Werda Toyota op Makhado (Louis Trichardt) het Maandag hul nuwe stoorruimte in Burgerstraat amptelik in gebruik geneem. Volgens mnr. Eddie Schlesinger.

Changes are afoot at the premises of the old Milky Lane in the Makhado Cross-ing Mall.

Since Monday, 1 October, Frozitos has been operating from the premises. According to the manager, Mr Dawid Coetzer, they decided to termi-nate the Milky Lane franchise and rather opt for a personal business to enable them to offer clients more competitive prices.

In addition, the new premis-es will boast an additional take-away franchise, next door to Frozitos, namely Big Al’s.

A quick on-site visit to the store revealed promises of big things to come, even though the store is not functioning at full capacity.

Frozitos is currently open to the public and clients are welcome to pop in for a soft-serve ice cream, waffl es and pancakes. For those with a sweeter tooth, a wide variety

of mouth-watering ice cream toppings is available. As the store nears completion, they will extend their range of ice creams to not only include 24 different fl avours, but they will also stock a range of sorbets and frozen yoghurts.

Big Al’s, adjacent to Frozi-tos, is expected to be completed by the end of the month. Their menu will include a variety of take-away foods, such as burg-ers, chips and hot dogs.

On 25 September, the Ma-khado police arrested two male suspects, aged 27 and 31 respectively, in connection with theft out of a motor vehicle.

The spokesperson for the Makhado police, Capt Maano Sadike, said that the two men are alleged to have used force to open a locked vehicle at the corner of Tshirululuni and Leeu Street on 24 September. They then stole a laptop computer and ran away with it.

“Through the assistance of the community members, we managed to arrest two suspects in connection with this incident of theft,” said Capt Sadike. “They will appear in court soon.”

According to Capt Sadike, a possibility exists that, pending further investigations, the sus-pects can be linked to other cases which happened in the area.

In a separate incident, the police are investigating the cir-cumstances surrounding a rob-bery involving a cash-in-transit vehicle which took place at around 12:30 on 25 September in the central business district in Makhado (Louis Trichardt).

It is alleged that the driver and a crew from a cash-in-transit se-curity company had just parked the vehicle in a parking lot to deliver some cash to one of the businesses in the district. Soon they were confronted by three

unknown suspects. One of the suspects pointed a firearm at them and threatened to shoot if they did not hand over the money.

A box of money was con-sequently taken by force. The three suspects used a Toyota van, which had no registration number, to fl ee from the scene. “No injuries were sustained dur-ing the robbery incident,” said police spokesperson Capt Sadike. "However, the police are calling on members of public to come forward with information which might assist the police with their investigations." The detective unit can be contacted at 082 319 9638.

Two arrested for stealing from cars

Quite a lot has happened over the past month at the coal-mining site of the Australian mining company, Coal of Af-rica Limited (CoAL).

Shortly after CoAL announced on Monday that Exxaro would not exercise their pre-emptive right to a 30% interest in the Makhado project, its next an-nouncement, that it had acquired a new Chinese partner, comes as more of a surprise.

On Tuesday, CoAL’s shares rebounded by as much as 19% when they announced a strategic partnership with Beijing Haohua Resources.

This will see the Chinese ther-mal and anthracite coal producer inject $100 million into the Ma-khado project.

Haohua Resources, which is a unit of the Shanghai-listed Bei-jing Haohua Energy Resources, made the equity offer to CoAL in the Chinese company’s first ever investment outside of China.

The $100 million cap-ital injection will take place in two stages, ac-cording to CoAL. In the fi rst phase, Haohua will make a $20 million pay-ment to CoAL, taking a 4.8% to 5.2% sharehold-ing by January, subject to regulatory approval by the Australian For-eign Investment Review

Board.In the meantime, CoAL’s

independent consultants, Naledi Development, announced last week that affected or interested parties can now comment on the fi nal environmental management plan (EMP) of the Makhado Colliery. The public will have until 28 November to lodge any comments or complaints regard-ing the project. A hard copy of the EMP can be viewed at the Makhado Public Library or the Makhado Municipality. Alter-natively, it can be downloaded from Naledi’s website at www.naledidev.co.za.

