Dear Readers,Nowadays more than half of the world’s population lives in cities. By 2050 this share will increase to about 70 per cent. Making our cities ready for the future is the major challenge we face today. The city of the future does not exist, and there is no standard solution to design it.

In Switzerland we have to find strategies to deal with the current high population growth. In other European countries, some cities with attractive location factors are expanding while others are shrinking. The situation is again quite different in mega cities in developing and emerging countries, where dif­ferent infrastructures are challenged by their sheer size.

Each city, regardless of its location, has to tackle different topics for its future: city and mobility planning, economy and architecture, environmental protection, safety and sociology. A quality city development will make use of all these discip­lines. Different aspects will be emphasised depending on the local conditions. We will not be showing you the city of the future in this magaz ine. But we will show you a small snapshot of our many projects dealing with this subject. Read how Eberswalde in Brandenburg plans to become fit for the future. Come with us to the Hunziker development in Zurich with its innovative housing. Future mobility in Zurich In what direction is the urban mobility of tomorrow heading? What future de-velopments require action now? We have produced a development radar for the City of Zurich Department of Transportation, an early warning sys-tem that monitors the mobility environ-ment. For example, as the price of fos-sil energy rises, commuting by car becomes more expensive. More people will look for alternatives – from electric cars to a shorter commuting distance. The development radar enables Zurich to detect and evaluate future changes at an early stage.

Food security in Central and South­East Asia depends heavily on the water from major riv­ers: the Mekong river in South­East Asia is the largest freshwater fishery region on the planet, and millions of people depend on it for their subsistence. But hydroelectric plants are detrimental to the fish stocks. In Central Asia, too, the demand for water is very high, but it is a very scarce resource, especially for people working in agriculture.The Swiss Agency for Development and Co­operation (SDC) is funding the water pro­gramme of the Asian Development Bank in the Mekong region and in Central Asia, and supporting the activities of the Mekong River Commission, an association of river Mekong riparian states. The objective is to distribute the available water according to demand and to use it appropriately, effectively and ecologically. We support SDC under a con­sultancy mandate in both the Mekong re­gion and Central Asia.

Limmat Valley light railway

Traffic in the Limmat Valley, to the north­west of Zurich, continues to increase, and the road network will soon be stretched to its limits. The Limmat Valley light railway is intended to supplement the existing public transport system and absorb some of the extra traffic. With twenty­seven stops over a distance of

13.4 km, the light railway will connect Zurich Altstetten with Killwangen­Spreitenbach. We are responsible for various design and project planning aspects of the rail and road infrastructure.

FEASIBLE?Study on replacement of the Oberwies pedestrian overpass

The Oberwies pedestrian overpass crosses the N1 motorway near the Zurich suburb of Wallisellen. Parts of the structure are in poor condition and will not reach the lifespan originally anticipated. On behalf of the Swiss Federal Roads Office (FEDRO) we are inves­tigating what replacement options exist for the cable­stayed bridge. In addition to dis­cussing different new build options, the study also looks into the possibility of demol­ishing the overpass without replacement, examining the legal basis for this and the im­pact on non­motorised traffic. We evaluate the engineering and cost aspects of the dif­ferent options.

STRATEGICSPATIALPLANNINGMunicipalities of Rifferswil and Eschlikon set a precedent

In Rifferswil and Eschlikon, both in the Can­ton of Zurich, pupil numbers are increasing and the educational requirements are chang­ing, which means the municipalities need to expand their classroom provision. We are analysing the existing facilities and produ­cing a forecast of pupil numbers by 2030. We will then work jointly with the school communities to determine the space require­ment, based on the cantonal specifications and recommendations. In a feasibility study we will examine possible solutions to space shortages and estimate the investment costs. The purpose is to define a project for the or­ganisation of an architectural competition.

