Report of the 30th Group Meetings of ISO/TC 113 held at Tokyo, Japan

The 30th group meetings of ISO/TC 113 'Hydrometry' and its subcommittees were held at the JSCE Headquarters in

Tokyo, Japan from 24-29 May 2015. The meetings of working groups were also held during this period. The meetings

were attended by the representatives of China, UK, USA, Netherlands, Japan, India and WMO.

India has a long and established presence in the work of ISO/TC 113 which is evident from the fact that the

Chairman of the main committee, Mr S K G Pandit, is from India. The subcommittee SC 6 on Sediment Transport is

also chaired by Dr. (Mrs.) V V Bhosekar from India. The secretariat of ISO/TC 113 as well as that of the

subcommittee SC 1 on Velocity Area Methods and that of SC 6 on Sediment Transport is held by India Member Body

through BIS. The Indian delegation comprised of:

ISO/TC 113;

A meeting of all the Chairs and Secretaries was held on 24 May 2015 under the chairmanship of Mr. S K G Pandit,

Chairman, KRMB, CWC of India to deliberate on the important issues related to the ISO/TC 113 and its

subcommittees and to exchange notes and other details/requirements for the meetings, including finalization of

schedule. The meeting schedule for the 30th Group Meetings was finalized & agreed without any change in this

meeting. Discussions were held on the important issues related to ISO/TC 113 and its subcommittees as well as on

new issues being considered by the Committee. A preliminary deliberation was also done on the WMO manual on

Stream Gauging. It was agreed to take suitable steps by chairpersons/conveners at all stages of projects, with the

aim that projects are completed within time schedule.

The opening meeting of ISO/TC 113 & plenary meeting was held on 25 and 29 May 2015 respectively under the chairmanship of Mr. S K G Pandit, Chairman, KRMB, CWC of India. In the inaugural session of the ISO/TC 113 meeting on 25 May 2015, opening and welcome speeches were given by Dr. Hirofumi Ohnishi, Executive Director of Japan Society of Civil Engineers, the national committee for ISO/TC113 under the Japanese Industrial Standards Committee, Mr. Yasukazu Fukuda, Director of International Standardization Division, (Science and Technology Policy and Environment Bureau), Ministry of Economy, Trade and Industry, Japan; Mr. Hirokazu Tsukahara, Director of River Planning Division, Ministry of Land, Infrastructure, Transport and Tourism, Japan and Mr S K G Pandit, Chairman ISO/ TC 113. In the opening meeting secretary, Mr. J C Arora presented a report on the committee's work since the last meeting, structure of ISO/TC 113 and informed the committee about the status of various documents directly under it and under its subcommittees. The committee deliberated on actions taken on various resolutions and progress of various standardization projects and members appreciated the progress achieved. Mr. J C Arora also gave a presentation

regarding ISO developments/recent changes at ISO related to directives (main changes) and resources available on ISO online including ISO/TC113 information. Reappointment of Mr. Stewart Child as chairman of ISO/ TC 113/SC1 and Dr. Yue-Ping Xu appointment as Convener of ISO/TC113/WG3 on Uncertainty was informed by secretariat and they were welcomed by members.

The meeting of subcommittee SC 1 on Velocity Area Methods was held on 25 May 2015 under the chairmanship of

Mr. Stewart Child of UK. The Indian delegation leader for the meeting was Shri S K G Pandit, Chairman, KRMB,

CWC. It was also participated by Dr. Bhosekar, Dr. Jain & Mrs. Rachna Sehgal. This subcommittee has a

considerable amount of work on its programme and the same was presented by Mr. J C Arora during the meeting.

The following documents were considered and deliberated on:

ISO/CD 6416 "Measurement of discharge by the ultrasonic (acoustic) method" - the committee noted with

satisfaction the progress and further decided to expedite the DIS document for ISO/CD 6416 within 3 months, so that

it is circulated by August 2015.

ISO/CD 9123 “Measurement of liquid flow in open channels – stage-fall-discharge relationships”. WG5 met 26 May

2015 to discuss the document and comments. It was decided to incorporate the comments and produce a revised

draft by September, 2015. Prior to circulating this draft formally Stewart Child will review the uncertainties section to

comply with HUG. It was planned to ballot the revised draft as DIS by October 2015. The Chairperson expressed his

appreciation of Dr S K Jain, the WG convener, for progressing the document to the current stage.

The work on ISO/AWI TR 11330 “Determination of volume of water and water level in lakes and reservoirs” will be

led by Mrs. Neena Isaac from India. A working draft is being circulated for comments from other working group

members. The Chairman was immensely appreciative of India and Mrs. Isaac of CWPRS for agreeing to lead the

revisions to this TR.