This announcement raised sev-eral eyebrows, particularly since the Makhado colliery’s water-use

licence is still a topic of great debate. Even so, the company has announced in its recent an-nual report that the Makhado mine “is well into the feasibil-ity stage, with a draft defi nitive feasibility study havening been reviewed by the CoAL board in March 2012."

The application for their min-ing right was submitted in Janu-ary last year and is already at an advanced stage.

As for CoAL’s Greater Sout-pansberg project, no response had been received from the Department of Mineral Rights as to CoAL’s application for six prospecting rights that was sub-mitted on the basis of amended EMPs.

Instead of the march of the dignitaries, led by a brass band, that was originally indicated, the dignitaries drove by in their stylish vehicles led by motorcycles, while sirens sounded and lights fl ashed. Warriors ran along with the vehicles. The name-change launch took place on 29 September.

Dignitaries on stage in a celebratory mood at the Makhado Municipality’s name-change launch on 29 September. In the middle is the newly inaugurated Vhavenda King, Vho-Toni Mphepu Ramabulana, and to his right is Limpopo Premier Cassel Mathale. Left is the executive mayor of the Vhembe District Municipality, Cllr Tshititereke Matibe.

“This town is not renamed just after another person, but it is named after a brave warrior who fought bitterly to defend his people and their land … Makhado led his people from the front and always understood the importance of remaining vigilant against enemy invasion. He was a good strategist who possessed unique qualities of leadership. Without any formal military training, he commanded his regiment wisely and care-fully."

This was part of the keynote ad-dress delivered by Limpopo's pre-mier, Cassel Mathale, during Satur-day's function to introduce the new name for the town offi cially.

“He (Makhado) was a true organic intellectual who led his people with humility and intelligence. He was advanced in terms of thinking and planning. He had passion to forge re-lations with other traditional leaders, for he was interested in the unity of the indigenous people of this coun-try. Our generation must be proud of leaders like Makhado, who knew nothing except to fi ght for his people. He had the ability to accommodate other people and respect their rights to practice their culture, in particular minority groups that were under his authority,” said Premier Mathale.

This last sentence was in stark contrast with what a previous speaker had said in his memorial lecture on the late warrior King Makhado.

Chief Masakona reiterated more than once how Makhado “reduced the fl ourishing town of Schoemans-dal to ashes and forced the whites to

evacuate.”Mathale said that the fact that they

had respected the decision of the court which had ruled against the fi rst resolution to rename the town from Louis Trichardt to Makhado was a living testimony to how they valued court judgments.

The Chairpersons Association, who was responsible for the appeal to get the fi rst renaming set aside, warned before the name-change launch that the event was premature, since the CA has six months to take the second renaming to court on review. The CA described the event as a waste of taxpayers’ money.

Mathale said that the process of change was costly and no man could stand in the way of change.

“The renaming of certain places, including streets, is an important programme that cannot be delayed or frustrated by fi nancial arguments,” he said.

Even though Saturday's parade from the Makhado Municipality to the information centre started an hour late, the rest of the programme fl owed smoothly.

The attendance appeared a bit top heavy, with not quite so many ordi-nary people in attendance. Dignitar-ies included the newly inaugurated Vhavenda King, Vho-Toni Mphephu Ramabulana, Limpopo Premier Cas-sel Mathale, MECs, and the executive mayor of the Vhembe District Mu-nicipality, Cllr Tshititereke Matibe, as well as the Makhado mayor, Cllr David Muthavatsindi.

Guests in the VIP tent numbered close to 200 and guests seated in the

“Warrior King Makhado” honoured with ceremonyother marquee tents close to 500.

The cost of the name-change launch was esti-mated by some to be in the order of R250 000. The Makhado Municipality could not give a fi gure this week.

“The cost has not yet been consolidated and some of the items were sourced through donations,” said the municipal spokesperson, Mr Louis Bobodi.

DA Cllr Brian du Plooy wanted to know where the event had been budgeted for and he described it as “unbudgeted expenditure”. “How can you celebrate the name change when an appeal is hang-ing?” Du Plooy asked.

Premier Mathale told the Zoutpansberger that the celebration was not premature because the name change had been promulgated.

“The name is Makhado. We have a democratic constitution, and therefore it is their right to apply for a review to put the name aside. But remember, we also have constitutional rights and we will ap-peal right up to the constitutional court,” Mathale said.

Vehicle hunters should be extremely cautious of auction notices offering bank-repossessed vehicles at attractively low prices – usually also with no deposits needed.

