Health Net’s focus on quality monitoring helps ensure that the care you receive is the right care for

you. Plus, you can assess network quality for yourself with the provider and hospital comparison reports that we make available online at www.healthnet.com. The majority of our network hospitals and providers participate in these reports in the effort to make health care more transparent for you.

Quality and patient safetyHealth Net’s Hospital Comparison Report has easy-to-understand details about hospital treatment outcomes, the number of patients treated for a particular illness or procedure, and the average number of hospital days needed to treat that illness or procedure. To ensure that the report data is thorough and valid, Health Net:

Supports ● California Hospital Assessment Reporting Taskforce (CHART). A California-wide collaboration, CHART was established to standardize hospital quality measurement and provide hospitals with benchmarked, risk-adjusted data for quality improvement purposes through www.calhospitalcompare.org. Encourages ● the hospitals in our network to complete the Leapfrog Hospital Quality and Safety Survey, a national rating system that gives consumers reliable information about a hospital’s quality and safety based on the following patient safety measures.

Computer physician order entry (CPOE): – An online prescribing system linked to error-prevention software. Intensive Care Unit (ICU) physician staffing: – Assesses hospital staffing of ICUs with physicians who have credentials in critical care medicine. Evidence-based hospital referral: – Assesses hospital experience and performance with high-risk and complex medical procedures.

Leapfrog safe practices score: – Based on the National Quality Forum’s Healthcare Safe Practices to reduce the risk of harm in certain processes, systems or environments of care.

Research commissioned by Leapfrog has shown that if the first three measures listed above were implemented in every nonrural hospital in the U.S., we could save up to 65,341 lives and prevent up to 907,600 medication errors each year.

Physician group qualityUse Health Net’s online Medical Group Comparison Report to compare the quality of care and service of network physician groups (HMO, ELECT® Open Access and POS plans). You can see comparative information in four areas: access to care, member satisfaction, managing chronic illness, and prescribing practices.

The report communicates provider group results as reported for the California Pay for Performance Program (P4P). Health Net participates in the Integrated Healthcare Association (IHA) Pay for Performance initiative, which allows us to provide bonus payments to physician groups using the IHA’s defined set of performance measures.

To access the Medical Group Comparison Report, log on at www.healthnet.com, select Decision Power Health & Wellness > Compare Medicare Groups.

To view results for all participating provider groups in California and read more about the IHA data collection and verification methodology, go to the IHA Report Card at www.iha.org.

Did you know that taking antibiotics for colds and the flu does more harm than good? That’s because antibiotics only fight bacteria. They can’t fight colds or the flu because they are caused by viruses.

Taking antibiotics for colds and flu actually helps drug-resistant bacteria, or “super bugs,” develop in your system. These bugs build defenses that allow them to become resistant to antibiotics, which can prevent antibiotics from working when you need them.

That’s why it is important to take the right drug for the right bug.

Colds, the flu, most coughs, and most sore throats are viral infections.

Bacteria are usually localized at a single point of the body. Strep throat, urinary tract infections, and some sinus infections are common bacterial illnesses.

When you have a bacterial infection, an antibiotic may be

How we make coverage decisionsAt Health Net of California, we’re committed to helping you and your family be healthy, secure and comfortable. There should be no barriers between you and the care you need to get – and stay – healthy.

We believe that all decisions about your care should be based on medical necessity, medical appropriateness, safety, and existing coverage. Health Net in no way encourages or offers financial incentives to its contracting physicians to deny any type of care or treatment to our members. Any doctor who fails to provide appropriate services to Health Net’s patients will be investigated and may have his or her contract terminated.

If you have any questions about coverage decisions, we invite you to speak with a Utilization Management staff member. Just call the toll-free Customer Contact Center number on your Health Net ID card and ask for the Utilization Management Department.

the right treatment. If you have a virus, it’s usually best to let the body’s own defenses fight the illness, so that it can build natural immunity to germs. You can relieve viral symptoms with over- the-counter medications. Check with your doctor or pharmacist for recommendations based on your symptoms, overall health and medication history.

There are also a few simple things to do and not do to protect yourself against antibiotic resistance.

DoTake antibiotics exactly as ●

prescribed by your doctor.Finish prescriptions even if ●

you feel better before all the medication is gone.Wash your hands frequently. ●

Maintain good health through ●

exercise, a proper diet and plenty of sleep.