ISO 1070 “Slope-area method” It was decided that the revision of ISO 1070 will be submitted as NWIP. Mr. Tom

Yorke will be the convener. The Working Group members to include experts from UK, Japan, China, India and the

Netherlands.

ISO/PWI 18320 “Hydrometry – Determination of the stage-discharge relationship” was approved as per result of

voting (N889). It was decided that Mr. Rod Wilkinson, convener, will contact the WG members after incorporating

existing comments and request their comments on the modified working draft within 90 days.

ISO/DTR 9210 "Hydrometry – Measurement in meandering streams with unstable boundaries" - A working draft was

circulated in February and comments were received by April 2015. These comments will be resolved by the project

leader and a revised version will be produced for circulation by August 2015. A suggestion had been previously made

to incorporate ISO/TR 11332:1998 ‘Hydrometric Determinations – Unstable channels and ephemeral streams’ into

ISO TR 9210 but the WG convener Dr Hanspeter Hodel felt that this was not possible at present. The Chairman

expressed his gratitude to Dr Hodel for leading the revisions to ISO TR 9210 to its current stage

ISO/TR 24577 “Non-contact discharge measurement methods” Committee discussed ballot results and USA agreed for additional support by naming their expert Ms. Janice Fulford. The project ISO /TR 24577 now has 5 P-member

support and meets approval requirements. Dr. Atsuhiro Yorozuya will be the convener. The WG members now include India, Japan, Mexico, UK and USA. ISO 748 “Hydrometry – liquid flow in open channels using current meters or floats”- On reviewing the current position above revision initiation, it was decided that Mr. Bailey from UK will be the convener for revision of ISO 748 and will include incorporation of ISO/TR 9196, ISO/ TR 9209, ISO/ TR 11332 and other topics highlighted in position paper (N890) into it. A NWIP will be submitted along with a draft by UK by June 2016. ISO/TR 11627 “Measurement of liquid flow in open channels - Computing stream flow using an unsteady flow model” has not received sufficient support during balloting. However, China will be interested in this subject further. It was agreed that subsequently it will be taken up, if sufficient support is available in future. ISO/TR 24578 “Hydrometry – Acoustic Doppler Profiler – Method and application for measurement”- It was resolved that Dr. Atsuhiro Yorozuya from Japan will be the convener for upgrading ISO/TR 24578 to a full standard. He will submit a new work item proposal with a draft within six months. The uncertainty clauses of several standards are being, or are about to be revised by SC1. These will be referred to

WG3 for checking and advice. These include ISO 6416, 1070 and 748, which have already been referred above in

this report.

The issue of Stream gauging projects related to WMO was discussed on 26 May 2015. It is proposed to publish the

WMO Stream Gauging Manual Parts 1 & 2 as an ISO TR Mr.Tomasso Abrate, the representative of World

Metrological Organization was present for the discussions. Mr. Tomasso Abrate of WMO gave a presentation on the

documents and also explained the agreement between ISO and WMO to collaborate on the publishing of common

standards. All the member bodies were of the opinion that the manual on Stream gauging is a voluminous document

and to transform it into an ISO document by obtaining comments and resolving them is a gigantic task. Some

members felt that rewriting of some chapters may also be required. It was expected that numerous comments may

be received from member bodies and those would need to be resolved by WMO. If needed, WMO may seek help

from ISO/TC113 to form working group to resolve the same. It was decided that member secretary would try to seek

three months extension on the closing date of ballot for both parts of the document.

The working group ISO/TC113/SC1/WG5 on ISO/CD 9123 “Measurement of liquid flow in open channels – stage-fall-discharge relationships”. met on 26th May 2015. Dr S K Jain, NIH was the convener for WG5. The Indian delegation was led by Dr. Mrs. V V Bhosekar, Sc. E, CWPRS, besides participation by Mrs. Rachna Sehgal. This meeting had generated considerable interest and 21 delegates attended the meeting. Prior to the meeting, about 58 comments were received on the document CD 9123. Many comments were addressed by the Indian team before the meeting. It was decided in the meeting that further work is needed on some of these comments. Some comments need more clarity and the expert who has given the comments will be approached. A detailed resolution of comments was worked out during this meeting. The working group on ISO/TC113/SC8/WG4 on ISO/DTR 21414 Surface Geophysical Surveys for Hydro-geological Purposes also met on 26th May 2015 and Dr R M Krishna, CGWB led the above working group meeting besides participation by Mr. J C Arora. The importance of the comments received from balloting of DTR 21414.2 was discussed. The comments were deliberated and resolved, which required no changes to the document. Working Group 4 resolved that the document will be submitted to ISO CS by the SC8 secretariat for final publication after revision of figures by Dr. Krishna to comply with the ISO format have been completed.

