the property to a group of buyersafter the lending agency previoussales attempts fell through. Brownsaid they narrowed down theirprospects to a couple of buyers andeventually settled on 35 State StreetHotel Partners. The new developers plan on put-

Vasari Plaster and Stucco bringsEuropean plaster to Santa Barbara
BY JEREMY NISENDAILY SOUND CORRESPONDENT
Vasari Plaster & Stucco is a SantaBarbara-based company that manufac-tures and sells plasters and stuccos thatcan be applied to walls and ceilings ina variety of sheens, textures and colors.According to its owner, the marketpotential has barely been tapped."There are billions of square feet of
walls and ceiling in the world, andeveryone's surrounded by them," saidAlex Conrad, proprietor of the compa-ny. "But often people don't takenotice."Conrad is attempting to change that,
and, in the process, increase the visibil-ity and use of traditional stucco andplaster in construction, both residentialand commercial."People spend hundreds of thou-
sands of dollars on beautiful floors andcountertops and all sorts of other acces-sories, but they forget about the walls,"Conrad shared.Conrad said that he's always wanted
to be an entrepreneur and, candidly, that he "couldn't work for anybodyelse." He started Vasari in a garage inBig Sky, Montana, moved it to Bend,Oregon for about five years, and final-ly relocated to Santa Barbara about ayear and a half ago. The reasons for themove? Aside from the quality-of-lifefactors, Conrad says that SantaBarbara's level of architecture is per-fectly suited for his business."Santa Barbara is virtually built out
of plaster," he said. He added that,"Santa Barbara, especially for a townof its size, is on the forefront of greenbuilding. My goal in Santa Barbara isto replace all paint and texture."His goal outside of Santa Barbara is
equally lofty: "I don't want to justchange the plaster market, I want torevolutionize it," he said.Conrad partially grew up in France
and Italy; during his time in Europe, helearned the traditional techniques forplaster and its use in construction. Hesays that his initial interest was an out-crop of his passion for architecture."I loved art and architecture as a kid,
I was really crazy about it, and this isthe only thing I could find that com-bined the two interests," said Conrad. He was also inspired by the "huge
difference" that plastering materialsand techniques could have on a project,as well as the environment. Conradbelieves that plaster is a better optionthan paint, which he dismisses as "pri-marily a mixture of rubber and chemi-cals."
"It was important for me to make anenvironmental difference," he said."Green building used to be an excep-tion, but now it's becoming standard, even with the larger construction com-panies across America. Plaster is supereco-friendly, hypo-allergenic, itabsorbs carbon dioxide, it filters the air,it's naturally resistant to mildew . . .and it keeps the house feeling fresh."
Not to mention that it can lookgreat—Conrad cites that it's extremelyversatile, with lots of choices to fitnearly any structure or style preference. He doesn't shy away from offeringlofty examples where plaster is used togreat effect."Our formulas are exactly the same
stuff that the Mona Lisa hangs on in theLouvre, and what Michelangelo paint-ed on," he shared.Conrad admits there's some chal-
lenge in being a newcomer—it's noteasy establishing business relationshipswith local designers, architects, andcontractors—but says that would be thecase anywhere. That challenge is miti-gated by the fact that the preponder-ance of Vasari's business is national andeven international, with Santa Barbararepresenting about 20 percent to 30percent of the mix, according toConrad.Locals, however, have an advantage
in that they can visit the company'sshow room to examine the possibilitiesof plaster in person. Conrad encouragesinterested parties to do so, saying thatit's "such a tactile and visual experi-ence."On the unseasonably hot day that
The Daily Sound interviewed Conrad,Vasari's showroom exhibited many ofthe qualities that he'd highlighted: not

Put the phone down. That all-too urgent text message can wait.Texting while driving, or talking with
your cell phone on speaker mode, is notonly uncouth. It’s illegal too.The Goleta Police Department is trying to
make that point clear.Authorities ticketed 74 people on
Wednesday for driving while talking or tex-ting.Police believe that not having both hands
on the steering causes major distractions –and is unsafe.“Many motorists believe they can drive
and talk on their cell phone as long as it isin speaker mode,” said Sgt. Kevin Huddle.“Unfortunately, they are still holding the
phone in their hands. As long as you canhave the phone lying anywhere within thecar and not have to hold it, you have a‘hands-free’ environment.”The fine for driving while texting, or
talking without an earpiece, is $200.The Vehicle Code states that drivers shall
not drive while talking or listening on a cellphone except in a hands-free manner. Italso states that drivers shall not write, sendor read a text while driving. Holding a phone while talking on a
speaker phone can still obstruct a driver’svision, authorities said.Authorities said 1,000 drivers in 2008
who were in traffic accidents said talking ortexting on the cell phone had caused them tobe distracted.

