Naeem likely to be nominated Srinagar, Dec 5 : With an eye on the upcoming general elections, opposition Peoples Democrat- ic Party (PDP) has started hectic parleys to finalize the candidate to contest the forthcoming parliamentary polls from Baramulla parliamentary constituency. Reliable sources told KNS, for Baram- ulla Parliamentary constituency, the Parliamentary Board has almost made its mind to field Naeem Akhter, MLC and the party’s chief spokesperson. The party as already announced candida- ture of Tariq Hamid Karra who will be contesting the upcoming parliamentary polls from Srinagar parliamentary con- stituency. “For North South and the Central Kash- mir, the Political Affairs Committee the highest policy making body of the party is scheduled to hold series of meetings to finalize the panels of candidates,” sourc- es told KNS. Sources said that senior party leader and former deputy chief minister Muzaf- far Hussain Beigh has shown his unwill- ingness to contest parliamentary polls for some domestic reason. This state- ment has come as a big surprise to all those who were expecting that the emergence of democratically elected government led by Mr. Nawaz sharif will prove a big boon for the further- ance and cementing the relations of the two countries. Soon after his elec- tion Mr. Nawaz Sharif has said that he was in favor of very cordial, friend- ly and close relations with India and the country will be his first choice for his first visit after becoming Prime Minister. He had gone to the extend of saying that he will visit India even if he is not u=invited. This statement was standing for those forces anemic to better relations between India and Pakistan and very soothing for those who have always strived for good neighbourly relations and better people to people contacts. After his election the things instead of getting better started getting worst and the cross LOC firing increased tremen- dously. There were several; incidents of violence where security men and civilians lost their lives and many vil- lagers had to run for their lives due to intermittent firing from across Line Of Control. It is not only that India lost its men and suffered losses to the property but Pakistan also suffered causalities in the retaliatory firing. The confidence building measures signed by the two countries became almost useless due to the ceasefire vi- olations which created panic not only in the border villages but also nation- ally and internationally. The world community got concerned and rest- less and appeals both the countries to exercise restraint so that the situa- tion does not go out of control. Some- how sanity prevailed on both the countries and the Line Of Control and international borders became a bit comfortable after the guns from both the sides fell silent. The statement of Mr. Nawaz Sharif is in no way going to help anybody’s cause but will defi- nitely increase the tensio0n between the tow countries. This statement will definitely put both the countries into arms race again and their resources will be drained out in the purchase of sophisticated and lethal arms and ammunition which their enemies will sell them happily so as to get maximum benefit from their hostili- ties and animosities. The news has definitely put a gloom on the people of the both sides who are always in favour of better relations so that the two neighbors live in peace and har- mony. The peace in the subcontinent means the peace in the world and the conflict in the sub continent will auto- matically disturb peace and prosper- ity of the whole world community. One is compelled to go back to 1999 when the then Prime Minster Atal Bi- hari Vajpayee visited Lahore by bus on the invitation of Mr. Nawaz Sharif but soon the Kargil war destroyed every effort which had been made to better the relations of the two coun- tries. Is it that Mr. Nawaz Sharif is following the same policy and on one side he is extending a hand of corpo- ration and on the other side he is do- ing everything to harm the relations of the two countries. The guarded reaction from India about the state- ment has once again proved that the policy of restraint and refrain has to be adopted if the relations of the two countries have to be improved. The two countries have the same culture, the same history and almost the same ideology. Taking to KNS, Muzaffar Par- ray, senior vice president said: “The NC has proved that it is habitual of back stabbing. In past they ditched us saying that Hassan Khan is an inde- pendent candidate in Kargil. Later NC owned him in Kar- gil Hill Council elections. We came to know about it later. Babri Masjid Demolition 21 years on, no action taken against guilty

Taking a strong exception to the announcement made by National Conference about its three candidates for the forthcoming parliamentary polls in valley, the Congress on Thursday accused its coalition partner of ‘backstabbing and breach of coalition dharma’. Taking to KNS, Muzaffar Par-ray, senior vice president said: “The NC has proved that it is habitual of back stabbing. In past they ditched us saying that Hassan Khan is an inde-pendent candidate in Kargil. Later NC owned him in Kar-gil Hill Council elections. We came to know about it later. Similarly, they announced the three nominations for the up-coming parliamentary polls today reaffirming our stand that NC has been playing foul with us.”

