The High Street Upgrade has reached some significant milestones, with noise wall installation and asphalting of the new westbound carriageway underway, and the commissioning a temporary roundabout. Works underway Underpasses Both underpasses are progressing well, with the first third of the Forrest Street underpass now backfilled. In early 2021, the Stirling Highway northbound lanes will be rebuilt on top of the underpass to enable works of the centre third to commence. Concrete sections have been installed in the southern third of the Montreal Street underpass, which will now be backfilled to prepare for the new westbound lanes to be constructed above. Roundabout construction In early December, traffic was switched to a temporary roundabout, and the existing signals removed. This temporary roundabout will enable access to the southern section of the permanent roundabout construction area and minimise the requirement for ongoing traffic switches and disturbance to road users and nearby residents. Due to unforeseen issues with temporarily diverting traffic in the vicinity of an underground service, Montreal Street will now re-open in early 2021. opening. We apologise for any inconvenience this ongoing closure may have caused.Noise walls The first phase of noise wall installation has commenced, with concrete panels on the eastern side of Stirling Highway fitted in mid-December. Noise walls on Stirling Highway and around the roundabout will continue to be installed in early-2021. Painting and fitting the Soundstop Plexiglas, where required, will follow panel installation. Noise walls on High Street, east of the roundabout will be installed later in the project once the new dual carriageway is in place.While the walls are designed primarily to mitigate residential noise, they also present a unique opportunity to shape the High Street and Stirling Highway gateway to Fremantle, and enhance the aesthetic of the road network. The noise walls feature cast in a Terrazzo tile style patterns, designed by local artist, Penny Bovell. The design celebrates the largely undocumented Fremantle story of the Scolaro family and the nearby Universal Tile Factory which produced distinctive Terrazzo tiles for 23 years from 1950, which feature in dozens of houses throughout Fremantle

Christmas and New Year - Site shutdown From Friday 18 December works will finish for the year, and recommence from Monday 4 January. The site will be secured, and areas where earthworks are underway will be sprayed with dust suppressants. The site will be regularly monitored, however residents and motorists are asked to contact Main Roads on 138 138 to report any issues.

Upcoming works in early 2021 Activities in early 2021 will include:

Forrest Street underpass – completing the western third, rebuilding Stirling Highway northbound lanes, to shift traffic and commence the middle segment of the underpass

Montreal Street underpass – constructing the western third of the underpass continues

Noise walls – Installing noise walls to continue on Stirling Highway and High Street surrounding the roundabout

Building the southern section of the permanent roundabout

Completing and switching traffic to the new High Street westbound carriageway

Opening the reconfigured Montreal Street and High Street intersection

Final water network relocations in the northern verge of High Street.

Crews will continue to work each Saturday during the day throughout the project area.

Managing construction impacts We appreciate the ongoing patience of residents and motorists this year. We understand there have been significant changes to the local area and road network as part of the project. We will continue to minimise disruption to traffic and nearby residents as much as possible when works recommence in 2021. This will include monitoring dust and vibration, and implementing additional controls, including modifying construction activities and phasing.
