On behalf of the City and its resi-dents, welcome to Woodstock, a growing, vibrant community with strong commitments to long-held historic, cultural, educational,
healthy-living, and healthy-environment values. First established in 1844, our City was called Centerville, referencing its central location in McHenry County and the fact that it serves as the seat of our county government. In 1845, Center-ville was renamed Woodstock and has celebrated significant recognition over the years, being named an All America City in 1964, a Certified City in 1987, a National Trust Distinctive Destination in 2007, and most recently, a Preserve America Com-munity. The Woodstock Square is listed on the National Register of Historic Places and rests in the center of the Citys Historic District. Pillars of the district include the historic Woodstock Opera House, theatrical home of renowned performers Orson Wells, Paul Newman, Betsy Palmer, Tom Bosley, Shelley Berman, Lois Nettleton and Geral-dine Page, and the Old Courthouse, todays home of the Old Courthouse Arts Center. Surrounding the Square are a number of beautifully restored Vic-torian homes, many of which have been plaqued by the Historic Preservation Commission in recogni-tion of their significance to the Citys history and architectural diversity. Woodstock is the centerpiece of the regions visual and performing arts community. Each year there are more than 500 performances at the Wood-stock Opera House, including the highly acclaimed Woodstock Mozart Festival performed weekends in August. February 2nd marks Groundhog Day as the community waits for our own Woodstock Willie to make his prognostication. Wednesday nights during the months of June and July will find residents in the Park in the Square enjoying evening concerts performed by the Woodstock City Band, a tradition for 130 consecutive years! Tuesdays
and Saturdays from May through October find the Farmers Market, ranked number one in the State of Illinois and in the top ten nationwide for three years in a row, open for business. The Square is alive ev-ery weekend throughout the summer with arts and crafts shows, festivals, weddings, the annual Memo-rial Day Parade and welcome home celebrations for our returning service men and women. A day of shopping in Woodstocks unique and inviting stores recalls memories of scenes and personalities associated with the Dick Tracy cartoon. Chester Gould, creator and cartoonist of the famed police detective, lived in Woodstock and based many of his characters and stories on local events, build-ings, and people. A walk around the downtown area also provides the opportunity to stop at many locations identified by plaques as the site of impor-tant scenes in the movie Groundhog Day filmed in Woodstock in 1992. Regardless of the reason for visiting the City, a day in Woodstock is nicely topped off by an eve-ning of dining at any of the Citys many fine dining establishments. Square restaurants offer outdoor dining during the summer and cozy indoor fares in fall and winter. And, the Square in winter is simply not to be missed. Nothing is more spectacular than the traditional Lighting of the Square ceremony as trees and buildings become ablaze with light in preparation for the holidays. A winter evening is truly incomplete without a horse drawn carriage ride over the brick streets or a leisurely stroll under the magic of the winter lights. Woodstock consistently demonstrates its com-mitment to quality education. Community Unit School District 200 offers two high schools two middle schools, six elementary schools, the Verda Dierzen Early Learning Center, and Clay Acad-emy. Currently, 1,900 students in the District are enrolled in their award-winning dual language program, recognized by the Government of Spain as an International Spanish Academy, in which

