Nationally Recognized Testing Laboratory (NRTL) Program

A Nationally Recognized Testing Laboratory (NRTL) is a private-sector organization that OSHA has recognized as

meeting the legal requirements in 29 CFR 1910.7 to perform testing and certification of products using

consensus based test standards.

At present there are 18 NRTLs in existence MET Labs was the very first (1989)

Origin of the program

Just a bit about the history of the program. Prior to OSHA, there was no system that applied nationwide; each state had their own set of rules and manufacturers had to deal with 50 sets of regulations. To solve this problem, OSHA shortly after being established, put forth a directive that said, ‘any electrical product used in a workplace must be labeled by UL or Factory Mutual’. The founder of MET, Len Frier (on the left in this picture) filed suit against the government and his complaint was that OSHA had precluded competition in the testing industry which was a violation of federal law. The federal court agreed. OSHA revised the wording to read, ‘any product used in a workplace must bear the mark of a nationally recognized testing laboratory such as UL or Factory Mutual. Len sued again and asserted that the government had no created a technical term, NRTL, but they did not define that term nor did they define how a company other than UL or Factory Mutual could achieve that status. This whole issue went on for about 15 years. Len would submit requests to OSHA to be qualified as an NRTL and he was largely ignored. In 1988 he sued for, I believe the 4th time. When the court convened, it the case was being heard by the same judge that heard his original complaint 15 years before.

Requirements that an NRTL must meet • The capability to test and evaluate equipment for conformance with appropriate test

standards • Adequate controls for the identification of certified products, conducting follow-up

inspections of actual production; • Complete independence from users and from any manufacturers or vendors of the

products subject to certification • Effective procedures for handling complaints and disputes. • An organization must be able to carry out the testing as well as issue and ensure the

integrity of the certification subsequent to testing.

Maintaining Certification - Factory Inspections

• Required by OSHA • Minimum of two factory surveillance visits per year • Demonstrate that the product being labeled remains compliant • Review the list of safety-critical components to ensure they match

what was in the product that was tested • Confirm that any production line testing is being performed and

results are documented (usually required for mains powered devices)

What causes an explosion?

In order for an explosion to occur, the following three components need to be present in specific proportions: fuel (for example an explosive gas such as hydrogen), oxidizer (such as oxygen) and a source of ignition energy (for example, a hot surface or an electrical spark).

LEL For years only Divisions were used in NA. Also adding Zones as adopted form international standards. Division classification system. NEC 500 Temp class from T6 (85C) to T1 (400+C) We’ll address this in more detail later on.

What causes an explosion?

All flammable gasses, vapors and mists require to be mixed with oxygen to make them burn. There is about 20-21% of oxygen in the air.

Too much or too little concentration, and the mixture will not ignite. The upper and lower concentrations of gas in atmosphere, by volume in air, are known as their flammability or explosive limit. LEL-Lower Explosive Limit UEL-Upper Explosive Limit

In the previous slide we identified fuel as one requirement for an explosion. In many cases this fuel is some type of gas. When considering gases, there are concentrations that are combustible. All that follows assumes gas concentrations IN AIR only. We do not deal with oxygen enriched atmospheres, it’s outside the scope. Let’s look at some examples of explosive limits.

These are products that are very difficult to make IS because they require a lot of power and they have stored energy in the form of batteries. Another reason they don’t make good candidates. Remember, intrinsic safety is hard to achieve and the reason that it’s hard is that you’re assuming your in an environment that is combustible. You should never encounter people working in a Division I environment for one very good reason; humans cannot survive in it. If you breath that atmosphere for long you’re likely to die.

• It is the responsibility of the user to ascertain that the repair facility concerned can demonstrate compliance with the relevant stipulations of this standard.

• That may be primary the manufacturer

if the situation requires

• The user will choose a repair site recommended by the manufacturer

or

• The user consults the official IECEx site where all certified repair facilities are listed. A certified repair facility can also perform repair, overhaul and reclamation on ATEX certified equipment. Under the directive 2014/34/EU there is no way to obtain such a certificate.