An alarmed Limpopo resident contacted the Zoutpansberger this week to seek help after appar-ently having been taken in by unscrupulous opera-tors of a scam which first surfaced in the province during the first half of last year.

The person, whose name is being withheld for obvious reasons, reacted to a pamphlet which he found during a visit to Pretoria in July this year. In the name of an auctioneering firm, fairly new bank-repossessed vehicles are being offered for taking over of instalments at attractively low prices. He was interested in two bakkies. After telephonic negotiations, he was first requested to send money

for license and registration fees and later, after a delay “to prepare the contract”, he was contacted for delivery costs. He spent R3 260 on the two vehicles of his choice. Deliveries would start at the beginning of September.

After the latest contact, he was promised he would receive his cars in seven to 14 days. This never happened. Now repeated calls to the number are answered by voicemail. Suspecting that some-thing was amiss, he searched the Internet and landed on the website of the Zoutpansberger and Limpopo Mirror.

A similar experience was reported by yet another visitor to Zoutnet’s website. He said he had recently reacted to an advertisement by “Radebe-Kruger & Partners (Pty) Ltd”

In March last year, the Zoutpansberger reported on an advertisement pamphlet by “Fisher-Radebe & Partners Auctions (Pty) Ltd” who gave their official address as 83 Pine Street in Musina.

A “client” from another province, who had also already paid “license and registration and delivery fees”, made the trip to Musina to have a look at his bargain-priced, to-be-delivered vehicle, only to find that no such address exists in Musina. The CIPRO (Company and Intellectual Properties Registration Office) also had no record of such a company. The advertisement on the pamphlet was in open contravention of the ASA (Advertising Standards Authority) directive that “Advertisements by brokers offering to arrange instalment take-overs or delegations, without the written consent of the financial institution involved, will not be permitted. Advertisers wishing to offer such services will be required to provide proof that such consent has been given…”

Although “no deposits” are needed, pre-payment of R350 “for license and registration” and R850 for “delivery nationwide” is required. To be approved as a buyer, the pamphlet says, you are required to send an SMS with your name, surname, ID number, address, place of work, type of car that you want and further contact details. The only contact number on the pamphlet is a cell phone number.

Beware of “deals” for cheap vehicles

Onvoltooide take is ook genoem. By die

Pieter Erasmus (oud-Triegie) en sy eggenoot, me. Elsie Erasmus, oud- Triegie Meisie van Wyngaardt (née Schwan), me. Ina Erasmus en mnr. Willie Erasmus (oud-Triegie). Agter is mnr. Francois Erasmus, oud-Triegie mnr.

teenwoordig was. Hulle ouers het op Mara Navorsingstasie gewoon. Mnr. Die ander oud-Triegies was mnr. Andro Fourie, me. Heleen Fourie, me. So het mnr. Martiens Kruger se bynaam, Dopper, wat hy by 'n onderwyser, mnr. Apie Verreyne, gekry het, by almal vasgesteek.

How’s my driving? A number of people on the scene of this accident that occurred last Friday afternoon may have wondered about the abilities of the driver of this bakkie. From eyewitness accounts at the scene, it appears that the driver of the bakkie, coming along Eland Street in Makhado (LTT), skipped the stop sign and crashed into a vehicle coming down Bauhinia Street. The bakkie ended up crashing into the wall of a residence. Very ironically, the bakkie had a big sign at the back, asking people to report bad driving on the part of the driver. Whether anyone actually bothered to phone the number remains uncertain.

“Dit gaan vir my ‘n nuwe ervaring wees. Ek is nie meer so gestress nie, want ek weet my vriende sal altyd iets snaaks aanvang om my te kalmeer,” sê Anton.

keer is,” sê Larissa.

Agter is me. Nellie Wolmarans, NJ Prinsloo, Gerda Leonard, Ndivho Makhwanya, Anton Pretorius, mnr.

Albei is matrieks by Louis Trichardt Hoërskool.

Vers 1: “As

10:40 gesê: “Wie julle ontvang, ontvang My.”