BRAZIL:FIRSTCONTRACT

Emergency plans for international group

Together with our Brazilian partner ECOGEO (see INTERVIEW) we are developing risk­based emergency plans for the South Ameri­can headquarters of an international group. This is the first joint contract for our compa­nies since the strategic partnership was

formed in August 2012. The client has its headquarters in a thirty­storey building in São Paulo and wants to know the potential risks, such as a long power cut, flooding or an air crash, that might represent serious hazards in this location.

New Zug city tunnel

The centre of the city of Zug is heavily con­gested with traffic. The new city tunnel is intended to take individual motorised traffic away from the inner city, relieving the central zone of much of its traffic and congestion. We are working on the basic project for the

tunnel, routing and engineering structures for the Canton and City of Zug, taking into account safety issues, the environmental im­pacts and the construction logistics.

ELIMINATINGBOTTLENECKSProject study, N1 motorway, St. Gallen

The motorway through St. Gallen, in east­ern Switzerland, is one of the many sections of the national road network that will be overloaded in the future. To counteract this, the city and cantonal authorities proposed a so­called southern link, but although this would have brought significant relief to the motorway and the city, several new intersec­tions within the city limits would have caused added congestion. A joint venture led by Ernst Basler + Partner has developed and compared several alternatives on behalf of the Federal Roads Office (FEDRO). The re­sult is a much cheaper best option, which is enjoying wide acceptance from representa­tives of the district and of interested parties. The funding will now be arranged under the federal government’s programme for the elimination of bottlenecks.

LOW-COSTDEVELOPMENTPromotion by spatial planning measures

Housing costs in cities and agglomerations have risen sharply in recent years. Munici­palities and cantons are now examining the extent to which spatial planning instru­ments, such as zones with a proportion of low­cost housing, can contribute to the pro­motion of affordable housing. As there is lit­tle experience of this in Switzerland, the Federal Office for Housing has instructed us to investigate the impact of spatial planning instruments of this kind. Our investigations not only examine affordable housing, but also consider the impact on spatial develop­ment, social mix and open space. We are assessing possible instruments and making recommendations for implementation to federal, cantonal and municipal authorities.

The development of many future techno l­ogies, such as wind turbines or solar panels, depends on whether enough rare metals are available. We are developing a tool for sur­veying the use of rare metals for key prod­ucts of small and medium­sized enterprises (SMEs). Extension to Geneva Cornavin train station

Geneva Cornavin station is bursting at the seams: train traffic is continually increasing but only seven platforms are available at pres­ent. When trains begin running every quar ter of an hour between Coppet and Anne masse in 2015, the capacity of the current infra­structure will no longer be sufficient. Add­

itional tracks are needed to increase the cap acity in line with future demand. Our preliminary study examines whether a station extension on a bridge support structure is technically feasible and can be integrated into the surrounding area.

Valdivia is one of the main university cities in Chile. Every day large numbers of stu­dents and workers are transported across the city’s rivers, causing substantial CO2 emissions as well as noise. The city now in­tends to ring the changes by introducing three newly developed, solar­powered elec­tric boats that carry hundreds of passengers daily. The solar boats are part of a pilot pro­ject to promote sustainable transport in Val­divia. The objectives are to reduce CO2 emis­sions from public and private transport, to divert some of the motorised traffic away from the congested streets and to increase the awareness of the population. We are re­sponsible for structuring and implementing the project, which is funded by public and private investment.

ewl energie wasser luzern is planning to build a waterworks to treat spring water which rises on Mount Pilatus. Multi­stage treatment methods including membrane fil­tration will ensure that the strict drinking water quality standards will always be met, even if the spring water turns more cloudy. We are assisting ewl with the conceptual planning of the call for tenders for the general planner, the drafting of the tender docu ments and the implementation of the tender procedure for this complex water supply project.

Challenges in rural areas

With the New Regional Policy, a paradigm shift was completed in Switzerland in 2008, centred on entrepreneurship, innovation and added value. With the multi­annual pro­gramme 2016–2023, the federal and can­tonal governments have set a joint course for continued development of regional policy. We are drafting the conceptual framework

for this next programme period together with the University of Neuchâtel. Our basic report sets out the challenges in rural areas and explains how the federal government’s regional policy has to be oriented to meet them. Funding priorities, funding scope and selection rules for future projects are also de­veloped.

