    For doctoral students, Perkinrecommended that departmentmake a periodic evaluation of thiprogress made by a candidate ihis doctoral program.

    Although the evaluation iexpected to be filled out by students as well as faculty, "it Jdifficult to get a frank and aopen assessment from the students," Perkins said. "In cases cdispute, the student is always atdisadvantageous position."