Don’tTake antibiotics for viral infections. ●

Stop taking your prescribed ●

antibiotic before the full course of treatment is complete.Save medication to treat yourself ●

And remember, the next time you get a bad cold, drink a lot of liquids and rest … don’t ask your doctor for antibiotics! For more information about antibiotic resistance, visit www.cdc.gov/ drug resistance/community/ know-and-do.htm.

We’ve all heard the news. Americans are getting bigger, and the resulting health issues are growing. In fact, more than 45 million Americans have cardio-metabolic risk, a combination of three or more of the following six risk factors for diabetes, heart disease and stroke:

waist measurement greater than 40 inches for men or ●

greater than 35 inches for women, blood pressure greater than 130/85 mm Hg, ●

fasting blood sugar greater than 100, ●

triglyceride levels greater than 150, ●

HDL (good) cholesterol less than 40 for men or ●

less than 50 for women, andsmoking. ●

If unchecked, these factors lead to serious diseases. And yet most people don’t know if they are at risk. Decision Power can help you reduce your risk. Call anytime to talk with a Health Coach and find out what steps you can take to avoid cardio-metabolic risk.

Decision Power targets cardio-metabolic risk

Reduce breast cancer riskBreast cancer affects millions of women and their families every year. While the search for a cure continues, there have been many advances in breast cancer detection and treatment. Scientists have also identified many risk factors. Some of the risks, such as family history, are out of your control. However, you can decrease your odds of developing or dying from breast cancer by reducing the risks you can control.

Every woman should get regular mammograms, limit alcohol intake, maintain a healthy weight, exercise for 45 to 60 minutes five or more days a week, eat a healthy diet, perform monthly self-breast exams, and get regular clinical breast exams.

As a Health Net member, you also can use Decision Power

to help minimize your risks. We have step-by-step plans for weight loss, nutrition and quitting smoking, as well as Health Coaches to support you. To use Decision Power, log on to www.healthnet.com or call 1-800-893-5597 to speak with a Health Coach. Language assistance is also available.

C lear and complete communication between health care practitioners

is one of the easiest ways to improve the quality of care you receive. When the health care practitioners you see know about each other and have a complete picture of your health information, they have the facts they need to select the best treatment options for you.

Here are a couple of easy things you can do:

Provide each of your doctors ●

with the names and numbers of all of the practitioners you see, including your primary care doctor, all specialists and behavioral health practitioners.

working together for Your healthCommunication improves care

Navigating the health care system can be a challenge, especially when dealing with serious illness. Health Net has a team of nurses and health care professionals, called case managers, who can help. They work with you and your doctors to develop a plan to help you manage your illness and maximize your health. Case managers can:

Locate community resources. ●

Facilitate communication and coordination with all ●

professionals involved in your care. Help you use your health care benefits wisely. ●

Help you fully understand your health condition, ●

treatment options and the actions you can take to improve your health.

Participation in case management is voluntary, and your choice about participation will not affect your health care benefits. You or a loved one might benefit from case management if you:

Have a long-term illness. ●

Have been hospitalized frequently. ●

Need high-tech or extensive home care. ●

Have sustained a traumatic injury. ●

Have a terminal illness. ●

If you would like to request an evaluation to determine whether case management can help you, call the toll-free Customer Contact Center number on your Health Net ID card.

depression is more common than most people think. According

to the U.S. Centers for Disease Control and Prevention, about 20 million Americans have experienced depression.

The good news is that depression is a treatable condition. 70 to 80 percent of people with depression improve when treated appropriately with antidepressant medication, therapy or both. If untreated, however, depression can lead to poor health and impaired functioning both at work and home.1

If you have behavioral health coverage with your Health Net plan, you can see one of the behavioral health practitioners that are part of the MHN network.2 MHN is Health Net’s behavioral health subsidiary.

You can find a practitioner at www.healthnet.com or by calling MHN for a referral at 1-800-400-8987, option 3.

Feeling down but not sure if it’s depression? Log on to www.healthnet.com > Decision Power Health & Wellness > Health Improvement Centers > Emotional Health to take a self-screening for depression.

As a Health Net member, you also have access to Decision Power information, resources and support. To use Decision Power, log on to www.healthnet.com or call 1-800-893-5597 to speak with a Health Coach. You can use Decision Power resources any time of the day, every day of the week. Language assistance is also available.

To help treat depression, your doctor might prescribe an antidepressant medication. Exercise can also help by improving your mood and your overall health.

If you feel desperate or hopeless or are thinking about hurting yourself, tell your doctor or someone who cares about you right away or go directly to an emergency room.

Remember that depression affects a lot of people, and seeking help is not a sign of personal weakness. Getting help for your depression can help you be healthier and happier.
