We’ve all read the horror stories - tenants being illegally evictedfor no reason, repairs being neglected so that families end upliving in unsuitable and unsafe houses. Indeed, it’s not surprisingthat the private rental sector has had something of a badreputation over the years. But what about the good guys? Howcan decent landlords show tenants how professional they are?

One way is by volunteering to join the Citywide LandlordAccreditation Safety Scheme (CLASS).

And, if you’re not sure what that entails, Your Move is here tohelp. Whether you’re a landlord or a tenant we can give you allyou need to know about accreditation and why it’s so importantto you.

ARE YOU A LANDLORD?If you’re a landlord you can boost your reputation by signingup to CLASS, a self-regulation initiative run by LiverpoolCity Council.

The private landlord sector does not always have the bestreputation. CLASS aims to promote good, professionallandlords and separate them from their not-so-goodcontemporaries.

“There are landlords who operate a professional service;there are landlords who are not aware as to what they shouldbe doing and there are landlords who know what they shoulddo but choose to disregard their responsibilities” says SheilaKirk, landlord accreditation officer at CLASS. “Landlordshave a duty to consider the health, safety and wellbeing oftheir tenants when providing accommodation.”

Sheila Kirk of CLASS said: “I have heard horror storiesfrom landlords about tenants who have wrecked the property,not paid rent, and abandoned the property before the end of atenancy,” she says. “Tenants have responsibilities as well asrights.”

John Blythe, director of Accommod8 said: "We weredelighted to be invited to become the first member of theCLASS initiative. For years we have strived to provide thecity's students with great value, well presented and mostimportantly safe accommodation. It is essential we maintainclose links with the Universities and the city council so beingasked to come on board with the launch of CLASS was anendorsement of our commitment to high standards ofaccommodation and professional management.

Being a member of CLASS has brought us many newinstructions as most student landlords looking to appoint anagent will ask the universities or the city council for directionsto a fully regulated agent. We have also enjoyed close linkswith the CLASS staff who provide and support on a range oftopics, not to mention the substantial discounts we get whenlicensing HMOs. It is certainly a relationship we want tomaintain".

CLASS wants to ensure landlords are acting responsibly by providing safe accommodation for their tenants. Byjoining, landlords are effectively assuring tenants that theyare a safe bet.

CLASS landlords will also receive free marketing on thecouncil website and up to 40% off House in MultipleOccupation (HMO) licences.

But Sheila says she is at a loss to understand why morelandlords haven’t signed up.

Of the estimated 5,000 landlords operating in Liverpool,just 6% (300) are accredited.

“It’s free and landlords simply need to fill in an A4 tick listto apply for accreditation so it’s not as though the applicationprocess is particularly onerous.”

Landlords must provide safety certificates that include anElectrical Installation Inspection report to become accredited.Sheila says the other certificates are Gas Safety and EnergyPerformance that landlords must have anyway.

“If there is another reason they don’t want to sign up we’reasking them to tell us what it is,” says Sheila. “If we knowwhat your concerns are we can address them. This service isnot here to castigate landlords, we want to help you. We wantto make sure you carry out your responsibilities correctly sothat you can avoid the costly enforcement route.”

But Sheila says accreditation also serves to remind tenantsof their responsibilities.

“I have heard horror stories from landlords about tenantswho have wrecked the property, not paid rent, and abandonedthe property before the end of a tenancy," she says. "Tenantshave responsibilities as well as rights. Contact the CLASSteam to find out more about landlord and tenant rights andresponsibilities."'

Accreditation is voluntary and can, if membership is high,delay the need to consider mandatory regulation.

Some tenants have had bad experiences with theirlandlords. Deposits have not been returned or the tenanthas been forced to live in a property in severe disrepair.Sheila says, having worked in the housing sector since1980, she’s heard some shocking complaints fromtenants including illegal eviction and harassment.

By choosing a landlord who has voluntarily joinedCLASS you can be sure not only of his or herprofessionalism and standards but also of the fact you willhave someone to turn to should a dispute occur.

Lodestar theatre director Max Rubin is backin Liverpool for the annual Shakespeare

festival this September, after a criticallyacclaimed production of Romeo and Juliet at St

George’s hall last year. This year he takes on newchallenges with gritty performances of both Macbeth

and A Midsummer’s Night Dream, at The Royal Courttheatre. Your Move caught up with him to talk aboutShakespearian stereotypes and just what it takes to makeit on the stage.