The meeting of ISO/ TC 113/SC 6 on sediment transport was also held 26th May 2015 in the afternoon under the

chairmanship of Dr. Mrs. V V Bhosekar, Sc. E . Secretary Mr. J C Arora expained all issues one by one. The Indian

delegation was led by Dr S K Jain, NIH, & Mrs. Rachna Sehgal also participated. In this meeting, the progress of two

documents (ISO/TR 9212 and ISO/TR 11651), which have recently been submitted for publication was appreciated

by members. After thorough discussions, the following decisions were taken:

Considering the comments of systematic review, it was resolved to revise ISO 4365: 2005 'Sediment in streams and

canals -- Determination of concentration, particle size distribution and relative density'. It was agreed that Mrs. Neena

Isaac of CWPRS, INDIA will lead the work group for which a NWIP will be submitted by India. UK, USA and China

will depute experts and participate in its formulation.

Further, it was resolved to revise ISO 3716: 2006 'Functional requirements and characteristics of suspended-

sediment samplers' and upgrade it to a full standard. USA (Dr. Mark Landers) will lead the work group with experts

from India, UK and China. The NWIP for it will be submitted by USA.

The new proposed work item on "Sediment transport – measurement required for effective sediment control

operation at river structures" was discussed and it was resolved that a detailed new work item will be resubmitted by

Mr. Rod Wilkinson (UK) within next six months after incorporating the suggestions made during discussions.

Besides above, the working group ISO/TC113/SC6/WG3 was disbanded as its work was over. It was further resolved

that the secretary of ISO/TC 113/SC6 act as a liaison officer with ISO/TC 147.

The meeting of the Ground Water Subcommittee of ISO/TC 113/SC 8 was held on 27 May 2015 and was chaired by Dr A Navoy from USA. The Indian delegation was led by Dr R M Krishna, CGWB besides participation by Mr. J C Arora. The committee discussed the report submitted by working group WG4 on “Surface Geophysical Surveys for Hydro-geological studies”. The contribution of Dr. Krishna was appreciated by the Chairman and he expressed that the revised document is in good shape. The revised draft required no changes in view the comments after their resolution, however these will be considered for further standardization. It was decided that Dr. Krishna will revise the figures in the document to comply with the ISO format.

Following a new work item proposals and suggestions were also made by the committee, which were discussed and agreed for further necessary action: 1) Planning Artificial Recharge to Groundwater will be submitted by UK by November 1, 2015. 2) Surface Geophysical Methods for Site Selection will be submitted by India and Dr Krishna will submit NWIP with

draft by October 1, 2015. 3) Requirements for documentation of groundwater-Flow models used for water-supply planning purposes will be

submitted by USA by August 1, 2015. 4) Role of springs in water supply management in hilly and mountainous terrain and methodology for the

enhancement of yield will be submitted by India, Mr. Amlanjyoti Kar of CGWB, will submit NWIP with draft document by December 1, 2015.

The meeting of the ISO /TC 113/SC2/ WG 11 for revision of ISO 1438 was held under the convenership of Mr. Toru

Ishido on 27 May 2015. India member body had given the comments, which were accepted by the WG. The Indian

delegation was led by Dr V V Bhosekar, CWPRS besides participation by Mrs. Rachna Sehgal.

A technical field trip was organized by JSCE on 27 May, 2015 to the flood control basin of the Tsurumi River in

Yokohama. The delegates were driven up the Tsurumi River in Yokohama. A presentation on “Flood control measurements in

Tsurumi River” was given prior to the field visit. Later the delegates visited the flood control works and hydrometrical

observation centre. Delegates were shown the flood detention basin to control flooding by the Tsurumi River.

Tsurumi is a small river in the Yokohama area. This area has witnessed rapid urbanization and the river frequently

floods the adjoining areas. To control flood damages, flood water is temporarily diverted to low lying areas adjoining

the river (in the normal times, these areas are used as playground, parking areas, and flood plains) to moderate

downstream flooding. After the passage of the peak flood, the water is gradually released back in the river. Small

efforts are required to clean up the areas where water was stored temporarily. There are no large damages, since no

residential, industrial, or office areas are submerged. A flood forecasting system and CCTV footage is also available

to optimally utilize the storage space and manage floods. This is an effective flood management strategy and can

also be practiced in India in some areas, wherever practical. The delegates also visited the Nissan stadium and the

flood control works in its vicinity.