Thanks for the feedback. It is a prob-lem that we encounter in terms that we have different editorial teams on the two newspapers. (Zout-pansberger and Limpopo Mirror)

COMMENTS / KOMMENTAAR

The one newspaper has a strong vernacular bias, with probably 60% of the articles being in Afrikaans. This refl ects the demographics of the target market. On the website the different languages do create a challenge, because a large number of our online readers do not under-stand Afrikaans. We also have the problem in that a large number of the comments and feedback that we receive from the web, is in TshiVen-da. Some readers have complained that they would like to follow these conversations. We are, unfortu-nately, too small a company to be able to offer a translation services. Where possible we try and present the articles that are relevant to the biggest audience in English. In this case we’ll try and do a follow-up in English. - Editor

I made an invite to FB. To tell you the honest fact, all my friends are now viewing this newspaper. We are supporting you guys. I understand Afrikaans, but my fellow friends, the born free, cannot understand it, even though they need to know this taal.Baie dankie julle. - Duvha Booi Ramovha

To worship ineptitude is insulting

Normally, I am not prone to voic-ing my views on public forums

such as this newspaper. I am of the opinion that people who do, know that they are preaching to the converted and do it only for the resulting pat on the back. This week, however, I have been forced to exactly such action.

The catalyst for my reaching for my keyboard this week, I am ashamed to say, is the advertisement for the name-change money-burning ceremony of last week. Now, I must admit (at the risk of being burned at the stake) that I am not fanatically opposed to changing the name of the town. Frankly, I couldn’t care what they call it, as long as I can pronounce the name. I think the motivation for changing town names is, however, childish and wasteful, and has nothing to do with building unity in the nation and everything to do with vengefulness; however, I digress.

What did get me going though was the wording of the party invita-tion and especially the reference of our dear deluded mayor to himself as “His Worship”! Now, Sunshine, if you want people to start worship-ping you, they can hardly base their veneration on your public service performance. This would be akin to worshipping Robber Mogabe for his social conscience.

This then brings me neatly to the problem we have with political fi g-ures in general in our area, as well as the rest of the country. Twenty years ago, the mayor was merely a town clerk. A public servant whose job it was to make sure that the drains were not clogged and that our garbage got removed without our knowing it. Now, however, it has been elevated to the level of godliness. Not being a particularly religious person myself, I cannot claim to be offended on a theologi-cal level; however, to expect me to “worship” ineptitude is insulting to my intelligence.

Public political fi gures in South Africa see themselves as gods and, as a result, they also think that they are above the common and national law. We should not be in the habit of promoting such delusions in public servants. It is embarrassing for us as a community and a country. Can we not at least have someone check this kind of thing before it is made public and we get stuck with the egg on our face? Any intelligent person reading that invitation would be of the opinion that somewhere there is defi nitely an organ grinder with a major part of his act missing, possi-bly performing solo at a local event!

Ruling party quick to approve funds for parties, but not for services

The Congress of the People (COPE) in Vhembe welcomes

the name change of Louis Trichardt town to Makhado. This has been long overdue. As we sit and witness the events and ceremony organized for the name change, very worrying issues comes into the picture. Yes, we can change the name of the town, but the big question is after we have changed the name, do we uphold the image of the town as a sign of honour and integrity, or do we continue to reduce the standard of the town to a peri-urban town?

The government of the day has a responsibility to manage the public funds in a productive manner as well as a further responsibility of giving essential services to the peo-ple of the newly named Makhado Town and the surrounding town-ships and villages.

As COPE we are not in support of the way in which the Makhado Municipality is making its priorities. How can the municipality spend huge amounts of money on parties

and celebrations, while they are failing to make funds available for essential service equipment? People need water, good roads, electric-ity and graded soccer fi elds for our youth, not parties that are being held one after another.

COPE has discovered that the ruling party acts very fast when it comes to approving funds for a celebratory party and acts very slowly or does nothing at all when it comes to issues of service delivery. For the celebration of the name change, the municipality hired nine catering companies. People ate, drank and danced, but thereafter the same people will be going back to their homes driving on very bad and dilapidated roads. They arrive home and fail to bath because there is no water.

The municipality must start to employ the funds of Makhado on issues that matter the most.

NAC appreciates last minute help

Ons as afrigters by Triegies staan alle onwettighede in sport teen - veral in rugby.

As jy oor enige bewyse beskik is jy meer as welkom om my te kon-tak.