Parray told KNS that there is a coordination committee of the two coalition partners where the NC could have at least dis-cussed about these nomina-tions prior to today’s sudden announcement. Sources in the Congress said that Congress demands one parliamentary seat in valley and that can be one of the reasons why it feels that NC has breached the coali-tion dharma.“We feel offended because they have not consulted us prior to these nominations. At least it was a moral responsibility of NC to inform us before taking such a serious decision. What-ever the consequences the statement of Mr. Nawaz Sharif cannot be taken lightly and the leadership of both the coun-tries instead of provoking eachother should try to defuse the situation so that the words of Mr. Nawaz Sharif will not come true and will not be dragged to a fourth war which can prove disastrous for the sub continent and the world as a whole. The world community should use its influence to create conducive situation so that both the countries are brought to negotiating table so that all outstanding issues including the Kashmir issue are addressed amicably and a solution is carved out which will be acceptable to all stake-holders. The world is already confronted with several prob-lems and conflicts including Afghanistan, Palestine, Syria etc. It cannot afford more conflicts and more dents to the efforts of peace in the entire world.

He be-lieved in democracy and public referendum as such he put his all decisions before the people for approval”, Omar said and elaborated that the life and struggle of Sheikh Moham-mad Abdullah explains well his sincerity towards the state and its people. “Sheikh Sahib never indulged in putting the people of the State to trouble. He never took any step that would have endangered the life, education, economy and public safety. He put himself and his companions to the trouble and faced atrocity instead of putting people to diffi-culties and marring the future of youth”, Omar maintained and highlighted the high principles of Sheikh Mohammad Abdullah and his stupendous agenda for the State in his vi-sionary document of Naya Kashmir. The Chief Minister said that Sheikh Sahib was not like today leaders who create problems and difficulties for people in all fields of life even marring the educational car-rier of students. He said that the propagandist elements and those nurturing enmity against Sheikh Mohammad Abdullah and National Conference attempt at belittling the life size achievements and sacrifices of Sher-i-Kashmir and his companions which the history bears testimony. Omar said anti Sheikh and anti National Conference forces try their best to veil and make people forget the role of Sheikh Mohammad Abdullah particularly the one he played before 1977 and the decisions he took to revolution-ize the socio-political conditions of the people of Jammu and Kashmir. “These elements want youth not to read the chapter of struggle spearheaded by Sheikh Sahib and atrocities and difficulties he faced for the cause of the State and the dignity of the people”, he said and added that those who target Sheikh Sahib for participating in 1977 Elections themselves fought more Assembly Elections than Sher-i-Kashmir. He said he had laid necessary edifice to generate 9000 MW of power in the State within next seven to eight years to provide 24X7 electricity to the people besides making the State financially self-reliant. Omar said that his government has launched power projects with a capacity of generating over 1750 MW of powers during the last five years and these will come to production within next four to five years. He said that the total power projects launched in the State since indepen-dence are of 750 MW capacities, as against his government launched 1750 MW capacity power projects in five years. Omar Abdullah said that more than 9825 kms of new roads have been constructed during the last about five years by his government besides connecting 1150 un-connected small villages with the main highways. “My government constructed 260 bridges costing over Rs.330 crores, opened 5500 new schools, upgraded 2500 schools, setup scores of ITIs, Polytechnics and Degree Colleges in addition of establishing two Universities”, he said adding that he wants to bring happiness on every face and seek prosperity for all areas. “I do not want to see guns or stone in hands of the youth. I want to see pen and skill in their hands. I want to seek plentiful and better future for them. I want to seek substantial job opportunities and livelihood earning avenues for all my youth”, he said aimed thunder-ous applause and slogan raising in his and in favour of his party and the government. Begum Khalida Shah pays rich tributes to her

fatherSrinagar, Dec 5 : While paying glowing tributes to her father Late Sher-e-Kashmir on his 108th birth anniver-sary, Awami National Conference (ANC) President, Begum Khalida Shah said that it was the result of the struggle, vision and endeavours of her father (Sher-e-Kashmir), who along with his comrades gave Kashmir freedom from the centuries old tyrannical and barbar-ian autocratic rule.In a statement issued to KNS, Begum Shah has said that it was Sher-e-Kashmir who felt the pain of his people and sensitized the masses against the atrocities and exploitation of the tyrannical Dogra rule and gave them the vision of independence, free and dignified living. He also called for promoting the moral ethics among the students enabling them to serve the society with the rich Indian ethos which is unique identification of our country. He said the time has come

to review the present educa-tion system that needs some changes as per the present scenario. He said presently the education is becoming com-mercialized and main focus of teachers and parents is on improving the academic ac-tivities only and students lack in the overall development, especially in moral education which does not auger well for the younger generation.