students receive instruction in all curricula in both English and Spanish. Additionally, Woodstock is home to St. Mary Catholic School and Marian Central Catholic High School. The community supports a state-of-the-art public library, complete with childrens center, reading room, internet ac-cess and community room. Just a few short miles from McHenry County College, Woodstock offers easy access to traditional college courses, as well as numerous adult education classes. The City is also home to the Challenger Learning Center. Dedicat-ed as a memorial to the crew of the ill-fated Chal-lenger space flight, the Center provides science exploration and team building programs for youth and adults alike. The site also hosts the Woodstock Center of nationally known Aurora University, now offering an M.B.A. in Leadership, an M.S. in Nurs-ing, and doctoral degrees in education with lead-ership emphasis in the areas of Adult and Higher Education, Curriculum and Instruction, and Edu-cational Administration. Our community also offers truly exceptional health care and senior living facilities. Centegra Hospital Woodstock has evolved from a small, hometown hospital established in Woodstock in 1914 to a leader in innovative medical treatment, including the Gavers Breast Cancer Center and a Hospice Inpatient Care Home. Mercy Woodstock Medical Center opened in 1999, offering health care services dedicated to broad-based healing. For over 125 years, Hearthstone Communities has provided quality senior living options and oppor-tunities for senior citizens and their families with
an emphasis on passionate, family-oriented senior care. With nearly 550 acres of parkland and many more acres of open space, Woodstock demon-strates a strong commitment to maintaining its individual character and identity within a larger growing region. Through partnerships with the McHenry County Conservation District, The Land Conservancy and the Environmental De-fenders of McHenry County, the City actively works to conserve and preserve precious natural resources. Thanks to the efforts of the Defend-ers and a strong collaboration with municipal and county governments, McHenry County was the first in the State of Illinois to mandate a curbside recycling program. Environmental protection is truly a way of life in Woodstock. And for those interested in sports and recreation, the City offers the Woodstock Water Works aquatic center; the Woodstock Recreation Center, with a full range of health and fitness equipment and programs; a 2.5 mile walking/running path in Emricson Park; and numerous soccer fields and ball diamonds throughout the City for both leagues and families to enjoy. City Staff The City of Woodstock operates under the Council-Manager form of government that combines the political leadership of an elected
Mayor and six City Council members with the managerial experience of an
appointed City Manager.
The Citys primary purpose is to serve the needs of its citizens. City Council meetings are held at 7 p.m.

With an eye on long range goals and an ear to immediate needs, the City of Woodstock offers extensive planning, marketing, historic preserva-tion and business consultation services through the Business Development and Community Develop-ment Departments. Please contact the department for guidance with business expansion, start-up, market analysis and site selection. This office is also the principal contact for questions regarding the Woodstock Economic Development Corporation. This department is responsible for issuing all building and construction permits, processing all zoning and subdivision petitions, and enforcing the citys zoning, sign and building regulations. The de-
partment also maintains demographic and land use data for Woodstock, as well as information pertain-ing to new development and building activity. Woodstocks newly expanded Public Library is located at 414 West Judd Street. All residents, five years or older, who reside in the City of Woodstock, are entitled to free library cards. Residents of Community School District 200 outside the city limits of Woodstock may obtain a library card by paying a discounted fee of $55.00. Library Hours are from 9 a.m. to 9 p.m. Monday through Thursday; 9 a.m. to 6 p.m. Fridays; 9 a.m. to 5 p.m. Saturdays; and 1 p.m. to 4 p.m. Sundays. The library offers numerous patron services including extensive internet access with on-line research capabilities. Patrons may also rent audio-visual equipment, and a community meeting room and classroom are available to the public.

The City of Woodstock strives to recruit and maintain a highly-qualified staff of employees, whose goal is to provide exemplary customer service to the residents of Woodstock. To this end, the Human Resources Department
handles all recruitment functions to fill vacancies or new positions. Openings are locally advertised, are posted in the City Hall entryway display case, and are listed on the Citys website under the Human Resources Department heading. While unsolicited resumes are not encouraged, the department maintains an Interest Card file and will forward applications for specific position openings to individuals as requested. The department also handles a variety of internal personnel duties concerning employee benefits and workplace regulations. In addition, the department currently serves as the contact point regarding issues of personal and property liability for the City.

Located at 326 West Washington, the Public Works office hours are Monday through Friday from 8:30 a.m. to 5 p.m. Public Works is responsible for the maintenance of all streets and rights-of-way; snow removal; park maintenance; water and sewer system maintenance; water treatment and wastewater treatment. Historic Structures Two historic structures dominate the Wood-stock Square the Woodstock Opera House and the Sheriff s House complex. The Romanesque-style Opera House was erected in 1889 and once
served as the city hall, library, and fire department. Performers who spent their early years on the Opera House stage include Orson Welles and Paul Newman. Today the Opera House re-mains the cultural entertainment
center of Woodstock. Plays, concerts, and per-formances are scheduled at the Opera House throughout the year, including the nationally re-nowned Woodstock Mozart Festival held each summer. Performance schedules are available at the ticket office in the Opera House lobby. The Old Court House, a simple Italianate struc-ture built in 1857 under the design of famed archi-tect John Mills Van Osdel, is similar to the Cook County Court House of 1853 that was destroyed in the Great Chicago Fire. The Sheriff s House and Jail were constructed in 1887. In 1894, Eugene Debs (union leader and Socialist Party Presidential candidate) was held there for refusing to comply with a court injunction related to the Pullman

