See Sagar on pg 11 Srinagar, Dec 20 : Echoing the claims of valley’s pro-free- dom camp, National Conference Friday claimed that the resolutions adopted by United Nations, in past, for Kashmir issue have ‘relevance’ even during the present political scenario of Jammu and Kashmir. “The UN resolutions are still relevant and that is the reason that we see the office of the United Nations Military Observers Group (UNMOG) here in valley since last six decades. The resolutions adopted by UN about Kashmir cannot be termed ob- solete,” said Kamal, adding that the Kash- mir issue has become the bone of conten- tion between India and Pakistan and its resolution has become inevitable. He further stated that it is because of the UN resolutions that India cannot move inside Pakistan administered Kashmir (PAK) and vice-versa. “It is UN that has prevented both the courtiers to enter into confrontation against each other about Kashmir.” He further added that both the countries must come forward and prioritize their respective efforts so that Kashmir issue could be resolved at the earliest. “We see how may wars have been fought between the two countries over Kashmir and at present the need of the hour is to resolve it on table otherwise the things could get worse.” “Had the Pakistan restrained from send- ing rebels here, Kashmir would have been the independent country with sover- eign powers and full authority but as the Kabailis landed into valley, Hari Singh sought help from India to safeguard his country and people,” Senior NC leader said. The Centre is one among the two Tertiary Cancer Centres being set up un- der the National Cancer Control Programme in J&K. One such centre would be set up at SKIMS, Srinagar while another would be set up at Super Specialty Hospital Jam- mu. The Minister went round the Hospital and took stock of the availability of space and other logistics for the setting up of the Cancer Centre. He also reviewed the feasibility of setting up of units like Day Care, PET Scan, bun- kers for radiation, emer- gency etc for the centre. To be set up at a cost of Rs. 45 crore, the centre would have facilities of PET Scan and Linear Ac- celerator which are used in cancer screening. At present, there is no PET Scan and Linear Acceler- ator facility available in the State and the patients have to go to outside the State for the same. It may be recalled here that the demand for set- ting up Tertiary Cancer Centres in Jammu and Kashmir was projected by Mr. Taj Mohi-ud-Din soon after taking over as Minister for Medical Education early this year. Accordingly, the Union Health Ministry sug- gested preparing a pro- posal and submitting the same for funding under National Cancer Control Programme. Reliable sources told KNS that the new plant at Khrew Pampore was established in 2006 with an expected production of 600 tons of cement but due to alleged corrup- tion by some big fishes its existence is on the verge of end. In a shocking revelation an official source, (while comparing the expenditure of a leading private company which spend approximately 70 crore on a same type of plant in Khrew) disclosed that a huge amount of 1,25,00000,00 was released for the construction of the said plant. Reacting to the recent statement of Peoples’ Democrat-ic Party (PDP) president Mehbooba Mufti wherein she has stated that NC facilitated Kashmir’s accession to India because Jinnah didn’t offer any chair to Sheikh Mohammad Abdullah, Kamal said that the PDP presi-dent has issued historically incorrect statement.Kamal added that PDP has launched the tirade of ac-cusations against NC on baseless grounds and that the party’s rhetoric is sans credibility. “The history stands witness to the fact that Shiekh sahib along with other colleagues went to Pakistan and Jinnah didn’t even bother to meet them. Minister for Housing, Hor-ticulture and Culture, Mr. Ra-man Bhalla today said that

Union Health Ministry has approved the proposal for construction of 100-beded hospital near Government Ra-jiv Gandhi Hospital, Gangyal.

He said with the comple-tion of the new hospital the burden on the Government Medical College (GMC), Gan-dhi Nagar Hospital and SMGS Hospital would be reduced to a certain extent.

The Minister while ad-dressing a large gathering at function held at Gangyal, Bhalla informed that the cen-

tral Government has released Rs. 52 crore for construction of 3-storey complex on available 16 kanal land near Govern-ment Rajiv Gandhi Hospital,

Gangyal. He asked the execut-ing agency Jammu and Kash-mir Housing Board (JKHB) to immediately call the tenders so that the project could be started .

The Minister said the hos-pital would also be equipped with all modern and special-ised healthcare facilities like CT scan machine, X-ray, labo-ratory, resuscitation room, analyzer room, blood bank, physiotherapy skin, ultra sound, orthopaedics and oth-er major treatment facilities

to cater to the growing rush of patients and reduce referral cases to SMGS, Gandhi Nagar and GMC Hospitals.

For facilitating the people, Mr. Bhalla further said that Government has approved Rs. 80 lakh for installation of digital X-ray machine in Gov-ernment Gandhi Nagar hospi-tal. He said the facility will be made available at the hospital soon.