The subcommittee SC 5 on Instruments, Equipment and Data Management held its meeting on 28 May 2015 under

the chairmanship of Mr. Thomas Yorke of USA. The Indian delegation to the SC 5 meeting was led by Dr V V

Bhosekar, Sc E, CWPRS besides participation by Mrs. Rachna Sehgal. The subcommittee discussed a number of

existing and new work items. Comments on ISO/DIS 24155, Hydrometric data transmission systems—Specification

of system requirements, were addressed by Dr. Nakao and the related work group. An updated document has been

put up to ISO-CS for distribution of the FDIS. The vote and comments on ISO/CD 6420, Position fixing equipment for

hydrometric boats, were received. Mr. Yorke will address the comments and submit an updated document to WG &

subsequently for DIS vote. Mr. Phil Turnipseed (USA) has agreed to re-initiate ISO 13509, Specification for the care

and calibration of acoustic Doppler velocimeters. An NWIP will be circulated. The subcommittee also discussed two

potential new projects. Mr. Tom Yorke (Chairman) will contact P-members regarding possibility of revision of ISO/TR

11328:1994, Measurement of Liquid Flow in Open Channels - Equipment for the Measurement of Discharge Under

Ice Conditions. He also will query P-members to determine whether there is interest in producing a new work item

related to calibration and quality assurance of acoustic Doppler current profilers (ADCPs). India member body

participated actively during the meeting and has provided Indian experts for various projects under development.

The working group (ISO/TC 113/WG3) on Hydrometric Uncertainty, met on 28 May 2015 under the convenership of

Dr. Yue-Ping Xu (China). The working group reviewed the uncertainty work in ISO TC113 and discussed the current

and future working priorities. The Indian delegation was led by Dr S.K. Jain, NIH, Roorkee & participated by Mr. J C

Arora. Mr. Steward Child made a presentation giving the history and background of HUG. It was agreed that the

ISO/WD 25377_Mar2015_N744 will be the working draft for the next revision and will be sent out to the working

group members for comments and that it will be made user friendly, so that it could be readily used by hydrometric

practitioners. Updated GUM will be referred during the revision of HUG. It was also agreed that the inclusion of

Monte Carlo method in HUG is necessary and assumptions and cautions must be explained in HUG for ensuring the

appropriate use of the method. The inclusion of IVE method in HUG will also be considered. The uncertainty clauses

of several standards are being, or are about to be revised besides revision of ISO 25377 (HUG), these include ISO

6416, 1070, 748 etc. These will also be considered by uncertainty group.

The subcommittee SC 2 on Flow Measurement Structures held its meeting on 28 May 2015 under the chairmanship

of Mr. David Tyler of UK. The Indian delegation to the SC 2 meeting was led by Dr V V Bhosekar, Sc E, CWPRS

besides participation by Mrs. Rachna Sehgal. The committee agreed to reappoint Dr David Tyler as Chair of SC 2 for

a further period of three years. It was resolved that Mr Tom Yorke (US) will consult with the US expert(s) on the

comments submitted on the systematic review on ISO 4362 "Trapezoidal broad-crested weirs" with a view to a

possible revision. It was agreed that ISO 1438 "Open channel flow measurement using thin-plate weirs" can omit the

CD ballot and go directly to DIS stage. The comments on this standard were discussed and resolved during the WG

11 meeting earlier on 27 May 2015 under the convenership of Mr.Toru Ishido. It was resolved that the UK will provide

a project leader to revise ISO 4360 "Open channel flow measurement using triangular profile weirs". The present

status of revision of ISO/CD 18481' Liquid flow measurement using end depth method in channels with a free overfall

' regarding resolution of comments was noted. The need to revise ISO 4359 "Rectangular, trapezoidal and U-shaped

flumes" to correct technical errors was acknowledged by the committee. It was agreed that the UK should further

consider the US comments made on the CD ballot (N 613, August 2011) during the drafting of ISO 4359:2013

"Rectangular, trapezoidal and U-shaped flumes".