strike. The building served as the McHenry County government offices until the early 1970s when the county moved to a new, larger facility.
Events and Festivals Throughout the year, the historic Woodstock Square is host to many events, festivals, and fairs. Events on the Square include Fair Diddley in May (featuring over 300 crafters booths), summer band concerts, the Farmers Market from May through October, the Mozart Festival in August, Harvest Fest in September that features a Fiddlers competi-tion along with the Fair In the Square Craft Show. A perennial highlight of the year is Woodstocks Groundhog Day Festival celebrating Wood-stocks starring as Punxsutawney, PA in the 1993 Bill Murray comedy film classic Groundhog Day. Not to be missed is Woodstocks Victorian Christmas celebration that begins each Thanksgiv-ing weekend. An annual Festival of Lights fills the Square with thousands of miniature lights illumi-nating the buildings and trees. Carolers stroll the
streets and a horse-drawn carriage transports visi-tors around the Square. Refreshments are available while you search local shops for the perfect gift.

The picturesque community of Woodstock is alive with a bountiful array of events and attractions that make the city a prime tourist attraction and thrilling place to live.
Groundhog Day In 1991 director Harold Ramis chose Woodstock as the location for shooting the comedy classic film Groundhog Day. It has made Woodstock an end-less point of interest, bringing visitors from all over the world. The Woodstock Chamber of Commerce & Industry, as well as City Hall, have information and exhibits on the filming of the movie. In addition, Woodstock is host to the annual Ground Hog Day Festival that pays homage to the film and includes a walking tour of sites in the mov-ie, as well as the groundhogs prediction for when winter will end.
Dick Tracy Chester Gould who created the Dick Tracy comic strip which ran 1931 to 1977, was a native of Woodstock. The Dick Tracy comic strip originally premiered in the Detroit Mirror, then in the New York Daily News, followed by the Chicago Tribune,
and then on to nationwide syndication, and eventu-ally to international audiences. The crime fighting adventures of Goulds Dick Tracy character were so popular that the comic strip appeared on the front page of the New York Daily News for 45 consecu-tive years, and it was seen in 27 foreign papers.
Events & Attractions The month of August sizzles with such offerings as a car show, Mozart Festival, as well as concerts in the park. The Woodstock Autumn Drive features local artisans at work in the homes. Also in August, the eagerly anticipated McHenry County Fair fills Woodstock with rides, games, and foods for every taste. Of course these are just a sampling of the year-round offerings of fun activities celebrating Woodstocks unique charm. Among other popular events hosted by Woodstock are the Fair Diddley Craft Show in May, Farmers Market running May through October, the Woodstock Folk festival in July, the Old-Fashioned HarvestFest/Fiddlers Con-test & Fair In The Square Craft Show in September, and the ever popular Lighting of the Square in late November that kicks off the holiday season.

The Woodstock Fire/Rescue District provides two important public safety services for the Woodstock area residents: fire and rescue protection. Due to their high quality, properties within the district enjoy a very low fire insurance rating for home and business owners. B.O.C.A. fire and building codes are enforced in the construction of all new structures in the district.Firefighters and paramedics conduct fire inspection and safety education programs throughout the year. 85% of the members are cross-trained in fire and medical emergencies. Paid, on-premise members provide for 24 hour on-duty response to all medical incidents. Future plans provide for more personnel on duty to also respond to fire incidents.