Reiterating Government’s determination to provide better basic amenities to the people, the Minister said that it has taken several innovative measures to raise the living standard of the people, includ-ing those residing in periph-eral areas of the urban centers.

Listing the developmental activities taken up in Gang-yal, Mr. Bhalla said that the Government has spent Rs. 3.5 crore for improving the drink-ing water scenario in the local-ity including laying of water supply pipes in water deficit areas.

SRINAGAR, DECEMBER 20:

Minister for PHE, Irrigation and Flood Control, Mr. Sham Lal Sharma Friday asked the PHE Engineers to install water meters in all the localities fed by PHE department besides speed up the revenue collec-tion from the consumers of the State so that the depart-ment concerned is in a posi-tion to execute the develop-ment works efficiently.

The Minister was addressing an officers meeting here today convened to take stock of the functioning of PHE department of Valley.

The Minister im-pressed upon officers to speed up the pace of execution of various works so that the ben-efit of the schemes percolates down to the grass root level.

During comprehensive review of various schemes, the meeting was told that work on 596 Water Supply Schemes (WSS) has been taken in hand,

out of which 33 WSS have been completed cost of Rs. 107.09 crore. The Minister was informed that 227 habitations with a population of 1.34 lakh souls have been covered dur-ing current fiscal under PHE sector while as work on rest

projects is under execution. The meeting was further in-formed that 935 hand pumps were set up in the valley while as drinking water facility was extended to 1938 education institutions. As many as Rs. 601.86 crore were spent on the execution of WSS under PHE

sector. Reviewing the Irriga-tion sector in the Valley, the Minister was informed that out of 272 schemes taken in hand, 65 schemes were com-pleted at an estimated cost of Rs. 624 crore.In Flood Control sector, 15 flood management

programmes were executed out of which 10 schemes were completed against an amount of Rs. 150 crore. The meeting was attended by Chief Engi-neers of PHE, Irrigation and Flood Control besides other officers of the concerned de-partment.

Minister of State for Technical Edu-cation, Power and Information, Vikar Rasool Wani has called upon the au-thorities of Power Development Corpo-ration (PDC) to step up efforts to ensure that power projects that have been ap-proved are completed as per schedule.

The Minister was reviewing the status of power projects which have been approved in the State at an officers’ meeting held here today.

tained that the initiatives taken at Gov-ernment level for improving the power scenario needs to be implemented in letter and spirit at the ground level. Referring to the recommendations of Rangrajan Committee, the Minister di-rected the MD PDC to vigorously pur-sue the matter at appropriate level in order to pave way for transfer of power projects to the State. Once State Gov-ernment gets these power projects back the overall power scenario of the State would open new hopes for people as well as industrial unit holders, said the Minister.

Vikar said that cost of electric-ity should be made important constitu-ent while framing the power projects and asked engineers to prioritize the projects which are cost effective. He said Hydro Power is cheaper and have less impact on environment and asked authorities of PDC to exploit the wa-ter sources for this purpose.Mr Kakroo assured the Minister that every effort

is being made to upgrade the existing power infrastructure to improve the overall scenario in the State. He said the Corporation has a best pool of ex-perts and capable manpower is work-ing tirelessly to take forward the proj-ects approved for the state . He asked engineers to be more serious in their area of work and utilize their profes-sional capabilities for development of power sector in the State.

While giving the achievements of the Corporation, the MD through a power point presentation, said that state would be able to generate16475 MW by 2020 , which included 355 MW in 2013, 450 MW in 2015 , 253 MW in 2017, 293 MW in 2018, 1096 MW in 2019 and 2450 MW in 2020. Under RGGVY, 143 projects are tar-geted to benefit 54313 households of 3634 habitations against which, 82 have been completed and benefitted to 2558 households of 1280 habitations, he added.

A meeting of District Level Review Committee (DLRC), District Consultative Committee (DCC} in respect of Jammu District was convened by the Lead Bank office, State Bank of India, Jammu held at Jammu. District Development Com-missioner, Jammu Ajeet Kumar Sahu presided over the meeting organized to review performance of Banks in re-gard to achievement under Annual Credit Plan of 2013-14. He also reviewed the position of deposits, Advances and CD ration of all Banks.At the outset, R. L. Lochan, Lead District Manager, State Bank of India, Jammu welcomed District De-velopment Commissioner and all other participants from Government Departments and banking sector in the meet-ing. The meeting had a threadbare review of all Govern-ment sponsored schemes like SGSY, PMEGP (KVIB), PMEGP (KVIC) SHGs, KCC and others. The DDC further called upon all line departments and banks to galvanize their efforts and to give boost to the rural credit dispensation particu-larly by way of KCC, SHG, etc. He further advised the spon-soring agencies to conduct the awareness camps.