NEWS IN BRIEF
119 arrested in Mafia bustAuthorities arrested 119 organized crime suspects on
Thursday in what the FBI called the largest single-day operationagainst the Mafia in history. The roundup, conducted with the help of former mobsters
turned informants, shows the Mafia remains a threat despitedecades of crackdowns that have sent its hierarchies to prisonbut also that the famed "omerta" code of silence is largely amyth, officials said.More than 800 federal and local law-enforcement officials
detained suspects in at least four states plus one in Italy, target-ing New York's five Mafia "families," one in New Jersey andone in New England.Sixteen grand jury indictments charged 127 suspects with
murder, drug trafficking, extortion, gambling, loan-sharkingand other crimes going back 30 years, U.S. Attorney GeneralEric Holder told a news conference in New York.Five of those indicted were already in prison, putting the total
number detained at 124, and three others were not in custody, the Justice Department said.
Giffords taken outside for first timeU.S. Representative Gabrielle Giffords can now stand with
assistance, has tried to speak, and on Thursday got her first breathof fresh air since she was shot in the head 12 days ago, doctorsand her husband said.In a key turning point for her recuperation, the congresswoman
is to be moved on Friday from the University Medical Center inTucson, where she has been hospitalized since the shooting, to aspecial rehabilitation facility in Houston, Texas. On her last full day at UMC, she was taken on a brief stroll in
a wheelchair to the hospital's helipad for some sunshine and freshair to lift her spirits, accompanied by physical therapists and herhusband, said Jo Marie Gellerman, a spokeswoman for the med-ical facility."It was a chance to see the mountains (around Tucson) one
more time before she leaves to go to Houston tomorrow,"Gellerman said.Doctors said exposure to natural daylight also was important
in their efforts to get Giffords, 40, back into a regular sleep pat-tern.At a news conference earlier in the day, doctors said she had
come a long way in a short time given the severity of her injury."She is beginning to stand with assistance, she is scrolling
through an iPad -- these are all fantastic advances for her. Theydo show higher cognitive function," Dr. Michael Lemole, chief ofneurology at UMC told reporters.

only the stylish, artisan-inspired walltreatments, but a definite coolnessdespite the outside climate, coupledwith a certain sense of freshness in theair. One thing that plaster does not have
to be, insists Conrad, is expensive."One of the biggest things that we do
differently is that for years all the niceplaster and wall finishes were importedfrom Italy or France," Conrad said."We're one of the first companies toreproduce all the formulas in Americaand make it a lot more affordable."
Buckets from overseas could cost$400, says Conrad; a bucket fromVasari starts closer to $50. Translatingthis to project, Conrad said that:"Before, it could cost $10 per squarefoot to do some of the simple stuff;now, we can get it down to $3, which iscomparable to paint."The savings are partly due to Vasari
mixing its own plaster and stucco in thecompany's headquarters at 122 Santa
Barbara St., down in the Funk Zone. It's also partly because Vasari does itsown distributing, which cuts out theadded costs of the middle man. Vasari's Web site (vasariplaster.com)
has a wealth of information, not onlyabout its own plaster and stucco prod-ucts, but about their history. Further, the company's instructional offeringson YouTube are extremely compellingfor the curious or prospective do-it-yourselfer. Conrad's measured tonesare worthy of a professional voiceoveractor; coupled with his expertise andpassion for plaster, it's little wonderthat Vasari's videos (available atyoutube.com/user/ vasariplaster09)have garnered more than 76,000 views.
Conrad says these online efforts arehis greatest marketing tool, revealingthat the majority of his current businessis from remodeling, due to the state ofthe housing market, and about 30 per-cent of his customers are do-it-your-selfers.These efforts run counter to the bulk
of the plaster and stucco industry, which Conrad characterizes as largelysecretive and exclusive. Americans, says Conrad, have perfected Europeanwines and cheeses. He submits thatnow we can add plaster to that list."It's not faux finish; it's the real
thing," Conrad said, "We're trying tobring it out in the open, and make itaffordable and available."