Woodstock School District 200 serves approxi-mately 6,700 students in grades PreK-12 who live in the communities of Woodstock, Bull Valley, Greenwood, the west side of Wonder Lake, and unincorporated McHenry County. The school district was formed in 1969 when two elementary districts and one high school district consolidated, but education in Woodstock actually dates back to 1847. Today our schools offer a strong standards-based educational program that is based on best practices and innovation but that is also rooted in the rich traditions of our 150-year old community. District 200 currently operates twelve schools: the Verda Dierzen Early Learning Center where all of the communitys youngest children begin their education; six elementary schools serving students in grades 1-5; two middle schools for students in grades 6-8; two comprehensive high schools; and the Clay Academy, a therapeutic day school for stu-dents in grades 3-12 with special needs. The school district has just completed $105 mil-lion in school construction which includes new elementary, middle and high school buildings, an addition to the early learning center, an the remod-eling and conversion of a former middle school to an elementary school.
District 200 provides a wide variety of programs to help every child to succeed. Early childhood education, dual language, bilingual and gifted pro-grams, Advanced Placement classes, career and technical training, and special needs programs strengthen the general education curriculum. A districtwide focus on reading, writing and math-ematics combined with the use of technology as a learning tool help prepare all students for success in and outside of the classroom. Woodstock students excel at the state and na-tional levels in both academics and extracurricular activities. Woodstock High School students per-form very well on ACT and Advanced Placement tests, and our graduates attend some of the top col-leges and universities in the nation. Elementary and middle school students consistently score above the state average on standardized achievement tests. The Verda Dierzen Early Learning Center is a recognized model for early childhood education. Outside of the classroom, District 200 provides an extensive selection of athletic, fine arts, enrich-ment and extra-curricular programs. Students regularly excel at the state level in a variety of com-petitions, including music, mathematics, graphic arts and athletic events.

Woodstock Parochial and Private Schools Marian Central is a religious secondary high school encompassing grades nine through twelve. Continuing and Professional Education- The Office of Continuing and Professional Educa-tion offers a wide variety of non-credit classes, seminars and special events for many age groups. Specific program areas include: Trips and Tours, Retired Adult Program, Kids On Campus (gifted middle school students), Traffic Safety School and Parents/Children/Divorce (court contract-ed programs) and short courses ranging in topic from financial planning to ballroom dance. Over 550 area businesses and more than 8,700 individuals utilized more than $1 mil-lion worth of CCED training and assistance over the past year. Township Government Township Government is older than 1776. It originated in the mid-1600s, more than 100 years before our country became an independent na-tion. Township government in Illinois dates back to
1787, when Congress established the Northwest Territory and designated counties and townships within the territories. When the second Illinois Constitution was adopted in 1848 it gave counties the option to include townships in their govern-mental structure. A majority of Illinois counties chose the town-ship system in a general election of 1849, among them being McHenry County, where the voters almost unanimously chose township government in a referendum in November of 1849. A Township, as a political and geographic subdi-vision, is a municipal corporate body that can sue and be sued, own property, borrow money and levy taxes. The officials may act for the electorate in the Townships name when conducting business. Townships have many duties and some per-missive powers. Services expressly required of all townships include providing for welfare assistance, building and maintaining rural roads, assessment of property and preventing the spread of com-municable disease. In addition to this, townships may establish libraries, medical clinics, museums, community buildings, public rest stations, mental health facilities and youth committees. McHenry County is divided into seventeen townships. There are generally eight elected officers

in each township. These are the supervisor, clerk, as-sessor, highway commissioner and four trustees. The term of office for each position is four years. Terms are synchronous rather than staggered. The annual meeting of the township electors is held the second Tuesday in April each year. The Supervisor is the Chief Executive Officer of the township and is responsible for the township funds, serving as treasurer of all funds and records all transactions in an official book. The Supervisor must file a statement of the finan-cial status of the township with the township clerk. A summary of this report must be published annu-ally. One of the most important functions of the Su-pervisor is in the area of General Assistance. The Supervisor of General Assistance gives aid to the needy. Money used for this purpose is raised by local taxes and non-State receiving units, which ap-plies to most of the 1,400 plus townships in Illinois. The money thus raised is used to provide food, shel-ter, utilities, medical care and burial whenever nec-essary.