A s@#t hole by any other name would still smell as bad

By Frans van der Merwe

“We can’t eat anymore, because it stinks”“We can’t even eat anymore because of the stench,” says Mr Thomas Dlamini, the person in charge of the Salvation Army’s offi ce in Bauhinia Street, Ma-khado (Louis Trichardt).

The stench comes from a per-manent stream of sewage water which has already created a patch of lush vegetation on the pave-ment just outside his premises.

“It will affect our health. For the past three months, my neighbours and I have repeatedly reported this serious sewage leakage, with stinking water streaming from the pavement. Once I was promised that they were coming to repair and stop it. They never did. Several other efforts just got lost in an endless and expensive sequence of fruitless call trans-

fers. One dedicated line for fault reports should be available at the municipality. They are supposed to help us,” said the desperate Mr Dlamini. Lower down in Bauhinia Street there are several signs of other recent major spills. Early this week, residents at one house were trying to mop up the stinking mess by hosing the sew-age off their driveway.

“ ... a rose by any other name would smell as sweet ...” This wel l-known phrase from Shakespeare’s Romeo and Juliet may very fittingly be adapted to read “Our town by any other name would smell as bad ...”

Makhado, formerly known as Louis Trichardt, currently smells like a sewerage farm. In certain areas, the stench is so bad that residents prefer to stay away from home. Even businesses are affected and some complain that they have lost a large number of clients who are simply not prepared to visit because of the smell.

All over town and in the in-dustrial area, sewage spillages could be seen over the past week. Some of these have literally been continuing for years, causing lush vegetation to grow around these sewage “swamps”. Adjacent to town, the residents of Tshikota have also been affected, with the sewage fl owing through several streets.

With the help of residents, archive articles and the Sout-pansberg Ratepayers Association

(SRPA), the Zoutpansberger was able to identify a few of the bigger sewage swamps over the past two weeks. These were documented on a map of the town (see map).

The biggest reason for con-cern, however, is the indigenous tree park, or so-called Green Belt, that stretches along the N1 and borders on Stubbs and River Street.

Almost in the middle of the tree park, a river of sewerage has formed. This is only a stone’s throw away from a newly drilled municipal water borehole in President Street.

A couple of metres from this borehole, the sewage overfl ows next to Smart Fitness Gym. This has had a particularly negative ef-fect on clients, especially because the overfl ow peaks in the morn-ings and evenings, the busiest times for the gym.

“People around here don’t even smell it anymore,” says gym owner Mr Sean Brennan. The re-ality is that the stench affects the whole area. Lately, one cannot even drive down Stubbs Street with open windows because the

smell is so bad.A quick overview of reported

sewage spills paints a very dark, smelly picture.

Photos from 2007 have been compared with the present-day situation and although some improvements can be seen, they remain few and far between. Some of the sewerage pumps that were reported broken seem to be up and running again. This was evident during on-site vis-its a fortnight ago. During this impromptu inspection, a lot of new sewerage spillages were also spotted.

The Makhado Municipality was asked about the state of the town’s sewage system. Their response was a vague one. By Tuesday, Mr Peter Muthambi from the Makhado Municipal-ity had answered on behalf of the municipal spokesperson, Mr Louis Bobodi, and said that the “identifi ed areas have been at-tended to by municipal teams.”

The newspaper visited Smart Fitness Gym shortly after speak-ing to Muthambi.

No municipal teams were spotted.

Left: A river runs through it ... a river of raw sewage. This sewage spillage was photographed a stone´s throw away from one of the town´s boreholes in President Street. The spillage is also close to Smart Fitness Gym.

A present-day sewage pond that was formed near the outskirts of Eltivillas, close to some residential homes. This photograph was taken a fortnight ago.

Another sewage swamp, photo graphed near Makhado Beer Distributors in the industrial area of Makhado.

Tshikota residents might as well be living in a sewage plant.

Hosing down a sewage spill in Bauhinia Street

Once upon a time there used to be streets in the industrial area of Makhado (Louis Trichardt). These have been replaced by streams and rivers of raw sewage. About two years ago, the Makhado Beer Distributors depot was forced to grade a new access road to their factory. The access road, south of the depot via Industria Street and around the corner of the pump station, is constantly covered with sewage.

An athlete from the dusty vil-lage of Muledane, Tshifhiwa Mundalamo (31), shocked the athletics fraternity when she won the City to City ultra-marathon (50km) from Jo-hannesburg to Centurion on Sunday.