The plenary meeting of ISO/TC 113 was held on 29 May 2015 and was chaired by Mr.S K G Pandit, KRMB, CWC. The Indian delegation was led by Dr. Jain Scientist G, NIH and Dr. V V Bhosekar, Sc E, CWPRS CWPRS besides participation by Mrs. Rachna Sehgal. It was agreed to liaise with ISO/TC147. However, it was decided that liaisons with TC 207, 224, 224/WG1 and 282 are not required at present. It was decided to dissolve the Working Group 2 on dilution methods (ISO 9555 various parts) till a convener is identified. The UK member body agreed to approach CEN/TC 318 and try to identify a convener and also to ascertain whether it is possible to produce 1st draft. It was agreed that the latest version of GUM will be utilized for updating/ revision of ISO/TS 25377(HUG). The new work item proposal for an ISO standard on "Specification for a reference raingauge pit" had a positive vote but was abandoned because of insufficient nominations of experts for working group membership. "Measurement of rainfall intensity using catching recording raingauges" had a positive vote but may have similar situation because of insufficient nominations of experts It was decided that the Member-secretary of TC 113 will write to ISO-CS and TC 146/SC5 to explore possibility of formation of a joint WG. It was resolved to continue liaison with TC146/SC5. Report of TC146/SC5 as presented by secretary was accepted. It was resolved in agreement with WMO that after resolution of comments received during the balloting, the documents ISO/TR 21044 (both Part-1 and Part-2) will be re-circulated. If there are substantial technical comments, WMO may request for forming a WG under ISO/TC113 to support WMO in resolving the comments. Members requested the secretary to try to seek three month extension on the existing ballot for ISO/TR 21044 (both Part-1 and Part-2) for providing the comments as this is a huge task. Reports on the resolutions made was presented by the Chairpersons of SC1, SC2, SC5, SC6, SC8 and the

conveners of working groups and by the convener of TC113/WG3 and these were accepted.

TC113 & its subcommittees, further agreed to India member body proposal to host the next group meetings (subject

to necessary clearances), tentatively in the month of Oct./Nov./Dec. 2016.

During discussions it was gathered that many developed countries are now using automatic instruments for hydrometry. While these are very expensive, the quality of collected data is much better than the manually collected data. In India, currently we have a heavy deployment of manually operated instrument. However, we would need to deploy the advanced technology to collect reliable data at frequent intervals, particularly from remote and difficult-to-access areas. Systems are required which transmit the collected data to a central office in (near) real-time for use in modeling and decision making.

Contribution of Indian Delegation and usefulness of the meeting The work of this international committee is of great national importance from the point of view of our interest in water flow in international rivers for sharing water with neighbouring countries as well as water sharing between states. SC 6 looks into the aspects of sedimentation transport to lakes and reservoirs which is one of the main issues threatening the existing reservoirs. SC 8 looked after issues involved with groundwater which is one of the main sources of water for many farmers and villagers. Sustainability of this source is one of the aspects being looked after by this subcommittee. Indian experts chaired the meetings of ISO TC113, SC6, ISO/TC 113/SC1/WG 5, as well as took lead role in SC8/WG 4 India member body has not only providing the documents for the above technical committee/ subcommittees but has also given many technical comments and proposals against International standards at various stages. Ongoing projects with Indian project leaders are: - ISO 11651 Dr. V V Bhosekar, CWPRS; - ISO 9123 Dr S K Jain, NIH; - ISO/TR 11330 Mrs. Neena Isaac, CWPRS; - ISO/CD 18481 Dr. RG Patil, CWPRS - ISO 21414, Mr R M Krishna, CGWB Further projects where India agreed to lead are: - ISO 4365 - Mrs. Neena Isaac, CWPRS - Surface Geophysical Methods for Site Selection – Dr. R M Krishna; - Role of Springs in Water Supply Management in Hilly and Mountainous Terrain and Methodology for the Enhancement of Yield – Mr Amlanjyoti kar , CGWB. India member body is also taking a leading role to protect the interest of developing countries in the committee work, wherein basic and labour intensive techniques have now fully been replaced by largely sophisticated instrument driven techniques for hydrometric measurement. Any issues which need to be taken up subsequently Technical issues which need to be taken up subsequently in regards to the Secretarial and ‘P’ membership responsibility of ISO/TC 113 and its subcommittees are detailed in paras above. Any action points Actions which need to be taken are detailed in paras above and in the resolutions attached, however the main points are: - To prepare and arrange for next group meetings in India; - Provide NWIP and working drafts for the 3 new projects; - Complete the existing projects in hand with Indian project leaders/conveners Benefits accrued

The activity of ISO/TC 113 is an ongoing exercise and the standards prepared by this committee are generally adopted by the BIS under the dual numbering. In cases, where modifications become necessary due to Indian conditions, technically equivalent documents are processed. ISO standards and adopted/technically equivalent standards are used by the various arms of the Ministry of Water Resources like the Central Water Commission, the

Central Ground Water Board, the Central Water and Power Research Station, National Institute of Hydrology and Irrigation departments of various State Governments, contracting agencies etc.