Over the past 30 years, over 16,000 acres have been set aside
for the pleasure of future generations.
RECREATION
The Conservation District was established in 1971 by the voters of McHenry County to preserve the countys natural areas, while pro-moting environmental education and offering outdoor recreational opportunities. Over the past 43 years, nearly 25,000 acres have been set aside for the pleasure of future generations. People of all ages enjoy a wide range of activities such as hiking, biking, fishing, ca-noeing, horseback riding, snowmobiling and cross-country skiing at 33 District sites lo-cated throughout the county. Annual events include Hooked on Fishing, hosted for free during the second weekend in June in con-junction with Illinois Free Fishing days where families can try out the sport of fishing and have fun trying to hook the big one.; cross-country candlelight skis hosted one weekend each January and February; and the Festival of the Sugar Maples, held in Early March which demonstrates how maple syrup is made. The Conservation District publishes Land-scapes, a free quarterly magazine that details the Districts free educational programs, special events and other District news. Woodstock boasts one of the best park systems in the State of Illinois. As Woodstock residents do not belong to a separate Park District, all fifteen park facilities are owned by the City and maintained by the Department of Public Works. The Woodstock Recreation Department provides a wide variety of programs for all ages including sports, arts, fitness, aquatics, special events and excursions. Twice annually, the Recreation Department publishes the City Scene, a newsletter that is sent to residents in the 60097 and 60098 zip codes. City Scene contains up-to-date information for the Recreation Departments programs and activities. Information regarding recreation programs, special events, Woodstock Water Works Aquatic Center, and registration procedures can also be found on our website at: www.woodstockil.gov.
The City of Woodstock Recreation Depart-ment provides a wide variety of programs for all ages, including sports, arts, fitness, aquatics, spe-cial events, and senior programs. Playing fields and courts and pavilions in the city parks are available to the public and are scheduled by the Recreation Department. If golf is your game, then Woodstock is a golfers haven. Woodstock boasts 2 public courses and 2 private courses. Craig Woods is a nine-hole pub-lic course that is suitable for golfers of all skill lev-els. The semi-private Crystal Woods Golf Club and the private Bull Valley Golf Club along with Woodstock Country Club offer challenging play and exclusive competition. Anyone looking for a quiet place to walk or jog would find a visit to Ryders Woods just one of the few natural reserves in Illinois. Teeming with plant and animal life, the park is one of Illinois natural wonders and remains a popular place for a quiet afternoon.

Sports Organizations Through cooperative arrangements with the City of Woodstock, residents are provided struc-tured sports opportunities through several private leagues, clubs and organizations. To get contact information, call the Recreation Department for information on AYSO soccer, competitive soccer clubs, Little League, American Legion, girls soft-ball, mens fast pitch softball, mens senior baseball, girls basketball and the Dolphins swim team.

Woodstock Water Works Aquatic Center815-338-4896 Woodstock Water Works, opened in 2002, fea-tures three separate pools: a 9,000 square foot, zero depth recreation pool with a double flume slide and play features in the shallow end; a 5,000 square foot, eight-lane competition pool with one-meter and three-meter diving boards; and a 1,150 square foot baby pool. Other features include a large sand tot lot, a picnic shelter and an outdoor food court. Daily admission fees are charged or patrons may take advantage of a seasonal pool pass. Built in 1890, the Woodstock Opera House was carefully restored to its Steam-boat Gothic beauty in the mid-1970s. Managed by the City of Woodstock, the Opera House has, for over 100 years, served as an active performing arts/cultural center, meeting place and focal point of Wood-stock. The Opera House Staff also coordi-
nates the Summer City Band concerts that celebrated their 125th consecutive season in 2009. Bookings for use of the Gazebo for weddings and other activities may be made through the Opera House office. The Opera Houses Community Room is also available for public use and features an ongoing visual arts exhibition and a Christ-mas Tree Walk during the Holidays.
