプロジェクトとしては、給水、モニタリング、ゾーニングシステム、M/P 作成

等いくつかあるが、統合されたものはなく全体的計画がない。

(2) 給水量、給水圧、給水時間等給水のコントロールができていない。

(3) 給水量や給水水質の不公平さも問題である。

(4) JICA として、パンジャブ州 WASA の水道事業にどんな問題あるのか調査して欲しい。

(5) ラホールでは、WASA のカバーしている給水範囲、市周辺の都市開発地域、WASA のカバーして

いない地域がある。今回の調査対象範囲は、どこか。P&D としては、市周辺の都市開発地域も

対象として欲しい。（周辺の都市化に伴う水道事業の問題は分かるが、費用の制限もあり JICA

としては、WASA 管轄の範囲に焦点を当てている旨説明。）

(6) 雨水の涵養、年間７フィートにも及ぶ地下水位の低下等も問題である。降雨、地下水、地下

水のリチャージ問題などを含めた水文調査、給水マスタープランスタディーなども期待したい。

(1) LWASA では、地下水位の効率的なマネージメントの必要性が問題となっている。

(2) LWASA では、Upgrading of mechanical equipment（40 億 Rs.）のプロジェクトやフランス

との借款プロジェクト（アグリーメントを昨日 EAD に送付）が進められている。

(3) WASA はどこでも、組織・制度的能力が不足しているので、同分野の能力向上プロジェクトも

調査対象範囲に含めてほしい。

(4) パンジャブ州の５大都市には WASA があるが、地方部の給水時事業は PHED が担当している。

ただし、給水施設の日常の O&M は給水事業体 CBO(Community Based Organization）が担当し、

PHED は調整とモニターの業務が中心である。

(5) パンジャブ州では、WASA は、給水衛生方針に沿って事業の優先度を設定し、P&D に提出して

いる。

(6) 給水事業関連予算は P&D が決めるが、おおむね人口に比例した割り当てとなっている。予算

の内 70%は WASA が、Development Authority が 30% の持ち分となる。

(7) Benchmarking Indicator には PWOP(Pakistan Water Operator Partnership)も関わっている

が、実質的には WASA が指標を作成し、WSP に直接提出している。

(2) Urban Unit から JICA 技プロ Punjab WASA Academy の準備状況について説明があり、その後

本調査における無償資金協力案件の形成について意見徴収を行った。

2. JICA 技プロ Punjab WASA Academy の準備状況について

(1) 研修センターの場所を、当初計画していた Lahore WASA 研修センター敷地内ではなく、約 10KM

離れた郊外に建設する案を検討していたが、PC-1 の変更が必要で時間がかかるため、結局、

当初計画どおり既存の Lahore WASA 研修センター敷地内に、既存建屋を撤去して新築すること

となり、これまで遅れをきたしてきたが、建屋の撤去・新築工事と研修のトレーナーとなる技

術者募集の準備を進めている。

(2) 研修センター建屋の設計は 8月に完成し、9月に入札・工事契約を経て 2013 年 5 月に完成す

る予定である。

(3) また、研修のトレーナーとなる技術者の募集は 7月からはじめ、8月・9月で Short List を

作成し、インタビュー選考過程を経て12月には採用を決める予定である。建屋が完成する2013

年5月までの5ヶ月間はUrban Unitにスペースを確保して研修計画の作成を行う予定である。

(4) 上記の準備状況と工程表を、来月には JICA に正式に通知する予定である。JICA が確認のた

めに Mission を派遣する場合は 9月か 10 月が適していると思う。

(5) WSP の P-WOPs が提案している Pakistan WASA Academy のコンセプトについては承知している

が、当面は Punjab WASA Academy からはじめて順次パキスタン全土に対象を広げていく事を考

えている。

3. 無償資金協力案件の形成について

(1) Urban Unit では、単に施設の整備だけでなく、技術移転を伴った案件の形成が望ましいと考

えている。

(2) WASA の水道事業の一番の問題はメーターが設置されていないことで、無駄水、市民の節水意

識の欠如を招いている。無収水の測定もできない。設置されれば、無駄水も減り生産水量も少

