That intet is reflected, In part, in tworesearch and develOpluit efforts currently undeWy within the Logistics and HamnFactors Divisie: Task Identification and Evaluation System (TIES) - Woft Unit171040-31; and Suall Unit Maintenance hanpower Analyses (SiMIA) - Work Unit171000-04. Literature searching and cataloging efforts supporting both of these WorkUnits have produced large docent files. It semned timly to put together abibliografl tailored to the problem of WT planning and analysis In system acquisitionto aid other researchers In this topic area.

INTIOUCTION

Making better, earlier estimates of the mnpower, personnel, and training (10T) impacts ofnew system has been an important gal of the Air Force Human Resources Laboratory (AFHRL) formWn years. Coesequetly, several useful methods, models, and procedures - which togethercomprise theM T technology bass - have been developed. The other Services, too, have madeimportant contributions to this field and have recently moved ahead In packaging andproceduralizing IT technology for practical application in military acquisitions.

This bibliography lists source documents relevant to NPT requirements estimation and designinteraction during the weapon system acquisition process. The bibliography emphasizes Serviceliterature - published, not-yet-publIshed, and unpublished - on HARMHAN (NARhwre vs. M4ANpower)applications in the Army and Navy. Also emphasized are AFRL technical publications going backas far as the late 19M which allow one to trace the lineage of HARMAN to the Air Force'sCoordinated Hman Resources Technology (CNRT), and, later, to the Acquisition of SupportableSystem Evaluation Technology (ASSET). Also Included, though less thoroughly, are human factorsstudies and technical publications relevant to the system design and acquisition process. Themyriad of Department of Defense Directives, Air Force Regulations, and Mlitary Standards andSpecifications related to NPT, human factors, and logistics tn acquisition are excluded sincethey have been cataloged elsewhere. Refer to the four Akman Associates's (1983a, 193b, 1983c,1983d) studies for exsample lists.

An attempt has been made to cover the field comprehensively since 190, and to include thevery latest literature. Neeting this latter goal has meant, in sam instances, citing works thatare not, as this is written, In final published form or available to the public. eeting theforer goal has mant, especially In the NARDMAN area, Including documents whose informationcontent duplicates or substantially overlaps information found in other documents. In choosingitems for Inclusion, the urge to be thorough often overruled the need for discrimination.

The renewed emphasis in the Air Force on better, earlier MPT planning for developing weaponsystems is taking several forms. One is the establishment of an MPT focal point within theAeronautical System Division (ASO) of the Air Force System Command to integrate and manage MPTanalysis efforts. Another Is the call for wore coordinated, concerted applications of existingMPT technology, and for improved NPT technologies with greater transition potential. Theproposed Air Force Manpower, Personnel, and Training Information Systen (1PTIS) for tracking MPTrequirements and resources for all new weapon systems is an Important new application that willbuild on existing knowledge and technology.

These new efforts should benefit greatly from ready access to the accumulated knowledge andexperience In MPT analysis eodied by this bibliography. To be sure, a review and analysis ofthis accretion of literature would be even more beneficial and should be done. In particular,the potential utility of the MAROMAN approach In meting Force PT analysis needs now and in thefuture must be determined. The present effort is a small but perhaps important step toward thatlarger gal.