The Minister called for close coordination between parents and teachers, which is a must for the overall de-velopment and achieving the desired results. “The teachers’ role is more important than the parents who nurture the students to take the future responsibilities, therefore, the teachers must put in their best efforts in shaping the future of children so that they become responsible and disciplined citizens to serve the nation”.

Minister for Urban Develop-ment and Urban Local Bodies, Mr. Nawang Rigzin Jora and Minster for Rural Development and Pan-chayati Raj, Mr. Ali Mohammad Sagar jointly inaugurated the Sew-age Treatment Plant (STP), Brari Numbal here today.

Chairperson, Women’s Com-mission/MLA, Habba Kadal, Mrs. Shamim Firdous was present on the occasion.

The STP constructed by Lakes and Waterways Development Au-thority (LAWDA) having capacity of 16.1 million litres per day (MLD) of sewage has been engineered on modern lines by incorporating Se-quential Batch Reactor (SBR) Tech-nology on which Rs. 21.60 crores have been spent. The STP is able to cater the catchment area of 273.39 hectares which include Mom Khan, Khawjayarbal, Hathi Khan, Saida Kadal, Naidyar, Abi Goripora, Jogi Lanker, Rainawari, Misken Bagh, Doulatabad, Abi Nowpora, Nehru Park, Gagribal, Buchwara, Drugjan, Dalgate areas and other

adjoining vicinities.On the occasion, the Ministers

inspected various units of the STP including control room, raw sew-age sump, storage tanks, buffer tanks, inlet work and other units.

The Ministers ap-preciated the work and efforts of the concerned officers

and executing agen-cies for making plant a success by which city areas got better

sewage facilities.The Ministers were informed

that with the operation of the STP the back water channels passing through Rainawari, Jogi Lanker, Saida Kadal, Nowpora, Chowdary Bagh etc. would not receive the raw sewage and the problem of direct/point source pollution in respect of these areas has been ad-

dressed, besides houses and com-mercial establishments located on the Boulevard side are now con-nected with this modern STP for treatment.

Secretary, Housing and UEED Departments, Mr. Satish Nehru, Vice Chairman, LAWDA, Mr. Irfan Yasin, Commissioner Srinagar Mu-nicipal Corporation, Dr. G.N. Qasba and other concerned officers were present on the occasion.

Later, Mr. Jora visited Miskeen Bagh to inspect the construction of new Laboratory building for the project which is coming up at a cost of Rs.1.50 crore. The Minis-ter interacted with the scientists of the Authority and was briefed about the status of the lake. He was informed that the labora-tory building would function as a centre for the research of water bodies shortly and would provide facilities for day to day monitoring as well as proper facilities to main-tain the records about the research conducted earlier.

Mr. Jora emphasized that the building should be completed within the stipulated time.

Minister for Housing, Culture and Horticulture, Mr. Raman Bhalla has said that a comprehensive developmental infrastructure is being carried out across the state, adding that government was committed to make the Jammu and Kashmir a modal state of the Country.

This was stated by the Minister today during his visit to Housing Colonies Gur-poraKhushki, Rainawari and Malik Sahib Soura, where he took stock of peoples problems and developmental needs.

of PHE, R&B, PDD, SMC and JKHB were accompanied by the minister during the tour.

Hailing the efforts of central Govern-ment in focusing infrastructure develop-ment, Mr. Bhalla said that under PMGSY,

J&K is the only State where compensa-tion for acquired land for road connectiv-ity is provided to the land owners.

