After several years of being left out in the cold, there’s a growing optimismthat 2012 could be the year of the first-time buyer. When the credit crunch
took hold lenders effectively shut up shop when it came to would-be buyers.Only those with a hefty deposit had any chance of getting on to the first rungof the property ladder. But, as lenders begin to loosen their lending criteria,the government has also stepped in with a host of initiatives, which could
help give first-time buyers the stepping-stone they need.

Various Stamp Duty holidays seemto get cut short just when they’reneeded most and the MortgageRescue Scheme, introduced byLabour in 2008, didn’t perform aswell as was hoped with figuressuggesting just a handful ofhomeowners actually benefitedfrom it.
However, despite a few ineffectiveinitiatives there have been plenty ofsuccess stories, which are givingfirst-time buyers a fighting chance -most notably, the FirstBuy Scheme.
The FirstBuy scheme wasannounced in the 2011 Budget.Derived from the Labour initiativeHomebuy, which is no longerfunded, the scheme is open to thosewith a household income of lessthan £60,000 a year. Those whoqualify will receive an equity loan ofup to 20 per cent of the value of theproperty, providing they can putdown five per cent.
The loan is jointly funded by thegovernment and developers. Theequity loan is interest-free for the firstfive years after which an annual fee of1.75 per cent will apply. This will riseby the retail prices index (RPI)inflation plus one per cent per year.Upon sale of the house, or after 25years, borrowers will repay 20 per centof the value to the loan providers.
Developers in Liverpool havehailed FirstBuy as a success withDavid Wroe, managing director forKeepmoat Homes North West,stating: “The outlook for first-timebuyers is becoming more positive asincentives like FirstBuy take awaysome of the initial financial strain,meaning mortgages are now moreaffordable. In fact, affordability is atits best level in almost a decade.”
Keepmoat offers FirstBuy at
Hamilton Place in Huyton and TheWaterfront in Bootle.
Sam Williams is associatedirector for Taylor Wimpey NorthWest, which offers FirstBuy at anumber of developments includingSpeakman Gardens in Prescot andCunningham Grange in Knowsley.She says many would-be buyers arestill unaware of the scheme.
“The response we've received forthe FirstBuy scheme has beenfantastic,” she says.
“We are, however, still speakingto first-time buyers who areunaware that schemes such asFirstBuy are in place to help them,so the more that can be done toraise awareness of it the better.”
Indeed, would-be buyers who areunfamiliar with the scheme may besurprised at how affordableFirstBuy properties can be.
Gleeson Homes, for example,offers FirstBuy at both of itsMerseyside developments, MontrealGardens in Huyton and CawdorPark in Liverpool 8, with pricesfrom £71,396.
“This equates to a mortgagerepayment of just £80 per week, formany people this is cheaper thantheir previous rent,” says LindaMatura, sales manager for GleesonNorth West.
Most developers in the city offerFirstBuy. Lovell offers the scheme atChurch Fields in Garston andSevenoaks in Birkenhead,Countryside’s participatingdevelopment is Norris Green Villagewhile Bellway Homes is offering thescheme at its Williamson Place,Virginia Mews and St Elizabeth’sPlace developments. Miller Homesoffers FirstBuy at its ConnaughtGreen development in Anfield andat Bridgewater Park in Netherley.
SHARED OWNERSHIPThrough shared ownership, first-time buyers will buy a share ofthe property, usually 25 per cent,50 per cent or 75 per cent. Theremaining share is owned by ahousing association and thebuyer pays rent on this. Overtime the buyer can increase theirshare until they own theproperty outright.
Riverside Home Ownershipoffers shared ownership at bothits Norton Village and FrederickGrove developments, with pricesbeginning at £36,250 and£36,488 respectively.
LOCAL AUTHORITYMORTGAGESLocal authority mortgages werelaunched by Sector TreasuryServices – an advisory group tolocal authorities - in March 2011.Backed by Lloyds TSB they seelocal authorities topping up first-time buyer deposits.
Those councils that areparticipating will help to fundup to 20 per cent of the first-timebuyer's mortgage by placingfunds with the lender. Accordingto a spokesperson from Lloydseight councils have alreadysigned up to the scheme. Theyare Blackpool, Warrington,Blaby, Nuneaton and Bedworth,Luton, Stafford,Northumberland andPeterborough.
MORTGAGE INDEMNITY SCHEMEThe government's latest attemptto rescue the housing market willsee it provide guarantees tolenders in order to encouragethem to lend. Launched inNovember last year the scheme,which applies to new-builds,means first-time buyers will beable to borrow 95 per cent of theproperty value, with no addedrisk to the lender as thegovernment acts as guarantor.
Alex Dixon, a director atSutton Kersh and branch managerat the Allerton and SouthLiverpool residential sales office,says the new scheme should beembraced by all who are involvedin the property industry.

