The existing site includes the Town Hall Car Park, which is available for use by the public at evenings and weekends, and the Central Clinic. The proposed scheme would re-provide the services of the Clinic and bring together a range of services from around Worthing, which are currently delivered from older buildings in the town that no longer meet the needs of modern healthcare delivery. It would also provide a new decked car park for staff and patients of the WICC during operational hours and to the public at evenings and weekends.

The images above show the age of the existing larger buildings around the site. There is a clear chronological progression of architectural styles around the site, starting at the beginning of the 20th Century. This context strongly supports the need for a modern response that should be ‘of its time’ and represent a modern statement that compliments the existing surrounding buildings. In particular, it will be important to sensitively contrast with the listed Assembly Halls to the east of the site.

The site has a strong North-South orientation.

A large portion of the existing trees within the site are in poor condition but mature trees around the site are in better condition and could be retained. The Assembly Halls is Grade II listed, but the application site faces the less important rear elevation and the historic significance of this elevation has been eroded by later additions. Worthing Museum and Art Gallery is Grade II listed, but the application site is separated from it by the library.

Poor quality pedestrian routes through the site that are difficult to navigate. There is an opportunity to create a strong frontage along Stoke Abbott Rd. The site is near to the to the Chapel Road Conservation Area to the South-East and the Richmond Road Conservation Area to the West. Access to the site can be from Stoke Abbott Road or Richmond Road. There is potential for access in from Stoke Abbott Road and out from Richmond Road. The Civic Quarter contains a number of large, 4+ storey buildings. Many of the surrounding residential properties are taller 3 storey townhouses or blocks of flats. The Civic Centre buildings are set back from the road behind wide pavements, giving a sense of space.

The diagram above shows how the form of the WICC has been carefully considered to ensure no material impact on daylight/sunlight to neighboring properties.

Circulation Strategy - The site has been arranged around a one-way vehicle route running North-South. The WICC has been arranged into two linear blocks with a ‘Main Street’ running between them.

Environmental Influence - The design of both the WICC and the Car Park has been articulated to respond to the site orientation and the desire to retain good quality trees.

Contextual Response - The northern elevation of the WICC has been reduced in height and broken up to reflect the scale and mass of the existing properties on the opposite side of Stoke Abbott Road.

Landscape and Public Realm - the site arrangement presents an opportunity to improve the quality of the public realm and pedestrian flow around and through the site.

Indicative Plans

The floor plans above represent the proposed internal arrangement of the WICC and decked car park. These plans have been developed in conjunction with the project stakeholders to ensure appropriate facilities and departments are placed next to each other to encourage collaborative working (where possible). The plans have been arranged around a ‘main street’ that runs the full length of the building. The street forms an atrium inside the WICC that will connect all the floors together as well as providing access into the two circulation cores. Positioned next to each core on all floors are waiting areas for each department within the WICC.

Facade Treatment

The design of the facades aims to respond to the building’s east-west linear orientation. This arrangement creates a strong north and south frontage with a large number of small cellular windows reflecting the arrangement of spaces internally and the residential vernacular of the surrounding streets. On the south facade, we have chosen to set back the section of the elevation that is not shielded by the car park to allow us to place brise soleil in front for solar shading and add more interest to the elevation as well as prevent overheating. The brise soleil creates a strong ‘Civic’ frontage onto the new courtyard created between the decked car park and the Law Courts.

On the west elevation we are proposing that the brise soleil wraps around the south corner to create a focal point on the flank elevation of the building, as well as helping to define the new courtyard being created in the centre of the site. To the north of this element is one of two main entrance to the WICC, which is framed by two largely blank walls either side. This arrangement offers a contrast with the completely glazed ‘main street’ running between the two blocks. This arrangement is repeated on the east facade to identify the second main entrance in the same way.

On the North facade, we are proposing breaking the facade into four bays to reflect the scale of the properties on the opposite side of the road. This articulation is also helped by the reduced scale and mass along this elevation by having the third floor set back. The four bays have been positioned above a brick plinth, which reflects the form of the other adjacent Civic buildings.

Above the south elevation, we have positioned an inset louvered screen to conceal plant equipment behind. Running parallel to this screened compound we have positioned six wind turrets that will act as chimneys to support a passive ventilation strategy for the main street and the northern accommodation of the WICC.
