World Plumbing Day is Just Around the Corner — How Are YouPlanning to Celebrate?

World Plumbing Day is an international event on March 11 initiated by the World Plumbing Councilcelebrating the important role plumbing plays in the health and safety of modern society.

Introduced by the WPC in 2010, the event has been gaining more recognition each year. This yearpromises to continue the trend, with a multitude of events planned by business and organizations aroundthe globe.

16 cities in Canada have officially declared March 11 as World Plumbing Day, including Vancouver,Surrey, Toronto, Brampton, St. John's, and Mount. The City of West Palm Beach, Florida will also bepresenting March 6 a proclamation signed by the mayor to IAPMO Board Member Robert "Bud"Riestenberg.

A few of the events taking place this year (more details at the World Plumbing Day website):

WPC Poster ContestYour child is invited to participate in an international poster contest that could win him or her money forthe school and the student.

Prizes

Small prizes will be provided for the best poster in each class (to be determined by the presenter).The winning posters will be submitted in an international competition where prizes will beawarded by the World Plumbing Council:

1st Prize: US$1,000 to the school and US$100 to the student2nd Prize: US$500 to the school and US$50 to the student3rd prize: US$250 to the school and US$25 to the student

The Master Plumbers' Association of Queensland is celebrating World Plumbing Day on Friday 9 Marchwith the help of plumbing supply stores around the state. Free breakfasts will be held for plumbers alongwith a golf day in Brisbane. The aim of the day is to unite the plumbing community and raise awareness ofthe value of the industry. Special thanks to our participating plumbing supply stores: Reece, PHDPlumbing Supplies, Tradelink, Samios and Total Eden.

All plumbers can drop in to their local plumbing supply outlet between 7am — 9am on Friday 9 March fora free breakfast to celebrate World Plumbing Day.

IAPMO Poster ContestTo increase the interest and excitement in World Plumbing Day, the International Association ofPlumbing and Mechanical Officials (IAPMO) is sponsoring an iPod Touch sweepstakes drawing forintermediate school children in the sixth through eighth grades. For downloadable educational materials(including a short, fun introductory video) and poster design contest details that are being made availableto schools nationwide in commemoration of this important day, visitwww.iapmo.org/Pages/WorldPlumbingDayContest.aspx. The children submit their promotional posterson the theme "Plumbing Moves Society Forward" with their name, grade level, teacher's name, schoolname and address. IAPMO BPI and LRWA Announce Schedule of Joint BackflowCertification Classes

The International Association of Plumbing and Mechanical Officials Backflow Prevention Institute(IAPMO BPI) and the Louisiana Rural Water Association (LRWA) have formed a partnership to conductbackflow training certification classes throughout the state of Louisiana.

"IAPMO BPI is excited about expanding its certification training into Louisiana and in working with anestablished industry respected organization like the LRWA," said Sean Cleary, IAPMO BPI director ofTraining and Education.

"LRWA is equally excited to partner with IAPMO BPI and expand the training programs that LRWAoffers across the state of Louisiana," said Rusty Reeves, LRWA deputy director.

IAPMO BPI, a leader in cross‐connection training both in the United States and internationally, has beena provider of the ASSE certification program for many years. January Construction Recedes 2 Percent

The value of new construction starts dropped 2% in January to a seasonally adjusted annual rate of$402.2 billion, according to McGraw-Hill Construction, a division of The McGraw-Hill Companies. Bothnonresidential building and housing settled back from December, while the nonbuilding constructionsector managed to register a modest gain with the help of a rebound for new electric utility starts. On anunadjusted basis, total construction starts in January were reported at $27.0 billion, down 14% from thesame month a year ago. For the twelve months ending January 2012 versus the twelve months endingJanuary 2011, which lessens the volatility present in one-month comparisons, total construction startswere down 3%.