City to consider redevelopmenthousing projects on Tuesday
BY KYLE ROKESDAILY SOUND CORRESPONDENT
With the threat of losing redevelop-ment money looming, the city of SantaBarbara is looking to move quickly toshield its funds from a state takeaway.New Gov. Jerry Brown has suggest-
ed the state consider eliminating rede-velopment agencies, in the hopes ofsaving an estimated $1.7 billion. That could translate to a loss of mil-
lions of dollars for Santa Barbara’svarious revitalization efforts down-town and along the waterfront. Mayor Helene Schneider said the
proposal is a bit hasty.“I respect the challenges the state
has with the budget,” she said, “butcutting redevelopment is penny wiseand pound foolish.”Schneider said downtown and State
Street wouldn’t be what she describedas the “economic engines” they’vebeen without those funds.California is officially in a state of
fiscal emergency with a $25.4 billion
budget deficit. It’s still too early to determine how
the budget situation will play out.“It’s hard to say at this point,” said
Paul Casey, the agency’s deputy direc-tor here in Santa Barbara.“First off, the governor has only
verbally mentioned it,” he said. Next Tuesday, the City Council will
vote on whether to authorize morethan $3 million from the city’s rede-
velopment agency’s housing programfor three building projects. The idea is to commit the money to
the kind of development it’s intendedfor rather than risk losing it entirely. One item would approve a $1.15
million grant to the Housing Authority, allowing it to acquire an affordablehousing site at 2904 State Street. The other action would authorize a
$2 million loan to People’s Self-HelpHousing Corporation to acquire prop-erty at 601 east Haley and 510-520North Salsipuedes Street and developthe locations into low-income rentalhousing. By law, 20 percent of a city’s rede-
velopment funds’ total must go toestablishing affordable housing forlow-income families and individuals. If the council votes against approv-
ing the grant and loan, then the citywill have to either figure out anotherway to pay for such projects or, worst-case scenario, scrap them.

AB 354 protects pupils from pertussis The child sitting next to yours is
hacking up a lung. Does he have a coldor could it be something worse? SIncepertussis, also known as whoopingcough, is at its highest levels in 60years, California has enacted AssemblyBill 354 to protect our school-agedchildren.AB 354 requires ALL students enter-
ing 7th through 12th grades to provideproof of a pertussis booster (Tdap) totheir school by July 1, 2011.What is whooping cough?Whooping cough is caused by a very
contagious bacteria, Bordetella pertus-sis, which infects the respiratory tract, causing a disease with three phases thatmay last for over 100 days. The first phase looks like the com-
mon cold, with runny nose, sneezingand mild cough. This is the most conta-gious phase and may last up to twoweeks. In the second phase, the cough
becomes more intense, leading to rapidsequences of coughs. A characteristic“whoop” signals the desperate need tobreathe. Very young infants may not“whoop”, but may turn blue and stopbreathing. This coughing phase can lastup to four weeks and is the time whenmost complications arise.During the final phase, the debilitat-
ing cough nags and slowly subsidesover the course of several months.PreventionUniversal immunization with pertus-
sis vaccine is recommended for all chil-dren, teens and adults. This vaccine issafe and effective for infants as youngas 6 weeks of age. Given as part of theDTaP series, children should receive
the vaccine at 2, 4,6 and 15 months ofage, followed byboosters between4-6 years and aTdap booster at 10years of age.Everyone 10
years and older, especially thosewho may come incontact withinfants and chil-dren, are recom-mended to beimmunized withTdap. This vaccine
also helps to protect close contacts, including young infants for whom per-tussis is most severe and sometimesfatal. Is AB 354 necessary? All kindergarteners receive the DTaP
vaccine before school entry. Immunityto pertussis steadily declines after 5years, leaving older children and adultssusceptible to infection.Until recently, a pertussis booster
vaccine was not available for adoles-cents and adults. Adacel and Boostrixare two newer vaccines that provide animmune boost to tetanus, diphtheriaand pertussus.
What if I catch pertussisBy the time whooping cough is typi-
cally diagnosed, little can be done tochange the course of the disease.Treatment is largely limited to support-ive care and the debilitating cough canlast for more than three months.Antibiotics are given to reduce conta-giousness to close contacts.Where can I get the Tdapvaccine?Tdap should be available through
your primary care doctor, the PublicHealth Department and many localpharmacies. To comply with AB 354, 7th through
12th graders will need to provide writ-ten proof to their school prior to July 1,2011 to be eligible to start the 2011-12school year.If your child is not fully immunized
or if you are a teen or adult who has notyet had the new Tdap vaccine, pleasecontact your doctor or visitwww.sbcphd.org to find a local healthclinic and avoid getting whooped.