It’s the first time in 15 years thatShakespeare has been performed atthe Royal Court Theatre. What madeyou choose the Royal Court? The RoyalCourt has been looking for a way to producea wider variety of shows and theyapproached us - because we’re best knownfor Shakespeare - to work together. We weredelighted because it’s such a beautifultheatre with lovely people. It was a chanceto do something new for the city.Last year’s performance of Romeo andJuliet (at St George’s Hall) was metwith critical acclaim. What is it that willmake this year’s performancessuccessful? We’ll just try to tell the storyin the best way we can. It’s slightly differentthis year because we’re doing two shows atonce - A Midsummer’s Night Dream andMacbeth. They’re both running at the sametime with the same cast. We have to have areally flexible set and cast so we can dothem both properly because some days we’redoing Midsummer in the afternoon andMacbeth in the evening. That’s what the

theatre is wrestling with at the moment.This year’s productions are both set inmodern day Liverpool, yet will beperformed in traditional Shakespearianlanguage. Why have you chosen to dothis? We wanted to say to people that theseplays are not about people wearingcodpieces and tights; they speak veryclearly about our own lives today. They’reabout being human and being alive. Wewant to make it as accessible to everyone aswe can.What do you think it is aboutShakespeare’s writing that has allowedhis plays to transcend time and remainrelevant even today? So many things.More than anything I think he speaks veryprofoundly about what it is to be alive.There’s something about his plays thatconnects with people on a very deep level.You’ve worked with some of the NorthWest’s finest young talent, do you haveany advice for aspiring stage stars? I’dsay work as hard as you possibly can. If youhave any doubt in your mind that it’s notfor you then stop, do something else.Shakespeare’s work is constantlybeing adapted and performed on stageand on screen, from blockbuster filmsto small stage productions. Are thereany adaptations of his work that youparticularly admire? There are loads I

admire but my favourite Shakespearianfilm is called ‘Throne of Blood’. It’sMacbeth but its set in Japan. It’s beautiful,it will take your breath away.Everyone has the stereotypical idea ofwhat makes a Shakespearian actor.Your particular adaptations seemgrittier and more realistic. What wereyou looking for when casting? We werelooking for people that could speak thelines and make them sound real in theaudition because that’s what we try to dowith our shows. I think people have anidea that sometimes Shakespeare should bedone with posh voices and standing in acertain way, and we wanted people to knowit isn’t about how you speak. It’s moreabout the passion the actors have, that wasour criteria. It’s really unpretentious, that’swhat we are trying to achieve.Who are you hoping theseperformances will reach? Everybody!We aren’t aiming it at one particularaudience. The Royal Court has got acertain audience and we have a differentsort of audience. We hope everyone willcome and see it. It’s not exclusive; we hopeit will appeal to everyone in some way.

igel Russell is a manwith an obviouspassion for property.His work has takenhim around the

world, developing sites in thelikes of Dubai and America, butin 2006 he returned to his home-town of Liverpool to start hisown empire of studentaccommodation and retailventures.

We meet at MarcoPierre White’sSteakhouse Bar &Grill in Liverpool’sHotel Indigo. Thecelebrity chef hasover twenty eateriesacross the UK andhis latest Liverpoolsteakhouse has lostnothing in the translation.

As we order from theimpressive menu, an 8oz filletsteak for me and for Nigel theWheeler’s of St James’s fish pie,he tells me about his first forayinto the student accommodationarena.

Already in charge of MiddleEngland Developments hebought Penlake, a studentaccommodation managementbusiness, in 2010. At the time

the business had just one site onLondon road, since then thecombined companies haverenovated ten high-end studentaccommodation sites inLiverpool including ArenaHouse, Victoria Court andAlexander Terrace.

The business’ trademark is toopen retail units alongside thestudent accommodation; a

concept which Nigelsays was originally a

precautionarymeasure.

“When thepropertymarket tanked,we knew that it

was better to bediverse and not

be stuck in just onebusiness,” says Nigel.

“There is more risk inretail in this economy but we’vetried to be selective. CentralPerk (the ‘Friends’ inspiredcoffee house in Hatton Garden)has been very successful.”

The latest of Nigel’s dual-purpose sites in the city is thegrade II listed St AndrewsChurch on Rodney Street. MEDhas spent £2.8 million bringingthe formerly derelict church

building back to life andtransforming the building into100 student pods. In keepingwith its successful dual-purposemodel there will also be a highend French restaurant on sitewhich will open October 2012.

Not only is Nigel developingsuccessful dual-purpose sitesacross the city he is also givingbudding investors a chance toget in on the opportunity. All of his student sites allowinvestors to buy student units ata low entry price of £43,500 forone unit.

“A lot of people in the knowwill tell you the studentaccommodation is a goodinvestment right now,” saysNigel. “Investors can get a 10.1% yield on their investmenteach year, which is much morethan your money will earn whilesitting in the bank. We’reaveraging 98% occupancy over all student accommodationsites.”

With so many sites anddevelopments under MiddleEngland’s belt to talk about, it iseasy to get distracted from thetask in hand, so we get back tothe food.

Nigel is impressed by his

chosen dish. The fish pie looksdelicious with a fluffy potatotopping and fresh ingredients.

My steak is cooked to amedium-rare perfection and itbecomes clear that splashing outon a good steak in a steakhouselike Marco Pierre White’s reallyis worth the extra expense.

As our meal draws to a close, Iask what is next for MiddleEngland Developments andPenlake. Nigel tells me he hasjust purchased the old LiverpoolMerseyrail building to developinto 51 luxury servicedapartments. Not content withhaving various ventures acrossLiverpool the company are nowlooking to secure a site inManchester to develop moreserviced apartments.

It is full-steam ahead forMiddle England Developmentsand Penlake and with bothbusinesses and Marco PierreWhite’s Liverpool Steakhouse,the old saying rings true ‘if anidea works well, keep doing it.’