なくてすむ。よって、プロジェクトで配水区を選定して（最低でも 25,000 栓？）メーターを

設置し、漏水探知、従量制の料金徴収の支援、市民への広報・周知活動を行い、経済的な効果

も検証して、PPP モデルとして実施出来ればと思う。

(3) 上記を実施するには WASA のしっかりしたマネ-ジメントが必要である。Faisalabad WASA な

ら出来ると思う。

(4) HUD&PHED より、①ラワルピンディの砒素汚染の写真について、ラワルピンディから受領した

写真であることは理解したが、本当にラワルピンディの写真かどうかを確認してほしい、②

JICA プレゼンテーションのクライテリアでは WASA の事業実施能力等が勘案されているが、グ

ジュランワラの状況が最もひっ迫しているため、グジュランワラを最優先とすべきと発言があ

った。

(5) P&D(Mr. Sohail)より、①ラワルピンディの導水管敷設事業に関して、Chrah ダムから浄水場

を経由せずに市内に導水した方が管延長が短くて済むのではないか、②ファイサラバードでは

ポンプの更新が提案されているが、浄水場の建設のほうが効果が大きい、③無収水率が各都市

で高いと報告があったが許容値なるものがあるのか、④グジュランワラの案件は給水エリアを

拡大するのではなく既存施設を更新すべき、⑤ムルタンの案件候補の名前が悪い、等の質問・

コメントがあった。これに対し、回答は以下の通り。

①は自然流下にするため浄水場を経由することが RWASA によって計画されている、

②は現在フランスの支援で 10MGD の浄水場増強プロジェクトが進行中であり、浄水能力の増

強プロジェクトが開始途上にあると説明。また、ポンプの置き換えは、既存の 56MGD の水源

能力を活用することに繋がり、効果的で有用なプロジェクトと考えている旨説明。

③は表中の NRW は各 WASA の見積もりであり、計測している値ではないので、WASA 自身も実態

はつかんでいないと説明、

④は特に回答せず。

⑤は特に回答せず。

(6) P&D から今後のスケジュールについて質問があり、8 月末までに要請書が各 WASA から

HUD&PHED、P&D を経由して EAD に届く必要があると説明。その後、仮に採択されれば 2013 年

に BD が実施され、BD が日本政府により承認されれば、資機材調達・建設・据付とプロジェク

トが実施される旨説明。

(7) 要請案件選定に対して、先方としては 3案件の優先順位は P&D に決定させてほしいと要請が

あったが、①JICA としてはラホールで実施しているように、またファイサラバードで予定し

ているようにインフラ整備をインセンティブにしつつ、WASA にパフォーマンス指標に沿って

組織強化を進めてもらうアプローチを実施しているため、仮にグジュランワラの要請書が出て

きても採択されない可能性があること、②グジュランワラに関してはこれから下水の無償を実

施予定であり、この無償を実施しつつプロジェクト実施能力を確認することが妥当であると考

えていることを申し入れた。これに対し、P&D は 3 都市の WASA から要請を出してもらい、JICA

で評価して実施する案件を決めることとすると発言があった。JICA からは、すべての WASA か

ら要請書が P&D に届くのを待つのではなく、届いた順にそれぞれ EAD に送付してほしい旨依頼

し、P&D も了解した。

(8) HUD&PHED から、ムルタンの案件をショートリスト中に入れなかった理由について質問があ

り、これに対して JICA は調査団の滞在期間による制約により 3 案件に絞っている旨説明。2

日だけでも調査をしてもらえないかと P&D から要請があったが、今回の調査では困難であるこ

とを説明。

(1) 本調査団から調査の主旨を説明。

(2) P&D から、P&D では Sindh 州の中小都市を含む水道セクター全体の整備に取り組んでおり、支

援が必要なところはたくさんあるが、なぜ JICA は HWASA だけを調査対象としているのかとい

う質問があり、本調査団では、JICA ではパキスタンの主要都市の水道支援にこれまで取り組

んできており、3年前にも HWASA の現状調査を行っている経緯を説明して理解を得た。

(3) P&D から Sindh 州と Hyderabad の水道セクターの整備状況について以下のような概要説明が

あった。また、質問票については Urban Unit に廻してあるので Urban Unit が回答します。Urban

Unit についてはつい最近（2ヶ月半前）組織された。

2. Sindh 州と Hyderabad の水道セクターの整備状況について