I have never really put much faith inastrology and haven't read my horoscopeon a regular basis in years. Still, I'vealways taken a certain pride in being aVirgo. With the beautiful symbol of virginal
purity, "Virgos are intellectuals who wereborn to help others. They are humane andloyal in their jobs and personal lives, pre-ferring calmness and order in life."Sounds just like me, right? Not that I believe that being born under
a certain star configuration has influencedmy personality in any way. But I've alwaysliked the description of Virgo charactertraits – loyalty, devotion, and femininecharms – figuring if the shoe fits, I may aswell squeeze my toes in, alongside fellowVirgos Greta Garbo, Sophia Lauren, IngridBergman and Lauren Bacall. And now a guy named Parke Kunkle
from the Minnesota Planetarium Societyhas taken my Virgo-ness away from me. Hedidn't even buy me dinner first! And nowto further insult my virtue, they're bringingthis Ophiuchus character into the mix. Thatis way too wild for my Virgo sensibilities.Yet somehow I went to bed a Virgo on
Sunday night and woke up a Leo onMonday morning. If I actually believed inhoroscopes and all of that stuff, then I'dsure have a lot of rethinking to do.Not that there's anything wrong with
Leo's, DiCaprio or otherwise. These "over-ly creative and energetic lions commandeveryone’s attention. Brimming with self-confidence, their zeal for life is unmistak-able. Leos enjoy taking center stage with awarm, inviting attitude." My son is a Leo,or at least he used to be. He's definitelymore lion-like than I am, though. I'd loveto be brimming with self-confidence andzeal for life. In fact this whole go-to-bed-a-Virgo-
wake-up-a-Leo thing has thrown my self-confidence for a loop. Now that I've beendeVirgo-ized, I know how Pluto must havefelt when it got de-planet-ized.If I chose a career based on my Zodiac
sign, does that mean I’d have to find some-
thing Leo-like to do now? And what if all of those "lucky lottery
numbers" had actually been lucky for me—but I played the wrong Zodiac sign? Iwould have to rethink my whole invest-ment strategy.
Wow. What if believ-ing we were astrologi-cally compatible I hadmarried the wrong guy?And what if I had aVirgo tattoo, would Ihave to have it removedor somehow redrawninto a lion? Are sap-phires no longer mybirthstone, and do Ihave to give up myfavorite blue earrings? There must be some-
thing we can do to fightthis. The Koreans are in my corner. TheKorea Astronomy and Space ScienceInstitute released a statement that “theInternational Astronomical Union, an inter-nationally recognized body regarding astro-nomical matters, hasn’t made an officialannouncement on the change of zodiacsigns," with their representative Sul Ah-chim adding that if such a change were tohappen, “the decision should be made bythe official body."Apparently Kunkle fumbled this one. So, at least for now, Ophiuchus can suck
it. I'll remain a Virgo, even if it's just in myown mind. Plus I just read another newsreport that said the new astrology chart isonly applicable for people who were bornafter 2009. I guess that means I'm a Virgofor life!