ELECTRICITYWITHOUTNUCLEARAnalysis of potential for the Canton of Thurgau

How can electricity be supplied in the long term without nuclear power in Thurgau? We are working on a strategy analysing the po­tential of renewable energies. Working to­gether with the cantonal stakeholders, we develop objectives and measures which we then evaluate in terms of their energy impact, cost, economic consequences, security of supply and environmental im pact. The re­sults will be submitted to the Executive Council and the Cantonal Parliament, assist­ing these authorities to make the important decisions needed for future power supplies in the Canton of Thurgau.

MODELLINGTraffic volumes on the Swiss road network

Migros, one of Switzerland’s leading retail companies, needs to evaluate the potential for new store locations based on traffic loads. To achieve maximum reliability and significance, we are developing a method based on the federal administration’s Na­tional Passenger Traffic Model (NPVM). This represents an intelligent combination of traf­fic modelling methods and the application of Geographical Information Systems (GIS).

AUTOMATIONReliable technology for the Stäfa fish hatchery

The fish stocks in Lake Zurich need to be regu­lated. Various native fish species are therefore bred at the cantonal fish hatchery in Stäfa and regularly released into the lake.The hatchery’s automation system and the pumps were outdated and had to be re­placed. We developed the building auto­mation and electrical concepts on behalf of the cantonal building department. We also produced the documentation for the project exe cution and supervised the implementa­tion of the works up to successful handover to the operator. It was a challenge to carry out renovations under continued operating conditions, as the water circulation in the breeding tanks had to be maintained throughout.

NEWLIGHTVilla Jacobs renovation, Zurich

The two listed historic buildings known as Villa Jacobs in Zurich Seefeld are being reno­vated. We are upgrading the building ser­vices installations and adding new functions such as air conditioning. By a combination of historical heritage lights and modern light­ing architecture, we are putting a sympa­thetic contemporary gloss on these vener­able villas.

GISTraffic management application

Together with a number of partners, we are planning and developing a traffic manage­ment application for the Federal Roads Office (FEDRO). We are responsible for all aspects of the Geographical Information System (GIS). Among other things the GIS features enable the current traffic situation on Swiss trunk roads to be displayed.

Football hooligans, burglaries or floods – what safety­related challenges will Swiss cities be faced with in 2025? Together with 33 pilot cities and the Association of Swiss Cities, we are drawing up a comprehensive picture of future developments.

Swiss cities may be small, manageable and considered safe by comparison with international metropolises. But here, too, conditions are changing: riots mobilised on Facebook, more public transport services at night, more intensive and varied use of public space and new communication technologies present cities with increasingly complex challenges. The issue of urban safety occupies a central role and is more of a preoccupation than ever before. Local people, businesses, tourists all want to feel safe in cities. With these diverse challenges, the pressure is growing on the cities to offer appropriate solutions, and is becoming an increasingly Her­culean task. Safety in today’s cities goes far beyond policing and is becoming a demanding mainstream task for several areas of authority. Longer­term overall strategies are wanted but are often non­existent, leaving the authorities able to react only to particular events.

LilianBlaser has always appreciated urban life with its diverse cultural activities. A natural scientist, she lived in Berlin for four years but since 2011 has again been enjoying the ready accessibility of Zurich. At weekends she is usually drawn to the countryside.

Spatial and urban planner Angelina Nolte’s daily work in - volves current and future urban development issues. In private travel, too, she likes to explore the distinctive aspects of for-eign cities.

In his spare time, political scientist TillmannSchulze prefers the country to the city. Exploring Lake Greifensee in his fold-ing kayak and running on the slopes of the Pfannenstiel moun-tain give him fresh inspiration for exciting urban projects.

changes to natural hazards. The study highlights how the safety of cities will be affected in the future by nightlife and leisure behaviour, the use of social media, urban design, the traffic and transport situation, etc., and how these develop­ments can be handled.