The Minister directed the concerned officers to ensure upgradation of link roads inside the localities, besides proper drainage system including both surface and deep drains. He said that develop-ment of cities has been underlined as

focused area in the state’s development policy, adding that upgradation of basic amenities; beautification and proper system of drainage and sewerage are be-ing attended in a comprehensive man-ner across the State.Mr. Bhalla directed

the Managing Director JKHB for construction of Multi-purpose Community Halls at Gurpora,Khushki, Rainawari and Malik Sahib, Soura housing colonies, adding that for which Government has earmarked Rs. 3.20 crore. He said on the construction of Multipurpose Community Halls, the inhabit-ants of the colonies would be able to celebrate their religious as well as social functions there on minimum charges. Speaking on the occasion,

Minister for Agriculture, Mr. Ghulam Hassan Mir has said that strenuous emphasis is being given to reach out at the doorsteps of the farm-ers with the aim to educate them about latest cultiva-tion tactics for increasing the production and productivity of different crops.

The Minister today vis-ited Kana chack, Chackdhari villages of block Barnoti in

Kathua. During interactive ses-

sion with farmers at one day awareness programme con-ducted under ATMA scheme by the Agriculture Depart-ment at Barnoti, the Min-ister apprised the farmers about benefits of the various initiatives like Soil Health Services, Mushroom Devel-opment scheme, Apiculture Development Scheme, Kis-san Credit Card and organic farming. He said that the objective of the awareness camp was to sensitize the farmers about latest farming techniques and to provide them useful information through Subject Mater Spe-cialists and Resource Per-sons to yield better farming results. The Minister while speaking on the occasion said government has initi-ated several steps to ensure

timely availability of quality seed and other farm inputs to the farmers. He disclosed that over 10,000 quintals of seed has been provided to the Kathua district this year which is an increase of 3000 quintals to the last year sup-ply. He appealed the sarp-nachs and panchs to submit timely projections of the seed requirement of their respective panchayats so that no farmer shall be de-prived of quality seed. Mr Mir emphasised on the need to exploit the measures like check dam in tailend areas to meet out the need of irriga-tion water.MLA Kathua, Mr. Charanjit Singh while speak-ing on the occasion said that kathua district has largest cultivable land and added that farmers should also cultivate other cash crops to improve their earnings.

Minister for Tourism, Mr. Gh-ulam Ahmad Mir has said that the government is making all out efforts to provide quality basic amenities in rural and hilly areas of the State. He said in this regard the implementa-tion of flagship programmes have helps lot for up gradation of varied infrastructure facilities besides so-cio-economic transformation of the people living in these areas.

This was stated by the Minis-ter today while addressing public darbars at Zambalgom, Dragum, Nathipora and Mahmmood Abad in Dooru, organized to take stock of the people’s problems and develop-mental needs and sought immedi-ate redressal from the concerned Departments.

The Minister said that the prom-ises made by the government for all- round development of the State are being fulfilled one after one. He said the government has made new strides and laid edifice for peaceful and economically sound Jammu and Kashmir. He said though ev-erything is not been achieved in full yet the march on road to progress is firm and the intension of govern-ment to take the State to the new

highs of prosperity and stability is sincere and clear

Giving patient hearing on the different developmental needs of the villagers, the Minister said though several commitments for upgradation of infrastructure fa-cilities under core sectors have been full filled in these areas but yet there is need to take more steps in this re-gard.

The Minister gave on the spot directions to various Departments to redress grievances and develop-mental needs of the people on pri-ority basis. He also instructed the concerned officers to complete the ongoing projects with in the stipu-lated time, ensuring quality as per norms for percolating early benefits to the people.

The Employment Fair was or-ganized by District Employment and Counseling Centre, Ramban in collaboration other Departments, with the aim to provide the aware-ness to the unemployed educated youth about the benefits of self-employment Schemes launched by the government for them to generate income by setting up of their own ventures.

Speaking on the occasion DDC said that such types of programme played vital role to educate the youth about the self-employment schemes launched by the govern-

ment to generate the employment opportunities. He said unemploy-ment in youths is a big challenge for government as well as society and only self-employment is the big option to solve this problem.

He stressed upon the youth to come forward and avail the maxi-mum benefits of Self-employment schemes launched by the different government by setting up of differ-ent income generating units and added for the purpose the govern-ment is providing soft loan besides subsidies to the intending unit holders. The DDC on the occasion inspected the stalls installed by the different departments. He asked the experts and filled staff to pro-vide detailed information about schemes to every visitor so that they can pass the massage in area.