The government has pledgedto guarantee 100,000 mortgagesthrough the scheme but Dixonbelieves this could be increased.
“The figures suggested is arounded number and if thescheme proves successful then Ibelieve there will be a strongargument for further discussionsto increase the overall number ofmortgages offered,” he says.

I am a few years behind with my tax returns – I have been upthe wall with work and let things slide a bit, but I don’t thinkthat I will have any tax to pay anyway because my tax isdeducted under CIS. The tax people keep sending me penaltyletters, but these will all go away when they see I have no taxto pay, won’t they?
The taxman has armed himself with a new range ofpenalties to ‘encourage’ late filers to toe the line.
Under the new penalty regime, the penalty for late filingfor personal tax returns will no longer be ‘capped’ at thelower of £100 and the balance of tax outstanding at 31January. The penalties for late filing will now include:
• £100 automatic penalty immediately after the due datefor filing (whether or not the tax has been paid).
• Daily penalties of £10 per day for returns that are morethan 3 months late, running for a maximum of 90 days .
• Penalties of 5% of the tax due (or £300 if greater) forprolonged failures (over 6 months and again at 12 months).
• A higher penalty of 70% of the tax due where a personfails to submit a return for over 12 months and hasdeliberately withheld information.
• This becomes a maximum 100% penalty if the behaviouris deliberate with concealment.
What this means is that, whether or not you have any taxto pay, and even if you are due a refund, if you omit to fileyour tax return for the year ended 5 April 2011, you couldshortly be facing fines of up to £1000.
It is also my experience that the tax authorities are nowpursuing penalties in general with far more vigour.Although HMRC has said that they ‘want tax returns in –not penalties’, it has been calculated that they are likely toraise around £70 million a year under the new regime.
A good accountant will be able to help you keep things inorder. My advice is don’t delay.

We were looking aroundfor a new build and we fellin love with the building.The kitchen - which is thebest part of the house - hasskylights; the designers wentto America where they haveskylights which makes therooms bigger. Our previouskitchen was tiny andthis one leads to thegarden, which wedidn’t have before.
One of the thingsthat appealed to usabout buying a new-build home was toknow that we’d bethe first ones to livethere. It will be acomplete blankcanvas for us to putour own stamp on.We’re going to haveone feature wall andpaint the other walls,keeping it neutral sothe room is cosy. Theonly thing we can gocrazy on and dowhatever design wewant is the kitchenbecause it is so big.
My auntie is aninterior designer andmy dad likesdecorating so we willprobably get a lot ofhelp decorating!There are some reallynice local shops andwe’ve seen a nice DFScorner sofa perfect forthe front room. Olivia’sroom will have lovelypinks and lilacs; pastelswhich alreadycomplement some of thethings we’ve boughtfrom Mamas & Papas.
Norris Green is a nice area that’s being built up. I drive buses aroundthe area so I know it’s a nice area. We also wanted to stay local for Kate’swork, she works in Fazakerley Hospital as a cleaner and it is much closerfor her to get to work.

ou recently released your debutsolo album, Cinderella Eyes, andthe single Yo Yo earlier thismonth. What was the inspiration
behind the single? Yo Yo is about being inthat position with a guy when you reallydon’t know whether you’re coming or going.Being in that position can make you reallyvulnerable. It’s the dark, desperate anddoubtful side of love. I remember being 16and listening to Christina Aguilera’s albumStripped, and it felt like she was singingabout what happened to her it felt personal. How does going solo compare to beingin a group? It’s really different; I threwmyself into making the album the past 18months, writing and working withproducers. When the album came out it wasvery different. The first time going on stagesolo I just though ‘oh my god, I feel sosmall’. I’m used to having the girls on stagewith me and all these dancers - I felt like alittle fish. But I’m getting more and morecomfortable, everything’s developing andI’m learning what will and won’t work.
Next year is Girls Aloud’s 10thanniversary, there are rumours of areunion tour, is this going to happen? I feel like whatever is said has to be said as aband, but we will be celebrating it together.You were recently involved with raisingmoney for Alder Hey, can you tell memore? Whenever I’m home I try and go andsee the kids. It’s something we were involvedin as a band from early on. With The ClothesThrow (at Liverpool ONE) I was more thanhappy to work with the charity. LastChristmas, I visited a ward and they didn’thave any televisions or anything for parents,it’s hard enough for the parents as it is, soevery bit of money raised really helps.You have quite a quirky fashion style,and have got a bit of a name foryourself as a style icon. What’s yourfavourite outfit to wear? I think whateveryou feel like wearing on the day. If you’retired or it’s a bad day you throw on a jumper,boots and jeans. But if you’re feeling like arock chick you’d dress like that. Rihanna ismy style icon because she just wearswhatever. I don’t like it when you see peopleand they look like they’ve been put in adress. I like people who throw thingstogether like green shoes with a pink jacket,it shouldn’t work but it does. You’ve completely gone against thepopular tanned look with your make-up
range, Dainty Doll, which specialisesin make-up for girls with fair skin, whatmade you decide to go ahead and dothe project? It might have been 2007when Girls Aloud were approached by ITVfor a chance to do a show ‘The Passions ofGirls Aloud’. My passion was singing butthey wanted me to do something morechallenging. For ages, I had the idea ofhaving a makeup range for paler skins.When we used to get ready the girls couldjust pick their favourite brand and get theirmake up without any problems. But for me,we were having to import paler make-upfrom Japan and mixing it with things fromover here, and I just thought this is crazy.
I went to Taiwan to test out thecollections. Once my contract ran out, Isigned with a new company andreformulated the line, like the designs andthe colours. It was funny, I was gettingsamples every day to try out and the postman must have thought what on earth isshe doing as I had different shades all overmy face.What’s your favourite thing aboutLiverpool? The people. I was brought upin Runcorn, my family are all in Runcornand my best friends are from Liverpool.Whenever I hear a Scouse accent inLondon, I’ll say ‘I think you’ve droppedsomething’ just to hear the accent.

