Welcome to the Yavapai Amateur Radio Club

The Yavapai Amateur Radio Club (YARC) is an ARRL affiliate Special Service Club. The club participates in many activities in the quad-city (Prescott, Prescott Valley, Chino Valley, and Dewey-Humboldt) area by providing communications for local events, emergency communications, and promotion of the hobby throughout the community.

Membership in YARC is open to any interested amateur or non-amateur alike. Dues are $20.00 per year (full-time students $15). YARC meets at 1900 MST on the first Thursday of every month in the technology classroom at Prescott Mile High Middle School, 300 South Granite Street in Prescott. Vehicular access to the school parking lot is via the entry at the intersection of South Montezuma Street and Carleton Street. Programs of interest are included as part of the meeting. www.w7yrc.org

Bring any ham related surplus items that you no longer have a need to the next club meeting. There will no longer be a table outside the building. Instead there will be a table inside the room where refreshments are served where your items can be placed. Let your fellow club member take those things with them that they feel might be useful to them. The table will be available at each monthly meeting.

This has been a very busy month for the Board. The approval of the expenditure of the money for the club tower has moved us closer to getting a permanent tower established at the Jeep Posse Building. A team of Elmers and supporting hams helped to take down the tower on January 18th . Many thanks to Bud N6CW (tower man), Jim N6KZ, Art KA5DWI, Frank K8FB and Mike N7IEP. John K7PRS took pictures which we hope to display at the club station.

In addition a team (N7CW, N7KZ, KG6AY, K8FB) met with the new Jeep Posse Captain, Randy W6TYV, to discuss moving the club station into a room located in the northeast portion of the building. This will provide us with more room and will provide a better location if used during Field Day. Stay tuned for updated on the tower installation and the station move.

As some of you may have heard by now the club Treasurer elected in November, Ted KI7FWZ, has resigned for personal reasons. The Board met in Special Session to accept his resignation and appoint a new Treasurer to fulfill the remainder of his term. The new Treasurer s Mike N7IEP.

At our Board meeting on January 26th , we will be discussing our goals and plans for 2017. My primary goal as your president will be to ensure that the club continues to be a vital organization by engaging the membership in the various club activities, as well as developing new areas of interest which will appeal to the current and new members.

Hope to see you all at the meeting on February 2, 2017.

447.650 MHz Repeater Net – NO1D has suggested that there be a Saturday morning net on the UHF repeater. He has volunteered to be net moderator. The net is underway and being held on Saturday morning at 0900 MST.

Basic Hamfest Consignment Rate – N6KZ is running the 2017 hamfest consignment sales. He has recommended that the basic consignment fee be changed from 15% to 10% to encourage more participation and profits. It will also simplify the math to calculate the final payouts. – Boarddetermined that the minimum rate will be 10%. This will be advertised at the regular monthly meetings.

Practice Exam Sessions 1800 MST at Jeep Posse Building January 11th – W7BJVE Exams on January 14th 0900 MST at Jeep Posse Building – WB7TPH.Club Station Tower – Graham Bacheler, Jeep Posse Captain, gave YARC permission to install a permanent tower at the club station. 4 x 4 x6 ft. deep hole dug by Jeep Posse building addition concrete contractor for $100.Hole covered with plywood and barricades and caution tape placed around the hole. Elmer Group looking into tower possibilities. Discussion of expenditure form The Board reviewed the expenditure form and decided it should be presented to be membership. A

— New YARC committee positions: KA7LKW has volunteered to be the Social Secretary for YARC. She will send out get-well cards as well as cards for silent keys (or family members).— W7PVA, has volunteered to be the YARC Membership Coordinatorr. This will relieve some pressure on the Treasurer to maintain the membership rosters, etc. We may need to look at revising the bylaws next year.— WB9VGJ has volunteered to help with the upcoming Public Service events. He has contacted KD7VBG to gether contact information for up coming events.— Hamfest Sales at Harkfest November 5th - $148 to YARC treasury.— $50 Donation to ARRL – In memory of Lloyd Halgunseth WA6ZZJ mailed on November 14.— Library Donation of ARRL Books - $200 special ARRL package. Donate to Prescott or PV Library. Requesting

Board authorization A motion was made by KI7FWZ and seconded by KA5DWI. Motion passed.

— Elmer Group Assisted with Check of YCJP Mobile Radios again on November 10 – N6KZ and KG6AY were asked by the Jeep Posse to come out again to help check out the installations of radios and antennas in posse member vehicles. This will become a yearly event.— Treasurer Responsibilities – W7BJ brought up ways to make the Treasurer load lighter. Tabled.— AZ Gravel Rides Donation – Donation of $75 to YARC received in appreciation of our support of event communications for the Bradshaw Grinder. K8FB sent a thank you note.— K7DCT Donation – K7DCT donated $200 to the YARC repeater fund. K8FB to send a thank you not to Andrew.— Discussion of possible live streaming of club meetings using the MHMS equipment. KB7TRE mentioned the possibility of a small monthly donation ($10 or $20) to his program.