The January statistics lowered the Dodge Index to 85 (2000=100), compared to December's reading of87. Over the course of 2011, the Dodge Index moved within the range of 81 to 101, with the average forlast year coming in at 90. "For construction starts, the year 2012 got off slowly, with activity retreatingfurther into the lower half of its recent range," stated Robert A. Murray, vice president of economic affairsfor McGraw-Hill Construction. "This is consistent with the view that construction is still struggling toachieve upward momentum, even with the recent improvement shown by the U.S. economy. There weresome positive signs for construction during 2011, such as a stronger volume for multifamily housing, arecord high for new electric utility starts, and even gains for a few commercial structure types (hotels andwarehouses). However, these positives were offset by declines for single family housing, public works, andinstitutional building. For 2012, both public works and institutional building will continue to be affectedby diminished federal funding, as well as by tight state and local budgets. Single family housing may drawsome benefit from the recent federal-state agreement with major banks to rework troubled mortgages,but homebuyer demand will still be restrained by more stringent bank lending standards, which limitsany construction upturn. While multifamily housing appears on the upswing and commercial buildingseems to be turning the corner, both will require more available bank financing. There were some signsthat this was taking place during the first half of 2011, before concerns about the debt crisis in Europeduring the second half of 2011 caused banks to adopt a more wait-and see approach."

The IAPMO Board of Directors from time to time moves to amend the bylaws governing the association'soperations in order to better serve membership.

The following changes became effective on Jan. 25.2.1 Categories of Membership. There shall be nine (9) categories of membership as follows:

2.10 Radiant Professionals Alliance Member. An individual, governmental unit ororganization desiring to recognize, support and advance the radiant heating and coolingindustry and the art and science of the manufacturing, design, installation andmaintenance of radiant heating and cooling systems. By way of example, and not by way oflimitation, an organization would be dealer, distributor, manufacturer, national orinternational institutes, societies, trade or professional associations. A RadiantProfessionals Alliance Member shall have all the rights of a Regular Member except aRadiant Professionals Alliance Member shall not be entitled to vote, but shall be eligible toparticipate in all other affairs of the Association.

3.1 Annual Conference. E. Proposed amendments to the several, exclusively or jointly sponsored codes shall be presented to themembership by posting such proposed amendments on IAPMO's website or by mailing a printed orelectronic version of same upon request in accordance with the Regulations GoverningCommittee Projects or the Regulations Governing Consensus Development of the UniformSolar Energy and Swimming Pool, Spa and Hot Tub Codes at least thirty (30) days prior tothe Annual Education and Business Conference or any special business meeting of thegeneral membership. Such material first shall be submitted to the appropriate committee for theirconsideration and review. Nothing shall prevent the members of the Association from proposing anamendment to any code change proposal presented for their consideration, provided such change relatesto the same subject matter and is presented pursuant to the Regulations Governing Committee Projectsor the Regulations Governing Consensus Development of the Uniform Solar Energy and Swimming Pool,Spa and Hot Tub Codes.

Architect Charged In Firefighters Death

Architect Gerhard Albert Becker has been charged with involuntary manslaughter after he deliberatelyignored safety recommendations and installed outdoor fireplaces in his $11.5 million home.

Becker, who has pleaded not guilty, was the owner and architect/builder of a luxury home in theHollywood Hills section of Los Angeles. The home was to be used for an upcoming reality TV show"Germany's Next Top Model."

On February 16, 2011, two day before filming was set to begin, the 13,500-square-foot home caught fire.Over 80 firefighters responded to the call and attempted to save the home. 19 firefighters became trappedbattling the blaze. Firefighter Glenn Allen and three colleagues were on the ground floor when a partial

ceiling collapse occurred, and several hundred pounds of plaster and lumber fell on them. Fellowfirefighters frantically dug them out, but Allen's injuries were too severe, and he died in the hospital twodays later.

A yearlong investigation concluded that that the fire started due to gross negligence. According to courtdocuments, Becker told the Department of Building and Safety that he did not intend to install anyfireplaces within the home.

After the home had passed inspection, he installed four outdoor fireplaces inside the home. The fireplaceswere not installed per the city's building code - they where built of wood framing and lined on the bottom,sides and top with combustible drywall ordinarily used for standard walls. One of the fireplaces actuallyvented into the same room. Additionally, the walls did not include any firebreaks, which are requiredevery 4 feet.

When the fireplaces were lit, they heated the wood surrounding the burners. A fire broke out in thefireplace on the third floor, and because of the lack of firebreaks, quickly spread into the ceiling.

"This man built an 18-foot fire trough designed for outdoors inside the home. It was a recipe for disaster,"added Deputy Dist. Atty. Sean Carney. "He essentially put this fireplace on 2-by-4s."