In addition to above benefits, the exposure to the international meet was greatly beneficial as various organizations from other countries were represented by their experts and the meeting provided an opportunity to have an exchange of views and practices on various technical matters with other international experts. This will greatly help in formulation of Indian Standards in the ‘Hydrometry’ WRD 1 and ‘Groundwater and related investigations’ sectional committee, WRD 3.

REPORT OF 31st PLENARY MEETING OF ISO/TC 113 ‘HYDROMETRY’

Bureau of Indian Standards the National Standards Body of India, Water Resources Department (WRD) holds the secretariat of ISO Technical Committee, TC 113 ‘HYDROMETRTY’ since its inception in 1964. The Scope of the Technical Committee ISO/TC 113 ‘Hydrometry’ is ‘Standardization of methods, procedures, instruments and equipments relating to techniques for hydrometric determination of water level, velocity, discharge and sediment transport in open channels, precipitation and evapotranspiration, availability and movement of ground water, including:

- terminology and symbols;

- collection, evaluation, analysis, interpretation and presentation of data;

- evaluation of uncertainties.

The ISO/TC 113 consists of 19 participating and 16 observing members. TC 113 has published 66 ISO Standards related to TC and its Subcommittees. 13 ISO standards are under development related to TC and its Subcommittees. At present BIS, WRD also holds the Secretariat of two subcommittee SC 1 & SC 6 of TC 113. As resolved during the last TC 113 meeting held in 2015 at Tokyo Japan, India was to hold the next meeting of TC 113. Accordingly the 31st Plenary Group meetings of TC 113 was held at NITS, NOIDA in October 2017. The group meetings were attended by delegates from India, Japan, Korea, UK, U.S.A, The Netherlands and the World Meteorological Organization,(WMO). Indian Delegation Chairperson of ISO/TC 113 SC 6, Dr. (Mrs) V V Bhosekar, Director, Central Water and Power Research Station (CWPRS) Pune, lead the Indian delegation. The Indian delegation comprised of representatives from the following organizations and institutions:

Chairman Advisory Group (CAG) meeting

As a precursor to the ISO/TC 113 Group meetings, the Chairman Advisory Group (CAG) meeting was held on 08 October 2017 under the Chairmanship of Mr A S Goel (India) Chief Engineer, Yamuna Basin Organization, CWC. The CAG comprising of all the Chairpersons and Secretaries of TC 113 and its five subcommittees discussed and finalized the group meeting schedule as detailed below.

The 31st Plenary meeting of ISO/TC 113 was formally inaugurated by Dr R K Bajaj, Deputy Director

General, Training Institute (NITS) on the 9 October 2017. The committee-wise meeting report, the contribution of the Indian delegation and the usefulness of this International meeting are summarized below.

TC/113 ‘HYDROMETRY’ (09 October 2017)

The Technical Committee meeting of TC 113 ‘HYDROMETRY’ under the Chairmanship of Mr Ashok Sitaram Goel, Chief Engineer, Yamuna Basin Organization, CWC was held on 09 October 2017. The Secretary TC 113, N.Shivanandan gave a presentation on the changes and developments at ISO including updated ISO brochures, provisions available in ISO Project management portal and informed the committee the following salient features.

- A consolidated version of the ISO/IEC Directives Part 1 was published in May 2017.

- Approval of a NWIP requires a 2/3 majority of P-members instead of a simple majority.

- A new 18 month development track has been introduced.

- Technical committee shall review its Strategic Business Plan at every plenary meeting and that

updated business plan no longer require TMB approval but a simple consensus within the

committee.

- If there are no technical changes to be made after Draft International Standard (DIS) the document

should directly proceed to publication and if changes are made than Final Draft International

Standard (FDIS) is mandatory.

During the course of the meeting the following were carried out. - Review of the Structure of TC 113, its sub-committees and their working groups - Review of the Secretariat report since last meeting, covering the activities of the committee, the current status of Work as well as systematic review.

- Appointments of Chairperson of TC 113 and its sub-committees. - Discussion on Liaising with other technical committees.

- Documents under revision and New work items under consideration were reviewed Important Outcome The Korean delegation gave a presentation on their proposal for a new standard specification on ‘Network density of rain gauges’. The committee resolved that Korea will submit the NWIP on Rain gauge Network Density. An important outcome during the meeting of TC 113 was the resolution (Res: N/17-16) to form a working group to review the WMO manual on Stream Gauging (ISO/PWI 21044) to make it suitable as an ISO Technical Report. Dr Mukesh Kumar Sinha, Executive Member, Narmada Control Authority, (India) was nominated as the convener of the working group.

