Chapter Recommendation: Updating the Membership Intake Manual to include specific guidelines regarding new graduate member receptions. Chapter Rationale: Provide additional guidance to graduate chapters regarding new member receptions. Chapter Recommendation: Chapters chartered in the same city. When new graduate chapters are allowed to be chartered in a city where there is an existing chapter, the new chapter must be assigned a geographical area of the city where they are permitted to operate. This area must be defined by natural and or man-made landmarks i.e. rivers, lakes, interstates, State Roads, Streets, bridges, Neighborhoods etc. Current and future chapters must have chapter activities within the city, community or boundaries approved by their charter. These activities include but are not limited to: Chapter meetings, Fundraisers, Community service projects, MIP activities (from interest meeting through Induction ceremony, including observational events), Zeta Youth auxiliary activities, and any activity that brings the chapter into the public eye (advertised or non-advertised, wearing Zeta paraphernalia or not). This shall not include member only recreational activities. National Partners: When National partners sponsor one citywide event, each chapter may participate regardless of what section of town the event is held. For example, the American Cancer Society's Breast Cancer Walk or the March of Dimes' citywide March

for Babies event. If a National partner sponsors multiple events in a city, chapters are restricted from participating in an event held within another chapter's boundaries; for example, the American Cancer Society's Relay for Life events. Non-compete Agreement: To promote cooperation between chapters located in the same city and prevent intra-sorority competition, chapters shall not schedule fundraising or ticketed events within one week (7 days) of another chapter's events. To avoid competing fundraising events, chapters will exchange calendars annually by September 30. Violations: Chapters found having activities outside of their assigned boundaries or not abiding by the non-compete agreement are in breach of their charter and are subject to disciplinary actions including fines, suspension and deactivation of the chapter's charter. Chapter Rationale: Allowing chapters to operate in a city where another exist is giving them a backdoor to get around the distance proximity requirements for forming a new chapter. New chapters are being chartered and holding sorority meetings down the street or around the corner from an existing chapter. This is not growth, because they are serving the same community. Disgruntled members split chapters out of conflict with no intent to serve the community they were chartered to serve. Many times the reason sorors pursue new chapters have nothing to do with growing Zeta, but their desire to promote themselves. When two chapters operate in the same area they soliciting ads and sponsorships from the same business and organizations. Many times they compete to sale tickets to the same audience for events that are held on the same weekend. This causes confusion within the Greek community and the community at large. It also gives the appearance of conflict and lack of solidarity within the sisterhood. Chapters wind up competing for the same dollars, partnerships, and members. Chapter Executive Board Recommendation: The MVTNLC be adopted as a standing affinity group within Zeta Phi Beta Sorority, Incorporated Chapter Executive Board Rationale: While legacies have been recognized in various ways during previous Boule's, the Myrtle and Viola Tyler National Legacy Club offers a formalized, more inclusive means for acknowledging those sorors who have inspired or been inspired by family members to join the sisterhood. Further, the MVTNLC proposes to engage legacies in endeavors that will support the sorority's mission and be actively involved in subsequent Boule's.
