On behalf of the Board of Trustees, it is my pleasure to present the 2019 Year-in-Review from the South Carolina Power Team. In the pages that
follow, you will not only read about the results of 2019, you will see cumulative evidence of the collective commitment to growth from our 20 South
Carolina Electric Cooperatives.
Six years ago, we adopted an aggressive strategy for growth within our system, and we set out to play an essential role in economic development within
our state. We made changes to our rates, enhanced our incentive offerings and made a significant commitment to creating market ready sites.
In the last six years the electric cooperatives have played a key role in the attraction and expansion of companies investing more than $6.4 billion and
creating 30,000 jobs. The announced capital investment and job creation resulted in nearly $30 billion of economic impact to the State. These results
include a state and local tax impact of almost $785 million and labor income of more than $6.7 billion.
In 2019, the South Carolina Power Team Board of Trustees reaffirmed our commitment to be an essential partner to the communities we serve,
foster growth and develop South Carolina’s economy. Our new Strategic Blueprint reinforces our collective commitment to be a preferred utility
partner to the communities we serve.

SC Power Team is a full-service, non-profit economic development organization representing the state’s 20 consumer-owned electric cooperatives serving two-thirds of the area of the state. The mission of SC Power Team is to facilitate the growth of jobs, investment and electric load through the attraction of new industrial and commercial activity, as well as, the expansion and retention of existing businesses and facilities in the service areas of the electric cooperatives throughout South Carolina.

PROPERTY DATABASEAt the 2019 Economic Development Review (EDR), SC Power Team launched its new GIS Application. This application houses data on available industrial properties in SC Cooperative Territory as well as the Project Pioneer Labor Study data. In addition, the application offers access to extensive data regarding demographics, labor force, consumer spending, business and industries, wages, and talent.
PROJECT PIONEERAs part of its efforts to keep the results of the comprehensive, statewide labor study updated, the South Carolina Power Team has continued to invest to better understand the strengths and weaknesses of the state’s workforce. Through Business Retention and Expansion efforts, the SC Power Team conducted a number of interviews and conversations to help collect anecdotal information from companies about workforce conditions. In addition, the SC Power Team encouraged the employers to complete the workforce survey from the original Project Pioneer. This resulted in 108 new employer survey responses that could be used to understand current workforce trends in South Carolina and to compare against survey results collected previously.
STATEWIDE WATER AND WASTEWATER STUDYIn 2019, SC Power Team began the initial push of the Statewide Water and Wastewater Study. The study evaluated the water and wastewater providers across South Carolina which had a documented capacity greater than 2.5 million gallons per day.
This analysis was conducted using readily available data as well as through interviews conducted with the providers. Through the results of the study, SC Power Team identified several locations throughout the state where large water and wastewater capacities are available.
Ultimately, these locations will be illustrated through layers on our GIS Application. In addition, SC Power Team and its partners will be able to utilize this data to further market available industrial property in SC Cooperative Territory.

During 2019, the following activities occurred to monitor expansion projects, make service provider referrals, and to support the electric cooperative-served industrial/commercial members:
» 108 corporate surveys completed to continually update our statewide labor study
» 103 cooperative-served industrial/commercial members visited across 17 electric cooperative service territories
» 97 visits were made with electric cooperative staff in attendance
» 15 city/county/regional economic developers participated in visits in their service area
» 18 visits were to new industrial/commercial members or to members not previously visited by the SC Power Team
BUSINESS RETENTION AND EXPANSION

Launched in 2014 and expanded in 2019, the Site Readiness Fund (SRF) is a Community Development and Preparedness initiative in the service territory of the 20 electric cooperatives to create competitive industrial sites, parks and buildings that are truly market-ready. Through investments in developing product, infrastructure upgrades, land acquisition, water and wastewater upgrades, general site improvements and speculative building development, the objective of the SRF is to advance and better position industrial product for making the short list for a site selection consultant or prospect.
Since 2014, the SC Power Team has committed in excess of $42 million over a six-year period through 2019. The Site Readiness Fund (SRF) is made possible, in part, by an initial $30 million grant from Santee Cooper with support of the Electric Cooperatives of South Carolina. Matched by local funds and additional grants, the SRF has leveraged a total of $202 million in combined funding on 31 projects.
National Rural Economic Developers Association (NREDA) recognized SC Power Team with the 2017 Organization Excellence Award for its efforts in rural development and making sites market-ready through the SRF investments.