A 4-day Ayurvedic Carnival is set to be-gin at Parade Ground, Jammu from Saturday with an objective to create more awareness and greater reach to the patients about the strength of AYUSH and effective alternative medicine systems.

Addressing a jam packed press confer-ence here today, the Union Joint Secretary, AYUSH Department, Mr Anil Ganeriwala has said the alternative medicine system refers to a parallel medicine system of Allopathic, which is the most popular and common medicine system across the world. He said it includes Ayurvedic, Homeopathic, Unani, Siddha, Tibetan, Acupressure, Acupuncture, Reiki, and Naturopathy medicine systems that are claimed to be more effective medi-cine system with fewer hazards.

Giving the details about the carnival, the Joint Secretary said that the prime object of organizing this fair is to acknowledge the public about the benefits of this medicine system and to create awareness among them that most of the complex diseases can be cured with these alternative medicine sys-tem.He said this this 4 day National level comprehensive health fair on AROGYA health fair is being organized by Directorate of In-

dian System of Medicines, J&K Government in collaboration with Department of AYUSH, Union Ministry of Health and Family Welfare and FICCI.

Giving the detailed information about the schedule of the four-day health fair, he said that the kickoff of fair will be held with a free-health campaign scheduled from 10 am to 1 pm where renowned traditional medi-cal practitioners will give free consultation to the patients. He said the formal inauguration program will be held at 11 A.M tomorrow by the Chief Minister, Omar Abudallah and Union Health Minister Ghulam Nabi Azad.

He said during Mela, a number of manu-facturers of ayurvedic and unani medicines will be displaying their products. In addition to that, a number of highly experienced Naa-di-Vaidyas, Homeopaths and Naturopaths will be available all day where the patients can get free consultation. He said AYUSH sys-tem have a long history of use by the com-munities as it requires simple technological inputs for diagnosis of ailments and prepara-tion of medicinal products. Organization of such fairs in other parts of the country will continue to promote our holistic and tradi-tional systems for overall public good adding that such a fair would be also organized at Kathua on 28th &29th of this month. He said last event in the State was organized with great success at Srinagar in 2009.

He said the fair has grown into a country-wide phenomenon organized throughout the year now. The Department of AYUSH organiz-es and supports these fairs to encourage the dissemination of information on the benefits and achievements of the AYUSH systems of medicine and for sharing of experiences and best practices between the industry.

KULGAM, DECEMBER 20:

The J&K Khadi and Village Industries Board (KVIB), Kulgam today organized a massive awareness camp at Industrial Training Institute, Kulgam for familiar-izing the educated unemployed youth about the various incentives available under Prime Minister’s Employment Gen-eration Programme (PMEGP) the financial assistance available for setting up of the employment generating units.

The camp was inaugurated by Additional Deputy Commissioner Kulgam, Mr. Gulzar Ahmad. Speaking on the occa-sion, the Additional Deputy Commissioner impressed upon the KVIB functionaries to reach out to the unemployed educated youth to provide them proper awareness

about the benefits of PMEGP and also to assess their temperament and suitability for different trades which shall prove beneficial for creating sustainable units and employment. He also suggested for formulation of self help groups of youth for setting up of micro enterprises under Agriculture and allied sectors for which ample raw material is available locally.He appealed the participants to change their mindset of being behind government jobs and to venture for setting up of their own employment generating units in the pres-ent economic scenario, which guarantees much evolution of creative and innovative human resource. ‘’A better synchroniza-tion of natural and human resources could be an alternative to overcome the unem-ployment problem and ensure sustainable

economic growth’’, he added. During the camp, 655 educated

unemployed youth of the district partici-pated who were provided full knowhow about 113 schemes under seven sectors covered under PMEGP launched in the State since 2008.The Executive Officer KVIB Kulgam on the occasion informed that the Board has so far facilitated setting up of 241 income generating units under PMEGP with a loan component of Rs. 5.22 crores including margin money of Rs. 1.92 crores by the various financial institutions in the district. He said that during the cur-rent year 340 beneficiaries have been iden-tified under the scheme and out of these cases of 237 have been sponsored to vari-ous Banks for financial assistance .by the Board.

JAMMU DECEMBER 20: The Department Related Standing Committee (DRSC)-II of Jammu and Kash-mir Legislative Council was held here today under the Chairmanship of MLC, Mr. Vijay Bakaya to review the functioning of the Transport Department. Legislators, Mr Ravinder Kumar Sharma, Jehangir Hussain Mir and S Dharambir Singh Oberoi were also present in the meeting.The Committee directed the Transport authority to gear up its field functionaries to fully re-store the traffic light system in Srinagar and Jammu cities.