The importance of the study’s subject matter is indicated by the great demand. Overall 33 cities and urban municipalities of different sizes from both German­ and French­speaking Switzerland are participating as pilot cities. Their involvement enables direct reference to everyday urban life. The pilot cit­ies contribute their wealth of experience and their concerns and also use the opportunity to exchange ideas and learn from one another.

Acting instead of reactingThe study ranges from the current situation to the future – together with the project team, the cities are conducting workshops to analyse the hazards to which they are currently exposed, and in what form. Their relevance for the future is evaluated with the help of detailed research in existing stud­ies and interviews with experienced specialists.

Based on the data, the project team of the Association of Swiss Cities and Ernst Basler + Partner, together with the par­ticipating cities, are developing approaches and proposals for action. Examples of the topics discussed include the planning measures that increase safety, how new communication channels can be used and the influence of existing legisla­tion.

The purpose of all this is to provide the cities with informa­tion from the study so that they are better prepared overall for future changes, thereby ensuring that the authorities no longer merely react to specific events and developments, but proactively exert an influence on safety in their cities. «

Urban life is more and more attractive. This not only poses new challenges for the cities in dealing with safety (article p. 8 –10), but the increasing densities, declining green space, increasing traffic and environmental impacts and our way of living also demand intelligent solutions in various fields. This is the only way for cities to maintain their future com­petitiveness and guarantee quality of life for their popula­tions.

365° What makes our cities fit for the future?

Barbara Zibell The range of issues is huge. One basic prob­lem is that we are using up too much space. Taxes could be raised on excessive living space in future to counter this trend. The fact that we live, work and spend our leisure time in dif­ferent places also leads to more mobility.Renate Amstutz Living, working and leisure should not be further separated. And people should also feel comfortable where they live. Neighbourhoods must display a distinctive identity despite dynamic growth and changing demands. Barbara Zibell Feeling comfortable has a lot to do with giving equal weight to all ways of life in the city. Planning should not just be concerned with the areas relevant to paid work, it should also consider care work, such as for exam­ple the needs of families or the elderly. Christof Abegg Increasing density can mean that the famil­iar disappears and the identity of neighbourhoods changes.

This arouses fears and triggers resistance. And yet greater density is inevitable to halt the spread of urban sprawl be­yond the boards of the city and agglomeration. The challenge is to perceive density not as a threat, but as an opportunity for improved quality.Thomas Kessler Endless infrastructure expansion is not a so­lution for the future – it is much better to use it intelligently in its current dimensions. We must look critically at our con­sumer behaviour and reduce our space and mobility needs rationally through a culture change with new ways of living and working.

365° How do we resolve the conflicts of higher density?

Thomas Kessler The density debate is rather absurd: cities are becoming less dense; the consumption of housing space per head has never been higher than it is today. We will not solve the problem by making more space available. If we go back instead to living with other people on fewer square metres, we will benefit both from a better energy balance and from a sense of community.

Barbara Zibell A fundamental problem is that greater dens­ity is often not tolerated. So I believe that legal regulations that allow storey heightening everywhere make little sense. Instead the plans should stipulate some sites, as centrally lo­cated as possible, where higher density is possible and desir­able – which means that the identity of the neighbourhoods is largely retained.

In the Sulzer site of Winterthur and in Emmen, for example, new towns are being built with cluster elements that have structures resembling a classic historic town centre. They are pioneering in their use of energy and space and their social interaction. Because everything is so close together, motorised mobility is not needed. If these towns are built with intelligent architecture, this can all be achieved at low cost. «

Diversity on a sound basis – the Hunziker development

Lively, sustainable, mixed. A new urban neighbourhood with a lifestyle of the future is under construction on the Hunziker site in Zurich­Nord. We are the structural engineers performing a balancing act between spacious modern architecture and sustainable building.

