institutionalThe ARH mission

• Implementation of a river basin management concept

• Focused on the protection, valorisation and sustainable management of water resources

–– water quality water quality –– water quantity water quantity –– informationinformation

• Regional entities, administrative and financial autonomy, with full competencies on:

– Licensing and surveying water uses; – Promoting water resources requalification and fluvial management– Developing economic analyses of water uses– Raising funds (including establishing and collecting taxes)– Assuring law enforcement– Preparing river basin plans (transboundary issues in cooperation with

INAG)– Implementing the programs of measures for water management– Promoting flood control, drought plans and emergency control– Establishing monitoring programs– Inventoring and managing water protection areas and water bodies for

human consumption

Objectives

the establishment of land use and environmental guidelines for the riparian corridors, and minimizing flood risks in the surrounding urban areas;

to develop new concepts for river management and flood protection based on a catchment approach, alternative to traditional engineering works such as channelization with concrete and regular cross-sections;

to increase water infiltration and detention in adequate recharge areas;

to use riparian vegetation to restore bank vegetation and habitats;

to enhance urban adjacent areas, creating park-land, recreation areas and open space for leisure and amenities with increased scenic value;

to promote trails and paths along the streams for leisure and environmental education;

to involve public and private local agencies to promote a better quality of life, create jobs to support leisure and environmental education.

Some topics to be developed:

• City-People-River - Assessing the success of the Polis intervention at Jardas/Cacém (URBEM project - www.urbem.net)

• Retrofit urban neighborhoods for stormwater management

• Modelling issues for river restoration

• Ecological issues - riparian vegetation restoration

• Reinventing the riverfront

• ....