ouise Craven issomething of a foodie.Long before makingthe foray into theproperty market, the
sales manager at New City Visionhad begun training to be a chef.Although she gave up after eightmonths – “It started to sap all theenjoyment out of food” – she stillenjoys cooking and baking.
She once attempted a tagine –a traditional, slow-cookedMoroccan dish – but sheadmits it didn’t go toplan. “I tried it, failedit and didn’t try itagain”, she laughs.Luckily her taginedisaster didn’t put heroff Moroccan food andshe was as excited as Iwas to taste the delights onoffer at the fabulous KasbahCafé Bazaar on Bold Street,which opened late last year toglittering reviews.
As we peruse the menus overMoroccan mint tea – green teaflavoured with mint, whichrefreshes the palette and aidsdigestion – Louise tells me howshe made the jump fromcookery to property.
“After giving up cooking I gota job at NatWest bank,” she says.
“While working there someonesuggested I should go intoselling property so I applied fora job at David McLean, and itwent from there.”
When David McLean wasbought out by Élan Homes in2008 around 50 per cent of thestaff were retained, includingLouise who stayed with thecompany for six years before
moving to her current roleat New City Vision in
October last year. The developer’s
Liverpool site isEllergreen inNorris Green,which currentlyconsists of 250
three-bedroomhouses.“The great thing
about them is they’re sobig,” says Louise. “So if you buywith plans to start a family, oncethat family comes along there’smore than enough space.”
As sales manager, Louise hasfirst hand experience of theissues facing buyers.
“The biggest thing I’m seeingis people struggling with creditchecks,” she says. “People don’trealise that as well as things likemissing a credit card payment,
even searching for car insuranceon something like GoComparecan leave a footprint on yourcredit score. Something like aCounty Court Judgement (CCJ)for missing a credit card paymentwill stay on your file for six years.So if you miss a few credit cardpayments when you’re 20, you’regoing to struggle to get amortgage before you’re 26.”
Louise says schemes likeHomeBuy Direct – whichEllergreen can offer until Aprilthis year - and other sharedequity programmes mean raisinga deposit is not the biggest issuefor first-time buyers now.
“My advice would be don’tconcentrate too much on thedeposit, there are ways we canhelp,” she says. “The mostimportant thing is to be verycareful with your credit score.”
With the help of ownerOthmane “Otto” Mellouki we optfor a mixed starter to share –Moroccan food is all aboutsharing, I’m reliably informed byOtto - consisting of tangyaubergine, marinated carrots andbeetroot, couscous and BriouatsMama (filo pastry rolls filled withlamb). The latter certainly wonLouise over, “The rolls aredelicious, they’re my favourite of
the starters,” she says. For mains we took our host’s
recommendation and orderedthe Couscous Royale and TheKasbah’s signature dish Taginede Fez, a mouth-watering lambdish flavoured with saffron,cinnamon and ginger andtopped with caramelised prunesand apricots.
The lamb is juicy andsucculent and falls off the bonewhile the couscous, whichprovides a base for chunkyvegetables, yet more deliciouslamb, plump sultanas andcaramelised onions, is anexplosion of taste and texturewith the fluffy couscousperfectly complimenting thejuicy toppings.
As we leave the Kasbah,plates empty and feelingpleasantly full, Louise tells methe secret to being a good saleswoman. “You have to believe inwhat you’re selling,” she says. “Iam not a good liar, I couldn’tsell something I wasn’tpassionate about.”