Mundalamo won the woman's race in a time of 3:28:21, se-curing her first ultra-distance

victory. Mundalamo held off Charné Bosman by a little over a minute in a close contest for the women's title. Bosman was second in 3:29:31, and defend-ing champion Lizih Chikore from Zimbabwe finished third in 3:31:58.

Mundalamo's gold medal per-formance has crowned what can only be described as a meteoric rise to fame. Her running career started on the dusty roads and sports fields of a rural village in Muledane in 1992, where residents took her ability very much for granted, even after she had won the Land of Legend marathon in 1998/9.

“I'm happy to win my first ultra-marathon,” Mundalamo said. “It was a tough race for me, but everything went as planned." Mundalamo went to Sam Mavhina High school. She appealed to other athletes who want to achieve their goals to put everything in God's hands. She thanked all her supporters and

said that the medal was a medal for the whole of Limpopo, not Vhembe only.

In an interview with her proud mother, Ms Phophi Mundalamo, she said that she used to motivate her children to participate in sports. She urged other parents to motivate their young ones to do the same.

The Thulamela Municipal-ity's manager of sport, arts and culture, Mr Ronald Makhadi, stated: “Tshifhiwa belongs to us, before she belongs to the Limpopo Province and the rest of South Africa. She put Vhembe on the world map." Makhadi said that the youth must stand up and unleash their talent. He said that Tshifhiwa's achievement should be inspirational to all other young people, especially those in rural areas. “This achieve-ment makes a simple statement that Vhembe or Limpopo, like other provinces, has talent that can compete anywhere in the world,” he said.

Ilze Coetzee.

Amorien Venter (DO/15) verbeter die borssla-grekord, terwyl Z. (Wors) Mulaudzi die vlinders-lagrekord in die seuns O/15 ouderdomsgroep verbeter. Daniél Coetzee, sterk O/16-swemmer, laat die seuns se vryslag- sowel as borsslagrekord spat.

Sibanda wins gruelling Two Countries marathonA Zimbabwean athlete, Nkosiyazi Sibanda, won the annual two coun-tries marathon from Zimbabwe to South Africa (Musina) on Saturday morning. The race was delayed by almost two hours, and instead of starting at 06:00, the race only got underway at 07:55.

Sibanda finished the closely con-tested marathon in a time of 2:24:36. Michael Ngaseke, also from Zim-babwe, finished the 42,2 kilometre route just three minutes behind him in 2:27:39. Ngaseke has previously won the Land of Legend marathon, in 2009. The third position went to the local man, Bethuel Netshifhefhe of Nedbank Athletics Club, who finished in 2:31:26. The female category was won by Jane Mudau of Nedbank Ath-letics Club in a time of 3:24:42.

The 21,1km race was won by Kelvin Pangiso of Mr Price Athletic Club, in a very good time of 1:05:16. Samuel Pazanga, from the same club, finished second in 1:06:32, and Mar-shal Jaji of Nedbank Athletics Club finished the race in third position. All three athletes are Zimbabweans. The masters category was won by well-known runner Thomas Ngobeni of the Greater Elim Athletics Club. Vha-musanda Vho-Ntshavheni Nenguda ended the race in second position. The grandmaster category was won by Elias Hlungwane of Malamulele Athletics Club. In the ladies category, the first position belonged to Olivia

Two disabled participants, Rona-Lee Johannse and Anandie Oosthuizen, finished the 10km race.

The winner of two the countries marathon, Nkosiyazi Sibanda.

Chitachi of Nedbank Athletics Club. Hellen Chiundu of Mr Price Athletics Club finished second, and the third position went to the up-and-coming runner, Portia Mudau of Mvudi Ath-letics Club.

The 10km race’s female category was won by Cynthia Baloyi. She was followed by Florance Rambuda of Mvudi Athletics Club, and Melody Ndou finished third in this category. The winner of 10km race in the male category was Charles Mukwevho. In the disabilities category 10km race, Rona-Lee Johannse and Anadie Oosthuizen ended the race in a tie.

The mayor of Musina Municipal-ity, Carol Phiri, said that they would im-prove the race next year. She appealed to the athletes to apply for their pass-ports. Only 28 run-ners participated this year, because they allowed only runners who had passports. In previ-ous years they made arrangements with the border post of-ficials to allow all the athletes to pass through without passports.
