FREE OF CHARGE
Cockle Alley (so called because it used to be ‘booned’ with cockle shells).
More than ten years ago a planning application was submitted for a development that would block off Cockle Alley. Despite many local people, who knew the history of this thoroughfare, providing evidence of its long existence, and the Parish Council strongly opposing the application the planning authority allowed it to go ahead.
Before long, a high brick wall was erected across the Alley and it could no longer be used. The Parish Council has not let this go and continued to pressure the Highway Authority to re-open the route. After a long tussle it has finally been accepted that it was, indeed, a right of way and, happily, has now been opened up again as a Bridleway, with an 8 feet wide opening being made in the wall.
How much better if the Planning Authority had listened to local people and refused permission in the first place, saving a lot of time and money? Cockle Alley is there for everyone to use – please do so as often as you like.

Letter from the Bishop of Grantham:
So by the time that you read this, Ascension will have gone, Pentecost will have gone, the Archbishops’ initiative of ‘Thy Kingdom Come’, an eight-day call to prayer for the renewal of the Church and the confidence to share what we know to be true, placed between those two great Christian festivals, will be over, and the Church will have entered into what we unhelpfully call ‘Ordinary Time’.
Of course, no such time exists for the Church, unless by ‘ordinary’ we mean a time when we simply get on with the business of being the Church that we are called to be: living, proclaiming and growing the kingdom as Jesus told those who would follow him would be their task.
I recently took part in the annual Christian Aid walk across the Humber, meeting half-way with the Bishop of Hull, who was coming from the opposite direction. We stopped and with others we prayed the simple prayer ‘Your kingdom come, Your will be done’. Simple, but profound and what we’re called to be about as Church – particularly when we also seek to be the answer to the prayer we’ve prayed.
Eight Days of Prayer was the call of the Archbishops; but what if we continued and went beyond that? So that ‘Ordinary Time’ became what it was always intended to be, ‘getting on with the business’, ‘simply growing and doing the work’ time. What if we each committed to stop, to find a quiet space, and to pray daily a prayer like the one below. I wonder how ‘ordinary’ that time would then be?
Almighty God, source of our hope and of all good things; you have called the Diocese of Lincoln to be a healthy, vibrant and sustainable Church, transforming lives in Greater Lincolnshire. Lead us through this vision, give leaders wisdom and direction, equip your disciples to love you faithfully, others joyfully and to grow confidently through word and deed. So that through us the world may catch a glimpse of the love you have for each one of us, through your Son, Jesus Christ. Amen. David Grimsby

From the desk of the Vicar . . . .
Perhaps the most famous Bible Verse is: ‘For God so loved the world that
he gave his only Son’ so that everyone who believes in him may not perish
but may have eternal life, it is certainly the most translated. God’s passion
is the world; God so loved THE WORLD … not his church, not England, not
even Wrangle but the World. He longs to see peace and justice, a world
where everyone has enough and no-one need be afraid, this is what is
envisaged by God’s Kingdom coming on earth. It is how the world would
be if God actually were King. We are invited to become involved in God’s
love of the world, to nudge in his Kingdom. When a devout follower who
knew he must love his neighbour in the same way as he loved himself
asked Jesus: “who is my neighbour” Jesus told a story known as The Good
Samaritan to explain that anyone we rub up against who is in need is our
neighbour. In the story the man who acts well is from a section of the
population that was unpopular and looked down on, I leave you to ponder
who an equivalent today might be. But without doubt we are told to treat
others as we treat ourselves; every major religion has a similar rule that
might be summed up as ‘do to others as you’d like done to you’. We are so
lucky to live in this beautiful and productive area, we should be open and
generous, so as we go about our lives this month let us try just that,
treating others as we’d like to be treated, let us try to nudge in God’s
Kingdom in the bit of the world we live in, with the people that we rub up
against.

Polling Station
Remember the Hall is open as a Polling Station for the EU Referendum from 7.00am – 10.00pm on Thursday 23 June. NB: Details regarding registration to vote, by 07 June, about amending postal or proxy votes and obtaining emergency proxy votes are in the notice boards at the Village Hall, the recreation field and at Wrangle Common.
Wrangle Ladies Group
The Wrangle Ladies Group meet on the third Monday of each month in the Parish Hall at 7.00pm. We like to have speakers
from different walks of life whenever possible.
The speaker on 20 June 2016 is Mr Rob Wilkinson, a member
of the UK Search and Rescue Team and will give a talk on their work when called upon when there is an earthquake, or danger
of collapsed buildings.
The speaker booked for the meeting on 18 July is Mr Stanley Gibbons who will tell us all about Safety in the Home. This will
also be a Bring and Buy!
New members are always welcome to join (annual subscription £12.00) the monthly meeting where £2.00 is paid and includes
free raffle ticket and tea and coffee. Guests are discretionary.
News from roadHoG
All volunteers and church supporters are invited to a free BBQ on Saturday 18th June from 4-8pm, at Langrick Bridge. Come
when you can for as long as you can and celebrate another year of ministry. Alan and the bus will be there. We praise
God for increased attendance at some stops, but are concerned that others are declining. The young people love doing craft
activities when they come on the bus. See the latest newsletter at roadhogbus.org.uk for examples of their work. roadHoG
hopes to attend both days of the Carrington Steam Rally at the end of May. We are hoping to increase our prayer support by