Concrete building elements used to be produced on the Hunziker site in Zurich Leutschenbach. Now the cooperative “mehr als wohnen” (more than living) has great plans: the Hunziker site will not merely become a new residential devel­opment, but an entire neighbourhood will be built where residents will try out new types of housing. Thirteen buildings will provide living space for 1,100 people and workspace for around 100, from autumn 2014. The district will be a lively mix of social groups and ages, with each building deliberately accommodating a variety of uses. There will be apartments designed for families, for flat­sharing and for the elderly, ad­jacent to restaurants, businesses, crèches and numerous community areas.

From the big picture to detailed solutionsDiversity has priority on the Hunziker site – every building is a unique design that meets the highest architectural stand­ards. Yet all thirteen buildings form a harmonious whole. The client is also aspiring to high quality standards of urban design. To ensure the necessary scope for this diversity, “mehr als wohnen” has appointed no less than four firms of archi­tects for the design and realisation: the Futurafrosch and Duplex Architekten joint venture, Müller Sigrist Architekten, Miroslav Šik and pool Architekten.

The clever interplay of different specialist areas can produce pioneering buildings that meet the requirements of modern societies. The fascination of developing innovative structural concepts in creative processes is a recurring motivator for civil engineer PatricFischli-Boson. In private he finds relax-ation and inspiration in his family and sport.

Civil engineer AndreaWittelhas been concerned with sus-tainability for several years. It has top priority in structural engineering, where she has many years’ experience, and she wants to establish the subject more widely in other areas. Since January she has devoted her attention to the broad is-sue of sustainability in the Spatial Development business unit. Her daily life with her twins has taught her how to deal with new challenges.

“From the big picture to detailed solutions” is the motto of the project. It is no mean feat for either the architects or the structural engineers, ourselves together with the engineers of Edy Toscano. Detailed structural design is required due to the different forms and uses of the thirteen buildings. When superimposing up to four different ground plans, care has to be taken to ensure, for instance, that on completion a column from a ground restaurant does not pass through a double bed in the apartment above! We ensure that flexible structures, suitable for different uses, can still be achieved. By defining additional concept rules to which the buildings should be planned, we also lay the foundations for a sustain­able realisation of the structures.

An efficient structure for ambitious aimsAnother challenge is the client’s aim to go even further than the MINERGIE­P­ECO label. The buildings are designed to be low­energy and include as much renewable energy as pos sible. The building materials are non­toxic and ecological. A five­storey timber building and one of insulating concrete, both handled by Ernst Basler + Partner, are planned as pion­eering projects in terms of their materials and design. Timber and insulating concrete are considered particularly sustain­able materials but have never been used for buildings on such a large scale. This means the development of completely new structures. With insulating concrete the facade is both the load­bearing and the insulating element. We had to make sure that the required load­bearing capacity was achieved under these conditions and that no problems with respect to building physics such as mould would occur.

A future­oriented neighbourhood provides for and promotes social diversity. Ensuring that “mehr als wohnen” lives up to its name requires many different disciplines, from architecture to structural engineering, to break new ground. «

More town for fewer people – this is the challenge facing Eberswalde. This town of 41,000 inhabitants is the main centre in north­eastern Brandenburg and is only 30 minutes from Berlin. New methods of urban development are being sketched out in a public debate.

A lot has happened over the past twenty years in the former industrial town of Eberswalde: it is an important employment and supply centre between Berlin and Szczecin in Poland. It has also regained its centre: many of the historic buildings in the inner city have been refurbished and the transport infrastructure repaired. Crèches and schools keep pace with the new requirements. Far more people now live in the heart of Eberswalde than twenty years ago.

Moving towards better urban quality Despite the positive developments in the town centre, popu lation numbers are falling overall. In 2000, around 44,000 people lived in Eberswalde, but by 2030 there will only be about 33,000, due mainly to the falling birth rate. This decline will mean a substantially ageing population, and the economic development of the city cannot move ahead without enough workers.