TC 113/SC 1 ‘VELOCITY AREA METHOD’ (10 October 2017) The Subcommittee, ISO/TC 113/SC 1 on ‘Velocity Area Method‘ met under the Chairmanship of Mr Stewart Child (UK) on 10 October 2017. The Secretary N.Shivanandan briefed the committee on the meetings of the Working Groups. The four Working Groups of SC 1 had earlier met on 9th October 2017 to discuss and resolve specific issues assigned to the group. The working group 9 & 11 met under the convener ship of Dr Atsuhiro Yorozuya (Japan) to discuss issues related to ISO/TR 24577 ‘Non-contact Discharge Method and ISO 24578 ‘Acoustic Doppler Profiler-Method and Application for Measurement’ respectively. The Working Group 7 met under the convenership of Mr Rod Wilkinson (UK) to discuss issues related to ISO/PWI, ‘Determination of the Stage-Discharge Relationship. The Working Group 10 met under the convener ship of Mr Roger Bailey to discuss issues related to ISO 748 ‘Liquid Flow in open Channels using Current meters or Floats’.

The Chairman thanked the conveners for all the works done to date by the respective working groups. The committee appreciated Dr Sharad Jain (India), Director National Institute of Hydrology for progressing the document ISO/CD 9123 ‘Measurement of Liquid Flow in open Channels – Stage-fall Discharge Relationship’ to the final stage. The committee also thanked Mrs Neena Issac (India), CWPRS Pune for leading the Working Group on ISO/AWI TR 11330 ‘Determination of Water and Water Levels in Lakes and Reservoirs. The Chairman congratulated the new Chair-elect Mr Mukesh Kumar Sinha (India), who will be taking over the Chairmanship of ISO/TC 113/SC 1 from Jan 2018. Important development Mr Mukesh Kumar Sinha (India), Executive Officer, Narmada Control Authority, will be taking over the Chairmanship of ISO/TC 113/SC 1 ‘Velocity Area Method’ from Jan 2018.

TC 113/SC 2 ‘FLOW MEASUREMENT STRUCTURES’ (12 October 2017) The Subcommittee ISO/TC 113/SC 2 on ‘Flow measurement structures’ met on the 12th October 2017 under the Chairmanship of Mr Rod Wilkinson (UK). The Secretary Mr Tim Bellamy (UK) presented the Secretariat Report and reviewed the progress of work items and results of systematic reviews. Mr Bellamy also reviewed the working groups progress under the subcommittee. Dr R G Patil (India), CWPRS Pune Convener of Working Group 10 presented his report on ‘End Depth Measurement’ (N 719)

TC 113/SC 5 ‘INSTRUMENT EQUIPMENT AND DATA MANAGEMENT’ (12 October 2017) The subcommittee ISO/TC 113/SC 5 on Instrument, Equipment and Data Management met on 12 October 2017 under the Chairmanship of Mr Thomas H Yorke (U.S.A). The Subcommittee discussed several existing and new work items. The Subcommittee was informed that two International Standards were published since last meeting. ISO 6420 ‘Position fixing equipment for hydrometric boats, was published in October 2016 and ISO 24155 ‘Hydrometric data transmission systems-Specification of system requirement was published in February 2016. The subcommittee also discussed the standards that recently underwent systematic review. The subcommittee agreed that ISO 11655 should be revised and requested India to prepare the New Work Item Proposal (NWIP). Korea presented two proposals for new standards specification for rain gauges and specification for density of rain gauges. Korea delegation was requested to consider the comments of subcommittee and prepare an NWIP on specification for non-recording and recording rain gauges. The Subcommittee ISO/TC 113/SC 6 on Sediment Transport under the Chairperson Dr (Mrs) V V Bhosekar (India), Director CWPRS Pune, met on 10 October 2017. The Subcommittee discussed several existing and new work items. The Subcommittee was informed that two International Standards were published since last meeting. ISO/TR 9212 ‘Hydrometry-Method of Measurement of Bedload Discharge and ISO 11651 ‘Estimation of Sediment Deposition in Reservoirs using one Dimensional Simulation Models’. The Subcommittee also discussed the standards that recently underwent systematic review. Important Outcome India had put up New Work Item Proposal (NWIP) along with the working draft for the revision of ISO 4365 ‘Liquid Flow in Open Channels- Sediments in streams and Canals- Determination of Concentration, Particle Size Distribution and Relative Density. It was also resolved that India will put up a New Work Item Proposal (NWIP) titled ‘Estimation of Sediment Flushing from Reservoirs using 2-D Simulation Models’ by December 2017.