This item was tabled pending additional information from KB7TRE.— Next Technician Class licenses classes will be help on Feb. 4th & 11th at Jeep Posse building.— K8FB announced that KG7BAM has agreed to cook the tri-tip for the YARC picnic during Field Day in June.— Adjournment: adjourned the meeting at 2000 MST.

YARC Board of Director’s Special MeetingDate: January 13, 2017

=============================Minutes=============================

Present at the Meeting: AB9JS, K8FB, K9WIZ, KJ6KMK, KG6AY, KA5DWI and N7NGM. Guest clubmembers included W7PVA and W7BJ.Meeting Called to Order: at 1400 MST January 13, 2017 at the Jeep Posse building.

Purpose of the Special Meeting: A Special Meeting of the YARC Board of Directors was called in accordance with the Bylaws Article VI Section 5 to take action on the resignation offered by the YARC Treasurer KI7FWZ. KJ6KMK explained the reason for the meeting and provided copies of the Treasurer’s resignation.A motion was made by KA5DWI to accept the resignation of the Treasurer KI7FWZ effectively immediately. The motion was seconded by AB9JS and the Board voted unanimously to accept the resignation effective immediately.

The next order of business was the consideration of the appointment of a new Treasurer in accordance with Article IV Section 5 of the Bylaws. KJ6KMK reported on the search for a candidate and present N7IEP as acandidate willing to accept the position. Some discussion followed and the Board placed a telephone call to N7IEP to ensure his acceptance of the appointment. Based onN7IEP’s acceptance, a motion was made by KA5DWI to appoint N7IEP to fulfill the remaining term of the Treasurer’s position. The motion was seconded by KG6AY and the vote was unanimous. The Board then directed KJ6KMK to set up a meeting at the Wells Fargo Bank to transfer the bank account to N7IEP and to ensure the transfer of the records from KI7FWZ (previous Treasurer) to N7IEP, the new Treasurer.

A brief discussion of the separation of the duties of the Membership Coordinator from the Treasurer’s duties ensued. A decision was made to review the Bylaws to determine how the clarification would be documented.Meeting was adjourned at 1530 MST. -7- Yavapai Signal February 2017

YARC Party – January 28, 2017

The 2017 YARC Party scheduled for January 21, 2017 has been rescheduled for January 28, 2017 because of snow weather conditions on the previous date. The event will be held at the Centennial Center at1989 Clubhouse Dr., Prescott, AZ 86301 - at the Antelope Hills Golf Courses. The luncheon will begin at 1100 MST. The deadline for reservations was Saturday, January 14, 2017.

Here are the dinners available and meal prices, which include complementary beverages, dessert, tax, and tip. There will be a cash bar available. The quoted price includes a $5 discount paid for by YARC:

Once again I must thank our VEs for their faithful service. I am so very proud of them. By the way, during the January test we provided some orientation and basic training to four brand new Ves: Mark Brown, Stephanie Lambert, Pete Quinn and Charlie Sullivan.

The January 14 test session had several pre-registered candidates and three walk-ins. When the smoke cleared, we graduated six new Technicians and three Generals. It was all together a good day.

2017 Yuma Hamfest

The Yuma Hamfest is just a little over two months away on February 17-18, 2017. Yuma has become the site ofone of the largest hamfests in the southwestern U.S. and will be the site of the ARRL Arizona Section Convention for 2017.

It will feature commercial vendors, tailgating, grand prizes worth over $25,000, on-site RV camping, free parking, seminars held in parallel tracks, $8 amateur license testing, DXCC card checking, an antennaclinic & transmitter hunt, the famous "Buzzard BBQ" dinner, a near-space balloon launch, great hourly door prizes, a hospitality area, the "Country Store" consignment sales area, and much more.

Admission is only $5, tailgating spots are $10 for the weekend, and it will offer a food concession run by a professional chef. Our "Buzzard BBQ" dinner will only be $10. Mark February17-18 on your calendar and plan on attending the Arizona Section Convention in Yuma.

January 2017 Foxhuntby John Broughton, WB9VGJ

The monthly foxhunt was held Sunday, January 8th. Bob WB6ODR and Larry KG7TTD were the foxes. We were fortunate with the weather being the best it had been for several days. Bob and Larry picked a good spot to hide the transmitters – at the east end of East Butterfield Rd. overlooking the Pioneer Village shopping center. This spot had been used once in the past and was very challenging for the hunters.