KITTY IN THE CITY
Dear Miss Kitty,My boyfriend of nearly a year and I
have a very close and loving relation-ship. However there is a problem thatI have with his continued contact withhis old lovers. He keeps in touch withthem, and has done this for a longtime. When they come to town, theyeven stay with him. He says that heenjoys having a girl friend who is justa friend, but I suspect he is just stay-ing in touch in case he needs their oldrelationship renewed. I have told himthat I feel uncomfortable with hisarrangement but he does nothing. Wehave been talking of marriage, but Idon’t think I would be willing tomarry him with the situation as it is.Am I stuck with this?
– Jill, SANTA YNEZ
Dear Jill,A friend of mine described to me an
old Japanese custom that our westernculture might find even more usefulthan raw fish, seaweed and Sake.Apparently when a woman has settledon a life partner she sends letters outto the men of her past letting themknow of her present intention. This issignal that any contact between themis now not appropriate – and this cus-tom is respected by all partiesinvolved. Perhaps a tear or two is wept, but
cutting the rope bridge from one sidemeans the river will stay uncrossed(from either direction), and the newlovers can enjoy the peace that comeswith a new beginning. Such a custom makes sense when
traditions are respected and the insti-tution of marriage carries with it thebefitting weight. What could be moremature and respectful to one’s futurepartner than making a consciencedecision – and then taking the action –
to put out the old flames once and forall? Call it the ultimate Dear John letter
and truth be told it isn’t all that differ-ent than the part of the western mar-
riage ceremonythat asks if anyonesee’s any reasonthat these two shallnot be wed, thenspeak up pronto.Personally I preferthe more subtleJapanese style, since announcingunrequited love infront of 100-plusguests only works
in the movies.“Dear John’s” or “Dear Joan’s” are
a pragmatic and respectful approach totake, for it is far too easy to relight acandle that has been extinguished aslong as there is still enough wick tolight! Maybe not as Zen-like as “Waxon, wax off” but wise, none-the-less. Of course a current lover could eas-
ily use the old: “Don't you trust me?”and you could say: “Yes, but whyshould I have to?”– which just putsoff the inevitable and ruins a perfectlynice evening. Why shouldn't it be a joyful respon-
sibility to make your position clear toeveryone? After all, Miss Rights andMr. Rights don’t come along everyday. In other words do you reallyneed a closet full of umbrellas whileliving in the Sahara desert? Some couples manage where one or
both keep in touch with old flames, and if that works, wonderful. As longas all parties involved know (and itisn’t a tribute to that famous AlanAlda action movie, “Same Time NextYear”). However if it brings even the
slightest amount of pain to the other
then surely it's not too much to sacri-fice for a loved one, and leave the pastwhere it belongs. If it is seen as sucha big sacrifice then maybe the flamesare not really out – and the un-cutbridge beckons to be crawled across.And isn’t that what the worry is reallyall about? So Darling Jill, and Boys and Girls;
when you love someone part of thatlove means doing what makes themfeel comfortable, cherished and val-ued. Think of it like that new carsmell. New car smell doesn’t hold acandle to Chanel number 5, In fact itdoesn’t actually smell very good at all(otherwise ever-trendy Gucci wouldmake Le New Car Smell). But whatthat scent means to us feels reallygood: Brand new, pristine and allmine! In this age it is just about impossi-
ble to actually have ‘pristine” andexperience – well used – stands toteach us valuable love lessons.Nevertheless if you really need to holdon to the “little black book” in all itsforms, perhaps there is a reason why,and that bears some thought. In a nutshell, love isn’t love unless
there is trust and compassion. Youcan’t expect real love if you aren’twilling to be transparent and respect-ful of their feelings. That means feel-ing safe about sharing everythingthere is to know about you with yourlover, and knowing when to sacrificesomething (or someone) to show thetrue strength of that love.

Brown declares fiscal emergency REUTERS
California Governor Jerry Browndeclared a state of fiscal emergency onThursday for the government of themost populous U.S. state to press law-makers to tackle its $25.4 billionbudget gap.Democrat Brown's declaration fol-
lows a similar one made last month byhis predecessor, former RepublicanGovernor Arnold Schwarzenegger.Democrats who control the legisla-
ture declined to act onSchwarzenegger's declaration, sayingthey would instead wait to work onbudget matters with Brown, whoserved two terms as California's gover-nor in the 1970s and 1980s.
Brown was sworn in to his thirdterm early this month and has present-ed lawmakers with a plan to balancethe state's books with $12.5 billion inspending cuts and revenue from taxextensions that voters must firstapprove.Brown has said he wants lawmakers
to act on his plan by March. His fiscalemergency declaration is meant tounderscore that target, a spokeswomansaid.Brown's declaration, which is large-
ly procedural, says it affirmsSchwarzenegger's December declara-tion, giving lawmakers 45 days toaddress the state's fiscal troubles. The 72-year-old governor also
wants the legislature to back a ballotmeasure for a special election in Junethat would ask voters to extend taxincreases expiring this year to help fillthe state budget's shortfall.Brown needs a handful of
Republican votes to put the measure tovoters. Republican leaders in the legis-lature have said they doubt those voteswill come.By contrast, the state senate presi-
dent pro tem, Darrell Steinberg, toldReuters on Thursday he is backingBrown's budget plan and that he wouldpress other lawmakers to do so as well:"I think the Brown framework is theright framework ... We intend to meetthe March deadline."