So Eberswalde wants to attract more people. The process be­gan in 2008 with the Integrated Urban Development plan (INSEK). We supported it in this complex process. The town’s main assets are its excellent social infrastructure facilities, good accessibility and lively urban life in a very attractive environment – set in unspoiled countryside only 30 minutes from the hustle and bustle of Berlin, Eberswalde can attract new residents, as other metropolitan regions have long been doing. But to achieve this the town needs to develop in line with the demand. Young or old, singles or families: people will only settle here if they find an attractive range of facil­ities to meet their needs – education, employment, culture, energy­efficient housing and climate­friendly urban mobility are all important considerations.

Housing, town marketing, energy efficiency and climate pro­tection, accessibility, jobs, education and social infrastructure are all therefore covered in the INSEK, as well as a strategy for attracting and retaining new people.

The importance of participationThe INSEK is not written in stone, but is continuously updated and adapted to current conditions. In Eberswalde this is not done behind closed town hall doors, but in public debate. The town tries to find answers to the central questions of the future in consultation with the various stakeholders. Townspeople design “Tomorrow’s Eberswalde and beyond”, experts discuss their vision for the town in future­oriented workshops, and administrators and politicians explain their approaches in seminars and discussion forums. We support Eberswalde in this exciting development process with exper­tise, communications and as moderators.

The result will be “Eberswalde Perspectives 2030”. This is not a magic formula that answers all the questions, but a way in which the town can find a new balance between the growth of the town centre and the contraction of some neighbourhoods. The “feasibility” framework will be formed by the economic conditions and the municipal revenues and expenditure. «

Eberswalde: not a unique case

The challenges of sustainable urban development in Ebers­walde are typical of many medium­sized towns. Diverse issues such as economy, housing, social affairs, infrastructure and cli­mate must be brought together to offer good­quality urban life that is affordable. It is these medium­sized towns that most need conceptual and process­based support.

How do cities become attractive places to live despite the huge challenges? This question has fascinated KatrinHeinz ever since she studied civil engineering. Her interest in strategic questions pays dividends not only in urban development but also on her travels near and far.

Understanding, supporting and promoting urban development processes are all in a day’s work for qualified urban planner StephanKathke. Waterside towns and cities appear remark-ably often on his reference list, which may have something to do with his love of sailing.

365° And a plus for Brazilian cities?

HCA We can certainly make worthwhile contributions. But the starting point is naturally quite different in Brazilian cities from those in Europe and the issues are correspondingly more complex. Population growth alone is enormous. São Paulo, for example, with 1,000 new vehicles every day, means an exploding traffic load on an ever­shrinking space.

EM The CO2 inventory for São Paulo produced by ECOGEO showed that 85 per cent of CO2 emissions are caused by traffic. Together with Ernst Basler + Partner, we can demon­strate how traffic could be intelligently planned to reduce these emissions. The reuse of brownfield sites for housing and employment development also opens up new possibil­ities: Brazilian cities have had the benefit of our experience in the decontamination of brownfield sites for years. Ernst Basler + Partner has valuable town planning expertise. HCA Brazilian cities must also ensure that the population has access to clean water and their energy is as environmen­tally friendly as possible. Another major problem is the mas­sive quantities of waste. Overall the spectrum of possible task is very wide, ranging from the strategic political level to operational implementation. «

Who we areWe are an independent engineering, planning and consult­ing company with some 320 employees from different pro­fessional disciplines. We make a contribution to sustainable development in the areas of the natural and built environ­ment, engineering, the economy, and society. Our company has branches in Zollikon, Zurich and Potsdam, and we are establishing new locations in South America. To this end we have founded a subsidiary company in Santiago de Chile and established a strategic partnership with the Brazilian ECOGEO Group in São Paulo in August 2012.

Our motivationEver since our company was founded in 1981 our aim has been to make a contribution to sustainable development, ensuring that the needs of future generations can be met, and our planet can be preserved as a place to live long into the future.