Unfortunately, there was only one team of hunters for this hunt, Jeff WB7RFY and John WB9VGJ. We found the transmitter in 56 minutes. We could have found it quicker except that we tried a nearby road where we thought the transmitter might be first. It was very narrow and finding a place to turn around was not exceptionally easy.

I use a neat app on my smartphone called SigTrax. When you aim an antenna at a radio signal, the app allows you to manipulate a bearing line on the phone’s screen so it is pointing in the same direction and then save thatbearing. After taking several bearings, if they are accurate, there will be intersections. Those intersections will give one a good idea of where the transmitter is hidden.

As one has to guess when aiming the antenna just where the center of the signal is, it can be somewhat wide, the bearing lines are not 100% accurate, but can be very close. You can see how close they were in this hunt inthe screenshots I took of them on my smartphone. Those screen shots are in the pictures you will find using thelink below.

We had our usual after hunt socializing session at the Prescott Junction restaurant. We would encourage more folks to get involved in the hidden transmitter hunts. They are really fun and help develop direction-finding skills.

YARC MembershipCommittee Chair

We are looking for someone to manage the membership rosters for the club. The activities would include receiving the membership applications, managing the membership rosters and sending reminders for membership renewals. Membership applications are usually either received by email or presented at a club meeting. The membership chair would not be responsible for collecting any membership dues. This duty would still be handled by the club treasurer.

Public Service EventCoordinator

The club needs someone to coordinate the public service events.

Elmer Group Helpers The club has a very active Elmer Group consisting of core members Jim ZimmermanN6KZ and Art Protas KG6AY. If you would like to help out Jim and Art and have antenna installation skills, contact Jim N6KZ. You can also be of help if you have a specialized skill such as programming frequencies into radios, digital communications, or other similar skill. You can help out on a regular basis or be called upon when your specialized skill might be needed.

2017 Field DayChairperson

We are looking for someone to coordinate our 2017 Field Day weekend operating activities. We usually have lots of helpers for this operating event on the last full weekend of June.

2017 Picnic Chairperson Our annual club picnic is held on the Saturday of Field Day (last full weekend of June). We are looking for someone to coordinate this event and see if we can find a “chef” to equal or top the 2016 picnic menu.

Noise floor report does not inspire confidenceby Dan Romanchik, KB6NU

Last June, the FCC’s Technical Advisory Committee asked licensed and unlicensed users of the electromagnetic spectrum to answer some questions about the noise they were experiencing and whether or not it was affecting their services. Specifically, they asked:

* Is there a noise floor problem? * Where does the problem exist? Spectrally? Spatially? Temporally? * Is there quantitative evidence of the overall increase in the total integrated noise floor across various segments of the radio frequency spectrum? * How should a noise study be performed?

Well, the results are in, and Radio World recently published a summary of the responses that the FCC received(http://www.radioworld.com/business-and-law/0009/noise-floor-where-do-we-go-from-here/338242). The FCC received 93 replies from 73 (great number, eh?) different people or organizations, including * 23 companies/industry organizations:* 39 RF professionals (broadcast and wireless) * 31 licensed radio amateurs * 9 responders did not reply to the questions asked

Respondents included the ARRL, the Society of Broadcast Engineers, the National Association of Broadcasters, the National Public Safety Telecommunications Council, ATT, and the National Electrical Manufacturers Association. I found especially interesting comments from the Society of Broadcast Engineers. They include:

* Increased cooperation is needed between manufacturers of Part 15 devices and users of radio spectrum to identify noise sources and take appropriate remedial action. * Radiated emission limits below 30 MHz in the FCC Part 15 rules for unintentional emitters should be enacted.There are presently no radiated emission limits below 30 MHz for most unintentional emitters. * Reduced Part 15 limits for LED lights should be enacted to be harmonized with the Part 18 lower limits for fluorescent bulbs. * Better labeling on packaging for Part 18 fluorescent bulbs and ballasts to better inform consumers of potentialinterference to radio, TV and cellphone reception in the residential environment. * Specific radiated and/or conducted emission limits for incidental emitters, such as motors or power lines, should be enacted. * Conducted emission limits on pulse-width motor controllers used in appliances should be enacted. * Substantially increase the visibility of enforcement in power line interference cases.

Other organizations made similar comments.

While the report is encouraging, it won’t mean a thing if no action is taken on these issues. Given that the FCC is cutting back on its field offices, and our president-elect has said that he plans to reduce the number of governmental regulations, I’m not optimistic that we’ll see the noise situation get better before it gets worse.