Records show that the manufacturer of the fireplaces warned Becker that they were for outdoor use only,to which he replied in an email, "I am aware I just don't see the difference. It is a pit with a pipe."

"If these fireplaces were present at final inspection of the residence, the inspection would not have beenapproved," LAPD Det. Gregory M. Stearns stated in a search warrant affidavit. "As constructed andinstalled, they constitute a present, extreme, immediate and imminent hazard."

CDC Issues Report on Fatal Exposure to Methylene Chloride AmongBathtub Refinishers

In 2010, the Michigan Fatality Assessment and Control Evaluation program and the Occupational Safety

In 2010, the Michigan Fatality Assessment and Control Evaluation program and the Occupational Safetyand Health Administration (OSHA) identified 13 bathtub refinisher fatalities associated with methylenechloride stripping agents in nine states during 2000-2011. Each death occurred in a residential bathroomwith inadequate ventilation.

The ages of the 13 decedents ranged from 23 to 57 years (median = 39 years). Twelve were male. Tendifferent products were associated with the 13 deaths. Toxicology tests from specimens collected atautopsy indicated methylene chloride blood levels ranging from 18 to 223 mg/L in the six decedents forwhom values were recorded; a level of <2 mg/L is expected in a person working within the OSHAallowable air standard for exposure to methylene chloride fumes.

A review of OSHA databases, the Internet, and hardware stores, found 42 bathtub stripping products, 26(62%) of which are readily available on the Internet or at local hardware stores. Many of these strippingproducts contain 60%-90% methylene chloride. Many Internet sites promote do-it-yourself bathtubstripping, and no state or federal restrictions exist on the use of methylene chloride stripping agents. Thewidespread availability of these products and their effectiveness puts both professional bathtubrefinishers and do-it-yourselfers at risk. Public health agencies, worker safety agencies, manufacturers,and trade organizations should clearly communicate the extreme hazard posed by using methylenechloride-based stripping products in bathtub refinishing.

The Plumber's ApprenticeThe unveiling of the Plumber's Apprentice celebrating 400 years happened at Cannon Street Station inthe middle of London, England on Thursday 6 October 2011.

The Plumber's Apprentice is a massive seven-foot bronze statue, commissioned by the WorshipfulCompany of Plumbers to celebrate the 400th anniversary of the company on receiving its Royal Charterfrom King James I in 1611. The statue also signifies plumbing's long-standing history with the City ofLondon and the company's significant contribution to training plumbing apprentices.

Plumbers without bordersPlumbers Without Borders, a grass-roots non-profit organization, was started by and for Plumbers andPipefitters who felt a calling to "give back" to those in our world who suffer from the lack of access to safewater and hygienic sanitary systems. With the numerous world-wide organizations that are working dailyto implement water and sanitation projects, many professional Plumbers and Pipefitters have a desire tobe a part of the process in implementing safe and sustainable plumbing and sanitary systems, whereverthis form of poverty is adversely impacting global health.

Bid to boost industry shortages scores national training awardAn innovative Perth, Australia, training program helping students become plumbers, gasfitters, paintersand decorators has won a major Australian Training Award. Announced last November, MPA Skills wonthe School Pathways to VET Award in recognition of its training partnership with John Forrest SecondaryCollege. These Australian Training Awards are the highest national awards for the vocational educationand training (VET) sector.

Dealing with drain contaminationA US study has found that plumbing systems may be a cause of human infectionExamining the prevalence of the fungus Fusarium in bathroom sink drains, researchers in Penn State'sCollege of Agricultural Sciences found that about 70 percent of Fusarium samples taken from drainsbelong to one of the six genetic types most often associated with human infections. This is not the onlyrecent study to have found that contaminated drainlines can cause disease-based problems. A recentstudy in Hydarabad found that water used in a particular drainline was untreated and being used toirrigate vegetables.

Robert Burgon, Immediate Past Chairman of the World Plumbing Council, has been awarded HonoraryFellowship of the UK's Society of Public Health Engineers (SoPHE).

This award, which is the highest given by the Society, is in recognition of Robert's contribution to theplumbing industry over more than 30 years. The presentation, by SoPHE Chairman, Chris Northey, tookplace at the SoPHE Dinner in London, England on 3 November 2011.