TC 113/SC 8 ‘GROUND WATER’ (10 October 2017) The subcommittee ISO/TC 113/SC 8 on Ground Water under the Chairmanship of Mr John Eggleston (U.S.A) on 10 October 2017. The subcommittee discussed several existing and new work items. The Subcommittee was informed that ISO/TR 21414 ‘Surface Geophysical Surveys for Hydrogeological Purposes’ was published as an ISO technical report in September 2015. The UK delegation presented progress on NWIP for ‘Planning Artificial Recharge to Ground Water’ and agreed on submission deadline of April 1, 2018. Important Outcome Two proposals were presented by the Indian delegation (representatives from CGWB) during the subcommittee meeting as detailed below. ISO/PWI 20833 ‘Site Selection for surface Geophysical Methods’ describing constraints and requirements when planning and carrying out geophysical surveys for the purpose of characterizing ground water supply potential. ISO/PWI 20840 ‘Role of springs in Water Supply Management in Hilly and Mountainous Terrain and Methodology for the enhancement of yield’ describes a qualitative assessment of spring management for augmentation of its discharge and protection of water quality. The US delegation agreed to work with the Indian delegation in drafting NWIP proposal for both the topics that aligning with ISO TC 113 publication formats and requirements. WebEx MEETING (10 October 2017) During the course of the meeting at NITS a WebEx meeting in co-ordination with BIS ITS team was organized. Dr Xu Peing, (CHINA) convener of Working Group 3 of TC/113 conducted her meeting through WebEx and interacted with the working group members and the delegates. Issues related to ‘Hydrometric Uncertainty Guidance’ were deliberated.

TECHNICAL FIELD TRIP TO POIYA GHAT, AGRA (11 October 2017) As part of the ISO/TC 113 group meeting schedule a technical field trip was organized for the delegates on 11 October 2017 to Poiya Ghat, Agra. Central Water Commission (CWC) has a hydrological observatory center at Poiya Ghat. A presentation was made at the site by the CWC official on the activities of CWC and the hydrological observatory followed by an interactive session with the delegates. The delegates were taken by boat across the Yamuna River for a live demonstration of observation of water level, discharge etc. by Acoustic Doppler Current Profiler (ADCP). The delegates also witnessed testing of in-situ water quality parameters at the in house test facilities of the Hydrological Observatory. The delegates were also taken on a short tour of the Taj Mahal.

CONTRIBUTION OF INDIAN DELEGATION AND USEFULNESS OF THE MEETING

India has a long and established presence in the work of ISO/TC 113 and had taken lead role which is evident from the fact that the Chairman of the main committee TC 113 being Mr Ashok Sitaram Goel, the Chairperson of Subcommittee SC 6 on Sediment Transport being Dr. (Mrs.) V V Bhosekar and the Chair-elect of the Subcommittee SC 1 on Velocity Area Method being Mr Mukesh Kumar Sinha, whose tenure starts from Jan 2018, are all from India. The Secretariat of ISO/TC 113 as well as that of the Subcommittee SC 1 on Velocity Area Methods and that of SC 6 on Sediment Transport is held by India through BIS. India as a member body has not only provided the documents for the above Technical Committee/Subcommittees but has also given many technical comments and proposals on International Standards at various stages. Projects where India has agreed to lead are

- ISO 4365 ‘Liquid Flow in Open Channels- Sediments in Streams and Canals- Determination of

Concentration, Particle size distribution and Relative Density’ – CWPRS

- Estimation of sediment flushing from reservoirs using 2-D simulation module – CWPRS

- Surface Geophysical Methods for Site selection – CGWB

- Role of Springs in Water Supply Management in Hilly and Mountainous terrain and methodology for

the enhancement of yield – CGWB

India leading the interest of developing countries India as a member body is also taking a leading role to protect the interest of developing countries in the

committee work, wherein basic and labour intensive techniques have now fully being replaced by

instrument driven techniques for hydrometric measurement.

Nomination of Dr Mukesh Kumar Sinha, Executive Member, Narmada Control Authority (India) as the

convener of the working group to review WMO manual on stream gauging is an indication of India’s role to

protect the interest of developing countries.

The ISO/TC 133 Group Meetings hosted by India has given the Indian delegation an International exposure

and an opportunity to interact with the delegates from other countries on various technical issues. The

proceedings and the decisions arrived at the TC 113 meeting will be carried forward to the National Mirror

Committees of BIS.

The Chairman TC 113 and the Chairpersons of TC 113 Subcommittees have in their reports explicitly

appreciated BIS and NITS for hosting the meeting and providing excellent support and hospitality

throughout the various meetings of TC 113.