Schwarzenegger cited the fact thatEsteban Nunez had no criminal recordbefore the fight, and that his co-defen-dant, Ryan Jett, who received the same16-year sentence, had inflicted thefatal wound to Santos, and had priorfelony convictions.Jett pleaded guilty to the same
charges as Nunez.Santos' parents have complained
that Schwarzenegger never consultedwith them before announcing the com-mutation.Ashford said she could gain lever-
age in the lawsuit againstSchwarzenegger from a change to theCalifornia Constitution from a 2008voter-approved ballot measure, knownas Marsy's Law, that gave increasedpower to crime victims."We're not saying that
(Schwarzenegger) doesn't have thepower to commute a sentence, but hedoes not have the power to violate theConstitution and ... there were mandat-ed guidelines that he needed to follow,"Ashford said.Among those are the expectation
that the victim's family will be consult-ed before making a decision to releasea convict, according to the lawsuit.
Laurie Levenson, a professor atLoyola Law School, said that she wasdoubts the Santos family will prevail."It certainly would be groundbreak-
ing," she said. "It's certainly an uphillbattle."She added Marsy's Law is light on
enforcement mechanisms for contest-ing commutations and other gubernato-rial actions.Schwarzenegger, capitalizing on his
popularity as a Hollywood action hero, was elected governor in 2003. Termlimits prevented him from seekingreelection in 2010, and he was suc-ceeded this month by Democrat JerryBrown.

Two blocks of vacant land and the Hotel Calfornia may finally see construction after an L.A. developer purchased the Entrada project.DAILY SOUND / Victor Maccharoli
“Santa Barbara’s always a popularplace for people to invest in justbecause it’s held its value better thanmost areas of the country,” Brown said.“You’re buying an irreplaceable part ofSanta Barbara beachfront property.” Though making a development with
3 different properties with differentowners, different tenants, and differentstates of dilapidation is a complicatedprocess, Brown said things wentsmoothly. Owners and tenants were coopera-
tive. Brown said many of the tenantshave been waiting for years to seesome kind of development in the area. “If you have a project this visible
and this notorious in the city of SantaBarbara, it’s going to get a lot a scruti-ny,” Brown said. “My guess is they’llbe excited but skeptical.”He couldn’t say for certain what they
would do because tenants don’t makedecisions until they see development
starting and the owners are at least 2-3years away from signing leases. While the retail shops across from
the Hotel Californian are open, thehotel itself is in bad need of repair.Permits issued require the preservationof the hotel’s façade, and the buildingis in need of a retrofit. With the sale done, working draw-
ings and design permits will take up thenext 6-9 months.Brown said there are still too many
variables to put a definite price on thedevelopment yet, but said some esti-mates put it around $50 million. Hepredicted design work would start onthe hotel in the next three months.Brown believes the purchase has a
greater significance as a sign of aneconomy on the rebound. Brown saidhotels are a good investment wheneconomy’s doing well and notes thatthe developers are paying out their ownpocket.“It shows a vote of confidence in our
marketplace that somebody wouldcome up and buy this project because
it’s an expensive project that they’vegot to pull out of their own cash,”Brown said.He also believes the development
will provide a big boost to downtownbusinesses.“The impact on the commercial mar-
ket will be wonderful once this takesshape and develops,” Brown said. “Ithink it will draw more people todowntown, I think it’ll be a shot in thearm to all retailers up and down StateStreet.” Brown acknowledged that many ten-
ants have come and gone because ofthe economy, but he notes rents havebeen reduced, and the basic value ofdowntown property remains high. Hepoints to the incoming Marshall’s andH&M Block that are replacing Bordersand Barnes & Noble.“The fact that we’ve got two big ten-
ants moving into the Barnes & Nobleand Borders space right on the heels ofthose two tenants moving out is a testa-ment to Santa Barbara’s strength,” hesaid.