The Longest Day of the Year
The summer/winter solstice occurs when the tilt of a planet, in either northern or southern hemisphere, is most inclined toward the star that it orbits, the Earth orbits the Sun. This happens twice each year (once in each hemisphere), at which times the Sun reaches its highest position in the sky as seen from the north or the south pole.
The summer solstice occurs during a hemisphere's summer. Depending on the shift of the calendar, the summer solstice occurs sometime between June 20 and June 22 in the northern hemisphere
and between December 20 and December 23 each year in the southern hemisphere.
The same dates in the opposite hemisphere
are referred to as the winter solstice.
The term midsummer refers to the day on which the summer solstice occurs, this day has the longest period of daylight.
Solstice is derived from the Latin words sol (sun) and sistere (to stand still).

The Angel Inn June will see a change at the local pub, Eddie and Sue will be leaving and
making way for a new landlord and landlady. During their 11½ years at
The Angel Inn they have worked tirelessly to keep the village pub open for
the locals to use as a meeting place in the afternoons, a place to enjoy a
meal out with friends and family in the evenings and at weekends a good
night out with a monthly quiz and regular discos. To do all this has taken
some hard and dedicated work from Eddie and Sue and this is to say
THANK YOU from all the residents in Wrangle who use the pub either
regularly or on the odd occasion, everyone has been welcomed by you
both.
Again, thank you, and all good wishes for your next chapter!
My Garden in June
My body is painted by sunshine; my hair is combed gently by the breeze. My inner-senses are lulled to sleep by the softly calling trees. White petals float in the fountain, the greenhouse door’s ajar, snapdragons and foxgloves quietly nod to roses from afar. A robin sits on garden seat; tasty titbits in trusty beak. A very special treat!
Just beyond, in a garden tree, a reluctant wren peeps shyly at me. Surrounded by nature; held in her hand, a fledgling thrush attempts to stand. Cautiously taking a step into life; watching and waiting, no feeling of strife . Slowly it edges to a discarded pear, picks and pecks and glances elsewhere - appears to listen the fountain’s gay tune, then scurries away .... My garden in June!

