Your unselfish involvementin this very important program has done immeasurable good for relationships between themilitaries and the countries of the United States and Japan.
I also wanted to apologize for the unforgiveable delay in properly acknowledging yourparticipation in the Home Visit Program. I hope that you accept the enclosed Certificate ofAppreciation as a small token of our appreciation.

Thank you for your interest in Reverend Charles Bonner regarding contractchaplain services at Yakima Training Center. /
Reverend Bonner performed the requirements of his contract in an exemplarymanner. He is greatly loved by the command, civilian personnel, Soldiers andFamilies that he served at Yakima Training Center. Should a request for reference berequested, he will receive only the highest praise for his service.
Army Regulation 165-1, Chaplain Activities in the United States Army, paragraph5-4, addresses the contracting of civilian clergy for religious support. It specificallystates: "Contracting the Services of civilian clergy is authorized as an exception topolicy when the Army is unable to provide a military Chaplain to meet the religious.worship and sacramental needs of Soldiers and their Family members. Exceptions tothis policy must be approved by the IMCOM Chaplain, ... ." The Army Regulation alsostates that the services of civilian clergy may only be procured by means of a non-personal services contract in compliance with Part 37 of the Federal AcquisitionRegulation.
The Installation Management Command (IMCOM)Chaplain did not approve theexception to policy request for a Protestant clergy contract for Yakima Training Centerfor Fiscal Year 2010. The judgment of the IMCOM Chaplain was that the religiousneed for a Protestant clergy contract was not demonstrated in view of availablechaplain resources at Fort Lewis, Washington and local volunteer support at Yakima.Also, the Federal Acquisition Regulation does not require written notification in these