(1) Shind 州の中小都市の水道セクターの整備としては、ADB の支援で 6都市のインフラ整備（上

下水道・廃棄物処理）を行っている（Phase-1）。PPP 方式で官民の新会社を設立して実施し

ており、今後、Phase-II、Phase-III で 18～20 の TMA のインフラ整備を実施する計画である。

(2) カラチの水道セクターの整備については、JICA が上下水道整備の Master Plan を作成してい

るが、ご存知のようにまだ実施に至っていない。

(3) Hyderabad の水道整備については、Hyderabad Development Package がほぼ 100%実施され、4

箇所の浄水場が建設されて、水供給量についてはほぼ確保されつつあるが、問題は老朽化した

配水管網で、漏水の大きな原因となっている。

(4) また、24 時間給水が実施されていないため、顧客によるサクションポンプでの水吸い取りで

給配水管網が負圧となって破損し、下水が混入して水道水の汚染の原因となっており、配水管

網のリハビリが必要である。

(5) 下水道整備については、4箇所の下水処理場の内、3箇所が既に完成し、1箇所が現在建設中

である。

(2) 本調査は、Hyderabad 市の給水現況や無償資金案件を中心とし適切な JICA 協力プロジェクト

案件の調査である。

2. Urban Policy & Strategic Planning Dept.からの説明

(1) 私たちの組織は、つい 2か月半前にできたばかりであり、今後支援をよろしくお願いしたい。

(2) カラチの KWS&SB について、電力不足、職員の能力不足、NRW、事業の赤字運営等諸問題があ

り、諸ドナーの支援を探している。

(3) Hyderabad は首都でも小都市でもないが、HDP(Hyderabad Development Package)を通して、

州政府が直接いろいろな支援をしている。全体的に見て水の需給ギャップ少ないが、市内の地

域間格差、貧困層への給水等問題はある。

(4) また、支出が収入を大きく上回り、政府の補助金なしには給水施設の運転維持管理はできな

い。

(5) 適切な改善策、水道料金徴収システム、適切なモニタリングシステムが必要である。

(6) WASA 内部とともに水利用者への意識改革も必要である。

(7) このような、赤字状態の運転維持管理が続けば、あと 5年、10 年すると施設も劣化してくる。

政府関係機関からの水料金の徴収が全くないことも大きな問題である。

(8) 必要な水を供給できていないことが、料金を徴収できないことに繋がっている。5 日間も水

が来ないことがある。

(9) 配水管網の適当な改修が必要である。

(10) Urban Policy & Strategic Planning(Urban Unit)は、WASA も含め、上下水道、輸送、通信

等のインフラストラクチャーの計画開発機関であり、このような改修事業には協力する。

(11) 私たちの部門で不足しているものは、土地利用、インフラ開発計画等のマスタープランであ

る。JICA が作成に協力してくれれば有難い。都市政策推進のためには、マスタープランが必

要である。私たちの組織は多機能組織であり、大きな都市（TMA）だけでなく農業を基本にし

た地方部の経済政策も業務の中に入っており、15 億 Rs.を使い TMA と地方を含め、いくつかの

開発マスタープランの策定を考えている。一つのマスタープラン作成に約 3億 Rs.を想定して

いる。また、私たちの組織が、適切にかつ持続的に機能していくためにはマスタープランとと

もに組織のキャパシティービルディングも必要と思っている。

(12)（パキスタンでは、電気料金に比べて水道料金が低すぎるのではないかとの当方の質問に対

して）その通りである。電気料金は、農業者が最も低い設定となっている。水道料金も不公平

な料金設定となっていると思う。水需要者は憤慨することがある。

(13) ADB の支援で、Autonomous entity（独立事業体）を設立し、Sukker 他 6 都市の給水衛生・

廃棄物処理事業が行われている。継続的な事業であり、まだ第一フェーズの段階である。第二

フェーズでは、この事業を、カラチとハイデラバードを除く 20 市に拡大する予定である。そ

の他全体で 20 億 USD の資金が必要である。ADB が 11 億 USD、パキスタン政府が 3億 USD 用意

しているが、まだ 6億 USD 不足している。

(14) 第二フェーズは 2013 年に始まるが、廃棄物の管理・モニタリング等のための GIS 作成業務

なども含んでいる。第三フェーズまであり、2018 年に完了予定である。