Annual Parish Meeting The Chairman gave his Annual Report:
Following last May’s election the Parish Council started its year two members short, despite advertising it was not until September that we had our full membership of nine with the co-option of Frank Pickett and Rob Edwards.
The long-term problem of speeding through the village has been addressed thanks to the generosity of County Councillors donating from their Big Society grants. This enabled the purchase of an interactive speed sign which is located in the centre of the 30mph limit. The sign has the capacity of recording speeds and times. The Residents Association erect and look after the yellow ‘reminder’ signs on either side of the speed sign. The intention is to display the recorded information on the Parish Council website.
Funding has again been reduced for footpath maintenance and there are to be just two cuts per year. The Parish Council joined Community Links for a one year trial period. The Police rarely attend meetings now but usually email reports of incidents.
Pete Wilson, our handyman, is working well. He has cleaned and painted our two milestones and keeps the speed sign charged up as well as other normal duties.
The Community Orchard is well established but, sadly, bore no fruit in 2015. The wild flowers were exceptionally good and should only get better. A new sign, funded by Lincolnshire County Council, was erected beside the orchard and has a plan on the back identifying all the trees.
It has been pleasing to see local league football played in the village again. There are still dog fouling problems on the field and the few irresponsible owners must do the right thing and clean up, to avoid spoiling it for all the rest.
The play area is ever popular. We had one piece of equipment fail due to bad design, this has been replaced and should be OK now. A new Parish Council notice board has been erected on the pavilion. Five replacement trees have bene planted along the western side of the field, following removal of the trees which overhung the development in Mel Marshall Way.
Another very good Wrangle Show was put on by the small, but enthusiastic, Committee and their volunteers; a great showcase for the village.
Our roads continue to deteriorate with numerous potholes, widening cracks and dangerous edges. Thanks to Cllr Wright for his monthly condition reports which are passed on the County Highways.
We have purchased commemorative medals for the Queen’s 90th birthday, and they will be given to the school children. We have also supported the usual village organisations with S137 grants. As usual the Parish Council wreath was laid at the war memorial on Remembrance Sunday.
The Parish Council has a very good website, managed by our clerk, and holds a wealth of information. Our precept for the ensuing year has been set at £16,000, the same as last year and in
line with most other Parish Councils in the area, per band D property.
After many years of printing the magazine in house, it was decided to opt for a more professional system, it is now printed by Spilsby Parish Office with excellent reproduction. Our clerk is doing a very good job with the layout and Pearl Danby remains as editor. My thanks to you both for a job well done and also to Alan Taylor for his many years of good service in setting out. The magazine is also now available on the Parish Council website.
A triumph at last, after many years, and numerous correspondence, Cockle Alley has finally been opened up again as a Bridleway with a width of 8 feet. What a pity planners didn’t take notice of the Parish Council before it was allowed to be blocked off, I hope it is well used.
Finally, my thanks to our County and Borough Councillors who have attended our meetings whenever possible, to my Vice-chairman, Bryan and to all our members for your work and commitment throughout the year.
Last, but not least, I thank Teddy – having put up with us and kept us out of trouble for 8½ years. During this time your workload has increased significantly, taking on the website and the magazine, yet you rarely complain.
I wish you all good fortune in the year ahead.
George Danby The accounts for the Wrangle Consolidated Charities and the Alenson & Erskine foundation were outlined – the Trustees of both Charities are working well and carrying out the duties in line with their constitutions.
Annual Parish Council Meeting Cllr Danby was voted as Chairman for the next year and Cllr Bowles will be the Vice-Chairman. Policies are in place and a list of required policies will be sought to ensure everything is in place for Wrangle Parish Council.
Ordinary Meeting: Approve Minutes of Last Meeting Notes of the Meeting held on Tuesday 05 April 2016, previously circulated, were approved and signed as minutes.
To receive reports from representatives on outside bodies The PCSO reported the following incidents for March, by email: 1 incident of anti-social behaviour at Charles Street; 1 theft at Sea Lane; 1 Suspicious Circumstance at Sea Lane; 1 domestic incident at Sea Lane; 2 traffic offences at Church Close and at Main Road and 2 transport hazards at Lockhamgate and at Main Road
Borough Cllr Dennis had nothing to report.
Borough Cllr Pierpoint reported that he was still working with LCC with regard to the footway at Main Road and he asked about the interactive sign on behalf of a resident.
Cockle Alley The Bridleway, known as Cockle Alley, has now been opened.
Repairs Please report potholes, street lights that are not working and street lights that are on all day (pole number required) to the Parish Council Clerk on 01205 270352. Repairs can be reported direct to LCC online at Linconshire.gov.uk. You can register, but let the site remember your details and other reports will be easier
Land at Washdyke Lane A letter has been sent to the solicitor of the objector to start the negotiations to allow the land to be registered to the Parish Council.
Planning Decisions Received B/16/0030 - Mr J Bray - Conversion of 2 barns to form 2 dwellings at Acacia Farm, Wrangle Bank - GRANT
Local Government Funding The Borough Council can increase Council Tax by 2% which is £60,000.00. The budget needs to be cut by £2.2m so the aim is to try and pass some services to the Parish Council to pay for eg footway lighting and/or elections. It was resolved to ask someone from the Borough Council to attend the next meeting to speak to the Parish Council.
Audit For The Year Ended 31 March 2016 The Chairman read out each of the Statements and completed the boxes accordingly. The Annual Governance Statement was signed by the Chairman and Clerk The figures in the Annual Return were read out by the Clerk. The figures were approved and the Annual Return was signed by the Chairman and the Clerk. These forms will be displayed in the notice boards and on the Parish Council website.
Interactive Sign – Data Collection The Clerk has been unable to collect the data from the sign. The problem is the disc provided does not show the same icons as are shown in the manual and the Bluetooth will not pick up the sign to pair with it. A Councillor is now trying to access the data.

Date and Time of Next Meeting The next Meeting will be on Tuesday 07 June 2016 from 7.30pm in the Parish Hall, Wrangle. There will be a Public Forum from 7.15pm.

IS YOUR PROPERTY HIDING FROM HELP?
Emergency services must be able to locate your road and property name or number in order to provide the service requested.
On many occasions we are not able to find a property due to the name or house number being obscured from easy view.
Take this simple test:
Stand on the roadside and see if you can clearly see your house name or number
If not, valuable time could be wasted if the emergency services have to drive up and down your road trying to locate the correct house name or number. This is particularly important if you are a single occupant and have not got a relative who can stand outside and flag down the emergency service.
It is good practice to have a house name or number located at the boundary of your property ie on your fence or drive way entrance and then another located on or near your front door. Try to have the letters or numbers as large as your fixing location will allow.
Think! - if you can’t see your house number or name then the emergency services won’t see it either.
